emocratic decentralisation and the elected local self-government

institutions have brought new dimension to governance. Hence, it is

important to build the awareness and capacity of the newly elected PRI

members on the PR Administration, RD Programmes, grass root planning, and other

soft skill issues like personality development & leadership

These elected functionaries are proposed 2 days induction training soon after

their joining in the new positions. The training programme is a part of state’s training

strategy in the post General Election to PRIs - 2017 to equip the elected

representatives of PRIs on their role so that they can discharge their responsibilities

effectively. Accordingly the training module is prepared and approved.

In the above backdrop, the 1st phase of induction cum GPDP Training for newly

elected Zilla Parishad members of Baragarh and Bhadrak districts was organized for

two days i.e. 19th and 20th April 2017 at SIRD & PR.

Fifty one Zilla Parishad members were participated in the said Training Programme

Directed by Consultant & Faculty SIRD & PR, The detail of participants are at

Annexure-I

What we aspire to achieve through this Training Programme

To familiarise the participants with an understanding of the importance of

Panchayati Raj system in Odisha.

To conversant the participants about their role in the Panchayati Raj

Governance.

To sensitize the participants on the functioning of PRIs in Odisha and role of ZP

Members in Development Administration.

To orient the ZP Members on different development programmes and schemes

being implemented by the PRIs.

The inauguration session was

started with the self introduction of

participants as well as their expectation from the training. Smt. Amita Patra, Asst.

Director SIRD&PR welcomed the participants and outlined the training objective and

content of the induction training.

SESSION-1

Successful Leadership & Personality Development

In this Session Dr. Hara Prasanna Das, Motivational Speaker and Leadership

Guru shared his 2 decades of experience explaining the qualities and attributes of

leaders dealing with people and leading them.

He has also shown some documentary motivational short films to the participants

regarding collective initiation for common interest. The session was interactive and

learningful.

SESSION-2

Panchayati Raj System in Odisha

Here the participants were informed regarding the structure and functioning of 3- tire

Panchayatraj System. The Session was taken jointly by Dr. Girish Prasad Swain,

CB Expert from UNICEF. In this Session the following points were discussed.

OLM as Flagship Programme

Dr. Babita Mahapatra from OLM, PR Department explained the activities of Odisha

Livelihood Mission for strengthening rural livelihood in the state. Here the

participants were explained the model, structures and procedures of implementation

of the scheme and role and responsibility of Zilla Parishad Members.

Dr. Arun Kumar Sahoo, Hon’ble Minister Panchayati Raj and Law

Addressed the ZP Members.

He interacted with the participants regarding functioning of PR System and also

effective implementation of various rural development programmes. He heard each

participant’s view and observations for improving the service delivery mechanism.

SESSION- 4

Zilla Parishad Standing Committee and Power and function of

District level Officers

Sri Trilochan Pradhan, Joint Secretary, Board of Revenue joined the post lunch

session and explained the importance of Zilla Parishad Standing Committee. He

further discussed the role and responsibilities of elected representatives and

Departmental Officers for effective functioning of Zilla Parishad.

Poverty free Gram Panchayat

Sri Manas Ranjan Debata, Joint Secy. PR Department joined the session and

explained The Role of PRIs for creating Poverty free Gram Panchayat. He stressed

on various social aspects which involve no cost but effort intensive in its approach

and play a critical role to bring about a sense of belongingness and togetherness

and also social bonding in the village. He further discussed convergence of various

rural development programmes for providing basic services and creating

infrastructure, improvement in civic amenities and activities for economic

development and also concerns for natural resource management for holistic

development in rural area.

Finance Commission Grants and Gram Panchayat Development Plan(GPDP)

The Session was taken by Shri S. N. Dash, Joint Secy. PR Department. Here

he explained a rational for planning at Gram Panchayat level and discussed

permissible activities under CFC/SFC and convergence for all round development.

SESSION – 3

Relationship among Newly Elected PRIs, Government

Functionaries & Public.

The Session was taken by Shri Sudarshan Das, Secretary of Human

Development Foundation. Here he explained with examples and stories, the

tripatriate relationship between PRIs, Government Functionaries and Public and its

importance.

Valedictory Session

The training programme was ended with the vote of thanks, certificate

distribution and group photograph distribution.
