Historical note The National Association of Conservation Districts (NACD) was formed in 1946 in order to provide national leadership to state and district conservation associations. Soil conservation districts had been set up nationwide beginning in 1937 after President Franklin Roosevelt sent states suggested legislation for the establishment of soil conservation districts. By 1946 over 1,600 local county soil conservation districts had formed in 48 states. The idea of soil conservation districts came from the desire to involve more farmers at the local level in soil and water conservation in order to prevent the erosion and conditions of the Dust Bowl era during the 1930s. NACD unites the now approximately three thousand districts into a collective unit to facilitate the development of national conservation policies, influence lawmakers, and build partnerships with other agencies and organizations. There is a district in almost every county, serving the conservation needs of the nation. Districts educate and help local citizens conserve land, water, forests, wildlife and other natural resources. NACD also provides services to its districts to help them share ideas and better serve their local communities. The association has gone through several name changes. Originally called the National Association of Soil Conservation District Governing Officials, the name was changed to the National Association of Soil Conservation Districts shortly before the first annual meeting in 1946. In 1962 the name was expanded to the National Association of Soil and Water Conservation Districts, and then shortened to the National Association of Conservation Districts in 1970. NACD is based in Washington, D.C. and maintains a service center in League City, Texas. Collection description This collection (1924-[ongoing]) contains meeting minutes, Board of Directors minutes, speeches, convention and conference packets and materials, correspondence, reports, publications, newsletters, bills and legislation related to conservation, speeches, hearing statements, legislation files, photographs, videos and audio cassettes. Files concerning meetings, conferences, conventions and committees are grouped together and include board of director meetings, national and regional meetings, symposia, other conservation related meetings, and speeches. The series includes records from the first organizational meeting of the association in 1946. Area meetings are in a separate series. Correspondence includes NACD officers, directors and regional and local soil conservation district officials and representatives. The correspondence covers issues

such as events, legislation, the reorganization of the Soil Conservation Service in the 1950s, and other concerns and activities of the association. The files of NACD officers and directors contains mostly correspondence, but also includes other materials such as agendas, meeting minutes and publications. The series contains correspondence between Nolen Fuqua and E.C. McArthur regarding the attempt to organize a national association of soil conservation district supervisors, the predecessor to the NACD. Administrative and subject files include financial records, audit reports, by-laws, membership records, studies, and subject files on topics such as pollution, water issues, forestry, Hugh Bennett, conservation awards, and various organizations. Included are files on and correspondence with government departments such as the Soil Conservation Service (SCS), United States Department of Agriculture (USDA), Environmental Protection Agency (EPA), and the Department of the Interior. There are publicity and program materials for Soil Stewardship, a week-long event sponsored by the NACD and celebrated by congregations throughout the nation to give thanks for the gifts of soil and other natural resources. The collection also contains a variety of publications by the National Association of Conservation Districts, state and county associations and other organizations. Topics include conservation practices, updates on activities, and NACD policy positions and include newsletters, directories and annual reports. Photographs contain images of crops, pastures, farming, waterways, erosion, and areas where conservation measures have been put into place. Many of the images were taken by the Soil Conservation Service. The video and audio cassettes contain speeches, meetings, presentations, hearings, radio programs, interviews, television spots, and events. There are several interviews of people who were involved in the establishment and early years of the NACD. The collection also contains videos, audio cassettes and microfilm rolls which complement various folders and series throughout the collection. Although found in the Administrative and Subject Files series, the microfilm contains material related to many of the other series. A microfilm index can be found with the microfilm. The contents of the microfilm include board of directors meeting files, national/annual convention materials, reference files, committees, and the papers of officers, directors, and staff. Also included in the collection are records of individual state conservation district organizations. The series contains histories, publications, annual reports, correspondence, minutes, speeches, newsletter, legislation materials, reports and newsletters of the state soil conservation district organizations.

description: This series contains agendas, minutes, reports, proceedings, correspondence concerning meetings, news releases and clippings. The meetings include board of directors and committee meetings, national meetings, speeches, and conservation related conventions, conferences and meetings. Convention materials often contain meeting minutes of the board of directors, committees, and occasionally area meetings. The series includes records from the first organizational meeting of the association in 1946 and early speeches made by E.C McArthur, who was one of the leaders in the creation of the NACD. Most of the speeches were given by current or former officers of the National Association of Conservation Districts at national and regional meetings. The speeches also occasionally consist of testimony given before congressional committees. For meetings and committees, see also the microfilm and microfilm index in Box 65. description: The series contains correspondence from officers and directors of NACD as well as regional officials, representatives of local soil conservation districts, and others concerned with the conservation movement. The correspondence covers issues such as events, legislation, the Hoover Commission, the reorganization of the Soil Conservation Service in the 1950s, activities with the Boy Scouts, the Ladies Auxiliary of the NACD, and other concerns and activities of the association. Correspondents include E.C. McArthur, Kent Leavitt, Nolen Fuqua, Gordan Zimmerman and Waters Davis. The files of NACD officers and directors contains mostly correspondence, but also includes other materials such as agendas, meeting minutes and publications. The series contains correspondence between Nolen Fuqua and E.C. McArthur regarding the attempt to organize a national association of soil conservation district supervisors, the predecessor to the NACD. description: The series contains promotional materials, publications, sermons and correspondence related to the celebration of Soil Stewardship Week. Soil Stewardship Week is observed by congregations to give thanks for the gifts of soil and other natural resources. The observance began in 1946 as Soil Stewardship Sunday after Farm and Ranch magazine suggested that religious leaders set aside the fifth Sunday after Easter to remind their congregations about the ethical obligations of all people to conservation and land stewardship. In 1954 the magazine offered to transfer their sponsorship of the celebration to the NACD in order to create a more extensive observance of the week. The NACD accepted the offer and expanded the celebration to an entire week. Clergy continue to be active in the observance of Soil Stewardship Week. The series is arranged in chronological order.

Neil Sampson’s book on the history of the National Association of Conservation Districts, For Love of the Land and the research files and drafts of Otis Tossett and Gordon Zimmerman.
