Greetings from President ShimOver the past 5 decades, the Korean society has achieved a rapid de-

velopment, and we, the civil engineers, have contributed vastly to our

nation’s advancement to the world’s top 10 economic powers. No one

may dare deny that civil engineering technology has played a key role

in protecting human life and property from natural disasters, heighten-

ing quality of life, and providing economic development and the foun-

dation of national competitiveness. I am confident that KSCE has ac-

tively carried out the social responsibilities at the core of the society.

Our Society has always exerted its firm presence as the best group of professionals when it comes

to civil engineering. I wish to express my deepest gratitude towards the members of this society for

guiding KSCE to a more sound and exemplary Society.

Nevertheless, we, the people of civil engineering, are not evaluated fairly for who we are nowadays.

Civil engineering is dismissed and replaced by Social Welfare, and both domestic and international

construction industry markets are facing much hardship. For the sake of the development of the

Korean construction industry and civil engineering, we must unite to face the difficulties together.

The 62nd Annual Meeting of the KSCE was held on January 10, 2014, in the Inter-national Conference Room, Construction Guarantee Center, Seoul, Korea. At the meeting, an inauguration speech was given by Prof. Myung Pil Shim of Inha Uni-versity, elected as the 46th President of the KSCE. Vice Presidents and Directors from academic and industrial circles were also newly elected or retained to serve as the KSCE Board of Directors. The meeting also included the annual report on the closing accounts (Year 2013), and plans and bud-get for Year 2014.Awards were given to members who dem-onstrated exceptional achievements in academic and industrial fields and made great contributions to the Society.

The Awarding Ceremony for the 2013 KSCE-Springer Award took place at the 62nd Annual Meeting, on Friday, January 10, 2014. The KSCE Award, established in

2008, to commemorate the co-publication of KSCE and Springer, has contributed to the advancement of the Journal both in quantity of submission and quality of papers. The awards went to the following recipients evaluated as the authors of the most cited, most downloaded, and most published papers in the past five years:

The 17th Civil Engineers Day under the slogan “Happy Future with Civil Engineer-ing”, organized by KSCE was held on Fri-day, March 28, 2014, at the International Conference Room, Construction Guarantee Center, Seoul, Korea. About 1,300 partici-pants from government, industrial, and academic sectors gathered in this event to honor Korean civil engineers for their outstanding performances and commit-ments to the public welfare and for their contributions to the advancement of civil engineering profession. The origin of the Civil Engineers Day trac-

es back to the Chosun Dynasty when the construction of the Capital, Hanyang (now known as Seoul) was completed on March 3, 1398 in lunar calendar. In 1998, this date was converted to March 30th in solar calendar, which has been exactly 600 years from the date of the establishment of the capital.Celebrating the 17th Civil Engineers Day, the KSCE has organized a 100-minute Forum, inviting the heads of civil engi-neering-related organizations as panels, to discuss on creating new markets, expanding construction industry, creat-ing jobs, and remolding public image of civil engineering. The Forum presented to

the young civil engineers with hopes for a bright future, and the older generation with suggestions on how to improve im-ages of construction industry.For the event, “Civil Engineering Grand Prize”, “Civil Structure of the Year” to promote new design and construction technologies of construction companies, “Civil Structure Model Contest” to induce interest and understanding of the civil en-gineering major from undergraduate and graduate students by allowing them to produce creative structure models related to all fields of civil engineering, “Digital Poster Contest” to promote eco-friendly and future-oriented images of civil engi-neering, “UCC Contest” to let undergradu-ates and middle and high school students participate to promote understanding of major technologies and the civil engineer-ing curriculum, were organized. ICE (The Institution of Civil Engineers)-KSCE Mas-ter’s Thesis Award Ceremony was held to raise the awareness of the ICE and KSCE in Korea, and encourage Korean students in the use of English. The Grand Prize for Civil Engineering and Culture of Korea of the KSCE is presented in recognition of outstanding accomplish-ments in the civil engineering field, the

media, and the culture of Korea.The 132th Grand Prize Ceremony for Civil Engineering and Culture of Korea was held on September 19, 2014, at the Grand Ballroom, Grand Intercontinental Seoul Parnas, Seoul, Korea. The Grand Prize has been given to the following awardees:

