Sawston Panel Meeting UpdateMeeting to be held at Sawston Village College

On Monday 1st of July 2013

1. IntroductionThe aim of the neighbourhood profile update is to inform quarterly consultation meetings between police and public to identify and prioritise issues of concern to local communities. The profile document includes police crime and incident information to help identify ongoing and emerging crime and anti-social behaviour issues, along with feedback provided by individuals and groups within each area gathered by a variety of means by the local policing team.

Based on the data within this document and contributions at the meeting, the chair will identify a number of priorities for the local policing team to progress and report back on.

2. Previous Priorities

ObjectiveTo improve road safety in the villages by tackling speeding and anti social parking.

Action Taken

Speeding is the most frequent concern voiced at panel meetings and by respondents to our surveys. We have carried out a total of 48 speed checks and issued 209 fixed penalty notices (FPNs) to speeding drivers. A further 33 drivers have received letters advising them they were exceeding the speed limit where the checks were carried out by the PCSOs.We have aimed to carry out checks across the villages details as below:Pampisford:2 checks in London Road where 37 vehicles were assessed and 6 drivers issued with FPNs for speeding and 3 given a verbal warning.Abington:11 checks on Pampisford Road where 605 vehicles were assessed and

114 drivers were issued with FPNs for speeding and 11 were given a verbal warning1 check on the 1307 in the 40 limit where 38 vehicles were assessed and 3 drivers were issued an FPN for speeding and 1 driver was given a verbal warning.Ickleton:3 checks carried out in Frogge Street with a total of 253 vehicles passing through and 16 drivers receiving letters advising them they had exceeded the speed limit.Sawston:2 checks were carried out on Babraham Road where a total of 53 vehicles were assessed and 5 drivers were issued with an FPN for speeding and 2 were given a verbal warning.There was 1 check on New Road where 27 vehicles were assessed and there were no speeding offences.Great Shelford:3 checks were carried out on Hinton Way where a total of 118 vehicles were assessed and 3 drivers were issued with an FPN for speeding, 3 received warning letters and 2 were given a verbal warning at the scene.Little Shelford:2 checks were carried out on Hauxton Road where a total of 67 vehicles were assessed and 2 drivers received warning letters for exceeding the speed limit.Newton:3 checks were carried out in Cambridge Road and a total of 193 vehicles were assessed for speed. 12 drivers received warning letters for exceeding the speed limit.Stapleford:9 checks were carried out in Haverhill Road and a total of 308 vehicles were assessed for speed. 40 drivers were issued with FPNs and 6 were given a verbal warning.Duxford:4 checks were carried out on Hunts Road where a total of 158 vehicles were assessed and 9 drivers were issued with FPNs and 2 were given verbal warnings.1 check was carried out on Ickleton Road where 41 vehicles passed by and 2 drivers were stopped and issued an FPN and 1 was given a verbal warning for speeding.A further 4 checks were carried out on the A505 where 172 vehicles were assessed for speed and 24 drivers were issued with FPNs for speeding.Whittlesford: There were 2 checks carried out on Station Road where a total of 54 vehicles were assessed and none were speeding.Thriplow:1 check was carried out in Church Street where 22 vehicles were assessed and none were exceeding the speed limit.

A further 59 drivers were issued FPNs or reported for driving whilst using their mobile phone and 54 were dealt with for not wearing a seat belt. Again these offences were across the villages.

Whittlesford, in particular on the West side where the new bus the 7a was encountering some problems turning round. PCSOs Kendall and Wiseman have liaised with the drivers and have carried out regular patrols to ensure that any vehicles illegally parked and therefore causing an obstruction are dealt with. 7 vehicles have been issued with a ticket for parking illegally in Station Road West and 3 in Station Road East. The PCSOs have also looked at Great Shelford where the yellow lines in The High Street have been repainted. They have issued 3 tickets to vehicles parked illegally in the High Street and a further 3 to vehicles parked in Woollards Lane. In Sawston 8 tickets have been issued to vehicles parked illegally in Mill Lane and 2 to vehicles parked illegally in the High Street.

ObjectiveDealing with ASB in open spaces across the panel area.

