CLC Engineering, LLC
CLC Engineering, LLC is a privately owned consulting firm located in Alexandria, LA, specializing in civil and structural engineering for high voltage structures in substa-tions and switchyards. CLC Engineering started in February, 1994, as Substation Design Services, Inc. (SDS) offering civil and structural engineering services to the high voltage industry. In July of 2001, SDS merged with SGS Witter, Inc., of Albuquerque, NM, and Lubbock, TX, and in November of 2002, SGS Witter, Inc., Consulting Engineers was acquired by TRC. In March of 2006, David Pfeiffer left TRC and formed CLC Engineers, Inc. which then merged with Ballard & Associates in January 2007. In February 2010, Mr. Pfeiffer left Ballard and reestablished CLC Engineering, LLC to once again service the civil and structural engineering needs of the high voltage industry. In April of 2013, Jason Delrie joined CLC Engineering as Vice President. Jason became Co-owner of CLC Engineer-ing in January of 2014. CLC Engineering, LLC offers services to this industry including but not limited to, site preparation, grading, cut and fill, fence and gate drawings, below-grade grounding, shop fabrication drawings, physical substation layout and design, conduit, duct banks, manholes, control building design, overhead strike protection, development of bills of materials and outdoor lighting. In addition to these services, CLC Engineering also offers parking lot design, streets, storm drainage, site engineering, grading and hydraulics to other entities not associ-ated to the high voltage industry. Specific structural services offered include steel design, aluminum design, wood and timber design, reinforced concrete design, computer analysis, commercial low-rise structural design, seismic analysis, and simple span bridges. CLC Engineering is also pleased to provide environmental engineering services which include SPCC (Spill Prevention, Control & Countermeasures) plans, design of oil spill containment reservoirs, and Phase I Environmental Assessments. CLC Engineering can also provide complete multi-discipline support through alliances with its engineering partners. If electrical, structural, environmental, or building me-chanical services are required, CLC Engineering will take the leadership role to secure and coordinate all services in a timely and economical manner. CLC Engineering has expanded our engineering services to now include Transmission & Distribution Line Engineering utilizing PLS-CADD. These high voltage power designs can be integrated in PLS-Pole and PLS-Tower.

Project: First Methodist Church, Family Life Center, Pineville, LA, Client: Chris Williams, Architect Scope of Work: Foundation & Structural Steel Design. Curved bar joist roof structure Project: Long Bay Substation, Virgin Islands Water & Power Authority, Virgin Islands Client: Associated Substation Engineering, Bremen, GA Scope of Work: Project consisted of a design of a 40’ x 76’ masonry control building & pile supported foundation, pile support transformer foundations layout and oil containment reser-voirs with a pour-in-place concrete firewall. Structures were subjected to 155 mph wind loads and seismic zone earthquake loading. Project also had concrete incased conduit ducts subjects to HS-20 loading crossing through a precast concrete storm drainage trench. Also included was a 69-4.16 kV Auxiliary Transformer and four 69 kV overhead circuits exiting the substa-tion. Project: WTA 115 kV Substation Client: SCC Utilities, Los Alamos, NM Scope of Work: Project consisted of a 115 kV 3-Breaker Ring Bus configuration expandable to 6 Breakers. Scopes of engineering were all inclusive including Civil, Site, Grading, Drainage, Foundations and Structural design. Project: Spencer 138 kV Switching Station Client: Denton Municipal Electric, City of Denton, TX Scope of Work: This Station was designed as a 138 kV Switching Station that initially operated as a 69 kV. His technical experience in the substation field includes structural steel detailing, electrical drafting, quantity takeoffs, and estimating. PROFESSIONAL EXPERIENCE Mr. Delrie is Co-owner of CLC Engineering, LLC and is a Professional Engineer licensed in sixteen states. He is a member of the ASCE, LES, NSPE, and has over nine years of experience in civil and struc-tural engineering, which has been primarily in the field of transmission and distribution, including, but not limited to substations and switchyards. Mr. Delrie's experience includes the design of steel and aluminum structures using Finite Element Software and engineering principles. Some of his designs