Introduction

This document reproduces the responses made to the SEMS annual online monitoring questionnaire in 2016.

Respondents who indicated an increase in any activities, or a concern that activities may be damaging the Solent European Marine Site, will be telephoned and interviewed for further relevant information, unless it was indicated that any increases are being managed satisfactorily. The original and any subsequent responses will be summarised and assessed in the SEMS Annual Monitoring Report 2016, and this document will be used to help determine the actions required in the SEMS Delivery Plan 2016.

37. Please describe the implications of the change?

CHC- Harbour Directions are similar to byelaws, but only apply to ships. They may relate to the movement, mooring or unmooring, equipment and manning of ships. The master of a ship must comply with relevant harbour directions, and commits a criminal offence for failing to do so without reasonable excuse. Acquiring new byelaws is costly and takes a long time. Powers of harbour directions will facilitate better use of the harbour by providing sufficient controls when needed. Chichester Harbour Conservancy has not yet used the powers of direction.

832. For the access/land recreation activity that remains elevated, please describe the level stating how, where, when and why this has stayed constant, if known.CHC- At present it is only conjecture that the number of people using the footpaths is increasing. This assumption is based on the increasing number of houses built within close proximity to the footpath links around the harbour. Chichester Harbour Conservancy will be installing automatic counters at key walking locations around Chichester Harbour in 2016 in order to monitor the usage of footpaths.

CDC- Recreational disturbance of over-wintering birds remains elevated due to historic development of housing since 1945 and before the adoption of the SRMP Interim Strategy. That strategy can only mitigate new development but cannot address pre-existing development impacts.

IoWC- Evidence through the SRMP work showed that recreational pressure on the SPA was causing disturbance to birds. The Isle of Wight Council, in collaboration with the SRMP, is working to mitigate increased pressure through new housing development. This does not address existing pressures.

NE- Whilst the Solent Recreation Mitigation Partnership (SRMP) is now in place, this scheme only addresses the recreational disturbance effect from new housing development. The Footprint Ecology work for SDMP showed that there is already an impact from existing levels of recreational disturbance, which still needs to be addressed. The SDMP report includes details on which parts of the Solent EMS are already exceeding the threshold number of visits for an impact on the SPAs.

What Management Measures, if any, have you introduced to influence the access/land recreation activity since the last report?CHC- We have restored 1183 metres of coastal footpath around the harbour in 2015 all which encourages walkers to stay on the footpath rather than walking on the areas of intertidal. We have also installed 17 replacement interpretation boards across the harbour throughout 2015 and early 2016 and more will be installed throughout 2016. The information on these boards provides information on the history and wildlife of the specific location. In addition to this, the boards request all to: following the footpaths, keep dogs under control and reduce the spread of invasive species all help to protect the SEMS. Two new interpretation boards have been installed at Ella Nore spit specifically with the aim of protecting the nesting site of terns and other birds.

CDC- None further since the last report. The Graylingwell and Roussillon mitigation project continues - this, like the SRMP wardens, addresses new development but the education and awareness raising activity will also have an impact on the community more generally by encouraging responsible dog-ownership

IowC- A wardening service commenced October 2015 which aims at educating people about the SPA designation and its features. This wardening service will occur every winter season.

NE- Natural England sits on the SRMP Project Board. SRMP wardens are now out on site but the effectiveness of the mitigation measures will not be known until the SRMP carries out full monitoring in 5 years’ time. The SRMP Monitoring Strategy is to be published shortly.

843. Given that the level of the access/land recreation activity remains elevated and any Management Measures introduced, do you believe that there is any residual impact on the Solent European marine site?Yes 3

844. Please give details of the residual impacts of access/land recreation on the Solent European Marine Site:

CHC- There are regular incidents of dogs off their lead disturbing birdlife across Chichester Harbour. In spite of this I do believe the new Solent Rangers who are patrolling the Solent coastline during the winter will make a positive difference to the behaviour of many dog owners.

CDC- Residual impact on over-wintering SPA bird species as evidenced by the SDMP reports

NE- As stated above, the SRMP only addresses impacts from new housing development - it does not address the existing impacts in certain parts of the site or disturbance from water borne activities.

CHC- We met with the newly appointed Solent Rangers in order to provide them with information on where birdlife is regularly disturbed by dogs off the lead in around Chichester Harbour.NFNPA- The authority has a working group on recreational management, however to date this appears focused on terrestrial areas of the park.

