Lookingbackat2013,theBoardof IPISwelcomesthefurtherconsolidationofthefourresearchprogrammes.Throughagrowingnumberofsolidpublications,IPIShascoveredoncemorethemostrecentevolutionsinitsfield,beingarmedconflictandsecurityintheGreatLakesRegion,naturalresources,businessandhumanrights,andinternationalarmstransfers.ThepublicationofnewinteractivewebmapsonEasternDRCandtheSudan-SouthSudanborderareathatarebothrelevantforourstakeholdersandvisuallyappeal-ing,demonstratesthatIPISiscommittedtoimplementnewtechnologiestodisseminateitsresearchfindings.
Needlesstosay,continuedgrowthandorganizationalchangebringsitschallenges.Firstly,therecentexternalevaluationofourworkshowsclearlythat,whileourpartnershighlyvaluethequalityofourreportingandexpertise,theyadviseIPIStoinvestmoreinitspart-nerwork.Indeedwecannoticeashiftfrom‘publications’towards‘researchprojects’wherepartnersaremorecloselyinvolvedfromtheplanningstageuptothedisseminationoftheresearchfindings.IPISwillworktoimprovethequalityoftheseprocesses,bothwithourpartnershipsintheNorthandthoseinourregionoffocusthatis‘capacitybuilding’driven.
Secondly,managinglargerresearchprojectsinhigh-riskareasandincreasingprojectbudg-ets,oftenwithlocalpartnersinvolved,requireasolidgraspofprojectmanagement,finan-cialscrutinyandriskawareness.TheIPISBoardkeepsonfollowingtheseevolutionsclosely.
HerebyIwouldliketothankthemembersoftheBoardfortheircontributiontogoodgov-ernanceinIPIS.Lastly,onbehalfoftheBoard,IwouldliketothankallstaffmembersfortheircommitmenttotheIPISprojectsandpublicationstroughout2013.

Preface
Throughout2013,IPIShascloselymonitoredtheevolutionsintheGreatLakesRegion.ThelargescalemappingofthesecuritysurroundingartisanalminingsitesinEasternDRCthatIPIShascarriedoutthroughout2013withthesupportofPROMINES/WorldBankandtheBelgianForeignAffairswillfinditsconclusionearly2014.ThefallofM23andanumberofdefeatsofotherarmedgroupsintheEaststrenghtenedtheconfidenceofgovernmentalactors,butthecollecteddatademonstratesthatarmedgrouppresenceinminingsitesisstillwidespread,bothbyrebelgroupsandFARDC.
WhiletheresearchteamworkingontheSoudan-SouthSudanborderconflictwasdraftingitsconclu-sions,thesituationinSouthSudansawadrasticescalationthatisnowtransformingintoacatastrophicfamine.Afewmonthslater,whileIPISwaspreparingaresearchprojectontheconflictdynamicsintheCentral-AfricanRepublicafterthecoupoftheSelekacoalition,thecountrycollapsedintochaosandlargescalefightingbetweenitscitizens.IPISiscloselymonitoringbothconflictsandwillkeepreport-ingontheoftenintransparantencomplexmotivesofthepoliticalandarmedactors.
WhenitcomestothematterofBusiness&HumanRightsandnaturalrecourcesgovernance,IPIShasfurthermonitoredtheinternationalinitiativestoimproveresponsiblesourcingof‘conflictminerals’anditsimpactontheground.2013wasadifficultyearinthisregard,asboththeOECDinitiativeson3Tmineralsandgold,aswellastheKimberleyProcessondiamonds,facedcriticismfromNGOsandotherstakeholders.AnewEUinitiativethatwouldbethe‘Europeananswer’totheUSDodd-FrankActdeservesacloseandcriticallook.Thisyear,IPISincreaseditsattentiononoil,specificallyfocusingonUganda,DRCandChad.InUgandainparticular,IPIShasworkedwithlocalpartnerstomapthenationalcontextontotheUNGuidingPrinciplesonBusinessandHumanRights,andiscontinuingthesecollaborationsinto2014.
TheworkoninternationalarmstransfershasreachedanewphasenowthelonganticipatedUNArmsTradetreatyhasbecomeareality.ThoughalandmarksuccessforNGOsdevotedtopeace,develop-mentandhumanrights,thecivilsocietynowfacesthechallengetopushgovernmentsfurthertoimplementtheTreatyonaglobalscale.Agoodunderstandingofmechanismstomonitorandreportthearmsflowswillbekeytothesuccess,andIPISwillcontinuetoprovidethisexpertisetoitspartners,drawingfromitsongoingresearchonsupplychainsanddefencelogistics.

