The Natural Resources Management Programmes address the threats to the productive use of

furniture production), whilst ensuring meaningful livelihood opportunities are supported for those

employed in doing this work. The three main programmes are the Working for Water programme

programme, the Wildlife Economy programme, the Working for Energy (Biomass) programme and

the Eco-Furniture Factories programme), Working for Wetlands and the Working on Fire

programme.

EXPRESSION OF INTEREST FOR OUTSOURCING OF NATURAL RESOURCE MANAGEMENT PROJECTS, OPERATIONS SUPPORT, PLANNING AND CAPACITY BUILDING & TRAINING FOR A PERIOD OF 2013-2016/17

PART ONE

1. REQUEST FOR EXPRESSIONS OF INTEREST (EOI) 1.1 The objective of the expression of interest is to register qualified agencies working under the Public Finance

Management Act or the Municipal Finance Management Act or any other act which enabling the formation of a statutory body which would protect and benefit the natural resources of the country, to act as Implementing Agents of natural resource management projects, operational support, planning and capacity building programmes in partnership with the Environmental Programmes Branch of the Department of Environmental Affairs.

2. SCOPE AND EXTENT OF WORK 2.1.1 The role of the Service Provider/s is to assist the Department of Environmental Affairs with the following functions

and programmes as described in 2.2 below.

2.2 DESCRIPTION OF NATURAL RESOURCE MANAGEMENT PROGRAMMES

The Natural Resources Management Programmes address the threats to the productive use of land and water, and the functioning of natural systems, by invasive alien species, wild fires and land degradation, as well as the opportunities for value-added industries (including fibre and furniture production), whilst ensuring meaningful livelihood opportunities are supported for those employed in doing this work. The two main programmes are the Working for Water programme (with sub-components including the Working for Land programme, the Working for Forests programme, the Wildlife Economy programme, the Working for Energy (Biomass) programme and the Eco­Furniture Factories ~rogramme), and the Working on Fire programme.

2.2.1 ONGOING ACTIVITIES The Natural Resources Management Programmes are environmental programmes working within the employment prescripts of the Expanded Public Works Programme. In the recently published report on the Green Economy (I DC, DBSA and TIPS, 2011 ), approximately 62% of the potential jobs in the Green Economy could be ascribed to work within the Natural Resources Management Programmes. As important as these work opportunities are, the long-term benefits in sustaining the ecological, economic and social aspects associated with this work are far greater.

2.2.2 Working for Water (WfW) WfW aims to improve the integrity of natural resources by preventing the introduction of new invasive species; ensuring early detection of and rapid responses dealing with emerging invasive alien species; and, management of the impact of established invasive alien species. These are achieved through integrated prevention and control methods, and supported by the use of incentives, disincentives, advocacy and research. In so doing, the programme addresses problems of water security (quantity and quality, and impediments to its use, including through structural damage, thermal pollution and eutrophication), threats to biological diversity and the ecological functioning of natural systems, the exacerbation of wild fires, flooding, soil erosion, siltation, damage to estuaries and diseases, and problems affecting tourism, transport, trade and recreation.

2.2.2.1 Working for Land (Wfl) The Wfl programme aims to restore the composition, structure and function of degraded land, thereby enhancing ecosystem functioning, such as carbon sequestration, water regulation and purification. In so doing, and by reducing environmental risks, it will improve the sustainability of livelihoods and productive potential of land, and promote economic empowerment in rural areas; improve natural species diversity and landscape and catchment stability and resilience, and promote the development of a market for ecosystem services.

2.2.2.2 Working for Forests \WfF) WfF promotes the conversion of invading alien plant stands, and degraded Category B and C state forests, into utilizable resources for meeting basic community needs as well as sustainable forestry land-use practices. The programme seeks to capitalize upon the invasive alien species in the short-tenn, but move towards species that will replace the invasive monoculture stands with a diversity of species that will be compatible with climate change impacts, including the risk of diseases; which will promote biodiversity and be less vulnerable to wild fires, and which offer beneficiaries scope for sustainable livelihoods and optimal resources from the land-use practices. The programme also promotes the conservation of indigenous forests, and the sustainable use of the resources and ecosystem services provided by these forests.