Please describe the decreased fishing recreation activity stating how, where, when and why this decrease occurred, if known.SxIFCA- The number of oyster dredges exploiting Chichester Harbour over the 2015 season was lower than in proceeding years, with 14 vessels present compared to up to 21 in 2014 and 31 in 2013. The requirement to purchase a permit to exploit the fishery, under the new Sussex IFCA Oyster Permit Byelaw in September 2015, may have driven this reduction. The byelaw covers the whole of Chichester Harbour and specifies dredge configuration, with the prohibition of diving blades. The harbour has been split into three management units in order to manage sustainable dredging. The oyster season is closed when a catch threshold is reached, so that a sustainable population remains on the ground. Over the 2015 season, the eastern part of the harbour containing Bosham and Fishbourne channels was closed. Emsworth channel was open as in previous years, and Thorney Channel was also fished due to a change in its shellfish classification to B. In total, the fishery was open for 7 days until the predetermined CPUE threshold was reached.

SoFICA- The application of the temporary closure of shellfish byelaw, the decline in stocks and shellfish health classification restrictions has resulted in a reduction in the shellfish fishing activity in the Solent. https://secure.toolkitfiles.co.uk/clients/25364/sitedata/files/Oyster-and-shellfish-info-pack-for-2015-16.pdf The increased enforcement presence in the Solent, by IFCA, has also reduced the supply and demand of undersized clams taken from the Solent EMS. The exact quantification of this reduction is difficult to quantify given the clandestine nature of this activity. Furthermore the IFCA byelaws which restrict bottom towed fishing gear and hand gathering on sea grass beds within and adjacent to the EMS (introduced in 2014) have achieved good compliance and the activity on these EMS features has reduced.

538. Please give details for the impact of fishing activities on the Solent European Marine Site:

SxFICA- Under the Government's revised approach to fishing within EMS SxIFCA continues to assess all amber risk fishing activity / feature interactions within Chichester Harbour. This will ensure that all existing and potential commercial fishing activities are subject to an assessment of their impact on the EMS. Management for high, red risk activities was introduced in 2014, through a Chichester Harbour European Marine Site (specified Areas) Prohibition of Fishing Method Byelaw, in which certain activities are prohibited to protect Zostera spp. Sussex IFCA has found a way of managing the oyster fishery, identified as amber risk, and protecting the site, through management built into a Chichester Harbour Oyster Dredging Permit Byelaw, introduced in September 2015. By the end of 2016 all amber fisheries interactions with all other features or subfeatures of the EMS, not already managed through the red risk process, will have been assessed against the conservation objectives of the EMS. Any need for management to reduce impact on the EMS will be highlighted and actioned. As of April 2015 the Prinstead area of Chichester Harbour (Cefas bed ID BO18P) is now Class C bed for C. Edule (common cockle) and Tapes spp. (clam). Northney (Cefas bed ID BO18PN) is a Class B bed. There is a potential risk hand collection activity for these species may increase. Collection by dredge is prohibited under the Sussex IFCA Fishing Instrument Byelaw.

SoFICA- In 2016 we continue to develop the final phases of further management measures to manage fisheries in the Solent EMS. We have completed the first round of pre-consultation on the creation of a rotational system of management coupled with the adoption of further areas to be permanently closed to bottom towed fishing gears. This process follows the system established by the 'revised approach to the management of commercial fisheries in EMS https://www.gov.uk/government/collections/managing-fisheries-in-marine-protected-areas. Further pre consultation will be conducted in summer. The Southern IFCA anticipate introducing management under byelaw by the end of 2016 and have concluded a period of statutory consultation on a regulatory notice byelaw, which will provide the framework for the introduction of these measures.

539. Do you believe that impacts of fishing may cause the condition of the Solent European marine site to change?

SxFICA- Improvements in the condition of the Solent EMS may arise due to fisheries management introduced under the revised approach to EMS work.

SoFIXA- following the assessment of fisheries in the EMS, applying the principles of habitats regulations assessment, the measures we plan to introduce will ensure the requirements of Article 6 of the habitats directive will be applied to the fisheries in the Solent EMS.

866. For the bait digging recreation activity that remains elevated, please describe the level stating how, where, when and why it has stayed constant, if known.

