OPENING OF THE SESSION

1. The 35th session of the Bureau of the Intergovernmental Council of the InternationalHydrological Programme (IHP) was held at UNESCO Headquarters in Paris from 2 to 4 June2003. Mr. V. Pochat (Argentina), Chairperson, and the following Vice-Chairpersons attendedthe meeting: Mr. A.B.S. Altokhais (Saudi Arabia), Mr. R. Ardakanian (Islamic Republic ofIran), Mr. R. Feddes (The Netherlands), Mr. J.A. Hanidu (Nigeria) and Mr. G. Holló(Hungary). Also present at the meeting as Observers were representatives of severalinternational organizations and other institutions. The list of participants is shown in AnnexII. Mr. A. Tyagi, Director of the Hydrology and Water Resources Department of WMO, wasunable to attend but sent a message to the meeting.

2. Mr. V. Pochat, Chairperson, opened the meeting by welcoming the participants. Mr.A. Szöllösi-Nagy, Deputy Assistant Director-General for Natural Sciences and Secretary ofIHP, also welcomed the participants on behalf of UNESCO and introduced the agenda as wellas the background documentation. The list of documents is attached as Annex III.

ADOPTION OF THE AGENDA

3. The Bureau adopted the agenda reproduced in Annex I.

REPORT ON THE 165TH AND 166TH SESSIONS OF THE EXECUTIVE BOARD OFUNESCO

4. The Secretary reported on the status of execution of the decisions of the 165th and166th sessions of UNESCO Executive Board in relation to IHP. He informed the meeting ofthe staffing changes in the IHP Secretariat, which included the appointment of Mr. A. Salih,former Deputy Secretary of IHP, as the Director of the UNESCO Teheran Office, thenomination of Mr. J.A. Tejada-Guibert as Acting Deputy Secretary, the transfer of Ms. J.Damlamian, Senior Programme Specialist and the appointments of Ms. A. Lipponen as aYoung Professional, both to the Division of Water Sciences, and of Ms. M.C. Donoso as theRegional Hydrologist for Latin America and the Caribbean based in the UNESCO Office inMontevideo.

Overview of the Draft 32 C/5 Programme and Budget (2004-2005)

5. The Bureau took note of and welcomed the decisions of the 165th and 166th sessions ofthe Executive Board. It expressed its satisfaction with the continuation of the principalpriority status of “Water and associated ecosystems” of the Natural Sciences Sector and withthe budgetary reinforcement for the IHP, particularly given the expected decision of theadoption of the real growth biennial budget for UNESCO of USD 610 million, subject to there-entry of the United States to UNESCO. Nonetheless the Bureau decried that even thoughthe budget is being increased, the current staff resources are insufficient to carry out theincreased responsibility, generating a growing imbalance of expected scope of work andprogramme budget and staffing (for 2004-2005 IHP would have 40%-50% of the ScienceSector budget but only about 15% of the staffing); besides there is also insufficient officespace for the staff. The Bureau also considered that the structure of the Division of WaterSciences should reflect the structure of the Main Lines of Action. The Bureau decided that it

would suggest a staffing table in accordance with a proposed structure of the Division andthat it would address the higher authorities of UNESCO in this respect, considering the officespace issue as well.

6. The Secretary of IHP informed the Bureau that an appointment had been set with theDeputy Director-General of UNESCO on 4 June 2003 in which the Bureau could raise someof these issues.

Report on IHP’s Involvement in the World Water Assessment Programme (WWAP)and the World Water Development Report (WWDR)

7. The Bureau noted with satisfaction the report on IHP’s contribution to the UN system-wide WWAP and to the first issue of the WWDR. It was acknowledged that close co-operation between IHP and WWAP will continue in the years to come. The issues ofdissemination, professional education and translation/popularization (version of WWDR forthe youth) were raised. The Bureau supported the idea that the UNESCO-IHE Institute forWater Education plays an important role in enhancing professional capacities worldwide inapplication of WWAP methodologies. Furthermore the Bureau endorsed the proposal totranslate the WWDR into several languages. Member States were encouraged to seekfinancial support for that purpose within the Participation Programme of UNESCO. TheSecretariat was requested to convey this recommendation to the IHP National Committees.

Report on the IHP Activities Pursuant to UN-GA Resolution A/RES/55/196 Proclaiming2003 as “International Year of Freshwater”

8. The Bureau acknowledged the breadth of activities being carried out by UNESCO asone of the two lead organizations of the UN System for the Year, the strong backing given bythe Director-General towards enhancing the celebration of the Year, the work performed bythe IYFW unit of UNESCO, the active involvement of numerous IHP National Committeesand the notable awareness-raising role that the Year’s website – designed and maintained atUNESCO – is playing.