2.2.2.3 Wildlife Economy The Working for the Wildlife Economy programme promotes the sustainable livelihood opportunities, the broad­based black economic empowerment, food security and ecosystem services through the conversion of land-use practices that are sub-optimal in the long-term (due to climate change, pressure on land causing degradation, declining ecosystem services, and threats of invasive diseases) to wildlife economy-based land-use practices. Substantial employment and empowerment opportunities are possible in the conversion and restoration of land to support a wildlife economy, and in the harvesting, tourism, hunting and support services that will flow from the change in land-use practices. Importantly, too, taking the pressure off of these patches of land will facilitate other sustainable, more irtensive land-use practices and land reform, through less competition for scarce resources, and notably water.

2.2.2.4 Working for Energy WfE (Biomass) The WfE (Biomass) programme seeks to make optimal use of the biomass cleared through the Working for Water programme, in creating work opportunities to generate energy. The programme is negotiating with Eskom to provide a % of the feedstock for coal-fired power stations from invasive alien and bush-encroachment biomass. It will make similar use of this biomass in areas away from the coal-fired power stations, through gasification projects. The programme will also promote the general use of biomass through biogas digesters, in providing energy and jobs to the rural poor.

2.2.2.5 Eco-Furniture Factories (EFF) The EFF programme seeks to make optimal use of the biomass cleared through the Working for Water programme, in creating work opportunities to make products that help Government to meet its needs, and notably the pro-poor opportunities within this. The initial focus of the production centres upon factories that will be established across the country (because of the need to spread out the employment benefits; because of the available biomass, and because of transportation costs), with a particular emphasis on the needs of disadvantaged schools, including school desks, benches and other furniture. The programme will build on the range of products that are possible, such as meeting the needs of hospitals, clinics, community centres and other needs, and including the provision of the established Eco-coffins across the country.

2.2.3 Working on Fire (WoF) The WoF programme aims to enhance the sustainability and protection of life, livelihoods, ecosystem services and natural processes through integrated fire management. In doing this it has to, develop capabilities and to contribute resources and provide services to Fire Protection Associations, land-management and jurisdictional agencies; the use of fire for the control of invasive alien plants and in natural resource restoration; the provision of resources for the maintenance of natural fire regimes in order to optimize natural biodiversity, processes and ecosystem services; co-ordinating fire management interventions in order to optimize the use of resources; empowering communities affected by fire in order for them to understand the benefits of and potential harm caused by fire; advocating and assisting with the implementation of appropriate land-management strategies; the creation of a platform for fire awareness and education amongst land-users and the general public, and greater awareness of relevant laws, ordinances, by-laws, and compliance among partner groups and local communities. The importance of the use of fire in fire-driven natural systems is a fundamental environmental benefit of the work of this programme.

2.2.4 Working for Wetlands Working for Wetlands protects, rehabilitates and enhances the sustainable use of South Africa's wetlands through interventions through incentives, disincentives, advocacy and research, based on co-operative governance and partnerships.

2.3 FUNCTIONS TO BE IMPLEMENTED

A. IMPLEMENTATION OF NATURAL RESOURCE MANAGEMENT PROGRAMMES

1. Working for Water 1.1 Sustainable (standard) control of terrestrial invasive alien plants 1.2 Sustainable (standard) control of aquatic invasive alien plants 1.3 Adding value to the control of invasive alien plants through harvesting and processing of biomass 1.3.1 Harvesting and primary processing of low value high volume products (e.g. biomass to energy, charcoal,

fire wood, compost) 1.3.2 Harvesting and primary processing of high value low volume products (e.g. crafts, saw timber, chemical

extracts). 1.3.3 Secondary processing of low value high volume biomass from clearing operations (e.g. generating energy

from biomass, wood composites) 1.3.4 Secondary processing of high value low volume biomass from clearing operations (e.g. production of

crafts, eco-fumiture, eco-coffins)

and re-vegetation of degraded land) 2.3 Sustainable use and protection of intact and restored wetlands 3. Working for Land 3.1 Re-vegetation of land 3.2 Bush encroachment control 3.3 Exclusion and protection interventions (e.g. fencing, monitoring of resource use)

B. MONITORING AND EVALUATION, OPERATIONAL SUPPORT AND PLANNING AND THE UNLOCKING OF EXTERNAL RESOURCES

1. Operational support and development to enhance evidence based decision-making in the Natural Resource Management (NRM) Programmes and to offer technical support for the implementation of best management practices.

1.1 Impacts of land degradation due to invasive alien plants on ecosystem services and biodiversity. 1.2 Impacts of land degradation due to desertification and transformation on ecosystem services and biodiversity. 1.3 Economic consequences of 1.1 & 1.2 1.4 Improving institutional framework/development and governance of NRM programmes. 2. Alignment of interventions of NRM field operations with the implementation services for the prevention and

regulation of all invasive species and other uses of incentives, disincentives, directives and regulations in securing optimal outcomes for the programme.