• Purpose- To compile an encyclopedia about bridges all around the world,

with cooperative co-authorship amongst KSCE, NAVER Corpora-tion, and Seoul Media Group

• Contents- Compile a list of bridges that have historic, technical and cre-

ative, or cultural and artistic significance, narrow it down to approximately 250, and finally provide technical, architectural, and anthropological information in the encyclopedia

• Timeline - 2014 June – 2015 August

Civil Engineering Promotional Video Production

• Purpose- To inform students and young generations about civil engineer-

ing as a growing industry with complex and state-of-the art technology and as a prospective field of studies

- To promote a positive atmosphere towards the construction in-

• Contents- Targeting minor (high school and below) students- Targeting the general public• Expectations- Enhanced recognition for civil engineering and construction in-

The ACECC (Asian Civil Engineering Coor-dinating Council)’s 26th ECM was held on March 7-8, 2015, at the Hilton Hawaiian Village Hotel. The meeting was organized by the ACECC and sponsored by the JSCE. The KSCE representatives were Prof. Myung Pil Shim (KSCE President, Inha Uni-versity), Mr. Kwang-Il Kim (Senior Advisor of ACECC subcommittee), Prof. Jongsung Sim (KSCE Past President), Prof. Jae-Woo Park (KSCE Chair for International Affairs Committee, Hanyang University). At the meeting, Progress report of TC (Techni-cal Committee) 13 on BIM co-chaired by KSCE, has been presented by Prof. Sang-Ho Lee. TC19 on Asian Concrete Model Code has been presented by Prof. Jong-sung Sim. Prof. Jaewoo Park has been nominated for the Chair of Subcommittee on ACECC Awards until 2016. The Institu-tion of Engineers, Pakistan, IEP applied for a membership to join ACECC, which was approved by PC and recommended to EC for formal approval.

The 2014 MACE Annual Meeting

The 2014 MACE(Mongolian Association

of Civil Engineers) Annual Meeting was held on June 13-14, 2014, at Ulaanbaatar, Mongolia. The theme for the international seminar was Geotechnical issues on Construction and Case Studies”, which was a presentation by Mongol, Japan and Pakistan. The theme for the International Roundtable Meeting was “Development on Construction Sector Administration and Future Tendencies”. KSCE President, Prof. Myung Pil Sim (Inha University) and Vice President, Prof. Joong-Hoon Kim (Korea University) participated in this year’s meet-ing as the KSCE representatives. Prof. Kim

made a presentation titled “Issues in the Korean Construction Industry and Future Opportunities”.

UKC 2014

The UKC 2014 (US-Korea Conference on Science, Technology, and Entrepreneur-ship) was held on August 6-9, 2014, at Hyatt Regency San Francisco Airport Hotel, San Francisco, CA, USA. Technology), and KUSCO (Korean-US Sci-ence Cooperation Center). The theme for this year’s conference was “Forward To-gether”. Prof. Myung Pil Sim (KSCE Presi-dent, Inha University) participated as invit-ed keynote speaker for KSCEE Convention. The presentation title was “Four River Restoration and Management in Korea”. Prof. Soobong Shin (Inha University), Chair of Planning Committee of KSCE, made a presentation for the Civil, Environmental, Architecture Symposium (CEA) Poster Ses-sion.

The 1st CELeN Technical Tour

The CELeN, consisting of international students and civil engineers, was estab-lished by the KSCE Global Center, as an initiative to contribute to the development of international community, and at the same time, expand the scope of con-struction industry in Korea. As part of the CELeN activity, the KSCE has arranged a Technical Tour to the Incheon Bridge and Research Institute of Industrial Science & Technology (RIST), inviting all international students and civil engineers as members of CELeN. 18 international students living in Korea from Brazil, Cambodia, China, Ethiopia, Finland, India, Pakistan, and Re-public of the Congo, Spain, and Vietnam participated the technical tour.