9. In view of the need to further enhance IYFW in the seven remaining months of 2003,the IHP Bureau renewed its call to the IHP National Committees to intensify their actions, andfor the IHP Secretariat to ensure the effective functioning of the Year’s website that is a keyawareness-raising instrument. It requested that the listing of IHP events for the Year becontinuously updated. The Bureau recommended further that the IHP Secretariat shouldfurther pursue the strengthening of the IHP National Committees or their creation where theydo not exist.

10. The Secretariat reported on the status of implementation of the 16 Resolutionsadopted at the 15th session of the IHP Intergovernmental Council.

Resolution XV-1: Multilingualism in Water EducationTwo UNESCO Chairs expressed interest in establishing centers under the auspices ofUNESCO providing water education in French and Russian languages respectively. TheUNESCO-IHE Institute is developing a network in Latin America with the Universidad delValle in Cali, Colombia, for educational activities in Spanish.

Resolution XV-2: IHP Contribution to the World Water Assessment Programme /World Water Development Report (WWAP/WWDR)

Several chapters of the WWDR received valuable contributions from the IHP through theISARM and PC→CP with the preparation of groundwater related indicators and waterresources mapping projects and other activities.

Resolution XV-3: Joint Regional Activities of IHP National Committees (IHP/NCs) forthe International Year of Freshwater (2003)

The Bureau noted the progress achieved as pointed out in paragraphs 8 and 9.

Resolution XV-4: Funding and Staffing of IHPWhile greatly appreciating the increased funding allocation, the Bureau requests additionalstaffing at the Headquarters Secretariat in consideration of the additional responsibilitiesresulting from the priority status designation of the Programme and the increased availabilityof funds. The Bureau is of the view that for the successful implementation of the Programmethe staff resources must match the increased load; otherwise, the decisions of the MemberStates cannot be implemented in an effective manner. The Bureau has invited the leadershipof the Natural Science Sector to pay particular attention to this critical issue when planningthe detailed implementation of the 32 C/5.

Resolution XV-5: UNESCO Water PortalThe Bureau expressed satisfaction with the progress attained in the implementation of theWater Portal and its very visible role as an awareness-raising instrument and an outlet for IHPproducts. The Bureau recommended that the human resources of the portal unit bestrengthened so it may continue to render an effective service particularly in developing thecollaborative web platform for the IHP National Committees.

Resolution XV-6: Implementation of the Communication Strategy for IHPThe Bureau expressed concern that no extrabudgetary resources or secondment of anappropriate specialist had been forthcoming.

Resolution XV-7: Ad hoc IHP Governance CommitteeThe Secretariat invited all IHP National Committees to hold regional meetings. The Bureausuggested that the ad hoc Governance Committee should issue a written progress report, asper its Terms of Reference, to be considered by the Bureau at its 36th session. The Bureauwas informed that meetings are being planned in Latin America and a joint sub-interregionalmeeting (Asia and Arab States) is being organized by the Iranian IHP National Committee incollaboration with the UNESCO Teheran Office.

Resolution XV-8: International Sedimentation Initiative (ISI)The Secretariat has initiated action to incorporate the International Sedimentation Initiative(ISI) into IHP-VI.

Resolution XV-9: Evaluation and Follow-up of the Fifth Phase of the IHP (1996-2001)The evaluation is being conducted as foreseen. A detailed report is given in paragraphs 20and 21.

Resolution XV-10: Regional Center for the Management of Shared GroundwaterResources under the Auspices of UNESCO and WMO

A mission of experts is planned for September 2003 to carry out a feasibility study on theestablishment of this center in Libya to be presented to UNESCO Executive Board at its 168th

session.

Resolution XV-11: Regional Center on Urban Water Management (Santafé de BogotáD.C., Colombia) under the Auspices of UNESCO

The proposal is under preparation by the Colombian Government.

Resolution XV-12: Regional Center for Ecohydrology in Warsaw (Poland) under theAuspices of UNESCO

The project is being evaluated by the relevant Polish authorities. The Secretary undertook amission to Poland in May 2003 to confer with Polish authorities within the framework of thefeasibility study. All national entities concerned expressed strong support towards theestablishment of the Center, including core funding.

Resolution XV-13: Regional Center on Drought under the Auspices of UNESCOThe feasibility study for the establishment of the Regional Center on Drought for Sub-Saharan Africa is expected to be finalized by end September 2003.

