Our Priorities Cybersecurity: Enhance security and build confidence in the use of

ICT applications Internet protocol: Integrate IP-based applications and value-added

services in the development of all kinds of telecommunication networks

ICT applications: Promote ICT applications (e.g. e-government, e-business, e-learning, e-health, e-employment, e-environment, e-agriculture, e-science, etc.) in developing countries

Multipurpose community telecentres (MCTs) and multipurpose platforms (MPPs): Continue to expand the implementation of multipurpose platforms (MPP) and multipurpose community telecentres (MCT) and to introduce ICT applications

E-strategies: Developing national e-strategies and enhancement of ICT literacy, building public awareness

Internet multilingualization: Contribute the ITU's expertise to the development of multilingualization of the internet and support the process of introduction of various tools for multilingualization

The Doha Action Plan established the promotion of ICT applications as one of the priorities for its Programme 3 on E-strategies and ICT applications

With the collaboration of Member States, ITU-D has identified e-government, e-environment and e-health as the three priority domains for the ICT applications area

The ICT Applications area aims to: Develop practical tools to help Member States evaluate

their needs and capacities for the implementation of ICT projects in government, health and the environment

Share best practices in the area of ICT applications Raise awareness about the areas where ICT applications

can support sustainable development

ITU e-Government Activities

Focus: Enabling and assisting governments, citizens and businesses to communicate efficiently

Activities: ITU-D has initiated work on a framework, including an implementation kit, for deploying e-Government services in developing countries. Module 1 of the e-Government Toolkit is under

development. The Module aims at supporting countries in assessing their needs and priorities for the implementation of e-Government strategies.

Workshop on needs assessment for e-Government strategies (SG2- Rapporteur Meeting, Geneva, March 24, 2009)

Depository of best practices on e-Government: Will be developed as part of the toolkit.

UN agencies and health authorities share the challenge of implementing e-health systems and services

ITU Focus: Assisting Member States in exploiting ICTs’ potential to: Meet national health care priorities and public health

ITU e-Environment Activities Focus: Provide guidelines for developing countries on how to

use ICTs for improving the management and protection of the environment, with particular focus on climate change

ITU’s e-environment activities for 2009 include:

e-Environment toolkit: Practical guidelines for assessing needs and establishing strategies for the implementation of national e-environment master plans. The toolkit will include an:

e-Environment Readiness Index (EERI): Methodology and indicators for assessing a country’s level of e-environment readiness. The EERI is currently being developed.

ITU Priorities for Cybersecurity

Development a national cybersecurity strategy. Review and, if necessary, revise existing cyber-legislation, and

draft new legislation, to criminalize the misuse of ICTs, taking into account the need to harmonize national legislation to facilitate regional and international cooperation.

Develop national incident management capabilities. This activity can involve the creation of a National Cybersecurity Center with the objective of establishing a national CSIRT/CERT.

Inject measures that enhance the protection of children into countries’ ongoing cybersecurity-related activities.

Enhance regional and international cooperation on initiatives aimed at strengthening cybersecurity.
