Investors in People Accreditation
Many of you have been involved in the recent Accreditation process which was conducted by Stephanie McCutcheon.
At our debrief meeting on Friday Stephanie indicated that I could advise everyone that she is making a positive recommendation for BSO‘s accreditation. She has provided me with some initial feedback which reflects the commitment of all our people to this organisation. The strength of team working within the organisation was also favourably commented upon.
Could I on behalf of myself and the Chief Executive thank everyone for their assistance and support during this process, particularly those members of the Organisation and Workforce Development (OWD) group.
I would also wish to record my appreciation to Paula Smyth and Anne McCormick in particular for their drive and commitment to the standards and the accreditation process.
This is a great reflection on this still-young organisation and provides a platform to further develop our HR process.

The HSC Leadership Centre was excited to recently launch two new Regional Leadership Development
initiatives for senior leaders on behalf of the DHSSPS. These programmes are being delivered
collaboratively by the HSC Leadership Centre and the King‘s Fund.
ACUMEN: Executive Leadership Development Programme for Directors in HSC
This programme has been developed to reflect the key challenges
currently facing Directors in Health and Social Care and the associated
leadership priorities. The programme‘s participants are Directors and
have been drawn from all parts of the health and social care economy,
in order to explore the opportunity to create a learning community
amongst providers, policy makers, commissioners and regulators etc.
LEADING THE WAY: Medical Leadership Programme
A programme for those senior medical (eg. AMDs, CDs) and other
specialist management roles. Leading the Way has been developed
to support senior medical leaders to more fully enact their leadership
role in improving and influencing the future of HSCNI.
New Regional Leadership Development Initiatives
Launched
Regional Succession Planning Initiative
The HSC Leadership Centre has recently launched a Regional Succession Planning Initiative ‗Building
Leadership Capacity‘ which is aimed at current Assistant/Co-Directors within Health and Social Care.
The initiative is being delivered by the HSC Leadership Centre and is sponsored by the DHSSPS.
The HSC Leadership Centre has designed this initiative planning initiative
to ensure that we have the best possible leadership and potential pool of
leaders both now and in the future within Health and Social Care in
Northern Ireland at Director level.
It will challenge and prepare potential Directors so that they can transform
how health and social care is provided, to ensure the delivery of high
quality, patient-focused services.

CIPD Success at the HSC Leadership Centre
Over the last year a number of our staff from Human Resources and the HSC Leadership Centre have undertaken various Chartered Institute of Personnel and Development (CIPD) qualifications. At the recent award ceremony Will Young and Margaret Murray from the HSC Leadership Centre achieved their Advanced Diploma in Human Resource Development. Will was also presented with an Outstanding Achievement Award in Advanced Programmes recognition.

Legal Held to Account
Following a number of exaggerated and spurious claims from the Directorate of Legal
Services about their football skills, the Human Resources Directorate (despite its much
restricted and smaller panel) challenged the legal eagles to ‗put up or shut up‘.
Subsequently a challenge was organised and on a frosty night on 11 December the Legal Directorate
put forward from their talent pool a team to face a HR select. The small crowd (1) saw an upset bigger
than Bradford beating Arsenal on the same night. The HR select team led by Colm McGarry carefully
contained the ambitions of the self-proclaimed ―giants‖ (ha ha ha) of BSO football and after twenty
minutes went ahead with a goal by Dermot Scullion. In the next twenty minutes four more goals reached
the back of the legal net, two from Colm McGarry, another from Dermot Scullion and one from Kevin
Clarke before two consolation goals from the Legal Eagles late in the game.
Rumours that DLS are being rebranded to Directorate of LoserS have been discounted by Hugh
McPoland, who told Business Matters, ―the HR select team may not be Brazil but Legal aren‘t even
Northern Ireland‖.

Teams from the five Acute Trusts across Northern Ireland were invited to attend a Regional Showcase
Workshop in October 2012 at the Meet at The Mill Conference Centre in Newtownabbey.
Each Trust was asked to participate in the workshop by delivering a 10 minute presentation illustrating
how the Theatre Management System (TMS) delivers benefits when used as both an information and
management tool in the day-to-day and in the long-term planning of anaesthetic and surgical services.
The core elements of the TMS have been delivered and are in use in all hospital Trusts. Utilisation data
is being produced at both Trust and Regional levels using the Regional Data Warehouse and the TMS
Data Extract reporting module. The TMS has the potential to produce significant theatre productivity
improvements and the Implementation Board was keen to share the different experiences and good
practices across Trusts.
The workshop was chaired by Patricia Donnelly, Belfast Trust Acute Services Director and the Regional
TMS Project Board Senior Responsible Owner (SRO). Also in attendance was the BSO Chief Executive
Mr David Bingham, Head of Clinical Systems for BSO Hugh Fullerton, senior representatives from the
HSCB Performance Management & Service Improvement Directorate and from the DHSSPS Hospital
Information Branch, as well as Clinical and Information staff from all five hospital Trusts.
Some of the topics presented at the workshop included ―Strategic Service Change & Productivity
Improvement‖, ―Making it Count – The Staff Perspective‖, ―Use of the RTMS as a Management &
Information Tool‖ and ―Life with TMS‖.
Following discussions at the workshop it was agreed that the TMS initiative has enormous value in the
transformation and delivery of theatre and anaesthetic services across the region.