include low profile steel and aluminum structures, lattice-type steel & aluminum structures, connection designs, tapered tubular steel poles, concrete foundations, blast walls, CMU control buildings, and earth retaining structures. His experi-ence also includes structural steel detailing, project management, quotations, structural steel take-offs, and estimating. Additional areas of experience include: design of extruded aluminum shapes, wood design, and de-sign of tapered rigid frames. His work portfolio also includes forensic engineering of various type structures, including their supporting foundations. In addition to the technical experience listed above, Mr. Delrie also has six years of prior construction experience in the office and in the field which contribute to his technical background and allow him to relate the design completed in the of-fice to the actual construction out in the field. Bryce Pfeiffer Engineering Intern CLC Engineering, LLC EDUCATION Bachelor of Science in Civil Engineering Louisiana Tech University May 21, 2016 EXPERIENCE Bryce Pfeiffer is a Civil Engineer at CLC Engineering, LLC. Mr. Pfeiffer com-pleted a Bachelors or Science degree at Louisiana Tech University in Civil Engineering in May of 2016. Mr. Pfeiffer specializes in drafting, calculations, and substation design. For working experience, Mr. Pfeiffer worked at Hayes Manufacturing for 6 months as a plasma table operator. For the remainder of his education, he interned with CLC Engineering, LLC for three summers, checking calcula-tions, drafting, and learning substation design. While at Louisiana Tech, Mr. Pfeiffer was awarded the Presidential Schol-arship for academic proficiency and the D. Walter Jessen, Sr. Scholarship for being recognized as a strong performing civil engineering student. He also worked with a team to design a drawbridge for Westrock in Hodge, LA, as a part of his Senior Capstone Design Project; in completing their de-sign, the group also created a model used to show the mechanics of the de-signed drawbridge. He graduated from Louisiana Tech with a 3.404 GPA, passed his Fundamentals of Engineering Exam in May of 2016, and is in pursuit of attaining his Professional Engineering license. Jeremy Rollins Engineering Intern CLC Engineering, LLC EDUCATION Bachelor of Science in Mechanical Engineering Louisiana Tech University May 21, 2016 EXPERIENCE Jeremy Rollins is a Mechanical Engineer at CLC Engineering, LLC. Mr. Rollins completed a Bachelors of Science degree at Louisiana Tech Uni-versity in Mechanical Engineering in May of 2016. Mr. Rollins specializes in drafting, structure calculations, and substation design. For working experience, Mr. Rollins worked at IndServ, LLC during the summer of 2012 as a millwright where he serviced steam turbines and their surrounding equipment. Mr. Rollins also interned at Cleco Corpora-tion from June through September of 2014 and 2015 as an engineer, pro-ject manager, and power plant mechanic. While at Louisiana Tech, Mr. Rollins was awarded the Outstanding Student Scholarship and graduated with a 3.1 GPA. EXPERIENCE
Bob has 20 years of construction experience, with eleven of them being in high voltage design and construction. Through the years he has grown in the high voltage industry working as a Project Coordinator, Engineer II, Substa-tion Designer, Substation Design Team Leader, and Senior Substation De-signer. As a Project Coordinator, Bob designed electrical substation layout drawings from one line diagrams utilizing AutoCad. He worked with customers to as-sure everything conformed to their specifications. He constantly did quality control checks on the job site in the form of a punch list. He also managed the job site when needed, working with subcontractors and the customer. Lastly, as project coordinator, he checked material quantities making sure they are correct and on site when needed. As an Engineer II, Bob designed substations from start to finish, checking lay-outs, equipment, steel, grounding, conduit and static protection drawings. He also worked with a team of electrical designers and project managers to make sure the job was done on time, correctly and on budget. As a Substation Design Team Leader, Bob designed high voltage projects from concept to construction. He managed a group of substation designers, mak-ing sure they were on task and motivated. As a Senior Substation Designer, Bob incorporates his past experience and strives to produce the best high voltage design that he possibly can. He works in AutoCAD and with his peers to design a product with which the cus-tomer is overly pleased.