Action Taken

At the last panel meeting we presented the results of a survey conducted with Sawston Village College pupils and a number had indicated they sometimes felt intimidated by gatherings of older youths in their villages and one wrote about issues outside of the college where some students would gather and smoke cigarettes or cannabis and intimidate others. It was agreed at the meeting therefore to focus on places where young people gather, including outside the village college and provide some reassurance and deal with any offences. The PCSOs have patrolled outside the village college on a regular basis with the support of the Head Mr Culpin. Generally there have been no issues, but in May 6 pupils were found off the school premises without permission and their parents were made aware through GAP letters being sent to them at the home address.PCs Smith and Perry also attended the school leavers’ barbecue and were out and about after it finished ensuring there were no problems. It all passed off peacefully.The PCSOs have also patrolled the recreation ground in Shelford on Friday evenings when the youth club is on when their shifts have allowed.Following a report of youths gathering again on the Heathfields Estate in Duxford, they have carried out a number of patrols in the area on an evening but have not encountered any groups of youths. Towards the end of May we received a report from a concerned parent that a couple of Sawston Village College students were playing with a BB gun on Great Shelford recreation ground. PCSO Wiseman and Kendall made some enquiries at the village college to identify the boys concerned and have made the parents aware through GAP letters.

ObjectiveIdentifying measures to impact on burglaries in Sawston panel area

Action Taken

There have been 15 dwelling burglaries over the last 3 months, up from 12 the previous period and 10 this time last year. Unlike Cambridge City where most of their burglaries are committed by people resident in Cambridge, offenders often travel into South Cambridgeshire to commit offences. For example in recent months a male from Hertfordshire has been charged with burglaries in Foxton, 2 males from Cambridge have been charged with a burglary in Great Wilbraham and 2 Romanian males, currently charged with burglary offences in Suffolk, have been interviewed about several of the burglaries committed in Sawston and the Shelfords though there is currently insufficient evidence to link to any of the crimes. This hopefully explains the huge challenge we face in identifying who is committing the offences in our area and how we do need the help of local residents to keep vigilant and to ensure their property is as secure as possible.

One way of encouraging people to be vigilant and passing on security advice is E-Cops and Gary and Chris have sent out weekly bulletins on crimes committed in the area both to alert people to the type of offences occurring and also to ask for any information or suspicious activity. They also try to include security advice where applicable. These messages are available to editors of the local parish magazine and key elements are included in the monthly bulletin. Gary and Chris have also used opportunities to pass on security messages face to face at their surgeries and at organised events such as a day at The Babraham Institute where they provided examples of security products for people to examine and also promoted Neighbourhood Watch. There was also a similar event in Sawston High Street on the 23rd of April where they worked alongside Mary Wilson the local Neighbourhood Watch Coordinator.

When there has been a spate or pattern of offences we have E-mailed the local Neighbourhood Watch to make them aware and asked them to pass the information on. There is a new scheme being set up in Mingle Lane Stapleford supported by Geoff Varley our Neighbourhood Watch Advisor.

We have liaised with the officers investigating the burglary offences and we have supported them with patrols in the relevant areas and gathered information to try and identify offenders. As a result of some information on a local address a warrant was executed in May but no property was recovered and no one arrested. There is a current spike of offences in Great Shelford and we are

Current Situation

carrying out regular patrols alongside our uniform and CID colleagues to identify suspects and provide reassurance. The number of Neighbourhood Watch Schemes remains relatively low but E-Cops is popular with local residents and is the top scorer in our questionnaire of means by which people gain information. One neighbourhood watch member answering the questionnaire does voice frustration at the lack of or late information being passed out. We perhaps do not always think immediately of alerting members but there again we are not instantaneously in possession of all the details of an offence, and cannot identify a pattern of offences until there have been at least 2. We really rely on local residents spotting anything unusual or suspicious occurring in their village and alerting us as soon as possible. PCSO Wiseman and PS Davidson went to a presentation at Force Headquarters on a new community messaging service that is being introduced in the near future, initially for Neighbourhood Watch. A positive feature of this system is people can indicate when they sign up what they are interested in receiving information about so messages can be directed to those interested in that subject. Hopefully this system will be coming in soon and will hopefully prove an effective tool in our efforts to communicate with residents across the area.