Korea(BUGB)-Japan(SC)-Taiwan(SC) 2014 Joint Confer-ence on Civil Engineering

The Korea(BUGB)-Japan(SC)-Taiwan(SC) 2014 Joint Conference on Civil Engineer-ing was held on August 28-29, 2014 at Pukyong National University, Busan, Ko-rea. The conference was organized by the Busan-Ulsan-Gyeongnam Branch (BUGB) of KSCE. About 200 participants from the three countries participated the confer-ence. On the first day, a technical tour to visit the Busan Port Authority and the Busan Port, Namhang Bridge, Busanhang Bridge and Gwangan Bridge. On the sec-ond day, the meeting was started with the

welcome address by Prof. Jong-Chool Lee (Chief in BUGV of KSCE). Then, keynote lectures from the each three countries were presented. In the main session, 16 oral presentations from Japan and Taiwan

and 3 oral presentations from Korea were presented. At the same time, the parallel seminar session of KSCE Branch was held in the same venue.

The Korean Society of Civil Engineers (KSCE) is pleased to announce the KSCE 2014 CONVENTION (2014 CIVIL EXPO & CONFERENCE) to be held on October 22~24, 2014 at EXCO (http://www.exco.co.kr/eng/), Daegu, Korea. Under the theme “Toward Safe Society with Civil Engineering!”, the KSCE invites all civil engineers in different fields and different countries to unite, to participate and to create a new chapter of discussion in de-veloping welfare through civil engineering. This year’s International Program includes: Welcome Reception, Opening Ceremony, International Lunch, Civil Engineering Leader’s Network (CELeN), International Roundtable Meeting (IRM), Banquet, and Post-conference Tour.

As an annual event in the domestic confer-ence of Korean Society of Civil Engineers (KSCE), IRM is held to discuss on topics of interest in the field of civil engineering. This year, we plan to organize a forum on long-span bridges, under the theme “Long-Span Bridges: Progress to date and Future”. We hope that KSCE’s Agreement of Cooperation Society representatives will join us in a dynamic and enjoyable discus-sion of distinguished scholars and experts from all sectors of the civil engineering field.Today’s bridge engineers face new chal-lenges not only in terms of construction techniques but also in terms of design and maintenance issues. Congested urban areas, aggressive marine environ-ment, harsher conditions due to climactic changes, the pursuit of record-breaking span lengths, and the societal demand for safety and aesthetics let the bridge de-signers with the tremendous responsibility to provide higher level approaches in de-sign, construction and lifetime operation. The main task of the IRM is to discuss current progress and future developments for the challenging worldwide projects of long-span and super long-span bridges.

Topics may include but are not restricted to: 1) Recent technical state-of-the-art in each Society; 2) Prospective direc-tions and issues for future sea-crossing projects; 3) Proposition and agreement on international cooperation via collaborative committees such as TC-18 on the Adop-tion of Standard Operating Procedures for Design, Construction and Maintenance of Long Span Bridges, the Asian Civil En-gineering Coordinating Council (ACECC); 4) Provision of platform for multilateral exchange program supported conjointly by each Society. We expect active participa-tions in the round-table meeting with a PowerPoint presentation from each Soci-ety.

The ARC

The ARC (Architecture and Artistry of River Culture), which serves as a culture center for the Four River Project located at Gangjeong-Goreyong Weir along the Nakdonggang River, represents a skip-ping stone flying across the surface of the river, a fish jumping out of the water, and the traditional beauty of Korean pottery. It seems that when the world-renowned architect, Hani Rashid, designed the architecture, he imagined a cup in rela-tion to Korean pottery, and the ensuing architecture embodies a vessel for hold-ing liquid. The building’s interior is also suggestive of gathered drops of water. It illustrates ripples on a huge surface formed by collected drops of water.

KSCE Journal of Civil Engineering is a technical journal published bimonthly by the Korean Society of Civil Engineers (KSCE). The journal publishes 7 issues including 1 Special Issue (40 articles per regular issue) within the broad field of civil engineering which include, but are not limited to, the following: Coastal and Harbor Engineering, Construction Man-agement, Environmental Engineering, Geotechnical Engineering, Highway Engi-neering, Information Technology, Nuclear Power Engineering, Railroad Engineering, Structural Engineering, Surveying and Geo-Spatial Engineering, Transportation Engineering, Tunnel Engineering, Water Engineering.Theoretical papers, practice-oriented papers including case studies, state-of-the-art reviews are all welcomed and en-couraged for the advance of science and technology in civil engineering. After the review-ing process, accepted papers are pub-lished as Online First Articles with a DOI number. The paper will be published with the volume, number and page numbers in the Regular Issue according to the accep-tance order.

