Coralville, IA--January 10, 2012-- Today the Iowa Transportation Commission approved $1,512,885 in total funding for 14 Iowa Safe Routes to School projects. The Commission has provided funding in excess of 1 million dollars each year since 2005 to fund projects that facilitate safer walking and bicycling to school for children. No-match grants are awarded for up to $250,000 for both infrastructure and non-infrastructure projects, 55 grant proposals were submitted for this round of funding.

Among the 4 non-infrastructure grants awarded was a proposal submitted by the Iowa Bicycle Coalition to continue the education and encouragement work which they have been undertaking for the past 6 years. The current award will allow the Coalition to continue it’s community outreach through workshops and classroom education, along with expanding their Safe Routes to School Partnership.

“It is great to get recognition for the work that we do, this grant is instrumental in allowing us to continue our outreach and get more kids riding their bikes or walking to school” said Nick Sobocinski, Safe Routes to School Program Director with the Iowa Bicycle Coalition. “We are really working on growing our partnership network and that wouldn’t be possible without this grant.”

The Safe Routes to School Partnership was launched late in 2011 and strives to bring Safe Routes to School practitioners together for enhanced communication and the sharing of best practices. Coordi-nated by the Iowa Bicycle Coalition’s Safe Routes to School Program the Partnership program is also able to provide support, assistance, and resources at no cost to schools seeking to grow their Safe Routes program.

Mark Wyatt, executive director of the Iowa Bicycle Coaltion said, “The Safe Routes to School grants have helped the Coalition conduct workshops in over 40 communities, reaching nearly 100 elementary schools, and almost 40,000 students.”

Two other on-going and sustainable programs also received non-infrastructure funding through Safe Routes to School grants. The I-Walk program which saw great success after receiving funding in 2010 will be back and conducting walkability assessments of communi-ties throughout the state with the help of interactive mapping software. Upper Explorerland Regional Planning Commission received funding and will work in conjunction with the current program being faciliated by Northeast Iowa Food and Fitness Initiative. Together these two organizations will continue to grow Safe Routes to School Programs in a 5 county region in NE Iowa.

The final non-infrastructure grant was awarded to the Dubuque Community School District, the school district will expand upon previous non-infrastructure planning grants awarded to the East Central Intergovernmental Association. The school district plans to start walking school bus programs at 5 of their elementary schools.

Nine different infrastructure grants were also awarded to eight different communities, these include; Dow City, Cedar Rapids, Columbus Junction, Waterloo, Kalona, Keokuk, Shenandoah, and Sergeant Bluff. All grant recipients will be able to begin work on their projects as early as October 1, 2012.

How do you like this weather? I have been treating myself to many bike rides during the new year. It is amazing to have this many miles on the bike during December and January. Although our cover is a tribute to winter bicycling, it hasn’t looked like winter this year.

Here is a few announcements on funding awards during January from the Iowa DOT. Almost $3 million was awarded in January.

In addition, Safe Routes to Schools funding was awarded with $94,500 going to the Iowa Bicycle Coalition. There were over $1.5 million in Safe Routes to School funding awards given.

IOWA DOT BIKE PED ADVISORY MEETING & IOWA IN MOTION PLANThe Iowa DOT has been chipping away at a long-term planning process called Iowa In Motion. “The plan update, titled "Planning Ahead 2040," will serve as a guide for transportation investments in Iowa for all modes of transportation. This comprehensive plan update will be useful to transportation decision makers at all levels of government throughout the state.” the website states. The Iowa Bicycle Coalition has been providing input into the plan. One of our goals is to see the plan addressing more than trails as bicycle facilities. We don’t deny the immense popularity of trails and we don’t want to see trail building slowed. We do want to see a variety of facilities for bicycling, including bike sharing and bike parking included in the vision.

In addition, the Iowa DOT is calling the Iowa DOT Bicycle and Pedestrian Advisory Committee back into action. We are excited to see this committee start tackling a new vision for Iowa. Stay tuned for updates as the plans progress.

REPORTS TO BE RELEASEDI have had a preview of the Bicycle and Pedestrian Benchmarking Report that will soon be released. The Alliance for Bicycling and Walking releases an bi-annual benchmarking report on the status of walking and bicycling in the US. We are highly ranked in several categories, but we have some work to do in the policy arena. We know this. The League of American Bicyclists has been giving us low marks in that category for the Bicycle Friendly State Rankings.

I haven’t had a preview, but I am looking forward to the Iowa Bicycling Economic Impact Study that is soon to be completed by the University of Northern Iowa’s Sustainable Tourism and Environment Program. Over 1,000 participants took the survey. We hope the numbers start to paint a picture of how valuable bicycling is to the Iowa economy.