3. Police crime and incident data Looking at the crime data for the last 3 months there has been an increase in dwelling burglaries and cycle theft but a decrease in violent crime, non dwelling burglary and criminal damage compared to the previous 3 months. Overall crime has gone down compared to both the other periods covered in the table. ASB figures overall are similar to the previous 3 months and much lower than the same period last year.

The Abingtons (Babraham, Great Abington, Hinxton, Little Abington, Pampisford)

Crime:There were 18 crimes recorded for this area over the last 3 months compared to 28 the other 2 periods covered in the table. 4 of these crimes were for possession of drugs and were the result of proactive policing stops.There were 3 dwelling burglaries over the 3 months, 2 during the week commencing the 6 th

of May. 1 of these was in Hinxton and the other in Abington. There is nothing that definitely links these 2 offences, the only real similarity being the close proximity in date. There were however another 2 burglaries in nearby villages the week before these occurred. At the Hinxton burglary a suspect was seen close by described as a white male in his 40’s. Unfortunately the witness was not able to recognise the male again and so far no further evidence has come to light. The 2 burglary other offences were business premises in Abington, the hairdressers and the Comfort Cafe. Nothing was stolen in either case

There were 8 incidents classified as ASB during the 3 months. This is comparable to the previous 3 months when there were 7 but an increase on the same period last year when there were 5. 3 of the 8 incidents relate to nuisance phone calls which were resolved without police attendance. 1 incident occurred in Cambridge but because both parties worked in Abington it was linked to that address rather than where it occurred. I incident was a noisy party in Church lane, Abington but there was only 1 complaint and all was quiet on police attendance. The other 3 involved individuals causing a problem at different locations but none resulted in police action being required.

Duxford (Duxford, Ickleton)

Crime:There were 12 crimes for this area over these 3 months, compared to 15 the previous 3 months and 20 the same time last year. There was 1 dwelling burglary which occurred during the day of the 19th of April. There are similarities in method to subsequent burglaries in other villages but there was no forensic or witness evidence to help identify an offender.There were 2 non dwelling burglaries, 1 in the beginning of March at the Riverside Cafe. This has been burgled in the past and arrangements were made for detailed crime prevention advice to be given. Unfortunately there was no forensic, CCTV or witness evidence available. The 2nd non dwelling burglary was at the John Barley Corn Pub. Again this occurred overnight and although one item was sent off for forensic testing nothing was found to identify the offender(s).The theft from vehicle was a catalytic convertor stolen from a vehicle parked in the railway station car park. This has so far been filed undetected but there was a recent surveillance operation targeting a suspect for numerous such offences across South Cambridgeshire, Bedfordshire and Hertfordshire. British Transport Police worked with us on this operation and the male was arrested and a warrant executed at his home address. There is work ongoing to link him to our offences.3 offences involved persons known to each other making threats either via facebook or text messages. These have been dealt with either by caution or PND.2 offences were for possession of drugs and were the result of proactive police stops.

ASB:There were 11 incidents recorded as ASB for the area, compared to 8 the previous 3 months and 17 the same period last year. Only 2 of the incidents relate to neighbour issues, both of which were resolved with words of advice. 2 of the incidents relate to driving complaints. 1 was in Hunts Road, Duxford where someone phoned to complain about a vehicle speeding but then declined to give any details and hung up. The other incident was in Station Road, Whittlesford where someone saw a Mercedes being driven to the scrapyard doing wheel spins. Unfortunately there were no officers available at the time to attend.3 of the incidents relate to apparently abandoned vehicles all of which were resolved satisfactorily.1 incident called in late at night on the 11th of May was a report of 2 males fighting in Abbey Street, Ickleton. When officers arrived at the location 20 minutes after the call there was no one around and we did not receive any further reports.

Sawston (Sawston)

Crime: There were 32 crimes reported in Sawston down from 52 the previous 3 months and 46 the same period last year. Unfortunately one category of crime that has seen an increase

is dwelling burglary. There are 5 recorded for Sawston, 1 in March, I in April and 3 in May. 2 of the offences in May have possible connections with ongoing disputes so are likely not to be linked to any others either in Sawston or elsewhere. The one in May occurred on the 14th of May and on the same day a member of staff at DC Sweets had her phone stolen from off the counter. There were a group of Eastern Europeans in the shop at the relevant time and we are still waiting to see if there is CCTV evidence from other shops in the area they may have visited. 2 Romanian males arrested by Suffolk Police a few days after for burglary offences in their area have been interviewed about the Sawston burglary. They denied any involvement and are currently on remand for the Suffolk offences.

