WHAT IS CRICOS?

COMMONWEALTH REGISTER OF INSTITUTIONS AND COURSES FOR

OVERSEAS STUDENTS (CRICOS) This is the official Australian Government website that lists all Australian education providers registered to offer courses to people studying in Australia on student visas and the courses they are registered to offer. SAE Institute and QANTM College courses and their accompanying CRICOS codes are listed on the CRICOS website at www.cricos.deewr.gov.au

Any education institution that recruits, enrols or teaches overseas students must be registered on CRICOS. Education institutions must also register each course they offer to overseas students. Each institution and course registered on CRICOS has an identifying CRICOS number. The institution number must be shown on all promotional material offered to overseas students. If there is no number, then the institution may not be registered to teach international students.To become registered an education institution must firstly satisfy state and territory government laws. However the Australian Government retains the final power to register a provider on CRICOS and must be satisfied they comply with the ESOS legislation.

WHAT IS PRISMS?

The Provider Registration and International Students Management System (PRISMS) is a secure computer system that is the information source for CRICOS.

Education institutions and their courses are listed on PRISMS, as is each student studying in Australia on a student visa. That is because this system interfaces with the Department of Immigration and Citizenship (DIAC) data.

Through PRISMS, education institutions notify DIAC of each student’s enrolment in a course. This should occur before the student applies for a student visa to study in Australia. The enrolment information generates an electronic Confirmation of Enrolment (CoE) as evidence of enrolment in a registered, full-time course. This CoE is a key requirement for DIAC to issue a student visa.Education providers also use PRISMS to notify DIAC of students who may have breached the terms of their student visa - for example when the student has not been attending classes.

PRE-ARRIVAL INFORMATION

THE AUSTRALIAN DEPARTMENT OF IMMIGRATION AND CITIZENSHIP (DIAC)

DIAC provides all the information you will need regarding student visa requirements and the visa application process. For information regarding your visa application, visit www.immi.gov.au/e_visa

Please note that visa regulations change continually, so it is important to check the DIAC website for updates.

Most international students interested in studying in Australia require a student visa, however, some current visa holders are eligible to study as international students in Australia. You can apply for a visa online or via the Australian Diplomatic Mission in your country.

In order to apply for a student visa you will need a valid passport, an electronic confirmation of enrolment (eCoE) and any other documentation required by the Australian diplomatic post with which you lodge you application.

DEPARTMENT OF FOREIGN AFFAIRS AND TRADE (DFAT)

As well as links from the DIAC website, the DFAT website www.dfat.gov.au has a comprehensive list of Australian embassies, high commissions, consulates and representative offices around the world.

DEPENDENTS OF INTENDING INTERNATIONAL STUDENTS

If you have school-aged dependents accompanying you to Australia, you must ensure your school-aged dependents attend either a government or non-government school which may attract full fees payable by you. You should explore the schooling options available for your school-aged dependents in the Australian city in which you intend to study.

MIGRATION AGENTSA migration agent can assist you in submitting your visa application and communicate with DIAC on your behalf. Please note that you do not need to use a migration agent to lodge any kind of visa application.

EDUCATION AGENTSEducation agents promote various Australian education programs and institutions internationally and are a good way for students to apply to study in Australia. Agents are experienced in making international student applications and applying for visas. Most speak both English and the local language so this makes the application process a lot simpler and generally hassle free for students and parents. Most do not charge for their service as they collect a commission from the institution you choose to attend. However, some agents do charge small amounts or offer additional services for which they charge.The Education Agents which work in cooperation with The Institutions are listed on the websites.

VISA CONDITIONS

Once granted a visa you must abide by its conditions. Failure to comply with the conditions could result in the cancellation of your visa.

VISA EXTENSIONSVisa extensions are subject to approval by the Department of Immigration and Citizenship (DIAC). If you need to extend your visa you must apply for a new eCoE with The Institutions.

PERMISSION TO WORKIf you were granted a Student visa before 26 April 2008 and have not yet applied for Permission to Work, you and your family members may only apply for Permission to Work after you have started your course in Australia. Note: If you were granted a Student visa on or after 26 April 2008, you and your dependent family members will already have Permission to Work automatically included with your visa. See: New permission to work arrangements for students www.immi.gov.au/students/_pdf/permission-to-work-students.pdf on the immigration website.

