INTRODUCTION The National Institute for Career Service (erstwhile Central Institute for Research and Training in Employment Service) was set up in October, 1964 under Directorate General of Employment (DGE), M/o Labour & Employment for imparting Research & Training in Employment Services. The Institute was later expanded in 1970 with additional function of publishing career literature and again in 1987 with added responsibility of occupational research & promotion of self-employment. Now, the Ministry is implementing the Employment Exchange Mission Mode Project under National e-Government plan (Ne-GP). Under this Project, NICS-NOIDA (erstwhile CIRTES), has been designated as nodal institute for capacity building under NCS project. In addition, monitoring progress of Model Career Centres and implementation of Young Professional scheme are being dealt by NICS.
VISION To be a National Centre of Excellence to provide enhanced employability through Training,
Research & Capacity Building Programme in the area of Employment under National
Employment Services.
MISSION • Enhancing human & organisational excellence in Employment/ Career Service by
organizing various capacity building programmes.
• Effective implementation of various schemes of National Employment Service/ National Career Service for the benefit of various stake holders.
• Monitoring & evaluation of various schemes of National Career Service project on a sustainable basis.
• Strengthening & improving the quality of Employment services by empowering and enhancing the capacities of the Employment Personnel with regular capacity building trainings.
• Enhanced employability through capacity building of employment/ career service personnel and developing innovative strategies for career counselling, job –matching and placement.
MANDATE • Implementation of NCS Project and YP Scheme: NICS is also playing major role in
implementing the Young Professional Scheme of M/o Labour and Employment and coordinating the activities of Model Career Centers established at various parts of country under NCS project.
• Organizing Training Programmes for Employment Officers working in various States/UTs.
• Capacity Building: As a Nodal institute for capacity building NICS is responsible for imparting training to all stakeholders of NCS project, viz. YPs, job seekers, employers, counsellors etc.
• Functioning of Model Career Centre established at NICS

➢ Two - Day Training Programme
on NCSP
National Institute for Career Service (NICS) conducted a 2-Day Training Programme on National Career Service Portal Management for Employment Officers from 10th October to 11th October 2019 in the campus of NICS NOIDA. In all 23 officers from different states like, Chhattisgarh, Rajasthan, Karnataka, Uttar Pradesh, Madhya Pradesh and Tamilnadu, participated in this training programme. Main Components of the Training Programme are Overview of NCS & Latest Updates of NCS Portal, Job Fair Management (NCS Portal), NCS Career Centre Management- Administration & Operation of MCC, NCS-Career Counselling, Hands-on training on NCSP.
➢ Five - Day Training Programme on NCSP
NICS, Noida conducted a 5-Day Training Programme on National Career Service Portal Management & Labour Market Analysis for Employment Officers of North Eastern States in collaboration with V. V. Giri National Labour Institute during 14th October to 18th October. In all, 12 officers from 3 different states like, Arunachal Pradesh, Assam and Sikkim participated in this training programme. Main Components of the Training Programme are Overview of NCS & Latest Updates of NCS Portal, Role of EMI in NES in the changed scenario of the services, NCS Career Centre Management & Skill Gap Training, EE (CNV) Act 1959 and Rules 1960 and Typical cases related to the Act, Labour Market Analysis – Research Methodologies, Policies to Promote Better Labour Market outcomes for the Youth, Employment & Unemployment scenario in India. Initiatives of Central/State Govt. for Demographic Dividends, Job Fair Management (NCS Portal)

➢ Refresher Training Programme for the Young Professionals
National Institute for Career Service, DGE, Ministry of Labour and Employment conducted a Two Day Refresher Training Programme for the Young Professionals of Batch II & III during 30th - 31st October 2019. In total 25 YPs from different Model Career Centres participated in this training programme. Objective of Refresher Training Programme for YPs. To update the knowledge of Young Professionals working with Model Career Centres under NCS Project and to provide a platform for them to share their feedback and ideas to improvise. To discuss problems and bottlenecks in effective implementation of NCS project at state level through MCCs and to identify best practices to overcome such bottlenecks.
➢ Mega Job Fair @ITS College Mohannagar
Ghaziabad
A Mega Job fair has been organised by Ministry of
Labour and Employment Govt. of India in association
with Directorate of Training & Employment Govt. Of
Uttar Pradesh on dated 18.10.2019 at ITS College
Mohannagar Ghaziabad. The program has been
inaugurated by Dr. Gen V.K. Singh (Retd.), Hon’ble
Minister of State Road Transport and Highways. Dr.
R.P. Chadha, Chairman ITS Education Group, Smt. M.L
Gautam Director NICS Noida (Minister of Labour &
Employment) and Sh. M.K. Singh, Deputy Director,
Directorate of Training & Employment, Govt. of Uttar
Pradesh were present during the auspicious occasion.
7424 Jobseekers Registered for the Mega Job Fair, 2397
Jobseekers Attended the Interview, 815 Candidates
Shortlisted, 82 Candidates given offer Letters, 52
Companies Participated. During the event organised to
conclude the Mega Job fair Mrs Bharati Singh w/o Sh.
Dr. Gen VK Singh distributed the offer letters to few of
the selected candidates.

was followed by interactive question

NICS, Ministry of Labour and
Employment organised one day workshop
exclusively for MSME (Micro, Small and
Medium Enterprises) employers in and
around Noida on 4th October 2019. The
event aimed to cater industries to
disseminate Employer registration related
information and also to create awareness
about National Career Service Portal. The
event covered Overview of National Career
Service Portal, Registration of all
participated MSMEs on NCS Portal as an
Employer, Features and Advantage of
using NCS Portal, Discussions on effective
use of NCS portal for different
stakeholders. Total of 35 Employers of
MSME Association from different
Industries participated in the event.

Students

personality by psychometric test for the
students of Kirori Mal College, Delhi on
14th October 2019. The event also aimed
to disseminate relevant information and
create awareness among student about
National Career Service Portal. The event
covered points about Personality RIASEC
Test for Students, Overview of National
Career Service portal, Features and
Advantage of using NCS portal,
Discussion on effective use of NCS portal,
Registration of Jobseekers on NCS Portal.

➢ Skill Gap Training Program with
TCS
National Institute for Career
Service/Model Career Centre,
Noida is conducting 20 days Skill
Gap Training Program in
association with Tata Consultancy
Service under Affirmative Action
Program in NICS campus at Sector
62, Noida. This 20 Days skill gap
training program in association
with TATA Consultancy Service
under Affirmative Action started
from 24th October 2019. The
training focuses on enhancing and
improving the confidence level of
the participants and hones their
communication skills in English
and analytical reasoning. In total 37
Students participating in this
ongoing training programme.
Eligibility Criteria for this Training
programme is Non-Technical
Graduates Students (2016 to2019
pass out) and not above 28 years of
age, On successful completion of
the 100- 120 hours training,
certificates of completion &
appreciation will be provided and
based on an interview at NICS
Noida/ at a designated TCS office
the candidates who have successful
completed the training will be
forwarded for placement with TCS.