The Republic of Korea has been the only country in recent history to progress from an impoverished country to an advanced country within 60 years. Many developing countries, including those in Africa, are now implementing national development cooperation programs to learn from the Korean experience.Korea became a member state of the De-velopment Assistance Committee (DAC) in 2010, and its Official Development Assistance (ODA) to developing countries is rapidly increasing from 0.16% of gross domestic product (2250 billion won) in 2014 to 0.25% in 2015. Development cooperation requires the construction of

large facilities that are mostly distributed in urban areas. However, because such urban infrastructure is usually distributed in only a few developed cities within de-veloping countries, there is a demand for small and medium technology support facilities in local areas. As a customized technology, Appropriate Technology (AT) is now actively being provided in such nonurban areas.AT is defined as the technology of a local small or medium facility that focuses on the appropriateness of price, local appli-cability of the technology and sustainabil-ity of the management and maintenance of the facility based on the economic

level and conditions of local residents in developing countries. Some existing large aid facilities are well operated; however, because many facilities are located in urban areas, there is limited benefit to most rural areas in which there is little social infrastructure. Therefore, AT is a technology that is supported to increase quality of life and to reduce poverty in underdeveloped countries or low-income areas. Recently, AT has also been con-sidered a low-cost and low-energy fu-sion technology as a consequence of the development of information technology and transportation. organizations have supplied AT to solve problems relating to drinking water in many developing countries. For example, Scientists Without Borders (President: Prof. Yoon Je-yong, Seoul National Uni-versity) established a water supply facility with storage of rainwater at the Anawim Elementary School in Davao City, Philip-pines and provided local education along with filtration and disinfection technology (Figure 1). Domestic and foreign organi-zations and communities are delivering education on the use of technologies as well as providing AT. The provision of such AT has been se-lected as one of the tasks of development cooperation employing scientific tech-nology among 140 government tasks of the present Korean government of Park Geun-hye. Thus, Korea Tread-Investment Promotion Agency (KOTRA), Korea Insti-tute of Science and Technology (KIST) and the Ministry of the Environment are promoting many types of AT projects. The 4 billion people (about 72% of the world’s population) earning an annual income of less than 3000 US dollars constitute the base of the socioeconomic pyramid (Fig-ure 2) and a market of about 500 billion US dollars. Although people who pres-ently belong to the base of the pyramid have weak purchasing power, they have strong potential power from the perspec-tive of the whole market. The applications

of AT are far wider than just the supply of drinking water, and AT plays a role as the foundation of AT business in the future depending on the local conditions.There are four considerations for ensur-ing the sustainability of AT. The first is that AT development should be based on local demands and conditions within developing countries. Before introducing technology to developing countries, it is necessary to conduct a joint survey in ad-vance with local and domestic research institutes on the actual needs and status of local sites. The second consideration is to conduct research on the localization of technol-ogy in cooperation with local education institutions and research institutes. Ap-propriate technology is based on the localization of technology. Appropriate localization requires the downgrading or retrograding of technology so that it is compliant with local technology in liaison with local colleges and research insti-tutes to secure the continuous stability of the introduced technology. This process also provides opportunities to promote local colleges and to set a foundation for research.The third consideration is to establish technology education, management and maintenance in liaison with local educa-tion and research institutes. It is essential to run an education program targeting lo-cal residents, and especially trainees, to secure the sustainability of system main-tenance. Recently, as information tech-nology and the Internet have progressed, many residents in developing countries have benefited from effective education through cellular phones and personal computers. It is thus important to oper-ate an education program linked with local colleges and research institutes or to commission education from Korea to

maintain and manage facilities.The fourth consideration is to secure sustainability through industrialization, which is an important factor in spreading technology continuously. It is necessary to foster local companies and to build a profit structure through these companies to generate markets and spread support for introduced technology. The promo-tion of industrialization can continuously improve technology and provide mainte-nance and management only when the industrialization is in liaison with local education and research institutes.Development cooperation with developing countries should be a win-win process that delivers practical knowledge that was learned during the past 60 years of development in Korea. Appropriate tech-nology is a best-fit technology that makes it possible to efficiently develop local ar-eas where large facilities and infrastruc-ture cannot be provided. It is considered that especially in this global age, AT will become effective and sustainable in civil engineering and harmonize with urban facilities and infrastructure.
