Outcome 1 > Multi- Partner Ownership and Institutionalization of IPC

The IPC tool is integrated in FSNWG, IGAD/other regional institutions (EAC) and partners frameworks and in regional information systems. The Regional SC is actively chaired by IGAD and regularly meets to review and guide implementation of activities and strategic orientations at regional and national levels. Regional SC, as well as FSNWG, IGAD/other regional institutions (EAC) Focal-points are trained in the IPC tools and able to support IPC country activities . IPC is integrated in relevant country FS institutions and/or existing frameworks at country level. National TWGs lead the planning and implementation processes, including mobilization of resources among national partners and activities are implemented in a cost-effective way.

Outputs: 1.1: The IPC Global Steering Committee and the Regional and Country Level IPC Technical Working Groups are effective multi-stakeholder owned processes that are leading the roll-out of the IPC at the global, regional and country level, respectively. 1.2: IPC is institutionalized within Regional International Governmental Bodies and National Government institutions and is integrated into their programmes, policies and frameworks1.3: IPC is institutionalized within IPC global partner agencies and integrated into global programmes, strategies and frameworks

Outcome 2 > Capacity building and Professionalization of IPC

Country TWGs are effectively trained on IPC level 1, Level 2 for both Acute and Chronic analysis, and ISS (Information Support System). A regional technical team is set up with certified Level 3 experts. In line with IPC certification process, IPC activities (analysis and training level 1) are led/facilitated by national TWG members in an autonomous manner as per global standards. Technical capacity is strengthened at decentralized level by national Level 2 certified trainers. Country TWGs share experiences through exchange visits and participation in regional activities (cross-border analysis and technical harmonization, Lessons learnt).

Outputs: 2.1: IPC technical capacity is widespread in partner agencies, decentralized at regional and national levels, and professionalized with the IPC Level 1, 2 and 3 Certification 2.2: IPC tools, training and learning materials are developed at high standard, easily accessible and effectively used 2.3: IPC is integrated into academic, university and/or center of excellence curricula and programmes

Outcome 3 > IPC Technical Development and Quality compliance

National IPC TWGs are generating comprehensive IPC analysis (acute and chronic) as per the global standards and applying the Quality assurance protocols. Analysis is led at decentralized level as relevant, using the ISS. Coordinators and Regional Level 3 certified team support from distance and review worksheets using ISS to ensure consistency across region and compliance with IPC protocols. Contribute to the piloting of IPC prototype tools (e.g. nutrition scale), testing integration of new indicators in the IPC scale and learning from IPC application in specific contexts (e.g. urban). Link with regional technical development initiatives relevant to IPC (e.g. Response analysis and resilience measurement).

Outputs: 3.1: Countries are implementing IPC as per global standards and compliance, with high quality of analysis and products across regions and countries3.2: IPC chronic and acute tool continue to be relevant through ongoing lessons learnt and technical development3.3: Further develop IPC tools for an integrated IPC food and nutrition security classification system3.4: Collaborate with applied research partners to improve linkages of IPC with emerging priority areas including climate change, resilience and gender

Outcome 4 > IPC use in decision making

IPC analysis is led in a regular, timely and needs based manner and results are promptly finalized and actively disseminated to decision makers. Monitor impact on decision making and engage with decision makers. Decision makers are aware of the usefulness and able to use the IPC products for decision making, policy formulation and response analysis for both relief and development, at sub-national, national and regional levels. IPC country products are relayed and support advocacy for relevant and coordinated response at regional level through FSNWG. IPC results are effectively linked to FS response analysis and Resilience frameworks
