Pinedale Natural Gas has a critical natural gas unit intertwined with the Town’s wastewater facility at 61 Pinedale South Road in Pinedale. Our Town Border Station or “TBS” has been there for 25 years, since PNG started. The TBS is somewhat like an electrical substation, in that it conditions the gas and reduces pressure before gas is distributed throughout the community. We plan some changes to our TBS this summer, due to declining pressure from the gas field gathering system that supplies Pinedale. We will move a small process skid to the TBS from its present location 2 miles south of town. From that same location, we will move a larger tank for natural gas liquids (NGL) to replace the present TBS tank. The technical details are explained in detail on our website PinedaleGas.com at the TBS 2020link. The piping skid is about the footprint of a travel trailer (aprx 6 ft tall), and the tank is about the size of a semi trailer. PNG has proposed to the Town that both units be screened from public view from Pinedale South Road. November 21, 2019 Abram Pearce, PE Director – Public Works Town of Pinedale Re: PNG JT Plant Abram, As you know, Pinedale Natural Gas is a certificated natural gas distributor with 1600 retail customers in & around Pinedale www.pinedalegas.com and Related Companies PNG was formed in November 1993 to purchase the Western Utilities gas franchise and tiny piped propane system, then convert Pinedale to natural gas. PNG built a 7-mile gas pipeline into Pinedale that terminates at our “Town Border Station” or TBS located on a parcel of land leased from the Town in the corner of its wastewater treatment facility. The TBS reduces gas pressure from 300-500 psi to the 45 psi distributed around Pinedale. It also measures the gas into town, odorizes with mercaptan to make gas detectable, and has pressure alarms. PNG first took gas off the Questar gathering system on the Mesa starting Aug94, and converted about 200 propane customers. As gas drilling boomed, PNG moved the delivery point in Aug00 to a new gathering system about 2.5 miles from the TBS, a mile south of Teletractors plant. In Mar07, Questar (QEP) as gas supplier threatened PNG with complete shutdown (and by extension, conversion of then-1000 gas customers to propane or wood). Their new CEO was spooked by the possibility of natural gas liquids (NGL) from the gathering system, getting into the Pinedale gas distribution system. We had never found any liquids or evidence in our TBS liquids scrubber, in Pinedale pipelines, or any customer equipment. But with no option, PNG was forced by Questar in Oct07 to install a “JT plant” to remove any NGLs. This small skid-mounted plant uses the “Joule-Thompson effect” where a significant drop in gas pressure across a control valve creates a drop in temperature. With heat exchangers and insulation, the JT plant can attain temperatures down to -20°F which causes the heavier gases propane-butane-pentane+ to condense into liquid and fall out in a separator. NGLs are gathered into a storage tank and trucked out 2-3 times per year, to a processing plant near Vernal.

In its growth to 1600 customers and 100 miles of pipelines, PNG has had to constantly

upsize its distribution system and operating pressure. At the same time, the Pinedale

Arch gas field has changed, with thousands of wells and dozens of miles of pipelines and

big compressors to move large volumes. Over the 12 years of JT plant operation, the

field inlet pressure has dropped from 650 to 400 psi, and are expected to decrease further

as the gas wells age. At those current conditions, there isn’t enough pressure available to

remove NGLs in the JT plant and push enough gas through our pipeline to feed the town.

We have evaluated a dozen options, and have concluded that the only viable option is to

move the JT plant to work with the TBS. The JT skid (8x25 ft) and tank skid (10x42 ft)

fit easily within the fenced TBS parcel. We believe the best layout is like that shown in

this mockup, near the fences in the northwest corner. This layout allows a transport truck

access to the tank via the same U-loop now used for septic tank dumping.

The Town Franchise and TBS Lease were renewed ca Apr14. We don’t have a signed

copy of those documents, but have a late draft from Atty Ed Wood. The original and

renewed leases allow PNG to use the parcel “solely for the construction and operation of

a gas transmission and distribution system”. This proposed JT-TBS facility is part of

that.

The JT and tank would be screened from public view with simple pole barn-type sheds

around ¾ of the skids viewable from the public roads. These sheds will present a 10 ft

wall to the road and willows (around the tank), and an 8 ft wall to the north driveway area

(JT plant).

We plan to do this work in late summer, with lowest gas flows and best construction

conditions. There are many more details to address with the Town, such as specific plot

layout, equipment removed and installed, operating history and safety concerns, design

and dimensions and color and setback of any structure, use of the large existing dirt berm,

etc.

We would like to start the conversation now with the Town. We expect that the proposed

changes will have far more impact on PNG than on the Town or its facilities or

employees.
