Date: 4 June 2019 UNESCO Regional Office for Eastern Africa received the following questions from potential bidders, which are being shared with all interested parties along with the response from UNESCO:

Q1) We would like to request you if you would organize for us site visit so that we know the exact nature of the where the fire fighting equipment shall be installed.

A1) A group visit can be arranged for potential bidders. Twelve potential bidders participated; however, they were unable to access the actual site due to the need for special permission; therefore, a question and answer session was organized in the parking lot of the site. Q2) We would be pleased to receive a clarification on the following:

Annex 1, A, 10 (a): Since the equipment / material requested comes "off the shelve" and is commonly available, it will be very difficult, if not impossible to get a manufacturer's authorization. May we therefor request a waiver on this specific point of the ITB.

A2) The following items should have Manufacturer’s Authorization:

1. Multistage Fire Pump Set 2. Hose Reels 3. Fire Hydrants 4. 320A 6way TPN MCCB Distribution Board 5. 200KVA Transformer

The rest are ordinary off the shelf items and do not need manufacturer’s authorization. The supplier will be responsible for the 1 year warranty.

Q3) Please we need to get drawing and plans for the implementation and we

have a request for clarification : - Lot 1 item 9 : firefighting pumps : "Multi stage horizontal centrifugal Fire pump set (2no) rated at 120m3/hr at 100m Head. One pump to be driven by diesel engine, and the second pump to be driven by an Electric Motor 3 phase 415V, 2900 RPM, plus a jockey pump 16m3/hr. at 60m head 4KW to maintain pressure at 6bars, complete with 600litre pressure tank, 400litre diesel tank, control panel and all accessories. (Pumps must have an NPSH of at least 6m)". Does driver diesel engine and driver electric motor and jokey pump are existing items or must be supplied ? Please we need more details for this item If it will be supplied please we need more details and specifications about diesel engine

A3) The Fire Pump Set is a package unit with a diesel engine driven pump rated at 120m3/hr at 100m Head, an electric motor driven pump rated at 120m3/hr at 100m Head and an electric jockey pump rated at 16m3/hr. at 60m. This is a new pump set to be supplied by the bidder ready to be installed and work. Nothing exists. The pump set must be supplied complete with all the items described. Note: Four Installation drawings are attached as an annex to this document

Q4) Following the organized site visit at Kasubi Tombs, may we request the following: As per technical description the (fire) water will be pumped-out of the newly build basin. There is however also a borehole. If we notice the size of the pumps 2 x 120m3./hr at 100m head and 1 x jockey pump 16m3./h at 60m head, we wonder where the pumps should be installed. The depth of the basin is only 4 m. So why these over-rated pumps for a depth of only 4 m.? Will these pumps be used to pump water out of the borehole ?

A4) There is an existing borehole which is already motorised and will deliver water into the proposed 120m3 underground tank. The firefighting pump set will pump from the 120m3 underground tank. The three pumps form a set with only one pump operating at a time.

Q5) May we request a possible extension of the closing-date?

A5) Bids will be extended two weeks until 21 June 2019

Q6) Can Tenderers submit their Bids On-line?

A6) No all bids must be sent in sealed envelopes as per the instructions and in line with our procurement rules.

Q7) What is the material of the walls of the pump house?

A7) The wall will be made of 200mm concrete Blocks

Q8) What is a Fire Point and how many Fire Points are there?

A8): A fire point is made up of a short freestanding wall on which will be mounted two Fire Extinguishers. One will be a Water Type Extinguisher 5kg the second one is a Dry Powder Fire Extinguisher 9kg.

Q9): What is FH?

A9): FH stands for Fire Hydrant. It will have an underground Type Fire Hydrant in a chamber with a cover, and an associated Fire Box mounted nearby consisting of a freestanding metal box containing two Fire Hoses and a Nozzle.

Q10) What is FHR?

A10) FHR stands for Fire Hose Reel. This point consists of a semi-rigid rubber hose wound on a reel. The hose is 30m long and diameter is 20mm.

Q 11) There is need for a Pressure Reducing Valves between the Fire Hydrants and hose reels.?