3. Support in the development and review and of "tools" for Strategic Plans and Annual Plans of Operations for the NRM Programmes.

4. Assist in undertaking independent evaluations of the NRM Programmes, as required by the Department of Environmental Affairs.

5. Support in the development of best practices for the NRM Programmes, and the provision of technical guidance for operations of the programmes.

6. Support in the development of best social development and training practices for the NRM Programmes. 7. Long term environmental observation to assess the impacts of NRM interventions. 8. Identification, testing and development of biological control agents. 9. Support in the review and development of frameworks for assessing deliverables for each of the NRM

Programmes. I

10. Quality assurance assessments of implementation activities, for each of the NRM programmes 11 . Assist in ad hoc Investigations and queries regarding the performance of the programmes. 12. Facilitate the unlocking of external resources for the implementation of Natural Resource Management

Projects.

C. CAPACITY BUILDING, TRAINING, ENVIRONMENTAL EDUCATION AND AWARENESS 1. Assessment of the improvement in the quality of life and work environment of NRM programme beneficiaries.

2. Implementation of specific, targeted socio-economic interventions (e.g. HIV and AIDS, sexual and reproductive health, child care, substance abuse, financial management, food security and similar priority interventions).

3. Implementation of capacity-building initiatives and an enabling environment and opportunities for beneficiaries in terms of natural resource management and payments for ecosystem services.

4. Further development of contracting models for beneficiaries and how these may best have sustained benefits for the beneficiaries.

5. Higher Education and Training and leamership opportunities for NRM Programme staff and beneficiaries. 6. Support with the development of resources and implementation of environmental education and awareness

programmes. 7. Compilation of training materials.

2.4 THE APPOINTED SERVICE PROVIDERIS WILL UNDERA TAKE THE FOLLOWING:

2.4.1 If and when implementing agents have qualified and are registered on the database they will be requested to submit full proposals, business or project plans and budgets containing the resource allocations and cost in each case.

2.4 Qualifying Implementing agents may be invited to give presentation as and when required.

3. TIMING OF ASSIGNMENT 3.1 All work is to be carried out in accordance with the time schedule as agreed with the Programme manager.

4. PERFORMANCE MEASJJRES 4.1 The performance measures for the delivery of the agency acting as Implementing Agents for natural resource

management projects, operational support, planning and capacity building programmes will be closely monitored by DEA.

5. REPORTING 5.1 The Service Provider/s will submit monthly and quarterly progress reports to the Programme manager, within 4

days after the end of each month and quarter for the duration of the project. 5.2 Failure to submit the required reports on time will result in penalties.

6. MONITORING PROGRESS ON ASSIGNMENTS 6.1 The Programme manager shall do the ongoing management of the Service agreement.

7. CONTINUITY AND PROFILE OF SENIOR STAFF ON THE PROJECT 7.1 The Service Provider/s must guarantee the presence of the senior in charge of fieldwork throughout the duration of the

contract. Prior to the appointment of a replacement, the Programme Manager must approve such appointment. If the senior has to leave the project, a period of at least a month is required in which the senior must work parallel with the next person (senior consultant with similar expertise and equal years of experience) appointed to be able to transfer skills and knowledge.

8. CONDITIONS OF BID 8.1 Bids will be subject to Supply Chain Management Conditions as follows - The Preferential Procurement Regulations,

2011 issued in terms of section 5 of the Preferential Procurement Policy Framework Act (Act No 5 of 2000), aligned with the aims of the Broad Based Black Economic Empowerment Act and its Codes of Good Practice. In accordance with this Act, submissions will be adjudicated in two stages: firstly, on functionality which must be done in terms of the

evaluation criteria indicated in section 14 and the minimum threshold referred to in paragraph 8.3 below. A bid must be disqualified if it fails to meet the minimum threshold for functionality as per the bid invitation and secondly, only the qualifying bids will be evaluated in terms of the 90110 preference points systems, where the 90 points will be used for price only and the 10 points wili be awarded in terms of the of the 8-BBEE Contributor level as per the 8-BBEE Verification Certificate submitted by the service provider.

