Bugbee: Advised Commis- sion Board that Octoberfest was a great success. The food, vendors and activities were well planned. Sundhagen: Absent Weflen: Advised Commission Board that the Street Department is needing a new snow gate and that the Landfill hours will be changing to winter hours soon. McClelland: Advised Commission Board that the performance evalua- tions need to be completed and turned in before end of year. Modifications/ Approval of Agenda: Bugbee made a motion to add to the agenda under 1. Legal a Title Opinion and under 5. Community Center an estimate, then approve with changes made, second by Weflen. Call: Ayes; Christianson, Bugbee, Weflen. Old Business: 1. Legal –Salinas handed exhibit to Commission Board of a Title Opinion from Neff Eiken & Neff Attorneys at Law for property at 233 4th Street South East, Tioga ND 58852. City Attorney Pendlay has reviewed it and the affidavit is okay to sign. Bugbee made a motion to ap- prove signing the affidavit for prop- erty 233 4th Street South East, Tioga ND 58852 for corrective purposes, second by Weflen. Call: Ayes; Chris- tianson, Bugbee, Weflen Pendlay is also currently working on a Rental agreement with HESS, an ordinance regarding parking and RV Park Ordinance. Pendlay reviewed new information from Ackerman-Estvold regarding the Knutson Easement con- versation. McClelland advised will enter in Executive Session per NDCC 44-04-19.01.2 Attorney Consultation and NDCC 44-04-19.09 Negotia- tions. Weflen made a motion to recess meeting, second by Bugbee. Ackerman-Estvold: Steve Eberle – Updates given to Commission Board on TAP 2018 with the fix and TAP 2019 rebid, Eberle states Simons is completing paving, handed exhibit of pay application #4 from CC Steele in the amount of $191,736.23 for work completed to date on Simons addition. Weflen made a motion to approve pay application #4 in the amount of $191,736.23 to CC Steele for the work that has been com- pleted on Simons addition, second by Bugbee. Call: Ayes; Christianson, Bugbee, Weflen. Discussions held on liquidated damages and future construction on Simons. Eberly states Ackerman is also working on Knutson Easement, and other future construction projects. 3. FCI – Aus- tin Rollag – Update given to Com- mission Board on progress for the new Police station and the museum. Discussions held on alarms. 4. Gra- ham – Salinas handed exhibit of Pay Application #1 from Graham Con- struction in the amount of $25,308.09 for the pre-construction work done for the new Police Station. Salinas stated that EAPC verified none of Graham’s work was used for the build of the new Police Station. Graham provided portion of an itemized bill. Discussions held. Weflen made a mo- tion to table Pay Application #1 from Graham Construction in the amount of $25,208.09 for pre-construction work done for the new Police Sta- tion, second by Bugbee. Call: Ayes; Christianson, Bugbee, Weflen. 5. Community Center - Salinas handed exhibit to Commission Board of estimates for a curtain divider for the Community Center. Discussions held. Christianson made a motion to approve the estimate of $12,844 from Gerrell’s Sports for a curtain divider at the Community Center, second by Bugbee. Call: Ayes; Christianson, Bugbee, Weflen. Salinas handed exhibit to Commission Board of esti- mates for scissor lifts for their review and consideration. Discussions held. Bugbee made a motion to approve up to $16,000 for the purchase of a new scissor lift, second by Weflen. Call: Ayes; Christianson, Bugbee, Weflen. Salinas handed exhibit of new PT Employee paperwork to Commission Board for their review and consider- ation. Christianson made a motion to hire new PT Employee for Com- munity Center effective November 1, 2019 after background check, drug and alcohol requirements have been completed, second by Bugbee. Salinas handed exhibit to Commis- sion Board of an estimated cost for a snow gate from RDO Equipment in the amount of $4,100 for their review and consideration. Election Venue – Salinas advised Commission Board that if they want to change the election venue it would have to be done now so that there is time for the County Commission to review. Letter of Interest for Airport Board - Letter of Interest for Tioga Airport Board – Salinas handed exhibit to Commission Board of an email from Norgaard stating his interest to continue to serve on the Tioga Airport Board. Bugbee made a motion to table until the last meeting of the year and continue to run ad, second by Christianson. Call: Ayes; Christianson, Bugbee, Weflen. 