A local male was arrested for one of the burglary other offences having been found in possession of property which came from that burglary. He has subsequently been charged and attended court.

Of the 9 violent crime offences 7 were assaults, 5 of which were domestic related. All have been investigated and the offender interviewed and dealt with for the offence. The other 2 offences were a breach of molestation order where it was decided after investigation no breach had occurred, and the second was an offence of possession of a bladed article. The male with the knife was arrested, interviewed and charged with the offence.2 of the criminal damage offences occurred on the same night, 31 st March to 1st of April where a window was kicked and damaged in both the card shop and the hairdressers in Mill Lane. Unfortunately no one has been identified as responsible for this but there have been no other like offences since.ASB: There were 29 incidents recorded as ASB for Sawston over the last 3 months. This is very similar to the number the previous 3 months, 31, and the same period last year when there were 30. 2 of the calls have led to ASB investigation files where the issues have been investigated with the assistance of housing ASB officers. These matters have now been resolved.A male who called us several times earlier in the year with problems with an ex girlfriend’s new partner called again to say he was still being harassed despite having moved away from the area. A statement was taken and a harassment warning issued to a local male. 2 calls relate to a drunken male causing problem at different locations in the village. He was dealt with by officers on both occasions. He is the same male who had the bladed article for which he was arrested.2 calls relate to issues with mopeds/motor cycles racing around The Green Road and Plantation Road. Unfortunately we have not identified the person(s) responsible for this but we are keeping a look out for them.In early April we received a call from a member of the public who had seen a mattress being dumped on the footpath between Sawston and Babraham. Unfortunately they were unable to get the registration number of the vehicle which was a VW Golf but what details we had were passed on to the council.

The Shelfords and Stapleford (Great Shelford, Little Shelford, Newton, Stapleford)

Crime: There were 45 crimes reported for these villages over the last 3 months, less than the 58 reported the previous 3 months and a couple more than the 43 reported the same period last year.The 6 dwelling burglaries all occurred in May and are all as yet undetected. 2 occurred on the same day and the 2 Romanian males mentioned earlier who are currently on remand for offences in Suffolk are potential suspects for these offences. At another offence in

Cambridge Road, Shelford blood was found on the staircase balustrade and we are still awaiting the result of forensic analysis for this. Because of this increase in this type of offence we have been focusing patrols in this area whenever possible.Only one of the non dwelling burglaries was a business premises and this was the incident in early March when 2 males broke into the Coop in Shelford and stole alcohol and cigarettes. 3 of the other 4 offences were sheds that have been broken into. There has been 1 offence a month all in Great Shelford.6 of the 10 cycle thefts have occurred at the Park and Ride site on Babraham Road. These were night time offences, 4 on one night and 2 a couple of weeks later. CCTV footage shows 2 males carrying the cycles to the entrance of the site where presumably they have a vehicle. Unfortunately the footage is poor so they cannot be identified. We have visited the site and given crime prevention advice including changing the location of the CCTV camera.

ASB:There have been 19 incidents recorded as ASB for this area over the last 3 months, a slight increase from the 18 last period but well down compared to the 37 the same time last year.3 of the calls relate to ongoing neighbour disputes we have been dealing with in conjunction with housing providers and other relevant agencies. In May we received a call from a worried parent about 2 young boys playing with a BB gun on Shelford recreation ground. PCSOs Kendall and Wiseman have located the boys and made the parents aware to try and prevent further issues.We also received a call in early May reporting minor vandalism on Stapleford recreation ground. The tyres on a digger had been let down and toilet paper from a portaloo had been strewn around. Unfortunately we have not identified those responsible but there have not been any further incidents.The majority of the other incidents related to the individual caller and not to the general public. .