TRAVEL FEDERATION OF IOWAThe Iowa Bicycle Coalition recently attended the Travel Federation Roundtable. It was a discussion of legislative priorities for tourism. Outdoor recreation and trails has been added as a priority for the tourism industry. I have been appointed to be a district leader for the Travel Federation of Iowa. This means I will be chatting with my legislators about bicycling and walking as I have in the past, but now, I have a tourism perspective.

NATION BIKE SUMMITI want to make a big pitch for the National Bike Summit in Washington DC on March 20-22. The timing couldn’t be more critical. We expect some movement to begin on a stalled transportation reauthoriza-tion bill. There have been multiple efforts to turn back the clock on bicycling and eliminate dedicated funding. We have been building a great team of advocates for Iowa and they have great relationships with our congressional staff. We need to grow our Iowa team this year. Mount Ayr Cyclist attending Iowa Bicycle Summit after son involved in bike/car crash

The Iowa Bicycle Summit & Expo will roll into Des Moines on January 27 & 28 at the Iowa Events Center. The event kicks off with a bicycle facility design workshop, hosted by Roger Geller, a Portland Bicycle and Pedestrian Coordinator. Geller will be training participants to use the NACTO Urban Bikeway Design Guide - a cutting edge design manual on bicycle facilities.

Attendees will primarily be planners and engineers, but there will also be a special parent in the group. Chris Doster of Mount Ayr will be attending to learn everything he can about bike lanes and facilities to bring home with him. Chris has some important motivation - his 10 year-old son, Zachary. Doster describes Zach as a happy, healthy, bike-riding machine.

Chris describes the moment of panic encountered one day following school. “Zach called me after school one day a few weeks ago to tell me he had been hit by a car while he was riding home from school! I asked him ‘What do you mean you got hit by a car? Are you all right?’ I could hear the fear in his voice so now I was getting scared. ‘Yes, I'm ok, my shoulder is just bleeding a little bit.’”

Zach was shaken following the crash, but he was brave enough to get on his bike and ride with dad to where he got hit, so he could explain it a little better. He showed how he was sitting at a stop sign waiting for cross traffic to go by. A big 4x4 truck took the corner to turn on the street Zach was on. He took the corner so sharp he was headed straight for Zach. Zach even demonstrated how he was getting ready to get down on the ground and lay as flat as he could hoping the truck would pass over the top of him.

The driver stopped just in time but still the bumper of his truck knocked Zach down off his bike giving him a scrape on his shoulder. The driver stopped, made sure Zach was fine, followed him home, and left his phone number.

Chris was happy Zach escaped basically injury free, “On the one hand, I am grateful my son learned the most important lesson about bicycling, in my judgment, that a person on a bike must be watching the vehicles because the people driving the vehicles are not watching for us. He was lucky to learn the lesson without getting seriously hurt

to learn it. I have noticed Zach is more careful and cognizant of other drivers now so I'm happy about that.” Chris was an advocate for bicycle facilities in Mount Ayr before the crash. “I went to a City Council meeting about kids walking and biking to school awhile back. We were advocating for a bike lane to be painted on the main street that goes from our school through town. The City Council shot the idea down saying it was a misuse of funds even though we offered to pay for everything except the labor. We were asking for city workers to help with that. Now this accident with Zach happens no more than 6 months after. It clearly shows we need to raise awareness for drivers in our town to watch out for kids on bikes AND people on bikes.” Many lessons learned at the Iowa Bicycle Summit and the bicycle facility workshop have been implemented on roads and trails all over Iowa. It’s a great opportunity to improve safety and access for bicycles. Chis will be attending the Iowa Bicycle Summit on a special scholarship because of support of Iowa Bicycle Coalition members and partners.

“I want to come to the Bicycle Summit so I can hear everything possible about getting bike lanes and trails in our community. I am an avid bicyclist myself. I ride the rural highways down here but am fully aware of how nice it is to ride a true bicycle trail. I will use what I learn at the Summit to start the conversation and get people moving in the right direction in our county,” Doster said.

Online bidding begins January 4th, and will be open through January 26th. The highest online bid will be the starting bid at the live auction on January 28th. If an online pre-bid stands as the highest bidder at the end of the RAGBRAI Route Announcement Party, the online bidder will be the winner of the item.

2012 Jersey Pre-OrdersThe Iowa Bicycle Coalition is taking orders for the 2012 version of the Iowa Bicycle Coalition jersey. The jersey is designed by Primal and features a view of the Iowa Capitol on the front and a rolling rural scene on the back. In addition, the jersey shows Iowa’s share the road license plate and politely requests 3 Feet Please of passing motorists.

The jersey is manufactured by the same company as RAGBRAI, Primal. It will be available in a relaxed club cut. Short sleeved and sleeveless versions are available.

The jersey will sell for $60 plus $5 shipping (unless pickup at Coralville office). Shorts and other products will likely be available, but pricing was not available at press time. Check the website for information.
