External debt stocks of OIC countries represent the value of actual

outstanding liabilities that require payment in the future to the non-

residents by residents of the OIC countries. Long-term external

debt has a maturity of more than one year, while short-term debt

stock has a maturity of one year or less. The OIC countries group

recorded a 58.5% increase in their total external debt stock over

the period between 2010 and 2017, from around 1 trillion to 1.6

trillion USD. This increase was mainly due to the long-term debt

stock increase from 802.8 billion USD in 2010 to 1.3 trillion USD in

2017, a growth equivalent to 63.8%. In 2017, long term external

debt stock of OIC countries group made up 81.2% of their total

external debt stocks. In parallel to this, short-term debt stocks of

OIC countries group also rose from 178.2 billion to 261.3 billion

USD in the same period. Meanwhile, the World witnessed a more

progressive total external debt stock increase from 4.2 to 7.1 trillion

USD over the period under consideration. Consequently, the share

of OIC countries group in the World total external debt stock

declined from around 24% in 2010 to 22.9% in 2017 (Figure 1). At

the individual OIC country level, Turkey’s total external debt of

454.7 billion USD in 2017 constituted 28.1% of the OIC total.

Adding the external debt stocks of Indonesia (354.4 billion USD)

and Kazakhstan (167.5 billion USD), these three OIC countries

accounted for 60.3% of the OIC total external debt stock in 2017

(Table 9).

Long-term debt stocks can be public and guaranteed by public

entity or private and nonguaranteed. Public and publicly

guaranteed debt stocks of OIC member countries increased from

459.2 billion USD in 2010 to 751.9 billion USD in 2017. A growth

has also been observed in private nonguaranteed debt stocks from

343.6 billion to 563.4 billion USD over the same period (Figure 2).

As of 2017, 57.2% of long-term external debt stocks was public

guaranteed and 42.8% private nonguaranteed (Table 5, 6 and 7).

Foreign direct investment (FDI) inflows to OIC countries showed a

24.1% decrease from 140.9 billion USD in 2010 to 106.9 billion

USD in 2017. However, a steady inward FDI growth has been

observed in 2017 compared to 2016. As the global inward FDI flows

increased from 1,371.9 billion USD to 1,429.8 billion USD over the

period under consideration, the share of the OIC countries group in

the World declined from 10.3% in 2010 to 7.5% in 2017 (Figure 3).

The OIC FDI inflows in 2017 were concentrated in a few member

countries. Only five OIC member countries, namely Indonesia (23.1

billion USD) Turkey (10.9 billion USD), UAE (10.4 billion USD),

Malaysia (9.5 billion USD), and Egypt (7.4 billion USD) received

57.2% of the total inward FDI to the OIC countries. When FDI flows

to Iran, Kazakhstan, Nigeria, Azerbaijan and Pakistan were also

included, top 10 OIC countries accounted for nearly 75% of the total

FDI inflows to the OIC countries group (Table 10).

FDI outflows from the OIC countries to the World fluctuated from a

dip of 34.7 billion USD in 2016 to a peak of 72.8 billion USD in 2013

over the period 2010-2017. The outflows remained at 48.6 billion

USD both in 2010 and 2017. The share of OIC countries group in

the World outward FDI was around 3.5% both in 2010 and 2017

which showed a downwards trend from peak level of 5.3% in 2013

to dip level of 2.4% in 2016 (Figure 4).

Top OIC countries with the highest outstanding FDI outflows in

2017 were UAE (14.0 billion USD), Kuwait (8.1 billion USD),

Malaysia (5.8 billion USD), Saudi Arabia (5.6 billion USD) and

Indonesia (2.9 billion USD). These five OIC comprised around 75%

of the total outward FDI from the OIC. Adding up the outward FDI

values of Turkey, Azerbaijan, Qatar, Nigeria and Morocco, these

largest 10 OIC investor countries made up 93.7% of the total

outflows of OIC FDI (Table 11).