RHHA- Bait digging continues at designated sites on both banks of the estuary, but RHHA has received an increase in reporting by locals near Lincegrove & Hacketts Marsh, with particular reference to a repetitive group of vehicles which include a named tackle shop van. RHHA believes the activity overall across the estuary remains at/near to similar levels to previous years, but has concerns regarding these more intense periods. An increase in local awareness as a result of presentations given at the Hamble Estuary Partnership meetings and local communication is helping to improve the evidence base. RHHA is in discussions with SIFCA.

236. For the increased water sports activity, please describe the increase stating how, where, when and why this increase occurred, if known.

CHC- Number of harbour dues purchased by kayaks and canoes rose by 7% from 837 in 2014 to 895 in 2015. A total of 31 stand-up paddle board harbour dues were purchased in 2015. Harbour dues for water sports are only recorded for those who purchase an annual passes rather than day visitors. Therefore these numbers only reflect a proportion of those out on the water.

What Management Measures, if any, have you introduced to influence the water sports activity since the last report?CHC- In order to reduce recreational disturbance to waterbirds in Chichester Harbour from inadvertent recreational disturbance from paddle sports we have: • Produced a leaflet dedicated to paddle sports users called: Enjoying paddle sports and protecting the environment in Chichester Harbour. This will be given out free to any paddle sports user purchasing harbour dues from our Harbour Office and will be distributed to relevant local clubs and centres around Chichester Harbour. The leaflet is also accessible via our website: http://www.conservancy.co.uk/assets/assets/CHC%20Paddle%20sports%20leaflet_LORES.pdfInstalled new signage and interpretation at tern nesting sites and wader roosts to minimise the chances of any vessels landing on and exploring these sensitive areas.

What Management Measures, if any, have you introduced to influence the water sports activity since the last report?NE- None - the MMO is the responsible authority for recreational activities but Natural England is part of the Solent Forum Natural Environment Group which has set up a recreational focus group to look at this issue and potential actions / management measures.

EA - Agricultural run-off activity - Agricultural run-off levels remain elevated. In 2014 we completed modelling of nutrient inputs to Solent Harbours and this confirmed that agricultural diffuse pollution is a major source of nutrient enrichment in coastal waters. Subsequently in 2015 Natural England assessed the uptake and success of certain agricultural measures in reducing diffuse nitrogen pollution in the Solent area. We are now continuing to work with partners including Natural England to use these and other sources of information to help identify where to target land management issues. The Solent Diffuse Water Pollution Plan is being updated by Natural England; the Test and Itchen Diffuse Water Pollution Plan has been developed. Actions in these plans will identify ways to reduce nitrates in the relevant catchments and will benefit the Solent.

NFNPA - We assist coordination of the New Forest Catchment Based Approach locally, this has included consideration, and capital works, to address diffuse pollution/agricultural run-off. We have provided advisory service to landowners to reduce activities that contribute to agricultural run-off; however we have no jurisdiction around control of the activity itself.

The largest decline was in Yachts with 142 less on the water.

For the littering activity that remains elevated, please describe the elevated level stating how, where, when and why it remains constant, if known.LHB- Large amounts of litter - particularly plastic food and drinks packaging - continue to wash up onto the strandlines around the harbour. LHB have begun assisting the RSPB with a survey of litter on 2 of the harbour islands. The survey uses MCS methodology, and is also carried out in another part of Langstone Harbour, as well as in hundreds of other beaches around the UK. Analysis of the data collected during these surveys should allow us to see trends in litter. Plastic waste is also inputted into Langstone Harbour during storm water discharges - even when outfalls are functioning correctly the screening systems only remove particles larger than 6mm. This means that during storm events small plastic particles (deriving from sewage, and including micro beads and cotton bud sticks) are discharged into the harbour in large quantities. Plastic cotton bud sticks feature in every strandline in Langstone Harbour.

LHB- Litter formed of plastic in particular is highly persistent, and cause damage to features of the SEMS by means of ingestion, entanglement and smothering. Litter can also break down into particles tiny enough to enter the food chain. Removal of litter from the SEMS/prevention of litter entering the SEMS in future is costly at best, impossible at worst.

1027. What information/evidence is available to confirm that the elevated level for littering remains?

LHB- Strandline litter surveys are carried out by RSPB and the Friends of Langstone Harbour within LHB's jurisdiction. Data is submitted to the Marine Conservation Society as part of a national survey campaign. The RSPB survey began late in 2015, but will hopefully build a picture of changes in litter as the dataset grows. Evidence of litter is readily seen by anyone walking around the shoreline of Langstone Harbour. LHB has photos, in particular of sewage related litter items, available upon request.

