Most Europe INNOVA projects that are currently using vouchers to develop and test new services, participated in the meeting and discussed possibilities for further cooperation with managers of national and regional voucher programmes. At the conference, Reinhard Büscher, Head of the Support for Innovation Unit at DG Enterprise and Industry, emphasised the potential of voucher schemes to provide innovation support in a more targeted, effective and open manner that responded to the diverse needs of SMEs. So, vouchers can help to reduce the levels of dissatisfaction felt by many SMEs about the quality and availability of innovation support - an issue that was highlighted in the 2009 Commission Staff Working Document “Making public support for innovation in the EU more effective”. More... http://www.europe-innova.eu/c/document_library/get_file?folderId=132988&name=DLFE-9801.pdf The "Innovation Union" – turning ideas into jobs, green growth and social progress The European Commission's "Innovation Union", tabled today, sets out a strategic approach to innovation, driven by the highest political level. The Innovation Union will focus Europe's efforts – and co-operation with third countries - on challenges like climate change, energy and food security, health and an ageing population. It will use public sector intervention to stimulate the private sector and to remove bottlenecks which stop ideas reaching the market. These include lack of finance, fragmented research systems and markets, under-use of public procurement for innovation and slow standard setting. The Innovation Union is a "flagship" in the Europe 2020 Strategy. Máire Geoghegan-Quinn, Commissioner for Research, Innovation & Science, Vice-President Antonio Tajani, responsible for industry & entrepreneurship said: "As we emerge from crisis in the teeth of fierce global competition, we face an innovation emergency. If we do not transform EU into an Innovation Union, our economies will wither on the vine while ideas, talent go to waste. Innovation is the key to building sustainable growth, fairer, greener societies. A sea change in EU's innovation performance is the only way to create lasting, well-paid jobs”. A new study1 shows that meeting the Europe 2020 target of increasing R&D investment to 3 percent of GDP could create 3.7 million jobs and increase annual GDP by up to €795 billion by 2025. One million extra researchers will be needed. The main focus of the book is in the analysis of general principles, new forms of innovation activities. The book launches the concept of sustainable innovation and evaluates the innovation policy in the light of this concept. Models and frameworks of innovation activities have changed radically over the last decade. Customers, users, partners, the whole personnel increasingly contribute to innovation activities. There is talk about open innovation paradigm, other forms of distributed forms of innovations. These kinds of open and interactive innovation activities lead to very different solutions than the traditional technology-based innovation. Finnish innovation policy talks of demand, user oriented innovation. Finnish basic industry is only just now taking its first steps towards participatory innovation. More... Sustainable innovation : a new age of innovation and Finland's innovation policy Motorcycle safety and emission performance: European Commission proposes substantial improvements The European Commission has proposed the mandatory fitting of advanced braking systems on new motorcycles and automatic headlamp-on switching for all L-category vehicles. This category covers a wide range of vehicles such as two- or three-wheel powered cycles, mopeds, motorcycles with and without a side-car, tricycles, on-road quads and mini-cars. The proposal sets also ambitious emission requirements for these vehicles. In addition by introducing enhanced market surveillance requirements, a level playing field will be created for all L-category vehicle manufacturers in a sector where presence of non-compliant products may cause significant safety risks and environmental threats. At the same time it is proposed to radically simplify the current legislative set of 15 Directives by replacing them with just 5 Regulations. 1. Increased safety: The Regulation should lead to a number of new functional safety requirements, namely mandatory anti-lock braking systems fitted to motorcycles. 2. Emission reduction: The Commission proposes a Euro 3, a Euro 4 and a Euro 5 step (and Euro 6 limits for motorcycles) to be complied with in 2014, 2017 and 2020, respectively. Read more ... This includes developing novel nanomaterial base biocides/surfaces, manipulating microbial processes employing physical methods such as ultrasound for enhancing process efficiencies and toxicity assessment of bespoke nanomaterials. Our mission is to exploit novel materials and the application of physical and chemical technologies to exploit and enhance beneficial microbial processes such as waste treatment, resources recovery and development of begin products. The mission is to move towards products and processes which are compatible with current needs into terms of water and resource recovery and recycling, pollution reduction and low energy. The Institute has expertise in environmental microbiology, nanomaterial design, synthesis and in accessing performance in particularly in regards to microbial-material interactions, development of sustainable methods of preventing biofouling, killing pathogens. This includes excellent facilities for nanomaterials, characterisation, state-of- the-art microscopy for examination of nanomaterial-microbial interactions, biofilm development. The Institute has strong links with industry. Design of vehicle safety systems for a better protection of vulnerable road users, other under-protected, less safe user groups The issue of road accidents, the great number of casualties and dead resulting thereof became a country-wide problem and is accepted as an axiom. It is vital to treat the problem immediately and to refer to the solution as a national mission! Developing an advanced technology relies on the assumption that the human driver is limited in his senses and perception, motivated by feelings and susceptible to make mistakes. Since it is impossible to verify that the driver will not cause accidents, technology innovations are being used, which can identify the major part of the mistakes, warn on them and even intervene with the driving in order to prevent accidents or decrease their number. The issue of enforcing the traffic laws, vis-à-vis the traffic delinquents, arrives very late compared to the event occurrences. Moreover, it is often inefficient, therefore drivers having tens of traffic offences, without licenses, untreated by the low keep on circulating on the roads.