Total Reserves including Gold (TRIG) of the OIC countries group

grew from 1,463 billion USD in 2010 to 1,545 billion USD in 2016,

claiming a 13.8% share on that of the World. The OIC TRIG showed

an increasing trend until 2013 (1.92 trillion USD) with gradual

decline still observable in 2017 (0.99 trillion USD) (Figure 5). In

2016, the reserves of 10 OIC countries constituted 82.4% of the

OIC TRIG. Among them, Saudi Arabia – with reserves around 547.2

billion USD – alone made up 35.4% of the OIC TRIG. Algeria

followed Saudi Arabia with 120.8 billion USD of reserves, while

Indonesia, Turkey and Malaysia had TRIG around 116.4 billion

USD, 105.9 billion USD and 94.5 billion USD, respectively (Table

17).

Based on the most recent data available between 2010 and 2017,

14 OIC countries recorded positive trade balances at the individual

country level. With 87.2 billion USD trade surplus - calculated

through value of exports free on board minus value of imports

including cost, insurance and freight - Saudi Arabia was the leading

OIC country. Saudi Arabia was followed by Qatar (37.9 billion

USD), Malaysia (22.7 billion USD), Kuwait (21.3 billion USD), Iran

(20.5 billion USD), Kazakhstan (19.1 billion USD), Indonesia (11.8

billion USD), Oman (5.1 billion USD), Gabon (4.1 billion USD),

Azerbaijan (3.5 billion USD), Cote d'Ivoire (2.9 billion USD), Brunei

(2.5 billion USD), Chad (0.9 billion USD) and Suriname (0.2 billion

USD) (Figure 6). Overall, exports values of the resource abundant

countries in general have been above their imports.

Negative balance of the trade in services demonstrates

underdevelopment of services sector in OIC countries. Only 13 OIC

countries could attain net positive trade value in services. Most

remarkable was Turkey, with nearly 20 billion USD net trade in

services surplus, thanks to its revitalised tourism sector. Turkey

was followed by Mauritania with 7.4 billion USD. International trade

in services was once mature in Syria in 2010, around 3.8 billion

USD. Bahrain followed the former with 3.6 billion USD and Jordan

with 2.1 billion USD. At the other extreme, OIC countries with the

largest net surpluses in the goods trade have also been the largest

net service importers. Particularly, Saudi Arabia recorded 58.8

billion USD net services imports in 2017, followed by Kuwait (22.9

billion USD), Qatar (13.7 billion USD), Nigeria (13.2 billion USD)

and Algeria (8.3 billion USD). (Figure 7).

Balance of Payments: Current

Account

Current account balance is the sum of net exports of goods and services, net income, and net

current transfers. It excludes exceptional financing.

Balance of Payments: Net Trade

in Services

Balance in Services (previously nonfactor services) refers to net economic output of intangible

commodities that may be produced, transferred, and consumed at the same time. International

transactions in services are defined by the IMF's Balance of Payments Manual (1993).

Balance of Payments: Trade

Balance

Net trade in goods (trade balance) is the difference between exports and imports of goods. Service

balance is not included. But the category includes goods previously included in services: goods

received or sent for processing and their subsequent export or import in the form of processed

goods.

Debt Service Payments Debt service is the sum of principle repayments and interest actually paid in currency, goods, or

services. This series differs from the standard debt to exports series. It covers only long-term public

and publicly guaranteed debt and repayments (repurchases and charges) to the IMF. Data for

Heavily Indebted Poor Countries (HIPC) are from HIPC Initiative's Status of Implementation

Report.

Debt, Private Nonguaranteed Private nonguaranteed external debt comprises long-term external obligations of private debtors

that are not guaranteed for repayment by a public entity. Data are in current U.S. dollars.

Debt, Public and Publicly

Guaranteed

Public and publicly guaranteed debt comprises long-term external obligations of public debtors,

including the national government, political subdivisions (or an agency of either), and autonomous

public bodies, and external obligations of private debtors that are guaranteed for repayment by a

public entity. Data are in current U.S. dollars.

External Debt, Long Term Debt service payments are the sum of principal repayments and interest payments actually made

in the year specified. Long-term external debt is defined as debt that has an original or extended

maturity of more than one year and that is owed to non-residents by residents of an economy and

repayable in currency, goods, or services. Data are in current U.S. dollars.

External Debt, Short Term Short-term external debt is defined as debt that has an original maturity of one year or less.

Available data permit no distinction between public and private nonguaranteed short-term debt.