What Management Measures, if any, have you introduced to influence the littering activity since the last report?LHB- LHB continues to monitor strandlines following storm water discharges, informing both Southern Water and the EA (regulator) of sewage related litter encountered. The last maintenance dredge in this area took place approximately a decade ago. Langstone Harbour is largely self scouring. A piled navigational mark close to the harbour entrance has been replaced following collision damage. The rolling programme of maintaining LHBs navigational marks (which involves lifting concrete sinkers which moor them to the seabed) is continuing as normal.

NFNPA- The Activities we have flagged is areas that the Authority has an interest in managing in partnership with other organisations and user-stakeholders. However this does not mean the Authority has any legal powers in relation to the activities, they are therefore outside of our legal jurisdiction (i.e. we do not issue permits and do not have byelaw powers over them). In relation to the activities, during the period we have not undertaken any systematic monitoring of activity levels or spatial distribution and so cannot comment accurately on changes in 2015. Other bodies in the area such as HCC may have data on visitor levels to sites such as Lepe Country Park/Calshot. 1106. Please give details of the plans/projects you have been involved in in the last year that may give rise to an increase in activities in the Solent European marine site:EA- The major capital dredge of Portsmouth Harbour and its Approaches is underway to enable access for the new, larger Queen Elizabeth Class carriers. We worked with relevant parties to ensure that risks to migratory fish and water quality will be well managed during the dredge.

CDC- The new Chichester Local Plan 2014-2029 has been adopted. This would, without the SRMP, lead to an increase in recreational disturbance, but mitigation, through the SRMP, is in place.

LHC- Lymington Harbour Commissioners are consulting on a possible future change to the mooring configuration in the Town Quay area. Although overall there will be a reduction in moorings it is believed that by replacing some of the river moorings with walk ashore pontoon berths this will attract more visitors to the Lymington Harbour. This may not lead to an increase in leisure boating activity in the SEMS area as a whole, just a movement of some activity which might otherwise use other ports and harbours within the SEMS. We are continuing to undertake a licensed 3 year Habitat Replenishment trial which involves the placement of dredged sediment from dredging the harbour onto the Solent edge of the intertidal mudflat abutting the salt marsh just east of the river entrance. The purpose of the trial is to try and raise the intertidal mud level to provide more protection to the salt marsh behind from wind wave action and thus reduce the rate of erosion.

TVBC- Test Valley Borough Revised Local Plan DPD 2011-2029 was adopted in January 2016 - this provides for additional residential development over the plan period, which may increase recreational use of the Solent. Mitigation is being provided for through the Solent Recreation and Mitigation Partnership.LHB- Planning application reference number 13/01457/FUL (Portsmouth City Council) - Extension of Kendall's Wharf - 50m extension to aggregate wharf on the western shore of Langstone Harbour plus capital dredge. Work still continues by the applicant to provide a mitigation plan for the habitat loss which will occur as a result of the proposed extension. Awaiting decision. Planning application reference number 14/01664/FUL (Portsmouth City Council) - Construction of 30 dwellings at the former St James Hospital site - applicant has put forward plans to enhance an existing green space (Milton Common) to remove the increased recreational pressure this housing development will cause upon the shoreline of Langstone Harbour. Awaiting decision. The ESCP has begun extensive works upon the sea defences along the eastern shoreline of Langstone Harbour. Habitat loss which will occur as a result of these works is being mitigated for by the removal of a derelict harbour quay. Works are being managed to minimise damage and disturbance to SEMS features. In progress. Natural England are currently consulting upon plans within the Solent which form part of the England Coastal Path. It seems likely that the opening of this pathway, and associated promotion, will cause an increase in coastal recreation throughout the SEMS region. In progress.

NFNPA- In its role as local planning authority, we have permitted development of additional housing and 29

RHHA- One of many consultees for housing estate developments in close proximity to Solent & Southampton Water SPA, but impacts being address through the SRMP.

