Solar Powered Motorized Piped Water Supply Scheme

In Chaparqoul Village of Dushi district of Baghlan Province,

Afghanistan

Under Water and Sanitation Extension Program (WASEP)

Under Water and Sanitation Extension Program (WASEP) the Aga Khan Agency for Habitat

(AKAH), Afghanistan would construct a new water schemes to bring potable water to the

communities and grey water drainage through household taps in Chaparqoul Village of Dushi

district of Baghlan. The taps must function 365 days / year, in all weather conditions and the

water quality, at all times, and must meet WHO standards for drinking water, as specified in

the specification.

The Expected works under this assignment shall involve the followings for the Water Supply

Networks in Chaparqoul villages:

1. Water Reservoirs with complete set of plumbing and pipe fittings (Brass Valve,

Nipple, Equal Tee, Socket, Elbow, Male Adopter and etc.), all according to the

specification, BoQ and design drawings.

2. Drilling of bore well with installation of PVC casing and filter. Moreover,

construction of water well box. All according to the specification, BoQ and design

drawings.

3. Solar system submersible water pump with (controller, solar panels, sensors, wires,

auto fuses (on/off), stainless steel holding cable, fixed stands, electric cables, other

required accessories) with complete installation according to attached

specifications (Annex-II)

4. Water Supply Scheme with water distribution mains, branches, laterals, lines and

service connections to include all pipe, valves, fittings and appurtenances, and pipe

thrust restraint. The total schemes should be 1.2 m under the ground with complete

pipe fittings (Straight Coupling, GI union, reducing tee, Clump Saddle and etc.),

all according to the specification, BoQ and design drawings or site based

requirements.

5. Gate Valve Box with the complete set of pipe fitting (GI Union, Female adopters

and etc.), all according to the specification, BoQ and design drawings or site-based

requirements.

6. Stand Tap construction with complete set of pipe fitting (Brass Bib Cock, GI

Nipple, Elbow, socket, Teflon tape, Female adapter and etc.), all according to the

specification, BoQ and design drawings or site-based requirements.

7. The contractor, together with the AKAH Field Engineer will test the water at the

source, reservoir and a distribution once the project construction is completed. Any

measure required to ensure that the water is distributed to each household at the

WHO standard will be the responsibility of the contractor. The water quality must

continue to meet WHO standards for a minimum of 1 year following completion

of the project.

8. Contractor must provide training of the operations and maintenance of the system

to the village water user committees and deliver user manuals in Dari and the

toolkit.

9. The contractor should strictly follow all safety measure regarding COVID-19

according to the guidance of Ministry of Public Health (MoPH) of Afghanistan.

The duration of the project is expected to be up to 03 months (20 August to 20 November 2020

) right from the issue of Notice to Proceed (NTP/LOI) 15 August 2020. The cost must be

provided for both the project based on the BoQ shared by AKAH. If any element is missing,

that should be recorded and costed in separate sheet.

1. AKAH would like to invite sealed Tenders from qualified Tenderers for the

“Construction of solar powered motorized piped water supply scheme (Household

taps) in Chaparqoul village of Dushi district, Baghlan province”

2. Tender will be conducted through the National Competitive Bidding procedures in

accordance with the procurement policies of AKAH and is open to all Tenderers

locally.

3. Interested Tenderers may obtain further information from AKAH Procurement Unit

and inspect the Tendering Documents at the address given below (also available on

acbar.org website), and AKAH can also provide the documents electronically, if

required, from 20 July to 02 August 2020 during working hours 0800 to 1600 hrs,

Kabul time.

The final submission of tender document is 02 August 2020 before 5pm Kabul Time.

4. Bid documents can be obtained from AKAH office in English language (technical

specifications are also available) by interested bidders upon submission of request to

the below mention address.

5. Interested vendors are encouraged to visit the site to understand the site condition and

to plan logistic for raw materials. All expense associated to the field and safety and

security is entirely responsibility of the vendor.

6. All bids must be delivered to the addresses below in English language and in Sealed

Envelope. Electronic bidding will not be permitted. Late bids will be rejected. Bids

will be opened in the presence of the bidders’ representatives who choose to attend in

person at the address below by 03 August 2020 at 1000 hours (Kabul time).

7. The competitive bid should include the following information:

a. Brief history of the firm and its experience and qualifications

b. Examples of similar projects completed by the firm at least 3

c. References (client, email, telephone and short description of the project)

d. List of machinery and equipment

e. Form of Bid

f. Declaration of undertaking

g. Resumes of proposed project team in office and project site

h. Technical proposal for carrying out the above mentioned activities

i. Financial proposal and cost of the project (as illustrated in the bidding

document)

j. Proposed schedule for the project

k. Health, Safety and risk management plan

l. Procurement plan

m. Quality control plan and winterization plan Note- 1: Failure to provide the above documents will result in the disqualification of the contractor. Note- 2: In case of any site visit by the firm for understanding the site condition, AKAH office must be informed prior to the visit. Please note that any information which could lead to change scope due to not field visit by contractor is not the responsibility of AKAH.