Whittlesford (Thriplow, Whittlesford)

Crime: There were 28 crimes recorded for the 2 villages this period which is a noticeable increase compared to the previous 3 months and the same period last year. The dwelling burglary offence occurred at the beginning of May and there was another offence on the same day in Little Shelford which is likely to be by the same offenders. Neither have been detected at present.The non dwelling burglaries were 3 shed/garage burglaries that probably occurred on the same night, (not all discovered immediately), the 21st to the 22nd of March. They have been linked as they all occurred in Thriplow. An E-Cops message alerting local residents was sent out once the series was uncovered but fortunately there have been no further like offences since.The 7 criminal damage offences include 5 which occurred on the same night 1st to the 2nd

of March in the area around the school in Whittlesford. 3 local youths have been spoken to about these offences and one has admitted his involvement. The other 2 criminal damage offences were not related to this series. 1 was damage to the wire fencing around the Recycling Centre in Thriplow where there have been a total of 5 offences. Offenders have broken in to the compound to steal electrical appliances and other metal items. 3 offences

occurred in March and we have provided a full security survey to try and prevent further occurrences. Unfortunately there have been a further 2 since then in May. Local officers have been alerted to this and asked to include the area in their night time patrols.4 of the “Other Crime” offences were where vehicles have filled up at local garages and made off without paying for the petrol and 3 were possession of drugs offences following police stop checks.

ASB: There were 3 incidents recorded as ASB this period compared to 4 the previous 3 months and 17 the same period last month. 1 call was on the 1st of April where a resident was reporting youths on off road bike riding in the area of Middlemoor Road, Whittlesford and in the Millenium Woods. No-one was available at the time to check this out and there have been no further calls. There was a call from a resident in Burma Road reporting concern because the child next door was hitting golf balls in the garden. PCSO Wiseman attended and gave words of advice. The 3 rd incident was a report in late May of noise from the Tickell Arms where there was a band playing. The caller is already in contact with South Cambridgeshire planning and licensing departments over issues with this premises.

4. Community consultation and feedback

We sent out a questionnaire via e-Cops asking for feedback on what our priorities should be this next review period and identifying what methods of communication are most used by those taking part in the survey. Below are the responses we received for the 3 questions:

During the last 3 months Police have focused on road safety concerns relating to parking and speeding; ASB in green spaces and identifying methods to impact on burglaries across the neighbourhood. What would you like your local police to focus on over the next 3 months?

The three items you have listed above. ie. no change.

Mobile phone use in cars - I still see this several times on a daily basis and always in dangerous places e.g. driver attempting to turn corner or overtake on a blind bend one-handedly whilst on the phone. So many deaths could be prevented if people knew this was very dangerous to do and saw lots of prosecutions for it.

Road Safety concerns particularly motorcyclists and souped-up cars particularly in good weather during early evenings after the rush hour and on weekend evenings speeding/tailgating etc along the High Street,New Road, Mill Lane and the by-pass.

Noticeable increase in catalytic converters reported stolen from Whittlesford station car park over the last few months. It would be good to see a reduction in this type of crime. It would also be nice to see a police presence (visit) sometimes in Ledo Road, as has happened in the past. We are next to the BP garage and sometimes see some non-residents having a look up and downthe Drive. No problems lately, except an abandoned car was taken (push started?) from the location recently - thankfully.

Green area patrol - seems to have got better recently but with the lighter nights it could re-appear and burglaries.

Burglaries in all villages

The above are worthy priorities, but as a NW Coordinator I would like to ask that information about crimes committed, and particularly when we are being asked to report any suspicious activity, be circulated to NW recipients more quickly than at present. Very often we are receiving details of crimes that are over one week old, and at the same time asked to report anything suspicious. In such cases one would think the stable door has long since closed. I am sure most of us would like to help and be supportive but are demotivated when it seems to take so long for information and requests for help to reach us.

Also speeding in the 40 mph zone, especially by motorbikes.

Burglaries across South Cambs.

It seems from the majority of the responses that are current priorities are supported at least by those responding to the survey.

Other surveys have been conducted by our Corporate performance Team in relation to perceptions of ASB in the Sawston villages. One issue that crops up a few times and from residents as far away as Shelford is issues with litter from MacDonalds. A resident from Duxford mentions thefts from vehicles as an issue and

states they would like to see something done about that and one from Whittlesford mentions burglary as a concern.A resident from Shelford mentions speeding along Hinton Way and would like to see the 40mph section reduced to 30.
