FACILITIES Indoor, 8 lane, 25 yard pool with a starting end depth of 12 feet and a turning end depth of 4 feet 10 inches. A Daktronics timing system with touch pads, back-up buttons, and manual watches will be used on each lane. The competition course has been certified in accordance with USA Swimming Rule 104.2.2C(4). The copy of the certification is on file with USA Swimming. Eight 25-yard lanes at the west end of the pool will be available for warm-up and warm-down. See additional details regarding warm-ups below.

COACHES Only currently registered USA Swimming member-coaches will be permitted on deck in designated areas. Each coach must sign the Coaches Meet Sign-In (APP-29) and present a current USA Swimming coach membership card to the Meet Referee or his or her designee to verify that all certifications are current and on file. Coaches shall wear their coach membership cards so that they are clearly visible to swimmers and meet personnel at all times. Each team participating in the meet will receive three deck passes or one pass per 10 athletes, whichever is greater. For example: 1-30 athletes = 3 passes, 31-40 athletes = 4 passes, 41-50 athletes = 5 passes, etc.

WARM-UPS The ISI mandatory warm-up procedure will be followed in accordance with Section J.XI of the ISI Code Book. All swimmers are to carefully enter the pool using feet first, three point entry. All swimmers must be under the supervision of a USA Swimming member-coach during warm-up, competition, and warm-down. Any swimmer without a coach shall report to the Meet Referee prior to his or her warm-up. The Meet Referee will assist the swimmer in making arrangements for such supervision, but it is the swimmer’s responsibility to ensure such arrangements are made prior to the start of the meet. The pool will be cleared 10 minutes prior to competition. The warm-up pool will be available as determined by the Deck Referee. Swimmers are reminded always to enter the warm-up pool using feet first, three point entry.

RACING START CERTIFICATION All swimmers entered in the meet must be certified by a USA Swimming member-coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member-coach, it is the responsibility of the swimmer or the swimmer’s legal guardian to ensure compliance with this requirement.

ENTRY INFORMATION

ENTRY REQUIREMENTS 1. All swimmers must be current USA Swimming registered athletes in the Iowa LSC. 2. Swimmers must enter in the age group events corresponding to swimmer’s age on

February 20, 2015. 3. Relay-only swimmers whose names do not appear in team entry files or on team entry

sheets will need to provide proof of USA Swimming Registration in the Iowa LSC to the Clerk of Course prior to competing in the meet.

SEED TIMES 1. Entry times must meet the Iowa Q time standard and must be submitted in the same

course in which they were achieved: short course yards (SCY), short course meters (SCM), or long course meters (LCM). SCY times shall be considered conforming times; SCM and LCM times shall be considered non-conforming times. Converted times are not allowed.

2. Entries will be seeded in the following order: SCY, SCM, LCM. 3. In order to be seeded at their entry times, swimmers must use a time achieved and

recorded in the USA Swimming SWIMS database (SWIMS) on or after February 15, 2013. If an entry time does not match a time in SWIMS from the 24 months prior to this meet, it will be down-seeded to the slowest non-conforming time.

4. Swimmers must be prepared to document their entry times. All times achieved prior to February 15, 2013, and all times achieved at non-sanctioned or non-observed meets will be down-seeded to the slowest non-conforming time.

5. Individual “NT” entries will not be accepted. Only relays may enter with a no-time entry.

INDIVIDUAL ENTRY LIMITS 1. 8&U swimmers may enter and swim no more than six (6) individual events total for

the entire meet. 2. 9-10 and 11-12 swimmers may enter and swim no more than four individual events

per session, with a maximum of five individual events total per day. 9-10 and 11-12 swimmers may enter and swim no more than nine individual events total for the entire meet.

RELAY ENTRIES There is no relay entry limit per individual swimmer. Relay events do not count towards the individual event entry limits per session, day, and meet. Unattached swimmers may not swim in relay events. The maximum number of relays a team may enter in each relay event is determined by the total number of team swimmers who have attained an ISI qualifying time in at least one individual event in a specific age group category. See table below:

Continues with one relay for each additional one to four swimmers qualified for each age group. Teams should designate their relays A, B, C, etc. Each team may only score two of these relays in each event. If a swimmer participates in a relay prior to entering the meet and providing proof of USA Swimming registration for the Iowa LSC, the relay team shall be disqualified even if proof of registration is provided after the relay has competed.