Data are in current U.S. dollars.

External Debt, Total Total external debt is debt owed to non-residents repayable in currency, goods, or services. Total

external debt is the sum of public, publicly guaranteed, and private nonguaranteed long-term debt,

use of IMF credit, and short-term debt. Short-term debt includes all debt having an original maturity

of one year or less and interest in arrears on long-term debt. Data are in current U.S. dollars.

Foreign Direct Investment,

Inward / Outward Flow

Foreign direct investment is net inflows of investment to acquire a lasting management interest (10

percent or more of voting stock) in an enterprise operating in an economy other than that of the

investor. The components of FDI are equity capital, reinvested earnings and other capital (mainly

intra-company loans). As countries do not always collect data for each of those components, there

is an apparent lack of comparability of FDI data reported by different countries. Moreover, for a

given transaction, host country and home country often do not register it in exactly the same way.

In particular, data on reinvested earnings, the collection of which depends on company surveys,

are often unreported by many countries. Data on FDI flows are on a net basis (capital transactions´

credits less debits between direct investors and their foreign affiliates). Net decreases in assets

(FDI outward) or net increases in liabilities (FDI inward) are recorded as credits (recorded with a

positive sign in the balance of payments), while net increases in assets or net decreases in

liabilities are recorded as debits (recorded with a negative sign in the balance of payments). Hence,

FDI flows with a negative sign indicate that at least one of the three components of FDI (equity

capital, reinvested earnings or intra-company loans) is negative and not offset by positive amounts

of the remaining components. These are instances of reverse investment or disinvestment.

ODA per Capita Net official development assistance (ODA) per capita consists of disbursements of loans made on

concessional terms (net of repayments of principal) and grants by official agencies of the members

of the Development Assistance Committee (DAC), by multilateral institutions, and by non-DAC

countries to promote economic development and welfare in countries and territories in the DAC list

of ODA recipients; and is calculated by dividing net ODA received by the midyear population

estimate. It includes loans with a grant element of at least 25 percent (calculated at a rate of

discount of 10 percent).

Official Development Assistance

(ODA)

Official development assistance (ODA) consists of net disbursements of loans made on

concessional terms (i.e. with a grant element of at least 25 %) and grants by official agencies of

the members of the Development Assistance Committee (DAC) and by multilateral institutions.

The promotion of the economic development and welfare of developing countries should be the

main objective of ODA. In addition to financial flows, technical cooperation is included in aid.

Grants, loans and credits for military purposes and lending by export credit agencies - with the

purpose of export promotion - are excluded.

Rate of Exchange: End of Period Exchange rate is the price of one currency in terms of another. If available, the rate at market prices

is given. Otherwise, it is the official or principal rate. It is expressed in national currency per USD.

Average

Official exchange rate refers to the exchange rate determined by national authorities or to the rate

determined in the legally sanctioned exchange market. It is calculated as an annual average based

on monthly averages. If official rate is not available, the period average of market rate is given. It

is expressed in national currency per USD.

Total Reserves, Excluding Gold Total reserves minus gold comprise special drawing rights, reserves of IMF members held by the

IMF, and holdings of foreign exchange under the control of monetary authorities. Gold holdings

are excluded. Data are in current U.S. dollars.

Total Reserves, Including Gold Total reserves comprise holdings of monetary gold, special drawing rights, reserves of IMF

members held by the IMF, and holdings of foreign exchange under the control of monetary

authorities. The gold component of these reserves is valued at year-end (December 31) London

prices. Data are in current U.S. dollars.

Use of IMF Credit Data related to the operations of the IMF are provided by the IMF Treasurer’s Department. They

are converted from special drawing rights into dollars using end-of-period exchange rates for

stocks and average-over-the-period exchange rates for flows. IMF trust fund operations under the

Enhanced Structural Adjustment Facility, Extended Fund Facility, Poverty Reduction and Growth

Facility, and Structural Adjustment Facility (Enhanced Structural Adjustment Facility in 1999) are

included in this category. According to the BPM6, SDR allocations are recorded as the incurrence

of a debt liability of the member receiving them (because of a requirement to repay the allocation

in certain circumstances, and also because interest accrues). This debt item is introduced for the

first time this year with historical data starting in 1999.