MissionIPISisaresearchcentrethatcollects,structures,assimilatesandprocessesinformationintoreports,dossiers,articles,briefings,trainingmodules,workshopsandlectures.Ourprimarytargetgrouparegovernmental,non-governmentaland intergovernmentaldevelopmentactors,aswellasprivatecorporationsand lawmakingbodies.Throughchannelssuchasthemedia,theacademicworldandthinktanks,ourinformationalsoreachesawiderrangeofstakeholders.Inthelargestsense,ourtargetgroupconsistsofallindividualsandorganisationsthatarecommittedtopeace,humanrightsanddevelopmentinSub-SaharanAfrica.
Our‘actionresearch’focusesonfactsandfiguresratherthanontheoreticalknowledge,becausewewishtoofferpracticalsolutions–workablepolicyrecommendations,training,capacityenhancingworkshops–toourpri-marytargetgroup,afterthediagnosticresearchphase.IPISresearchactivitiesarestructuredintofourresearchprogrammes,aroundwhichIPIShasbuiltaunique,field-basedexpertiseandnetworkoverthelast25years.
TheresearchprogrammeArmsTrade&Securityshedslightonfactsrelatedtotheopaqueinternationalarmstradewithandinourregionoffocus.Theanalysisofthesedataoffersinsightsintotheconsequencesofarmsflowsonconflictandunderdevelopment,andrecommendationstopreventtheproliferationofarmsinSub-SaharanAfrica.Inthisrespect,IPISinvestigateslogisticalchainsandinfrastructurethatfacilitatearmstransferstoourfocusregion.
TheresearchprogrammeNaturalResourcesbringsin-depthresearchontheexploitationofnaturalresourcesandputsintoperspectiveissuessuchastheredistributionofrents,poorgovernanceandcorruption,thefinanc-ingofconflicts.
TheresearchprogrammeBusiness&HumanRightsdealswithcorporatesocialresponsibility(CSR)andtheroleoftheprivatesectorinourfocusregion.Inthecourseofmanyyearswehavewitnessedthepotentialofprivatecompaniestocreatewealthandpromotepeace,aswellasconflictandinequality.Theresearchfocusesonallaspectsofsustainabledevelopment,respectforhumanrights,andtheimplementationofself-regulatoryandlegalframeworks.AttherequestofourclientsweapplyourCSRexpertiseinthedevelopmentofmethodologieswhichcanalsobeemployedoutsideourregionoffocus.
TheresearchprogrammeConflictMappingaimstomapthevariousmotivesofconflictactors.Asignificantpartofthisresearchisdevotedtothecollectionofreliabledataonthefieldanditsvisualisationintocartographicmaterial.
ThenatureofIPIS’researchstandsmidwaybetweenajournalisticandanacademicapproach.Withjournalismweshareastrongfocusonthefactual,asopposedtotherathertheoreticallineofapproachofacademicresearch.However,IPISgoesdeeperandmorethoroughlyintoitsthemesofresearchthanisusualwithinthejournalisticprofession.Bydoingso,wecomeneartoinvestigativejournalismanditsdiggingextendingtosourcesoutsidethepublicdomain.
Ourgatheringofinformationisapermanentactivityandisdonethroughconsultingsourcesontheinternet,studyingacademicandjournalisticpublications,analysingconfidentialdocuments,fieldworkandinterviewswithinanextensivenetworkofcontactsbuiltupovermanyyears.Thatdatastreamisprocessedbyourresearch-ersandformsthebasisoftheresearchprojectsthatwecarryoutforexternalclients.
Dependingonourclients’requirements,IPIS’outputconsistsofpublishablereportsordossiersthatareonlyintendedfortheclient.Inthelattercase,itcanbe,forinstance,adossierservingasthebasisofanNGOcam-paign,oroneforapublicauthoritytomapoutitspolicyoptions.
Theanalysesweprovide inourdossiersarealwaysaccompaniedbyworkablerecommendationsthathavebeensubmittedforreviewbylegalandtechnicalexpertsandbypolicymakers.Theserecommendationsareaddressedtoallthestakeholdersinvolvedintheresearchtopic.Besidesdossiersandreports,wealsocompilecourses,trainingmodules,andgiveworkshopsandlectures.
IPISoftendealswithsensitiveinformationandinhandlingthiswepursuedeontologicalprinciplessuchasreli-ability,criticalsense,impartialityandcheck&double-check.
