1. Base Supplement - $80 million for all school districts, with the most resources for the districts with the least local wealth.
2. Poverty Supplement - $55 million for 183 low-income districts.
3. Foundation Supplement - $64 million for districts that spend less than the state target.
4. Small District Assistance - $4.5 million for 122 small districts.
5. Growth Supplement - $500,000 for 6 school districts with increasing enrollment and decreasing local tax revenue per student.

– Thanks to the 2006-07 budget, 132 of those school districts will reach $8,500 per student

- Annville-Cleona SD: 84% of primary grade students increased reading comprehension scores.
- Southmoreland School District: 63% of junior high school students who participated in tutoring scored at or above proficiency on the reading 2005 PSSA. Previously, none of these students were at proficiency levels.