A11) Yes. The BOQ is now amended to introduce 2no. Pressure Reducing Valves. (please see revised annex attached)

Q12): In item 1 of the BOQs the 65mm HDPE PN16 water pipes are measured in m. In item 2 of the BOQs the 160mm HDPE PN16 water pipes are measured in 6 lengths. Please clarify.

A12) In item 1 of the BOQs the 65mm HDPE PN16 water pipes are measured in m. 60m this is correct. In item 2 of the BOQs the 160mm HDPE PN16 water pipes are measured in 6m lengths. We have reviewed the measurement unit and changed it to m. The correct length to deliver is 420m. The contractor is free to deliver the 420m in units of 6m for butt welding or in units of 50m rolls.

Q13) What is the Shape and capacity of underground tank?

A13) The shape is rectangular: 6x6m in plan and a height of 4m

Q14) Item 9 in the BOQs indicates a multi-stage horizontal pump. This pump will have problems of priming.

A 14): This item has already been changed to read : “Multi stage Vertical centrifugal Fire pump set (2no) rated at 120m3/hr at 100m Head. One pump to be driven by diesel engine, and the second pump to be driven by an Electric Motor 3 phase 415V, 2900 RPM, plus a jockey pump 16m3/hr. at 60m head 4KW to maintain pressure at 6bars, complete with 600litre pressure tank, 400litre diesel tank, control panel and all accessories. (Pumps must have an NPSH of at least 6m).”

Q15): The BOQs do not indicate the Suction line and foot valve for the pump.

A15) The BOQ is amended to introduce the Suction line and foot valve for the pump.

Q 16): There is need for Air Release Valves in the network.

A 16): Yes. The BOQ is amended to introduce 2no. Air Release Valves in the network

Q17): Type of Fire extinguishers?

A17): Two types: Water Type and Dry Powder Type

Q18) Can Bidders present an Insurance Bond instead of a Bank Bond as Bid Bond?

A 18) This issue of insurance bond instead of bank guarantee will be dealt with at a later stage once selection is completed.

Q19) Will an Insurance Bond instead of a Bank Bond be accepted as a Performance Bond?

A 19) This issue of insurance bond instead of bank guarantee will be dealt with at a later stage once selection is completed.

Q20): Will UNESCO give a time extension to the bid submission of a Week?

A20) See Q5 and A5 Above, the bid will be extended by two weeks until 21 June 2019.

Q 21) Can Tenderers submit their Bids On-line?

A21): No all bids must be sent in sealed envelopes as per the instructions and in line with our procurement rules.

Q22) Item 44 indicates a Provisional Sum of US$3,500,000 for UMEME connections, is this correct?

A22) This Provisional Sum should read as US$3,500 (US Dollars Three Thousand Five Hundred only) and not US3,500,000.

Q23): Item 9 and Item 32 are repeated. Does that mean there are two Fire Pump Sets?

A23): The BOQs consist of two Lots namely Lot 1 and Lot 2. Lot 1 which is for supply of materials and equipment has Items 1 to 21. Lot 2 which is for the installation of the supplied materials and equipment has Items 22 to 49. Therefore Item 9 is for the supply of the Fire pump set and item 44 is for installation of the same set.

Q24): There is need for 160x160x160mm HDPE PN16 Ts in the network.

A24): Yes. The BOQ is amended to introduce 3no. 160x160x160mm HDPE PN16 Ts in the network

Q25): There is need for 160mm PN16 O S & Y Valves in the network.

A 25) Yes. The BOQ is amended to introduce 12no. 160mm PN16 O S & Y Valves in the network

Q26): There is need for 160mm PN16 O slow bends.

A26): Yes. The BOQ is amended to introduce 5no. 160mm PN16 90degrees slow bends and 5no. 160mm PN16 135degrees slow bends in the network.

ATTENTION / PLEASE NOTE: Attached please find the amended BOQs in Annex VII with two additions namely: Items 8d) and 8e), which concern “Air Release Valve” and “Pressure Reducing Valves”. Additional annexes of drawings referred to above in A3 are also attached.
