1 PrefaceAfter several years of development our National Associations started in 1998 officially and world-widewith the universal IPMA Four Level Certification (4-L-C) system.

The national associations usually start with the nomination of their first assessors, with the establish-ment of their certification body engaging important sectors of the economy, and the transfer of theIPMA Competence Baseline (ICB) to the National Competence Baseline (NCB). Their own assessorsare trained during the first certification cycle with the assistance of an experienced assessor from anexisting certification body.

The year 2000 proved how much energy could be mobilized by the IPMA Competence Baseline (ICB):

• Ten National Competence Baselines (NCB) were established, and at least six more countries aredeveloping their NCB right now.

• The "source" National Competence Baselines in the United Kingdom, Switzerland, Germany andFrance were revised based on the ICB and past experience.

The ICB as a global standard, the National Competence Baselines and the certification programmesof the national certification bodies are major flywheels for the project management promotion world-wide.

Other empowering components are the bilateral co-operations between existing certification bodiesand certification bodies that start a new programme. The most remarkable set-up took place in Egyptby our long-time member MES-PM and Klaus Pannenbäcker.

Most countries that started their certification with a heavy outside influence went into a crisis in the firstyears. Countries mobilizing important grass-root project management competence had a more stableand powerful development.

PM-ZERT, the certification body of the German Project Management Association (GPM) is the firstnational certification body world-wide that was validated for all four IPMA levels. It has the right to bearthe title IPMA Validated Certification Programme for the Levels A, B, C and D. It owns the ISO 9001certificate as well.

The PMA-Zertifizierungsstelle of PMA in Austria was validated in the years 1999 and 2000 by theIPMA Certification Validation Management Board for the three IPMA Levels B, C and D.

The accreditation of VZPM, the certification body of the Swiss Project Management Society, was ex-tended from IPMA Level B to the three IPMA levels B, C and D by SAS (Swiss member of the Europe-an Accreditation) at the beginning of 2001.

More and more project managers prefer IPMA's four level system which fits to

• the personal development and career of individuals

• the competitiveness of the companies and the competence of their personnel.

3 Four-Level Certification Programmes

3.1 Overview

The International Project Management Association (IPMA) is a non-profit organisation, whose functionis to be the prime promoter of project management internationally.

IPMA started in 1965, under its former name of INTERNET, as a forum for the exchange of experi-ence amongst project managers of international projects. It hosted its first international conference in1967 in Vienna, and since that time has developed steadily, as indeed has the discipline of projectmanagement itself.

The membership of IPMA is primarily of national project management associations. These about30 national member associations serve the specific needs of project management professionals intheir own country in their own language. IPMA develops those needs at the international and globallevels.

To achieve this aim IPMA has developed a number of products and services encompassing rese-arch and development, education and training, standards and certification as well as conferences,seminars and workshops supported by a range of publications. In addition to its member associations,there are a number of other cooperating organisations and individual members who work with IPMA topromote project management internationally.

An individual or company automatically supports IPMA if they become a member of a national projectmanagement association which is a member of IPMA. Where this is not possible or desirable, or ifthere is no member Association in a country, then direct ‘international’ membership is available tothem.

3.2 Certification System

On June 14, 1998 in Ljubljana, Slovenia, the IPMA Council confirmed the establishment of IPMA'suniversal four level system. The certification programmes in project management were then going tobe realised by the National Associations.

The certification programmes of the certification bodies shall be an incentive for the project mana-gers and the members of the project management teams (i.e. the project management personnel) to

• expand and improve their knowledge, experience and personal attitude

• continue their education and long life learning

• improve the quality of project management

• last but not least – achieve the project objectives better.



The benefits of the certification programmes are

• for the project management personnel:an internationally acknowledged certificate of their qualification and competence

• for the suppliers of project management services:a demonstration of their employees' professional qualification and competence

• for the clients:more certainty to get the state-of-the-art services from project management professionals.

For these purposes, a variety of qualifications and competences concerning the knowledge, theexperience, the personal attitude and the general impression of the project management personnelare assessed. IPMA developed the following four-level concept for the certification programmesshown in the figure below. The programme of a certification body that abides by the rules of IPMA willbe validated and revalidated on a regular basis by IPMA.

The main requirements for each level are derived from typical activities, responsibilities and require-ments from practice. The IPMA four level certification system is now shown as follows:

IPMA Level A Certificated Projects Director

Shall be able to direct all projects of a company or branch or all projects of a programme.

IPMA Level B Certificated Project Manager

Shall be able to manage complex projects him / herself.

IPMA Level C Certificated Project Management Professional

Shall be able to manage non-complex projects him / herself and / or to assist the managerof a complex project in all elements and aspects of project management.