Just when you thought that we couldn‘t possibly have another action plan, we have. Our Disability
Action Plan for 2013-2018 has just been launched for consultation.
The need for this plan is a requirement as part of the Disability Discrimination Order 2006. This law tells
us that in our work we have to promote positive attitudes towards disabled people, and encourage their
participation in public life.
In developing this plan we had two objectives in mind:
We wanted to produce a plan that was meaningful, practical and that would make a difference;
We wanted to make sure that our staff with a disability or an interest in disability issues had their
voices heard in the development of this important piece of work.
In both areas we believe that we have succeeded and were very impressed with the response that we
received in relation to getting staff becoming involved in its development. This influenced our approach
in the development of an easier-to-understand document and in the identification of a number of
practical actions aimed at making a difference. The plan was also influenced by feedback obtained at an
engagement event (see below) which we held on 2nd
November 2012 where we engaged in dialogue
with a range of organisations representing the needs of people with disabilities.

Plan to Make a Difference: Disability Action Plan

The actions included in the plan are identified under four key areas:
1. Communication;
2. Awareness raising and training;
3. Getting involved in our work; Participation and engagement; and,
4. Recruitment and retention.
Do check out our website where you will find a copy of the draft plan in a range of alternative formats
with options of how you can respond. The consultation runs until 6th March 2013.

Disability Action Plan continued
FPL Go Live Celebration Lunch
A buffet lunch was held on 22 November to acknowledge the efforts of
staff involved in implementing the Finance, Procurement and Logistics
(FPL) system during October and November.
There were some initial difficulties as the
system was launched. Overall, FPL is
now operational for staff using new online
processes to initiate and complete transactions in finance, procurement
and logistics. Speaking at the event, BSO Chief Executive David Bingham
commended the efforts of all staff involved.
Re: Use of Envelopes
A large amount of work is being carried out in relation to improving the standard of mail that we are
sending out. Many, however, are still handwriting envelopes when present templates allow the letter to
be folded and placed in a window envelope.
Each handwritten envelope costs an extra 3 pence as it cannot be machine read. With approximately
6000 items per day being sent, this additional cost can add up in a short period of time. To ensure that
we do not have to seek savings elsewhere, I would ask that we begin to order and use the window
envelopes (which are stock items) and cease handwriting envelopes unless absolutely necessary.
Compliance will be monitored with mail being returned to the relevant department.

HRPTS – What Does it Mean for You?
There has been an immense amount of work carried out over
the last year on the new Human Resources, Payroll, Travel
& Subsistence (HRPTS) system, which is due to go live early
in 2013. This system will dramatically change the way HR,
Payroll and the travel/subsistence process their work. So you will be asking yourself, ―what will this new
system mean for me?‖
Well, to briefly explain the makeup of the new system. There are two parts to the new system. One is
Systems, Applications and Processes (SAP) and the other is the Portal. SAP will replace the current
HRMS system that the HSC uses to maintain and pay its staff, whilst the Portal will be a tool that all
employees will have access to. Employees will be able to use the Portal to view, edit and update their
personal data, apply for annual leave, apply for L&D courses, record their performance appraisals and
initiate any employment relations issues such as a grievance or an appeal.
The Portal will also be a mechanism for managers to manage processes and information at a local level.
This will mean that managers will be able to approve or reject annual leave and work-life balance
requests, contribute to maintaining the organisational unit/s they are responsible for and record absence
for their staff. There will be many other processes that the manager will have access to, such as
staffing reports/graphs/charts at their fingertips e.g. the % sickness absence for their staff etc. A lot of
the paper-based processes will be phased out or stopped completely upon the Portal going live.
The aim of this article to provide you with some information of what the Portal is capable of doing,
particularly from the Employee Self Service (ESS) perspective. In reading through this, you will see that
there will be new jargon that we will all have to get used to using e.g. Employee Self-Service (ESS)
and Manager Self-Service (MSS), Portal, SAP, Course Catalogue etc. Over the months of January
and February 2013, there will be awareness sessions on the Portal (ESS/MSS) for all staff to attend.
Dates will be issued very soon. There will be a requirement to supplement this awareness by accessing
eLearning courses to support you in using the Portal. It is very important that you do this. The sooner
you do this the more familiar you will become with the system. Uptake of the Learning will be monitored
by HR. There will be further information/guidance booklets that will be issued to supplement your
eLearning. These will be issued very early in the new year.