IoWC- Planning approvals: P/00886/15 - Approval of reserved matters on P/01485/14 TCP/25098/C for onshore elements for Perpetuus Tidal Energy Centre including substation/ control room and associated parking cabling and site levelling works. The MMO have also consented the offshore element of this work which is located within an SAC. P/00274/15 - Variation of conditions 1 and 2 on P/00797/14 TCP/17577/R to extend the time limit up to 31st December 2019 and to extend the hours of operation to start at 0500 on specific dates. P/00797/14 - Approved the continued use of land for storage, sorting and distribution of gravel and associated plant for a temporary period. This includes dredging operations in Bembridge Harbour to keep the harbour channel navigable. P/01265/15 - Proposed upper level loading ramp link span to include associated works (Further Environmental Information received relating to marine environmental impacts) (revised plans showing changes to pedestrian maintenance walkway and changes to redline site plan) (Readvertised). P/00573/15 - Demolition of buildings outline for residential development of 128 units comprising a mixture of 1 2 3 and 4 bedroom dwellings 63 bed hotel (or 15 holiday units) provision of car park for Puckpool Park formation of new vehicular access works to existing access and landscaping (revised scheme). The scheme includes onsite recreation areas and green space. Maintenance of the Brading wetlands footpath. This work was assented by Natural England. Completion of the Cowes Harbour Breakwater.

FBC- The development of the PUSH Spatial Strategy through FBC's membership of PUSH.

NE- Consultations for plans / projects have been at a similar level / type of development to previous years - ongoing high levels of development, particularly for housing and transport, in the Solent.

WCC- Winchester City Council has submitted Local Plan Part 2 (site allocations) for examination to the Secretary of State. This plan will allocate new housing sites within an area which is likely to have a likely significant effect on the SEMS due to increased recreational activity (as advised by Natural England). Within this area, planning permission has now been granted for approximately 3,500 dwellings at North Whiteley.

WSCC- Chichester Local Plan: Key Policies 2014-2029 which was formally Adopted by Chichester District Council on 14th July 2015 identifies strategic housing sites. These may result in increased visitor pressure & disturbance to SEMS, such as Chichester Harbour. Additionally, there are associated sewerage issues to address to mitigate impacts on Chichester Harbour. Proposals to improve the A27 around Chichester & associated junctions/local road network could impact on Chichester Harbour in regard to drainage (including River Lavant) & access issues.

CoHC- The Cowes outer harbour breakwater project will change navigation within Cowes Harbour but will not necessarily lead to an increase in activities in the Solent European Site. All work associated with it is consented and consideration given to any potential impacts on the site.QHM- The Capital Dredge Project has additional supporting works in regard to locating new navigation light piles both inside Portsmouth Harbour and at 3 locations outside. IoWC- West Wight Coastal Flood and Erosion Risk Management Strategy, 2014-2016 The Strategy is being developed by the Isle of Wight Council and the Environment Agency. It will identify preferred options to reduce future coastal flooding and erosion, and consider how these may be funded. The Strategy area covers the coastline from Freshwater Bay to East Cowes (including the towns of Freshwater, Totland, Colwell, Yarmouth, Gurnard, Cowes, East Cowes, and Newport Harbour). Work on the Strategy began in late 2014. There will be a 3 month public consultation on the Draft Strategy in Autumn 2015. There will be a 3 month public consultation on the Draft Strategy in Spring 2016. The Strategy is due to be completed in 2016.

FBC- Fareham Borough Council are a member of the Solent Recreation Mitigation Partnership which is a partnership of local authorities and other bodies which has prepared a mitigation strategy to provide protection to the Solent coast, and in particular from increased disturbance to waders and wildfowl within the special protection areas from new housebuilding and recreational activity.

SoIFCA- We are a partner in the Blue Marine project to reseed the Solent with oysters, this will coincide with our spatial management of the fisheries in the area.

W- We have planning applications in for port works at Gunwharf Portsmouth and Fishbourne. They will be considered on 30th March and 12th April. The number of sailings we complete will not increase and we anticipate the AA's will conclude "no adverse effect."

YHC- Annual photographic monitoring of saltmarsh in the Western Yar estuary. Ongoing since 2004.

EA- Ongoing Environmental Monitoring of chemical and biological elements in transitional and coastal waters for EU Water Framework Directive. Biological elements include saltmarsh, seagrass, opportunistic macroalgae, phytoplankton, benthic invertebrates and estuarine fish (excluding coastal fish). Monitoring includes recording for non-native species.

CHC- Ongoing projects include: Monitoring the breeding productivity of SPA Terns in Chichester Harbour Seal numbers using Chichester and Langstone Harbour The number of rubbish bags collected by volunteers each year along with the content

CoHC- Hydrodynamic and sediment modelling associated with the Cowes outer harbour breakwater project likely to be completed in 2016. Ongoing annual saltmarsh monitoring in Medina estuary.

