• Finnish cloud service market: 140 million euros in 2012• Yearly growth 40 % • New software business will come mainly from the SaaS• Significant part of the Finnish companies have not understood

the magnitude and speed of the changes ahead• Risk that global companies will capture at least part of the

market • Public body may serve as a pioneer and supporting the transfer

of public services to the cloud

factors• government financial support for entrepreneurs is “quite nice”

in Finland• competent developers available, good infrastructure• scene is still young and needs “more growth and

entrepreneurial skills”• many success stories (e.g., game industry)• Germany:• more of a hierarchical approach • first thing is need to minimise bureaucracy• Planned: Simplified processes