Resolution XV-14: Joint UNESCO/WMO Programme on FloodsThe IHP-VI TABs meeting confirmed extreme events as the highest priority. The 14th

Congress of WMO welcomed the initiative of the IHP and approved the setting up of aUNESCO/WMO Joint Committee on Floods. The Bureau agreed with the procedure to befollowed. Six experts will be nominated respectively from the IHP and WMO CHy. IAHSand ISDR were invited to propose nominations for two additional members. The Bureauproposed that the Joint Committee be charged with the elaboration of the principles andTerms of References of a Joint Programme well ahead in time to the next sessions of the IHPIntergovernmental Council and the CHy of WMO.

Resolution XV-15: Support to the African Ministerial Council on Water (AMCOW)The Bureau welcomed IHP’s active role in providing support to the “priorities for action”adopted by AMCOW. IHP initially proposed holding of the Pan-African Conference onWater, Addis Ababa, Ethiopia, 9-14 December 2003 and has been actively involved in itspreparation. The conference will contribute to the implementation of actions in support of theWSSD process. The possibility of holding a concurrent meeting of African IHP NationalCommittees will be encouraged.

Resolution XV-16: Hydrologic Prediction/Estimation in Ungauged BasinsThe IAHS will define concrete projects with the IHP.

Report on the Recommendations of the Theme Advisory Boards (TABs)

11. The Bureau expressed its satisfaction concerning the work of the first TABs meeting,endorsed their findings and expressed satisfaction on their commitment to adding value toIHP-VI. The Bureau agreed that a second TABs meeting could be held in the 2004/2005biennium, preferably coinciding with the 6th UNESCO-WMO International Conference onHydrology in 2005, if held, to best serve the objectives of the programme by providing a mid-term review of progress achieved. The Bureau agreed that the issue of governance be givenconsideration in the next TABs meeting within the scope of IHP-VI.

Review of IHP-VI Project Implementation

12. The Bureau took note with satisfaction of the Secretariat’s report on the status ofimplementation of all themes and crosscutting themes of IHP-VI. It invited the MABprogramme to further strengthen their co-operation with IHP.

13. The Bureau welcomed the progress made by the ISARM programme. The need toinvolve IHP National Committees in the establishment of common principles fortransboundary aquifer resources management was pointed out.

14. The Bureau noted that discussions had started with a university and a research instituteto host a Regional Ecohydrology Center for LAC in Argentina.

15. The Bureau expressed satisfaction with the progress made regarding the establishmentof the UNESCO-IHE Institute for Water Education (see paragraph 22).

16. Recognizing the strong IHP involvement, the Bureau noted with regret that the overallsupport to HELP is one-sided and expressed strong disappointment at the lack of additionalsupport for the joint UNESCO-WMO HELP initiative. While noting that UNESCO takes thelead in the HELP initiative, the Bureau requested the WMO Secretariat to prepare anappropriate budget line for HELP to be presented to the next session of CHy. The Bureaualso requested the development, through the Joint UNESCO/WMO Liaison Committee forHydrological Activities, of a plan of joint HELP activities to coincide with the funding cycleof WMO.

Report on Extrabudgetary Activities

17. The Secretariat gave an overview of extrabudgetary funding at UNESCO and detailedinformation on water-related extrabudgetary funding. It described the increase inextrabudgetary funding for freshwater activities. The Bureau expressed satisfaction with thesituation reported.

18. The Bureau expressed recognition to all the donors, especially pointing out thegenerous contributions of the Government of Japan, the Flemish Community of Belgium and

the novel multiplier approach of the Iranian Government for funding water-related projectsglobally and in various regions.

IHP Co-operation with other UNESCO Environmental Programmes: Status Report onthe Interdisciplinary Initiative for Sustainable Development in the Volga-Caspian Basin

19. The Bureau noted with satisfaction the report on the joint project of the fiveinternational science programmes of UNESCO. The Bureau also noted that the extension ofthe project for the 32 C/5 period has been foreseen, primarily using extrabudgetary funding.

