INVITATION TO BID OPERATION AND PREVENTIVE MAINTENANCE OF CCTV AND ELECTRONIC ACCESS

CONTROL SYSTEMS

1. The Asian Development Bank (ADB), a multilateral development finance institution headquartered in Manila, Philippines, invites interested parties for the bidding of Operation and Preventive Maintenance of CCTV and Electronic Access Control Systems at the ADB Headquarters. 2. The successful Bidder will provide ADB with the most reliable and efficient services with the deployment of skilled manpower, equipment, materials and supervision in accordance with ADB’s policies, instructions, standards and procedures.

3. Interested Bidders are advised to send their complete contact details (i.e. name of firm, address, contact person and position, email address, telephone number) to malbano@adb.org and sdiano@adb.org for future correspondence related to this bidding. Bid Bulletins will only be shared to Bidders who have provided their contact details.

4. The Instructions to Bidders included in this invitation is available until 6 May 2016. A pre-bid meeting and site inspection will be held at 2:00 P.M. on 19 April 2016 (local time in Manila, Philippines) at Room G314 (Crisis Management Center) to answer any queries from the Bidders and provide a tour of ADB premises and facilities covered by the services.

5. To be qualified for the Bidding, Bidders must:

(i) Have the nationality on eligible country in accordance with the List of ADB

Member Countries. A Bidder will be deemed to have the nationality of a country if it is constituted, or incorporated, and operates in conformity with the provisions of the laws of that country;

(ii) Be a company with at least five (5) years of continuous experience in providing CCTV and electronic access control operations and maintenance services;

(iii) Have an independent legal existence as a valid registered company for at least five (5) years;

(iv) Have a sound financial and credit position for the past three years (2012 to

2014). As a minimum, must have at least an average revenue of Thirty Million Pesos (₱30,000,000) over the last three years and a positive working capital; and

(v) Have not been sanctioned nor be ineligible to enter into transactions with

ADB or any other multilateral development bank or institution.

6. Sealed Bids should reach ADB not later than 2:00 P.M. on 6 May 2016 (local time in Manila, Philippines). The Bids should be sent by courier mail or hand-carried to the attention of Unit Head, Procurement and Contracts Administration, Office of Administrative Services, 4th Floor, Room 4532C, Asian Development Bank Headquarters Buidling, 6 ADB Avenue, Mandaluyong City, 1550 Metro Manila. Any Bid received after the deadline for submission of Bids will be rejected and returned unopened to the Bidder. 7. ADB reserves the right to accept or reject any Bid, and to annul the Bidding process and reject all Bids at any time prior to award of Contract, without thereby incurring any liability to the affected Bidder or Bidders or any obligation to inform the affected Bidders of the grounds of ADB’s action.

8. This Invitation does not entail any commitment on the part of ADB, either financial or otherwise. All costs associated with the preparation and submission of Bid shall be borne solely by the Bidder.