7. Pledge Holdings - Salinas handed exhibit to Commission Board of Pledge Holdings from Bank of Tioga date 09-26-2019 for their review and consideration. Payroll – Salinas handed exhibit to Commission Board of Payroll for 09-20-2019 and 10-07-2019 for their review and consideration. Drake McClelland, City Commis- sion President ATTEST: Abby Salinas, City Auditor (10/23) REQUEST FOR QUALIFICA- TIONS CITY OF TIOGA ENGI- NEERING SERVICES In accordance with NDCC 54- 44.7, the federal MR&I program and the ND State Water Commis- sion requirements, the City of Tioga is requesting qualification submit- tals for preliminary, design and construction engineering services related to the City’s infrastructure. The ideal firm should have exten- sive experience in municipal engi- neering including planning, design and construction administration ser- vices for public infrastructure sys- tems such as water, sanitary sewer, storm sewer, streets. Engineering services, at a mini- mum, will include: -General Municipal, including surveying, GIS mapping, Right of Way Services, Zoning, Ordinance review, & Comprehensive Planning -Municipal Water &Wastewater Systems -Water Resources – Hydrology & Hydraulics -Transportation -Environmental & Cultural Re- sources -Construction Engineering Ranking: Each consultant must provide the following information on which qualifications will be ranked: 1. A cover sheet limited to one 8.5” x 11” page 2. A completed Standard Form 330, with up to 5 related past proj- ects. 3. A description of the firm’s cur- rent and projected workload 4. Price sheet/other charges Each firm will be evaluated on the basis of the written responses. One or more firms may be selected for the interview portion of the se- lection process as determined by ap- propriate City officials. Interviews will be conducted with the top- ranked firms. The firms will be evaluated and ranked according to the following criteria: -Location – Preference will be given to firms with a local regional presence (10%) -Qualification of Personnel (10%) -Willingness to Meet Time & Budget requirements (15%) -Past Performance (10%) -Recent, Current, and Projected workload (5%) -Recent & Current Work for the Agency (5%) -Related Experience (20%) -Knowledge and Understandin- gof Infrastructure (25%) The selection committee will submit a report and its recommen- dation to the City of Tioga Commis- sion for evaluation and approval. Upon council approval the City will notify all respondents of the selec- tion and order of preference.Fees may be negotiated with the success- ful firm after review of a submit- ted not to exceed proposal for each project. If the fee cannot be agreed upon, the City reserves the right to terminate negotiations, and then negotiate with the second and third ranked firms in order, if necessary, until a satisfactory contract has been negotiated. All costs associated with preparation and submittal of qualifications shall be borne by the submitting firm. The City of Tioga Commission reserves the right to re- ject any and all proposals. In accordance with NDCC 54-44.7, the federal MR&I program and the ND State Water Commis-sion requirements, the City of Tioga is requesting qualification submit-tals for preliminary, design and construction engineering services related to the City’s infrastructure.

The ideal firm should have exten-sive experience in municipal engi-neering including planning, design and construction administration ser-vices for public infrastructure sys-tems such as water, sanitary sewer, storm sewer, streets.

Engineering services, at a mini-mum, will include:

-General Municipal, including surveying, GIS mapping, Right of Way Services, Zoning, Ordinance review, & Comprehensive Planning

-Municipal Water &Wastewater Systems

-Water Resources – Hydrology & Hydraulics

-Transportation-Environmental & Cultural Re-

sources-Construction EngineeringRanking: Each consultant must provide

the following information on which qualifications will be ranked:

1. A cover sheet limited to one 8.5” x 11” page

2. A completed Standard Form

330, with up to 5 related past proj-ects.

3. A description of the firm’s cur-rent and projected workload

4. Price sheet/other charges Each firm will be evaluated on

the basis of the written responses. One or more firms may be selected for the interview portion of the se-lection process as determined by ap-propriate City officials. Interviews will be conducted with the top-ranked firms.

The firms will be evaluated and ranked according to the following criteria:
