The Village records upto 1409-Fasli aremaintained for all (30) Villages and kept inRecord. The Village records 1410 & 1411-Faslies are still with Panchayat Secretaries forcompletion of Jamabandi.
This is an important basic record preparedunder Telengana Area Settlement Rules 1908and it is primary record to decide the nature ofthe land extent etc., in case of dispute. Thisregister is prepared prior to 1935. One copyshall be available with MRO and another copywith A.D. Survey & Land Records. But it isnot available to the following (13) Villages.1) Mushampally (2) M.Duppalapally (3)Velugupally (4) Rasoolpur (5) Panagal (6)Dandampally (7) Armareddigudem (8)Anantharam (9) Kothapally (10)Gundlapally (11) Marriguda (12)Donakal (13) Kudavanpur. The MRO mayget attested Xerox copies from the A.D.Survey & Land Records by paying Xeroxcharges from any one of the available funds.
It is the first record of Right prepared underTelangana Area Records of Rights Regulation1358-Fasli (1948) during the year 1954-55and it is prime record. These records areavailable for all the villages and being turnedout.
These Registers are prepared under A.P. LandRevenue Enhancement Act 1967. It will
contains details of Sy.Nos. under wet and Dry,its extent and fixed assessment. The registersare not available to the following villages.
Duppalapally,Kothapally,Chandanapally,Gollaguda,Anantharam,Gundlapally,Anneparthy, P.Domalapally.
Rasoolpuram,.K.Annaram,
Kanchanpally,
MROs may get it from Ex-VAOs as onemore copy is available with them.
D) Village maps. Village maps are very important in the day today Administration. But the maps are notavailable for (17) Villages viz.,Mushampally,Buddaram, Dandampally,Annareddigudem, Chandanapally,Gollagudem, G.K. Aimaram, Ammagudem,Kothapally, K.Kondaram, Marriguda,Appajipet, Anneparthy, Cherlapally, Donakal,Narsinghbatla, Kudavanpur. MRO may getthem prepared with the help of tracers inA.D. S&LR Office.
E) ROR of 1979-90 These registers were prepared under A.P.ROR Rules, 1978 during the year 1979 whichshows the details of Pattedars and Enjoyers ofeach Sy.Number. These registers areavailable for all the villages.
F) ROR form -I These the Record of Right prepared imderA.P. Rights & PPBs Rules, 1989 basing onwhich the PPBs are issued to owner Pattedars.
These registers available for all the Villages.
G ROR Form-l-B These the holding register prepared Pattedarwise basing on the entries in ROR Form-I.These registers available for all the villages.
H ROR form- XVII These the acknowledgement registers ofPattedar Pass books. In order to contain the
bogus Pattedar Pass Books it is very useful. Itis available for all the villages.

A D Form Patta Register These the acknowledgement register ofassigned land pattas which contains the detailsof name of the assignees, Sy.No. Extent andFile No. through which the Govt. land isassigned. It will be useful to check the bogusassignment certificate if any. But it is notmaintained.
B Social Security Pension Register It contains the details of pensioner is Photo,sanction order number etc.. This register isavailable for all the villages.
C Grievance Register This Registercontains of Grievances of publicreferred to by Higher Officers. It is available.
D J.B. petitions Register It is to be maintained in (20) column proformaprescribed by the Planning Dept., it will becontains the details of IFN & NFCN receivedduring the J.B. rounds. The copy of computerdata is maintained instead of register.
E Mandal Arms Register This register will contains of details of ArmsLicence Holders in the Mandal. It is not beingmaintained.
F Bought- In- Land Register This register will contains of Lands purchasedby the Govt. in open auction. It is stated thatthere are no bought-in-Land in the Mandaland no register is maintained on it.
G Leases Register This register will contains of Govt. Landsleased out for various purposes. It is statedthat no Govt. lands are leased out in the
Mandal and no register is maintained.H Security Register This register contains the details of cheques
etc., received in the name of MRO. But thisregister is not maintained.
I Supplementary Sethwar Register. This register will contain the details ofsupplementary Sethwar Register receivedfrom the A.D. S&LR and particulars of itsimplementation and Revenue Records. Butthis register is not maintained.

Unless the usedreceipt books are returned to the Office itis not possible to deduct misappropriationif any. No action is initiated to get theused receipt books returned fromcollection agency.
4Whether Irsalnamas i.e., Village AccountNo.06 &07 are obtained from VAO's or not
The Village account is a daily collectionchitta and village Account No. 7 isIrsalnamas which contains the challanparticulars through which the collectedamount is remitted in the Treasury. It isstated by the Office i.e., above villageaccounts were not obtained from theVAOs. Unless the daily collection chittais obtained it is not possible to crossverify the collection particulars withreference to the used receipt books.

The collections made during the year1997, 1998 & 1999 are very meager. Thecurrent demand remained as 5,91,676continuously from 1996 to 2000 whichshows that the realistic assessment are not
made and the figures of 1996 are simplyrepeated.
No efforts were made during the year1997,1998 & 1999 due to which the arrearsare accumulated heavily. Even theassessment due on limited units of Industrial
and Commercial could not be cleared off.
Out of the total current demand of 5,91,676/-the residential assessment is covered by 50%spread over on 20,000 houses of NalgondaTown and as such the assessment could not
be collected with the limited staff.

Verified File No. G/2638/93 in which anamount of Rs. 34,000/- was ordered forrecovery vide Collectorate Ref.No.B3/9362/93, Dated: 30.4.93 from Sri A.BixamReddy, Ex-Surpanch, Velugupally towardsmisappropriation of G.P. Funds. The MROhas attached the 47.20 Ac. of Landed propertyand the sale notification was published inDistrict Gazette No. 11, Dt. 06.11.1993. Butthe same was not conducted upto 20.3.1994.Meanwhile the petitioner obtained stay ordersfrom CCLAvide Ref.No. Tl/309/94. The casewas dismissed on 23.8.96. But the auction wasnot conducted till 11.4.97. The defaulters haspaid Rs. 10,000/- on 11.4.97. The file ispending as it is without conduct of auctionupto 31.12.2001. Thus there is abnormallydelay in conducting auction of the attachingproperties.
Verified File No. G/2635/93 in which anamount of Rs. 38,669/- was ordered forrecovery on 12.12.91 from G.Eshwaraiah, Ex-Sarpanch of Kanchanapally Village towardsGRY misappropriation. The lands ofdefaulters to the attached and published salenotification in Nalgonda Dist. Gazette No. 11,Dt. 06.11.93. But the auction was notconducted till 24.6.99. The auction wasconducted on 24.6.99 for Rs. 3000/- . But theRDO rejected for the sale confirmation and assuch it was re-auctioned on 28.7.2000 for Rs.9100/- . again the RDO rejected it andordered for re-conduct of auction. Thus (9)years time is taken for recovery of a simpleamount of Rs. 38,669/-.
In no case the entire amount is collected and assuch the 10% administrative charges are notdeducted.

All the assignment files of 1996 to2000 are stated to be seized in anenquiry against Ex-MRO SriK.Surender who was suspended onthe charge of bogus assignmentcertificates. Only one file bearingNo. D/2651/2001 is available onassignment. It is verified andfound that an extent of Ac. 26.01was proposed for assignment to(31) beneficiaries in (11) Villages

But itis seen from the file neitherexcision proposals nor deletionproposals are submitted and thepattas are issued straightawaywithout exhausting the procedureprescribed for assignment of Govt.Land.
The verification ofamendment register of G.V.GudemVillage reveals that an extent ofAc. 1.21 of Govt. land in Sy.No.191 & 192 was transferred in thename of assignees at Sl.No.ll ofAmendment Register for the year1999-2000 as per assignmentcertificate No. D/19339/95. Whenthe file is insisted it is stated thatthe file bearing No.D/19339/95does not relates to assignment but itis caste certificate file of SriK.Srinivas, S/o. Ramulu. Thus it isevident that there are some fakeassignment certificates.
After issue of assignmentcertificates proposals have to besent to the AD S&LR, Nalgondawith allotment proceedings andcopy of sub division record forissue of supplementary sethwar foreffecting permanent changes in thesettlement records. But the MROhas not sent to the proposals to theAD and thereby no supplementarysethwars are issued.