ENTRY SUBMISSION Entry fees are as follows:

1. Individual events: $5.25 per event. 2. Relays: $10.50 per relay. 3. ISI swimmer surcharge: $3.00 per swimmer. 4. Manual entries surcharge (for teams entering more than five swimmers): $2.00 per

swimmer. Electronic entries must be submitted in a format compatible with HY-TEK Meet Manager software. All other entries require manual input and must be submitted on the ISI Meet Entry Form (APP-7). Submit entries along with the appropriate ISI Financial Sheet (APP-8.4). If submitting electronic entries, you must also send a hardcopy of the entries with the entry fees and financial sheet. Payment shall be by check or money order made payable to ICE. All entry fees, including ISI swimmer surcharge fee, can be combined on one check. The host club reserves the right to require payment by money order or cashier’s check. Entry fees are non-refundable; ISI swimmer surcharge fees will be refunded only if the entire meet is cancelled.

ENTRY DATES & DEADLINES 1. Entries will be accepted beginning at 9am Friday January 30, 2015. The entry chair

will confirm entries have been received via email. 2. Electronic entries submitted in a format compatible with HY-TEK Meet Manager

software must be received before 12:01am (midnight) Friday February 13, 2015. Electronic entries received after this date and time will be considered late entries. (See exception below for new qualifying times achieved after the entry deadline.)

3. OME System: entries from clubs or unattached swimmers submitted via OME must be received no later than noon on Tuesday February 17, 2015.

4. Regardless of the electronic entry system used, a hardcopy of the entries, along with entry fees and financial sheet, must be received by noon Tuesday February 17, 2015. Failure to meet this deadline will result in swimmers remaining entered in the meet but all confirmed entries will be billed at the late entry fee unless prior arrangements have been agreed to in writing. Any unpaid balance remaining at the start of competition for the final session will be assessed an additional 10% late fee.

5. All other entries require manual input and must be submitted on the ISI Meet Entry Form (APP-7). These entries, accompanied by entry fees and financial sheet (App-8.4), must be received no later than 12:01am (midnight) Friday February 13, 2015. Manual entries received after this time will be considered late entries. (See

exception below for new qualifying or updated times achieved after the entry deadline.)

6. Exception: Entries for swimmers who achieve new event qualifying times or updated times on February 14, 15, or 16 must be submitted by noon Tuesday February 17, 2015. If a swimmer has already reached the meet entry limit but achieves a qualifying time during that time period for another event, that event may be swapped for an existing entry at no penalty to the swimmer. Since a swap will not be apparent in the entry file, the swimmer’s name, USA-Swimming ID, the event to drop and the event to add (with seed time) must accompany the electronic file.

7. All other additions or changes received after the relevant entry deadline will be considered late entries.

8. New or updated relay entries received after the relevant entry deadline will be entered as No Time.

9. Neither entries nor entry changes will be accepted by phone or fax. 10. Send electronic entries by email to [email protected]. Receipt will be confirmed by

email. Send all print materials to Jennifer Flatté at the address below. If sent by rush delivery, indicate no signature required.

LATE ENTRIES 1. Late entries will be accepted by email to [email protected] until 6:00 PM, Thursday

February 19, 2015. After this time, late entries will only be accepted on deck at the swim meet until the beginning of warm-ups for each session.

2. Late entry fees: a. Individual events - $10.50 b. Relay events - $21.00.

3. Swimmers who have not previously been entered into the meet prior to the meet entry deadline will be required to show proof of registration prior to swimming at the meet. Proof of registration includes a current USA-S membership card or current roster printout from club portal.

4. If the meet program has not been finalized, swimmers will be seeded according to seed time. Once the program has been set for printing, late entries will be accepted but swimmers will be seeded at the slowest non-conforming qualifying time (LCM Q time). If necessary, a zero heat will be created.

5. Fees for late entries received prior to 6pm Thursday February 19, 2015 are due no later than 30 minutes before the start of competition of the first session in which the team is entered. Late fees for deck-entries are due at the time of entry.

SWIMMERS WITH DISABILITIES Swimmers with disabilities are encouraged to compete. The Information Form for Adapted Competitive Swimmers (APP-21) indicating limitations and requested modifications should be completed and attached to the meet entries. Modifications will be determined by the Meet Referee. The swimmer (or swimmer’s coach) is responsible for providing any equipment or assistants required. See Article 105 of USA Swimming Rules and Regulations.

USA-SWIMMING REGISTRATION No USA Swimming registrations will be accepted at the meet nor will any club registrations or transfers. Any swimmer who is not a currently registered athlete member at the time of pre-meet reconciliation must ensure that ISI has received the appropriate application and fees not less than 24 hours prior to the start of competition (5:15pm Thursday February 19, 2015). Failure to do so will result in the swimmer's entries being scratched and the swimmer barred from entering the pool.