8.2 The proposal should include, amongst other, the following: 8.2.1 A proposed plan of action. 8.2.1 A list of references; 8.2.2 Ability to ensure continuing of staff on the project. 8.1.4 A briefing session will be held on (date, time & place) determined by the department. 8.1.5 The original Tax Clearance Certificate must be submitted together with the bid. Failure to submit the original and

valid Tax Clearance Certificate before the Adjudication Committee will result in the invalidation of the bid. 8.1.6 In bids where Consortia I Joint Ventures I Sub-contractors are involved, such must be clearly indicated and each

party must submit a separate Tax Clearance Certificate before the Adjudication Committee. Failure to submit the original and valid Tax Clearance Certificate will result in the invalidation of the bid.

8.1.7 Certified copies of the Tax Clearance Certificate will not be acceptable

8 SPECIAL CONDITIONS 8.1 The Curriculum Vitae of the current project management staff who will be available for the duration of the work

must be attached; NOTE: Failure to submit the CV's will invalidate your bid proposal. 8.2 The bid proposals should be submitted with all required information containing technical information as well as

price information (NB: DEA Entity Maintenance form included in the bid documents must be completed and , returned with the bid proposals).

8.3 Only bidders who score at least 75% for the technical information will be preferred. 8.4 Entities are requested to submit the original and valid 8-BBEE Status Level Verification Certificate or certified

copies thereof issued by verification agencies accredited by SANAS or registered auditors approved by IRBA together with their bids, to substantiate their 8-BBEE rating claims, failing which the 8-BBEE preference points claimed will be forfeited.

8.5 Bidders who do not submit 8-BBEE Status Level Verification Certificates or are non-compliant contributors to 8-BBEE do not qualify for preference points for 8-BBEE but will not be disqualified from the bidding process. They will score zero (0) points out of 10 for 8-BBEE.

8.6 Should the public entity consider establishing a trust, consortium or joint venture will qualify for points for their 8-BBEE status level as a legal entity, provided that the entity submits their 8-BBEE status level certificate.

8.7 A trust, consortium or joint venture as described in 8.8. above will qualify for points for their 8-BBEE status level as an unincorporated entity, provided that the entity submits their consolidated 8-BBEE scorecard as if they were a group structure and that such a consolidated 8-BBEE scorecard is prepared for every separate bid.

8.8 Public entities and tertiary institutions must also submit 8-BBEE Status Level Verification Certificates together with their bids.

8.9 A bidder will not be awarded the points claimed for 8-BBEE status level of contribution if it is indicated in the bid documents that such a bidder intends sub-contracting more than 25% of the contract value to any other enterprise that does not qualify for at least the same number of points that the bidder qualifies for, unless the intended sub­contractor is an EME (Exempted Micro Enterprise) that has the capacity and the ability to execute the sub-contract.

A contractor is not allowed to sub-contract more than 25% of the contract value to another enterprise that does not have equal of higher B-BBEE status level, unless the intended sub-contractor is an EME (Exempted Micro Enterprise) that has the capability and ability to execute the sub-contract.

8.10 DEA reserves the right to invite short listed suppliers/companies to present their bid proposals for final decision. 8.11 Bidders must be prapared to work at rates not exceeding those prescribed by the office of the Auditor-General or

the Department of Public Service and Administration (DPSA).

9 ADDITIONAL INFORMATION ON BID PROPOSAL 9.1.1 The public entity provider should provide details of staff training, highlighting training and development policies and

procedures, with specific reference to affirmative action policies and initiatives. 9.1.2 If and once a public entity has qualified and have been asked to submit a proposal the breakdown of the tariff

inclusive of value-added tax for services rendered should be submitted as a % of operational costs, describing what services would be rendered for the fees or in the case of development projects the hourly rates of staff. Expenditure incurred without the prior approval of the Programme manager will not be reimbursed.

9.1.3 If and once a public entity has qualified and has been asked for a full proposal, in so far as possible, a comprehensive budget, showing the charge out rates of all the staff to be involved in this assignment and also including all other costs factors such as travelling. How a joint venture (if the bidders are a joint venture between a BEE firm and a non BEE firm) will split the work between the firms. The detail must be such that DEA can audit the actual work allocation during the delivery to enforce the transfer of skills between the two firms. (The percentage involvement of each company in the joint venture should also be indicated). Please note that all members of the joint venture should sign the contract and are jointly and severally liable for the entire assignment.

9.1.4 DEA will not be held responsible for any costs incurred by the bidder in the preparation, presentation and submission of the bids.

9.1 .5 Please take note that DEA is not bound to select any of the public entities submitting proposals. DEA reserves the right not to award any of the bids and not to award the contract to the lowest bidding price as well as to renegotiate the bid of the preferred applicant.

9.1.6 Travelling costs and time spent or incurred between home and office of consultants and DEA office will not be for the account of DEA.