LHC- Ongoing monitoring related to 3 year habitat replenishment trial using dredged sediment. Expected completion of monitoring - September 2017. Annual reports provided to MMO.

NFDC- Tide/wave monitor??

LHB- LHB monitors (to various extents): watersports, moorings, boating, commercial fishing, oil spill, airborne sports, litter and navigation. We also monitor the small fish population in the harbour, usage of the seal haul out site, and regularly take part in seabird surveys run by NGOs and government bodies. All of this is on-going.

RHHA- Monitoring of suspended sediments and hydrographic changes within Hamble Estuary area of the SEMS in relation to the ABP Southampton Water capital dredge was completed post-dredge in April 2015 (after the 2015 SEMS questionnaire).

SxIFCA- Small Fish Surveys - ongoing, on a biennial basis. Full survey not done in 2015, although a one off SFS occurred at the entrance to Chichester Harbour as part of the National Trust Bioblitz in June 2015. Oyster monitoring with EHO reduced to x4/year for length frequency data collection. CPUE still obtained monthly. Oyster dredging impacts study conducted within Chichester Harbour with partners (Southern IFCA, Natural England, NOC, EA, local fishermen), pre and post the 2015 oyster season. Included side scan sonar, grabs and video surveys to assess the impacts on subtidal sediments and their associated communities. The report on results is currently being compiled by NE and a further survey is planned for the 2016 season to assess recoverability. Information on bait and hand collection activity is being collected in MPAs throughout the district, from partners and through IFCA shore patrols.

IoWC- Through the SRMP work recreational disturbance to birds is monitored. This is part of a collaborative effort throughout the Solent.

SoIFCA- We are monitoring shellfish stocks and we are involved in a number of other projects to monitor fishing activity.

NE- Ongoing condition monitoring projects as part of Natural England's evidence surveys. Projects planned for 2016 but awaiting budget confirmation include: - Solent Maritime SAC - saltmarsh survey and condition assessment - Tern provisioning surveys to monitor food availability / foraging success and productivity of breeding terns in Chichester & Langstone Harbours.

SWSL- We are not carrying out "monitoring" as such but site specific investigations are planned this year only at Stokes Bay, Hillhead, Cowes and Shanklin as part of our Bathing Water Enhancement programme More information is on this website https://www.southernwater.co.uk/bathingwaterenhancement

W- We monitor our vessels speed in the Lymington River and have been monitoring the effect or not, of the operation of our vessels on the protected areas. It has been ongoing but due to the lack of any evidence of any harm it has been concluded by the Environmental Management Panel to defer the next report for five years.

NFNPA- Monitoring response - response represents personal knowledge rather than organisational - I have not had responses back from other officers so may have missed something in our general work i.e. I am aware we undertake annual monitoring for our Local Plan delivery which may include some data. However I am not aware of anything we have undertaken specifically related to the SMES process

Other Issues

1122. Please give details of additional points:CHC- In 2015 200 bags of rubbish were collected by volunteers of this 64% was plastic 13% was paper and the remainder was metal and other material.

Research idea: Monitoring disturbance to Seals from boat users in Chichester Harbour.

Background: The principle haul-out site in the Solent for harbour seals is present within Chichester harbour and over recent years has been increasingly popular with visiting boats. The Solent Seal Observation Code of Conduct provides advice on how water users can reduce disturbance to seals when visiting the haul out site, but the effectiveness of this is unknown.

ABP- ABP will be publishing a new Port Master Plan in 2016 illustrating how the Port may develop over the next 20 year timeframe

NFNPA- We support the recent initiative to engage stakeholder and coordinate activity around the Solentview 2027 strategy. We are conscious of the English coastal path proposals coming forward shortly and may have a role in the future. That work will need to have close links with that of the SEMS and it may provide an opportunity for assessing whether legal controls are possible and feasible to control activities where they could be harmful (i.e. can they manage recreation effectively in practice). Initiatives such as Solent Bird Survey are vital to providing evidence for the Solent, I regret that to date the Authority has been unable to provide support for the work but we are grateful for the work of those coordinating and undertaking surveys.

IoWC- Development of the Perpetuus Tidal Energy Centre has been consented. This project will research into the provision of tidal forms of energy. Although consented this year the project is not in place for the 2016 monitoring year.
