IEEE Antennas and Propagation Magazine, Vol. 54, No. 2, April 2012 121 International Siberian Conference on Control and Communications SIBCON-2011 T he Tomsk AP/ED/MTT/COM/EMC Chapter and two Student Branches jointly organized the biannual Interna- tional Siberian Conference on Control and Communications SIBCON-2011. The Russian Foundation for Basic Research sponsored this conference, with IEEE technical co-sponsor- ship. The Siberian Federal University with the Institute of Engineering Physics and Mezon R&D provided valuable sup- port. SIBCON was an event that proved to be of big scientific value for control and communication technologies for engi- neers, scientists, and students. The overall objective of this important scientific event was a forum for scientists and engi- neers from around the world, where they could meet, present, and discuss their research findings. It was also intended to offer them the opportunity to interact with their peers, and to stimulate fruitful cooperation ties among them. We were very pleased that the SIBCON conference has gained the status of a significant and well-known event in Siberia. The 2011 SIBCON conference was held in Krasnoyarsk. This is a modern city in the center of Russia. The city lies along the beautiful banks of the biggest river in Eurasia: the Yenisey River. This city is located 4065 km from Moscow. The infrastructure is well developed, and there are a lot of cafes, restaurants, museums, and stores. The city also amazes with the hospitality of the local people: a typical Sibe- rian trait, but especially evident in Krasnoyarsk. The popula- tion of Krasnoyarsk is 950,000. Around Krasnoyarsk, people enjoy a wild and beautiful envi- ronment. A national park with unusual cliffs, “Stolby,” is one of the most famous recreational sites in Siberia. This SIBCON really exceeded our expectations in partici- pation. Up to 150 papers were submitted, the overall quality of which was good. Seven sessions were scheduled. These covered the fundamental problems of communication and control theory; subsurface radar and remote sensing; semiconductor materials, sensors, and electron devices. The major goal of the conference was to bring together researchers from various fields, in order to present advances in the state-of-art of communication and control theory and technology. The real value of SIBCON was its role as a platform for personal contact and direct information exchange (Figure 1). The full version of the SIBCON proceeding is available for downloading via IEEE Xplore. Overall, we had during the two-day conference talks displaying and covering most up-to-date topics in information and communication technologies. It was difficult to identify general trends in the fields covered by the conference, but with the growing interest in theoretical models, numerical methods are becoming more and more important. The focal areas of this symposium have been the fields of ultra-wideband communication systems and radar. Unified perspectives in this interdisciplinary field of advanced research were also evident. Most of the participants stated that they found solutions to current problems during the symposium, and could at least establish valuable contacts. The conference as a whole demonstrated continuing interest in

Participants enjoyed the historical sites as well as the beauties of this city, including the architecture, the master pieces of museums, and the Paraskeviya Pyatnitsa Mountain, where the famous chapel stands. There, you could see the whole city as on a plain, with its modern part with high-rise buildings and the old part of city in the famous “Dark Days” season. The next conference will one again be held in Kras noyarsk.