IPMA Level D Certificated Project Management Practitioner

Shall have the project management knowledge in all elements and aspects.



The levels are not restrained to hierarchical thinking. A project management specialist on the level Dmay be, apart from his fundamental knowledge in project management, a highly qualified, experiencedand recognised expert in a special field. For example, he or she may own an additional credential incost management. On each level most professional work can be done for the respective range oftasks and decisions, in a local or regional or national or in an international context.

The levels are suitable for career track and maturity models as well as for personnel development andbenchmarking programmes of companies and other organisations.

The level D represents the requirements of the professional associations for project managementknowledge provided by the education and training in project management for its use in practice.

The national associations are responsible for developing and managing their own project manage-ment qualification and competence programme and for establishing their certification bodies.

IPMA owns and maintains its universal system for validating the national programmes to coordinateand harmonise the certifications regarding the IPMA general structure and principles.

In 2000 the IPMA Certification Validation Management Board validated PM-ZERT, the certificationbody of the German Project Management Association (GPM). It is the first national certificationbody worldwide that is validated for all four IPMA levels. It has the right to bear the title IPMA Vali-dated Certification Programme for the Levels A, B, C and D. It owns the ISO 9001 certificate as well.

The PMA-Zertifizierungsstelle of PROJEKT MANAGEMENT AUSTRIA was validated in the years1999 and 2000 by the IPMA Certification Validation Management Board for the three IPMA Levels B,C and D.

The accreditation of VZPM, the certification body of the Swiss Project Management Society, wasextended from IPMA Level B to the three IPMA levels B, C and D by SAS (Swiss member of the Eu-ropean Accreditation) at the beginning of 2001 (SCES 036).

3.3 General Structure and Principles

The general structure for all levels is shown in the IPMA Competence Baseline (ICB) which includesthe description of the fields of project management qualification and competence and the taxonomyfor the assessment of the project management personnel. The criteria are from the competence ran-ges of the basics of project management, the organisational and social competence, the methods andprocedures, the general management, the personal attitudes, and the general impression of the pro-ject management personnel.

The principles for an IPMA validated project management qualification and competence programmeare the content of the Agreement between IPMA and a national association and the IPMA CertificationRegulations and Guidelines (ICRG).

The following stages are the compulsory elements of the qualification and certification processes:

Levels A and B

• application, summary of experience, self-assessment, project proposal

• project report

• interview.

Level C

• application, project experience, self-assessment

• formal examination with direct questions and intellectual tasks

• interview.

Level D

• application

• formal examination with direct questions and open essays.



The organisation, the procedures and the forms shall be described in the quality handbook of the cer-tification body including annexes. They should fulfill the requirements of the standard EN 45'013. It isrecommended that each certification body is accredited by the national governmental institute whichideally should be a member of the European Accreditation (EA).

3.4 Organisation and Administration

The Council of IPMA set up the certification validation organisation shown in the figure below.

The organisational units are

• the national certification bodies which are designated by the national associations and areresponsible for the qualification and certification programme

• the IPMA certification validation panel, consisting of the representants of the national certificati-on bodies and their assessors, for exchanging experience and making recommendations for im-proving IPMA's certification and validation system

• the validators who visit the national certification bodies, audit their qualification and competenceprogramme and recommend improvements

• the IPMA certification validation management board (CVM Board) which is operating and im-proving IPMA's universal system for validating project management qualification and competenceprogrammes

• the IPMA Executive Board and the IPMA Council of Delegates who make the general decisionsconcerning the qualification and competence programme and appoint the management board.



IPMA maintains a register of all acknowledged certificates of individuals and organisations awarded bythe bodies for certification of all national associations.

The certification bodies administer their confidential documentation of the candidates and the per-sonnel of the certification body including the assessors. They process and provide the informationabout their qualification and competence programme and their certification.

3.5 Worldwide Cooperation

24 National Associations have now signed the agreement with IPMA about the qualification and certi-fication programmes. The certification of project management personnel on one or several IPMA-levels is in operation in 17 countries. Several more countries are on the way to their certification pro-gramme according to the 4-L-C system of IPMA and other countries are extending their certificationprogramme to more IPMA-levels.

In the universal system of IPMA the certification is on four conceptual levels. The competence is defi-nitely more than project management knowledge only. The assessment is made by experienced andindependent experts (assessors) who know well the relevant project management practice. In additionto evidence in writing, the candidates present themselves in person to the assessors.

The qualification and competence programmes are a major point of discussion for project manage-ment associations around the globe for several years. The three main partners in the world-widecooperation for the qualification and certification of project management personnel are

• IPMA (International Project Management Association)

• PMI (Project Management Institute)

• AIPM (Australian Institute for Project Management)

The Steering Committee has organised one or two Global Forum meetings per year. On the21.05.2000 the 9th Global Project Management Forum was held in London on the occasion of the15th IPMA World Congress on Project Management. On the 07.10.2000 the 10th Global ProjectManagement Forum took place in Cairns, Australia.