MEET COMMITTEE A meet committee consisting of the Meet Director, Meet Referee, a Coach Representative, an Athlete Representative, and a certified Official acting at large will be established in accordance with Section J.X of the ISI Code Book. The committee shall serve as the meet jury to consider any administrative protests filed at the meet. (Protests against judgment decisions can only be considered by the Meet Referee and the Meet Referee’s decision is final. The committee shall act as a review section in case of an emergency hearing.

TIMERS & OFFICIALS: Clubs and unattached swimmers participating in this meet must provide 50% of the timers and officials on a prorated basis according to number of entries. OFFICIALS - Officials must volunteer by noon on Tuesday February 17, 2015, to count toward meeting this requirement. Officials signup is located on the ICE website at www.iceels.org/meets/officials/. Officials meetings for each session will commence one hour prior to the session start time in the meeting room unless otherwise notified. Final deck assignments will be made at each sessions' officials' meeting. TIMERS - Teams will be informed of the number of timers they are expected to provide as well as the sessions to be worked by 9pm Wednesday February 18, 2015. This information will be sent to the email address provided on the financial sheet (App-8.4) which accompanies meet fees or to the contact address provided with OME entries. (This information will also be posted on the ICE website by 5pm Thursday February 19, 2015.)

Teams are welcome to divide timing assignments among more than one person provided that everyone participating attended the Timers Meeting for that session which will be held 20 minutes before the start of the session. Timers for the 11-12 1000 Freestyle during Session 1, Friday evening February 20, 2015, and the 11-12 1650 Freestyle during Session 6, Sunday afternoon February 22, 2015, are to be provided by clubs for their swimmers in those heats.

MEET MANAGEMENT

MEET OPERATION 1. Events will be pre-seeded, with the exception of the 400 IM, 500 Free, 1000 Free, and

1650 Free. 2. Positive check-in is required for the 400 IM, 500 Free, 1000 Free, and 1650 Free 30

minutes prior to the start of competition for that session. a. Session 1 [9-10 500 Free, 11-12 1000Free] - 4:45pm Friday February 20 b. Session 2 [11-12 400IM] - 8:15am Saturday February 21 c. Session 4 [11-12 500 Free] - 4:45pm Saturday February 21 d. Session 6 [11-12 1650 Free] - 12:00pm Sunday February 22 e. Once the check-in deadline for these events has passed, heat sheets will be

printed, posted and distributed to each team. Swimmers who fail to check in by the deadline will be scratched from the event and not allowed to reenter.

3. The 11-12 500 Free, 1000 Free, and 1650 Free will be swum fastest to slowest, alternating girls and boys. Clubs are to provide timers for their swimmers in the 1000 Free and the 1650 Free.

4. Swimmers in the 500 Free, 1000 Free, and 1650 Free are expected to provide their own counters.

5. Swimmers in all events shall report directly to the starting blocks. Swimmers will NOT be checked in by a Clerk of Course. It is the responsibility of each swimmer and relay team to be aware of his/her event number, heat number and lane assignment.

6. If names are on entry sheets for relays, those names will be on the relay cards at the meet. All four swimmers’ full names, ages, and order of swimming must be listed on each card and the order should be verified as correct by the coach. Relays shall report to the blocks with the relay card when their event is called or the relay will be scratched from the event.

7. Changing into or out of swimsuits, partially or fully, other than in locker rooms or other designated areas is prohibited. Unless posted otherwise, the locker rooms are the ONLY designated areas at Mercer Park Aquatic Center for changing into or out of swimsuits. Any swimmer observed changing into or out of his or her swim suit in an area other than the locker room will be subject to penalties at the discretion of the Meet Referee.

8. Note that the host is not responsible for providing rest for swimmers between events. If a swimmer has less than 10 minutes between swims, the swimmer (or swimmer’s coach) should inform the Deck Referee.

SCRATCHES: 1. The ISI scratch rule is in effect. See Section J.XII of the ISI Code Book. 2. Events that are scratched before late entry deadline will not count against the total

number of events in which a swimmer may compete. However, swimmers are not allowed to over-enter the meet and must have scratched to enter additional events if they have already entered the meet maximum number of events.

3. Scratches may be submitted by email to [email protected] prior to 6pm Thursday February 19, 2015, and will be confirmed by email. After this deadline, scratches will be taken only at the scratch box at the Clerk of Course.

