Cyrus the Great
The first empire in the world was formed by Cyrus. It was composed of 48 autonomous kingdoms. They all had their own internal laws and independent kings. However all these kingdoms were united under a federal law.
![Page 31: Iran Profile By Ahmad Dolatkhah](https://reader035.fdocuments.in/reader035/viewer/2022062523/58f289211a28ab934c8b45e7/html5/thumbnails/31.jpg)
I am Cyrus, King of the World. When I entered Babylon I did not allow anyone to terrorize the land. I kept in view the needs of its people and all its sanctuaries to promote their well being. I put and end to their misfortune. The great God has delivered al lands into my hand, the lands that I have met to dwell in peaceful habitation.