In February 1999 the Global Working Groups (on Standards, Education, Certification / Accreditation,Research, and Global Forum) were convened for the first time in East Horsley near London. Theirdiscussions continued at the Global Fora in 2000 and in meetings of the International Standards Com-mittee.

Summary

To be professional, the discipline of Project Management has to have rigorous standards and guide-lines to define the work of the project management personnel. These requirements are defined bycollecting, processing and institutionalising the accepted and applied competence in project manage-ment. In the IPMA Competence Baseline (ICB), the knowledge, experience and personal attitudesexpected from the project managers and their staff (project management personnel) are presented bya description and a taxonomy.

The ICB contains basic terms, tasks, practices, skills, functions, management processes, methods,techniques and tools that are commonly used in project management, as well as specialist knowl-edge, where appropriate, of innovative and advanced practices used in more limited situations. TheICB is not a textbook and not a cookbook. It offers an access to the knowledge, experience and per-sonal attitudes in project management. It is the basis for all certification programmes of the nationalassociations and their certification bodies that are validated by the International Association of ProjectManagement (IPMA).

In 1985 the Project Management Institute (PMI) in North America elaborated a „Body of Knowledge(BOK)“ for Project Management. This document and later versions until the actual „Guide to the Proj-ect Management Body of Knowledge“ have been the basis for the knowledge test for the Project Man-agement Professional (PMP).

IPMA (at that time called INTERNET) made an inquiry with their members about the need for certifica-tion in 1987. The majority of the answers were positive. The leading professional project managementassociations were then establishing their baselines for the assessment of project managementcompetence during the last ten years. The Association of Project Managers (APM) in the UnitedKingdom published the first version of its „BOK“ in 1991. In other European countries, similar projectsand development work were done in the first half of the nineties, sometimes in connection with trainingmaterial. A general distinction has been made between the content (ICB) and the organisation (re-sponsibilities and procedures) of the certification programme.

From 1993 the IPMA Certification Core Team (CCT) was charged with the coordination and har-monisation of the national projects and achievements. A first agreement was elaborated to establishan international framework for developing the national documents for the certification. In this processthe sunflower was used as an instrument for the harmonisation and finally as the logo for the ICB.The emphasis is not on the ranges of project management competence but on the elements of projectmanagement knowledge and experience.

In 1997 the IPMA Certification Validation Management Board (CVM Board) took over the furtherdevelopments and the co-ordination of the national associations’ qualification and certification pro-grammes. In 1998 the IPMA Council accepted the standard agreement of the national association andIPMA, approved the universal four level system and appointed the five members of the CVM Board.The ICB was submitted to the National Associations as version 1.0 for comments in 1998 and thenpublished the first time by IPMA as version 2.0 in February 1999.

The actual version of the ICB is in three languages: English, German and French. It was establishedon the basis of the National Competence Baselines of APM (the U.K. Body of Knowledge), VZPM (theSwiss Assessment Structure), PM-ZERT (the German Projektmanagement-Kanon) and AFITEP (theFrench Assessment Criteria). From these National Competence Baselines as much elements as pos-sible were adopted or slightly modified. In any case a high closeness of meaning was sought. Fortraceability reasons the origin of each paragraph is clearly marked (numbers in brackets) and relatedto the reference list.

The IPMA Competence Baseline is used as a reference basis for all substantial normative docu-ments for the IPMA validated certification programmes as well as for referencing of the project man-agement competence in theory and practice (e.g. project management literature, research projects,education, training and continuing professional development and reports about the management ofprojects). The ICB reflects the principles for the project management competence assessment that arecommonly accepted within the IPMA. By consequence, it influences, and is influenced, by develop-ments on the national competence baselines.

Each national association is responsible for establishing its own detailed documents for its certifica-tion, especially the National Competence Baseline (NCB). This documentation is valid for the certifi-cation. A certain freedom shall be available for including national cultures and the advancement of theproject management competence. On the other hand the IPMA harmonisation is responding to therequirements of companies and organisations that are active internationally.

The ICB consists of 42 elements for knowledge and experience in project management (28 coreelements and 14 additional elements) as well as 8 aspects for personal attitudes and 10 aspects forthe general impression. IPMA requires that all 28 core elements and at least 6 additional elementschosen by the nation as well as the aspects for personal attitudes and the general impression areaccepted in a NCB. However up to eight of the additional elements for knowledge and experience (i.e.about 20% of the 42 elements) can be eliminated or replaced by new elements for taking the nationalcharacteristics and new developments in project management into account.