ATTENDANCE AND COURSE PROGRESSThe Institutions are required to report students failing to comply with the attendance or course progress requirements of their visa, to DIAC via the Provider Registration and International Student Management System (PRISMS). Education providers must report students who:

• Do not achieve satisfactory attendance• Withdraw from a course• Do not maintain satisfactory course progress.

DEFERRAL AND SUSPENSION OF STUDIESOnce accepted into the registered course, you will not be permitted to defer or suspend your studies except on the grounds of illness (evidenced by a doctor’s certificate) or other exceptional compassionate circumstances beyond your control, such as bereavement. Should a deferment or suspension of studies be approved, The Institutions will report this change of the enrolment to DIAC (via PRISMS). Advice will be sent to you of the report made.

EDUCATION SERVICES FOR OVERSEAS STUDENTS LEGISLATIVE FRAMEWORK

Australia’s reputation as a safe, progressive and dynamic place to study is maintained by providing quality education and consumer protection specifically developed for overseas students. The Department of Education, Employment and Workplace Relations (DEEWR) regulates the education and training sector’s involvement with overseas students studying in Australia on student visas through the Education Services for Overseas Students legislative framework.

The Institutions comply with the ESOS legislative framework which is made up of the Education Services for Overseas Students (ESOS) Act 2000, the Education Services for Overseas Students (ESOS) Regulations 2001, and the National Code of Practice for Registration Authorities and Providers of Education and Training to Overseas Students 2007 (National Code 2007).

OVERSEAS STUDENT HEALTH COVER (OSHC)

WHAT IS OSHC?OSHC is insurance to assist international students meet the costs of medical and hospital care that they may need while in Australia. OSHC will also pay limited benefits for pharmaceuticals and ambulance services.

WHO HAS TO TAKE OUT OSHC?People who must take out OSHC are overseas students undertaking formal studies in Australia and their dependents (for example, spouses and children under 18 years old).

For the purposes of OSHC, ‘overseas student’ means:• a person who is the holder of a student visa; or• a person who:

• is an applicant for a student visa; and• is the holder of a bridging visa; and• was immediately before being granted the

bridging visa, the holder of a student visa

The Department of Immigration and Citizenship requires overseas students to maintain OSHC for the duration of time they are in Australia. You will need to buy OSHC before you come to Australia, to cover you from when you arrive. You will also need to maintain OSHC throughout your stay in Australia.

Belgian studentsAs a result of an agreement between the Australian and Belgian governments, all Belgian students are considered to have met ‘adequate insurance’ requirements on the basis of the Reciprocal Health Care Agreement between Australia and Belgium. If you are a Belgian student, you will not have to take out OSHC.

Norwegian studentsAs a result of an agreement between the Australian and Norwegian governments, all Norwegian students are provided with adequate health insurance by the Norwegian government and the compulsory OSHC visa requirement is waived for Norwegian students.

Swedish studentsSwedish students may be waived the compulsory OSHC visa requirement. Swedish students whose insurance is provided by CSN International (the Swedish National Board of Student Aid) or Kammarkollegiet (the Swedish Legal, Financial and Administration Agency) will not need to take out OSHC. If you are a Swedish student who is not covered by CSN or Kammarkollegiet, you will need to take out OSHC.

HOW DO I PURCHASE OSHC?You can purchase OSHC online by visiting the OSHC providers’ websites. You retain the right of choice of OSHC provider even where your educational institution makes a specific recommendation because they have negotiated a preferred provider arrangement with a particular insurer.

WHAT DOES OSHC COVER?OSHC provides a safety net for international students. It includes cover for visits to the doctor, some hospital treatment, ambulance cover and limited pharmaceuticals. OSHC includes cover for:

• the benefit amount listed in the Medicare Benefits Schedule (MBS) for out-of-hospital medical services (for example, a general practitioner)

• 100 per cent of the MBS fee for in-patient medical services (for example, surgery)

• public hospital shared ward accommodation• private hospital shared ward accommodation (only

for hospitals that have contractual arrangements with the overseas student’s health insurer)

• day surgery accommodation• some prosthetic devices• limited pharmaceuticals• ambulance services.

