Dear Sir,

It gives me great pleasure to invite Expressions of Interest from interested Parties for

Supply, Installation and Maintenance of 20,000 Solar LED Streetlights in various rural

areas of Gujarat. This initiative is a part of the promise of the Government of Gujarat

towards clean and green facilities to its citizens.

Gujarat Power Corporation Limited (GPCL) has been playing the role of developer and

catalyser in the energy sector in Gujarat. GPCL is a nodal agency for implementation of

vital solar energy projects such as the Solar Park at Charanka, Patan, and the

Gandhinagar Photovoltaic Rooftop Programme. GPCL is now entrusted with the work of

installing solar LED streetlights in various rural areas of Gujarat.

Interested Parties are requested to diligently go through this invitation for expression of

interest and submit the necessary information as per instructions in Annexure-1, as per

the schedule indicated in Annexure-B. Parties will be shortlisted based on their

experience and financial standing, and will be invited for submitting a firm proposal for

supply, installation and maintenance of the streetlights. The current expressions of

interest from interested Parties shall help GPCL determine the technical specifications

of the streetlights, quantity of streetlights to be procured from each successful Bidder,

etc.

1. Instructions for Submitting Expression of Interest

1.1 Parties interested in submitting their expression for supply, installation and

maintenance of solar LED streetlights are requested to:

1.1.1. Address each field of all annexure of this invitation for expression of

interest document.

1.1.2. Adhere to the procedure and schedule indicated in Annexure -2.

1.1.3. Submit a covering letter as per the format given in Annexure-3.

1.1.4. Provide all organization-related information as per the format given in

Annexure-4.

1.1.5. Provide record of similar work done in the last three years as per format

given in Annexure-5.

1.1.6. Provide all product-related information as per the format given in

Annexure-6.

1.1.7. Duly fill the deviation sheet as per format given in Annexure-7.

1.1.8. Sign and seal each page of this document and return along with the

expression of interest.

1.1.9. Make any other declaration relevant to the scope of work that the

interested Party may feel important to bring to GPCL’s notice.

1.2. Please note that the submission of this expression of interest does not qualify or

guarantee the interested Party, supply of the scope of this document.

1.3. GPCL reserves the right to reject any or all expressions of interests for

shortlisting purpose.

1.4. GPCL reserves the right to split the scope of work in terms of quantity or the

activity based on its own discretion, which shall be binding to all the applicants.

1.5. Parties are requested to realistically and fairly represent their data or order for

GPCL to understand the Party’s credentials.

1.6. Any misrepresentation or discrepancy found at any stage of this assignment

than the intended party shall be liable for disqualification.

1.7. Any approach from the interested Party, its representatives or agents to

influence the decision of GPCL with respect to this expression of interest shall

make the Party liable to disqualification.

1.8. GPCL may independently verify the details submitted in this expression of

interest by the interested Party either directly or through third party agencies.

1.9. The shortlisting of potential Bidders shall depend upon their financial standing

and technical specifications, the criteria for which shall be decided after

receiving of the expression of interest.

1.10. The purpose of inviting these expressions of interest is to identify the

most appropriate solar LED streetlight models as well as the Parties with

sufficient capabilities to execute quality work in large volumes in a timely

manner.

1.11. Interested Parties shall submit their expressions of interest in hard copies

addressed to Chief Project Officer, GPCL by the time indicated in the schedule

in Annexure-2.

1.12. The expression of interest shall be sealed in an envelope and clearly

labelled “Expression of Interest for Supply, Installation and Maintenance of

20,000 Solar LED Streetlights in various rural areas of Gujarat, India.”