4. No-shows will count as an event against maximum session, day, and meet totals. TIME TRIALS

Refer to Time Trials Invitation (ISI Sanction #IA-15-XXTT). PROOF OF TIME

A swimmer whose qualifying time was not in SWIMS at the entry deadline and who fails to make the minimum qualifying time for any event will have 30 minutes after the close of the session in which that event was swum to provide proof of time or be subject to a $100 per event fine payable to Iowa City Eels (10% host club, 90% ISI). Acceptable proof of time includes a copy of USA Swimming sanctioned or approved meet results, publicly published final results or the ISI database. Should the swimmer not prove or pay, the swimmer will be barred from further competition at this meet. Results that require proof of time will be considered an exhibition swim if not proven within 30 minutes after the close of a session. Exhibition swims are not eligible for awards or points. If times can be proved at a later time, fine money will be refunded, but awards and scoring will not be changed. If within 2 weeks after the last day of the meet, Proof of Time is sent to the Meet Director/Meet Referees, the fine shall be returned.

Points will be scored in the age group in which the event was swum. Highest scoring swimmers, male and female, in each age group category (8&under, 9-10, 11-12). Team Age Group High Point: A team award will be presented to the team champion for each gender's age group (8&under, 9-10, 11-12). Points will be scored in the age group in which the event was swum. Team Awards: A traveling team trophy will be presented to the team scoring the most points. ISI Sportsmanship-Spirit Award: Provided and presented by ISI. One coach and one athlete per team will cast a vote, as will the Meet Referee. Criteria for voting will be included in the coaches’ packet.

AWARDS PRESENTATIONS Awards for the top 8 swimmers in each individual event and the top three teams in each relay event will be presented in the gym. Athletes wishing to be recognized must be present before their event is announced. Session 1: 11-12 awards will be presented immediately following the start of the 9-10 500 Free. 9-10 awards will be presented immediately following the start of the 11-12 1000. 500 & 1000 Free awards will be presented with the session 2 awards. Session 2: Awards will be presented immediately following the conclusion of the 11-12 Medley Relay, beginning with the 9-10 500 Free & the 11-12 1000 Free. 10&U and 11-12 200 Medley Relay Awards will be presented with the Session 4 awards. Session 3: 8&U awards will be presented during warmups of Session 4. Session 4: 9-10 awards, beginning with the 10&U Medley Relay, will be presented immediately following the start of the 11-12 500 Free. 11-12 awards will be presented immediately following the conclusion of the 400 Free Relay. Awards for the 11-12 500 Free & 11-12 400 Free Relay will be presented with the awards for Session 6. Session 5: 8&U awards will be presented during warmups of Session 6. 8&U individual & team high point awards will also be presented. Session 6: 9-10 awards will be presented immediately following the start of the 11-12 Medley Relay. After session awards, 9-10 high point for both individual and team will be presented. 11-12 awards will be presented immediately following the conclusion of the 1650 Free, beginning with the 500 Free and the 400 Free Relay from Session 4. 11-12 high point for both individual and team will follow. Team High Point and the Spirit Award will presented at the end of the awards session.

GENERAL VENUE INFORMATION

CAMERAS Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms or locker rooms.

Tobacco, smoking, vapor products and alternative nicotine products are not permitted anywhere on the Mercer Park Aquatic Center property, including within 20 feet of the facility.

IMAGE RELEASE Participants consent to be photographed/filmed by any authorized photographer(s) and/or network(s) of ISI and/or the host club under conditions determined by the host club, and authorize the use of names, pictures, likenesses, and biographical information before, during or after the event to promote swimming. No awards received in this competition may be used for trade or financial gain

INDEMNITY It is understood and agreed that USA Swimming shall be free and held harmless from any liabilities or claims for damages arising by reason of injuries to anyone during the conduct of the event.

ADDITIONAL INFORMATION Programs. Each team with a coach at the meet will receive a copy of the program. Programs will be available for purchase at $10.00. Results. Electronic results will be provided to all ISI teams and any non-ISI team participating in the meet. Final Results will be posted on the ISI website. A hardcopy of the final results may be requested on the ISI Financial Sheet for an additional $10.00. Concessions. There will be a concession stand on the premises. A hospitality room will be available for working coaches and officials. Swim apparel/merchandise. Splash Multisport will be on site and will have a variety of swim wear and swim accessories for sale. Animals. Animals, other than service dogs, are not permitted inside the venue. Spectator information. No admission fee for spectators. Free parking is available. Swimmers may be dropped off at the front of the facility. A crash area will be provided in the gymnasium for swimmers and families. Crash area conduct rules will be posted at the entry, and will be enforced. Parents are responsible for controlling the behavior of accompanying children throughout the venue. The south side solarium area of the pool deck is reserved for swimmers and coaches. One section of bleachers will be set aside for spectators of the current event. Spectators must remove all personal items from the pool spectator area after each session so that the area can be cleaned. This includes bleacher seat-backs, towels, or blankets left on the bleachers. The deck, including the bleacher section, will be hosed down after each session. Personal items may be left in the crash area located in the gymnasium. The meet host is not responsible for items left unattended.