Report on the Internal and External Evaluation Plans of IHP

20. The Bureau complimented the Evaluation Committee Chairperson, Mr. J. Rodda, forhis very penetrating review of IHP-V. The following issues emerged:

There is a clear weakness in the activity and function of IHP National Committees.The efficiency of National Committees clearly determines the overall efficiency of theProgramme. However, it was noted that the list of respondents to the evaluationquestionnaire did not reflect the factual involvement of National Committees in theprogramme, as several active National Committees had not responded, whichintroduced a bias in the results of the evaluation. Mr. Hanidu suggested partnershipsbe encouraged between respective National Committees from developed andunderdeveloped countries. Mr. Pochat indicated the need for a Guide Handbook on theestablishment and functioning of National Committees. The suggestion was made thatan Evaluation Committee be established to specifically address the efficiency of IHPNational Committees that is clearly linked to issues of governance. Iran offered a US$10,000 prize to the most active National Committee, based on a selection process ofnominations from the respective electoral groups.

Recommendations of the Evaluation Committee concerning increasing the efficiencyof the Council and Bureau were welcomed. The Bureau acknowledged the need formembers to be more active in supporting the IHP in between meetings.

Some additional comments were requested when concerning the role of Governance,the function of IHP National Committees, the introduction of the results-based chainand the involvement of water management, academic and research institutions.

The urgent need to strengthen the Secretariat to meet the needs of an expandingprogramme was underlined.

The need for the IHP to develop a vision for the next 25 years was strongly supported.

21. The Bureau recognized the role of IOS and emphasized the need for their stronginvolvement throughout the whole evaluation process. The Bureau acknowledged that theprogramme would benefit from an exhaustive and unbiased evaluation report, andrecommended that the Evaluation Committee be provided with the necessary resources topursue the evaluation exercise and include the above requested additions to the report. TheSecretariat was requested to call for more responses to the evaluation questionnaire through aletter to both IHP National Committees and Permanent Delegations to UNESCO. It wasagreed that, with support requested from IOS, Mr. Rodda will continue refining the draftevaluation report. The Bureau wished to examine the revised version of the report at its next

session in April 2004, and requested that the final version be submitted to the 16th session ofthe IHP Intergovernmental Council.

Report on the UNESCO-IHE Institute for Water Education

22. The Bureau noted with great satisfaction that the Institute has been established as anintegral part of the Organization and that all necessary legal instruments for the operation ofthe Institute are in place. It was requested that the Secretariat prepare a chart showing thelinks between IHP and the Institute. The Bureau expressed its expectations towards theoutcome of the forthcoming strategic educational meetings (15-18 July 2003, Delft, TheNetherlands). The Bureau decided to invite the Rector of the UNESCO-IHE Institute forWater Education to attend the Bureau sessions on a regular basis.

Report on Other Water-Related Centers

23. The Bureau was informed of the status of both existing and pipeline IHP-relatedcenters, and noted with satisfaction the interest shown in creating new centers under theauspices of UNESCO and developing linkages between regional centers. The GeneralConference and Executive Board of UNESCO are now strictly applying the criteria for settingup new centers, especially regarding financial sustainability.

24. The Bureau discussed recent developments in CATHALAC. They stronglyrecommended that CATHALAC should remain a strong permanent link to UNESCO as aninstitution under the auspices of the Organization. Moreover, the Bureau pointed out thatrelevant legal procedures with respect to all Centers should be strictly followed.

25. A comprehensive presentation was given by the invited observer, Mr. C. Vörösmarty,on the proposed UNESCO Center for Global Water Science and Training and on the existingcapabilities and facilities available at the University of New Hampshire’s Institute for theStudy of Earth, Oceans and Space that would host the center. The Bureau strongly supportedthis initiative and expressed the hope that this center, beyond its capacity building function,could also act as a bridge between the emerging Global Water Systems Project of theWCRP/IGBP/IHDP, planned to be dealing with the impacts of global change on the watercycle, and IHP. At an informal occasion members of the Bureau met the directors of thevarious global change programmes that helped to start a useful dialogue as to how to forgecloser links and avoid at the same time unnecessary duplication. The possible Center wasseen by the Bureau as an institution that could play an important global role in linking andsynthesizing the works of the various IHP Centers by integrating databases and models thatcould have an immediate practical application in the relevant WWAP and IHP/HELPprojects. Although still early, the Bureau proposed that, in order to avoid confusion, a moreappropriate working title ought to be established for the Center. Amongst various alternatives,a “Center on Global Water Cycle” was also entertained. The Bureau requested the Secretariatto continue with UNH the elaboration of a more detailed proposal for consideration by their36th session prior to its eventual submission to the 16th session of the Council.

26. Mr. Ardakanian informed the Bureau on the progress made so far in the establishmentof an International Center on Qanats and Historic Hydraulic Structures in Yazd, Iran. Theinfrastructure, which includes a museum and a training center, is already in place. A formal

proposal is under process and will be submitted to the next session of the UNESCOExecutive Board for consideration.