HOW MUCH DOES OSHC COST?The average cost of OSHC is $423 (Australian Dollars) for 12 months single cover, (current as at January 2011).

HOW LONG DO I HAVE TO HAVE COVER?It is a visa requirement that from 1 July 2010, students must obtain OSHC for the full proposed duration of their student visa.

WHAT IS NOT COVERED BY OSHC?High cost pharmaceuticals

Under OSHC policies, benefits are paid for up to $50 per pharmaceutical item to a maximum of $300 a year for a single membership ($600 for a family membership). Overseas students may face significant out of pocket costs if they need treatment with pharmaceuticals, particularly oncology (cancer) treatment.

Other treatments/services not covered under OSHC• Assisted reproduction services, such as in-vitro

fertilisation (IVF)• Treatment arranged before coming to Australia• Treatment needed while travelling to or from Australia• Treatment during the first 12 months of membership

for pre-existing medical conditions or disabilities• Pregnancy-related services if the length of the visa is

3 months or less• Transportation of an overseas student or dependent

into or out of Australia for any reason• Treatment covered by provisions for compensation

and damages.

OSHC does not pay for general treatment (ancillary or extras cover, for example dental, optical or physiotherapy). Overseas students requiring cover for these types of health services may take out Extra OSHC provided by an OSHC provider or general treatment cover with any Australian registered private health insurer.

Overseas students are also free to supplement OSHC with other insurance, such as international travel insurance. If you require Extra OSHC or general treatment cover, you should contact the insurers for further information.

WHAT IF I NEED TREATMENT?You can choose to visit any general practitioner or go to the outpatients department of a public hospital. If necessary, the doctor will refer you to a specialist for further treatment. If you require hospitalisation, you can choose to be admitted to either a public hospital or a private hospital. Make sure you check with your OSHC provider before you are admitted to a private hospital because not all services will be covered if you go to a private hospital and you may have to pay extra if the private hospital does not have contractual arrangements with your OSHC provider.

HOW DO I PAY FOR TREATMENT?When you receive a bill for medical treatment, there are generally two choices. You can pay the bill and then get a refund from your health insurer, or the unpaid account can be given directly to your health insurer. For pharmaceutical claims, you need to pay the chemist first and then claim back from your health insurer.

Hospital bills are normally sent directly to health insurers for payment. However, arrangements for payment of treatment expenses will vary between health insurers. You should contact your health insurer for further information.

WHAT HAPPENS IF I DON’T RENEW MY OSHC?If you don’t renew your OSHC, you will have to meet the full cost of all hospital and medical treatment that you and your dependents need while you are in Australia. This can be very expensive. In fact, a number of international students who have not renewed their OSHC have experienced significant financial difficulties.

If you don’t renew your OSHC, you will also be in breach of your student visa conditions.

HOW DO I RENEW MY OSHC?Renewing your OSHC is easy. You can renew your cover by either contacting the provider of your OSHC or by contacting The Institutions.

If you have allowed your cover to lapse, when you renew your OSHC you will have to back-pay for any period that your were not covered by OSHC. Providers of OSHC will not pay medical costs for periods when you were not covered by OSHC.

CAN I TAKE OUT INSURANCE WITH AN OVERSEAS INSURER?

No. Only Australian registered private health insurers can offer OSHC. This is because the Australian Government wants to be able to monitor and regulate insurers covering people living temporarily in Australia. The Government is not able to protect the interests of people insured by overseas insurance companies in the same way.

ADMISSIONS PROCESS

If you are a holder of a student visa, you must be enrolled and remain enrolled in a registered course of study.

A registered course is one that is registered as a full-time course on the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS).

International students may be admitted in accordance with Government and The Institutions policies and can apply directly to The Institutions for admission. International students will be admitted in compliance with the ESOS Act 2000 and its Regulations 2001.

Minimum AgeInternational students seeking admission to The Institutions must be at least 18 years of age on or before the first day of Orientation on-campus.

DocumentationIn addition to a completed Application Form, international students will need to provide certified/attested copies of their passport, academic records and any official examination certificates as well as evidence of their English Language Proficiency.

English Language Proficiency• An overall IELTS band score of 6 or higher for a higher

education program and 5.5 or higher for a vocational education program; or

• A TOEFL score of 550 (computer-based score of 213), including a TWE of 4; or

• An ISLPR (International Second Language Proficiency Rating) with an overall rating of 3; or

• Sound Achievement of Year 12 English in an Australian School; or

• Successful completion of a minimum 2 years study conducted in English

International applicants from native English-speaking countries including New Zealand, South Africa, the British Caribbean Islands, Canada (except French-speaking areas), Ireland, Israel, the United Kingdom and Kenya, are not required to submit TOEFL or IELTS scores. HOWEVER, please note that applicants from English-speaking nations must still meet the English subject prerequisite required for degree studies.

The Institutions will ensure at all times that they comply with the requirements of the National Code of Practice for Registration Authorities and Providers of Education and Training to Overseas Students which have been developed under the ESOS Act 2000 and its Regulations 2001.

ACCOMMODATION

There are various accommodation options available to you such as backpackers, hostels, hotels, flats, share houses and Homestay options.A popular option for many international students is to move into a furnished student apartment such as offered on www.unilodge.com.au, they offer small basic self-contained apartments, already furnished, specifically for students.

The Institutions would like to assist you find accommodation to suit your budget and needs. Whilst there are many short-term options available, most students will look to find a more permanent place to stay during their course of studies.For a comprehensive overview of accommodation options for international students, refer to the Student Services section of the website for the campus you wish to study at.The “Your Campus” section will assist by outlining real estate contacts and approximate costs of rental accommodation in the city/town in which you will study. You may also choose to seek assistance from the Student Services Advisor, whose details are available under “Your Student Services Advisor”.

On-campus accommodation is only available at SAE Institute Byron Bay.Ranging from shared to single rooms with private bathrooms, to suit different requirements and budgets. Prices start from AUD$7000 a year for a twin share room to AUD$10 000 a year for a single room or AUD$13000 a year for a single room with bathroom (dependent on availability).

ORIENTATION

Prior to your commencement of a course you will attend an Orientation Day that has been designed to introduce you to the important aspects of The Institutions courses, operations, activities and opportunities. Academic and administrative staff will address a number of issues that will be important to you during the study period with The Institutions.

Some of the areas covered will be (but not limited to): • Course/unit outlines • Student and staff expectations • Academic assistance available to students • Library resources • Support services • Workplace Health and Safety• Timetables • Access to IT services e.g computer network, Network

Acceptable Use Policy, student portal and email accounts

• Attendance

INTERNATIONAL STUDENTS ADDITIONAL SESSION

International Students will then be asked to meet with the Student Services Advisor for a brief presentation on adjusting to study and life in Australia. This additional support session will cover:

• International Student Supplementary Handbook• Visa conditions• Living in Australia (Travel and Accomodation)• Practical tips and advice• Support services available for International students

You will be encouraged to raise any concerns or queries you have relating to your studies with The Institutions during your orientation program or anytime throughout your studies with the Institutions.

STUDENT SUPPORT SERVICES

The Institutions understand that they have a duty of care and responsibility to you as a student, across a whole range of aspects of student life. We have therefore implemented a range of support services to provide you with assistance in areas of possible needs such as: study skills, academic issues, organisational issues and personal counselling needs. Student support services are available to you in a number of ways including; printed and electronic publications, web-based information services, campus programs/activities, student bodies, and formal and informal support groups.

All internal welfare related support services available at the Institutions will be provided to you at no additional charge. If you are referred to external support services, you will not be charged for the referral however there may be charges associated with the external services provided to you, and you will need to cover these costs.Should you have any concerns regarding your personal welfare, you should approach the designated Student Services Advisor at your Campus. The Student Services Advisor will assist you by providing support, guidance and appropriate follow-up action to address your concerns.