27. The Bureau supported the establishment of the Ecohydrology Center in Poland with aregional scope and would consider upgrading it into an international center once it isoperational and has attained global outreach in the subject.

28. The Bureau welcomed the progress made in the establishment of the jointUNESCO/WMO IGRAC and expressed the wish that the proposal be finalized for approvalby the next session of the UNESCO Executive Board.

Report on PC→→→→CP: From Potential Conflict to Co-operation Potential

29. The Bureau acknowledged the work carried out under PC→CP and considered it as animportant contribution to peace building using the specific tools of IHP. The Bureauendorsed the plan of action proposed by the Secretariat for PC→CP, and supported itsimplementation. The Bureau is of the view that the Water Co-operation Facility could be anexcellent vehicle to promote co-operation around water resources and welcomes thecollaboration offered by the Permanent Court of Arbitration, the World Water Council andthe Universities Partnership for Transboundary Waters.

Preparations for the 7th Kovacs Colloquium

30. The Bureau accepted the IAHS representative’s proposal for the next George KovacsColloquium to be devoted to the theme of ‘Scales’ in the hydrological sciences and in waterresources management in general.

CONSIDERATIONS ON THE FORMULATION OF THE 7TH PHASE OF IHP (IHP-VII, 2008-2013)

31. The Bureau recommended that the planning process of the 7th Phase (2008-2013) ofIHP (IHP-VII) be initiated and commented on the timetable proposed by the Secretariat(Annex IV). The Bureau requested the Secretariat to submit a draft concept for examinationby the 36th session of the IHP Bureau. Means to further involve and commit IHP NationalCommittees to the preparation and implementation of the programme were examined. TheBureau agreed to provide all National Committees with guidelines for compilation of theirproposals to the Secretariat. The Bureau emphasized that IHP-VII should clearly show therole of IHP in implementing the relevant MDGs and the WSSD decisions.

32. It was also decided that a task force should be convened to draft a long-term vision onthe “Role of IHP in a Changing World”. The Bureau recommended that this process beengaged in ample consultation with UNESCO partner organizations, and suggested that avirtual consultation through the UNESCO Water Portal be opened.

CO-OPERATION WITH THE UNITED NATIONS AND NON-GOVERNMENTALORGANIZATIONS

Report on the World Summit on Sustainable Development (Johannesburg, September2002) and its Follow-Up: Water-Related Components

33. The Bureau noted with satisfaction that UNESCO’s water programmes providedstrong contributions to the water related events of WWSD. Many side events and exhibitionswere organized that contributed to the good visibility of IHP and WWAP. The UNCommission on Sustainable Development (CSD) is the intergovernmental body charged withmonitoring the follow-up of WSSD. The 11th session of CSD, held in New York, 26 April –9 May 2003 devoted the entire session to determining a new methodology and programme ofwork for the “Johannesburg Decade”. The CSD decided to work henceforth in two-yearcycles, whereby the first year is dedicated to reviewing progress and second year to policyoptions for action. Each of the two-year cycles will be devoted to a thematic cluster. Thethematic cluster for the 2004/2005 cycle is “Water, Sanitation and Human Settlements”. TheBureau has noted that water has risen to the top of the international sustainable developmentagenda and that places a great deal of opportunity and responsibility on IHP, therefore,appropriate priority must be assigned to the relevant tasks.

Report on the Involvement of IHP in the 3rd World Water Forum

34. The Bureau noted with satisfaction the key role IHP played in the 3rd World WaterForum and the prestige and visibility gained therefrom within the global freshwatercommunity. T he Bureau also wished to highlight the role played in the World Water Forumby the International Hydropower Association, which was established with the support of IHP.

Co-operation with WMO in the Field of Hydrology and Water Resources

35. The Secretariat reported on current co-operative activities and on areas of potentialcollaboration reflecting the discussions of the ongoing session of the Advisory WorkingGroup of WMO’s Commission of Hydrology. The Bureau took note and expressedsatisfaction at the continued co-operation of the two organizations; it also encouraged itssustainability and enhancement whenever possible.

36. The Bureau recommended as part of the strengthening of the Secretariat that anadditional Professional be nominated to serve in developing the new Joint UNESCO/WMOProgramme on Floods.

Report on the (UN-Water) 23rd Session of the ACC Sub-Committee on Water Resources

37. The Secretariat reported on the 23rd session of the former UN ACC Subcommittee onWater Resources. Given the dismantling of the ACC mechanism in December 2001, withinthe process of reforming the UN system-wide co-ordination, no formal mechanism existed forco-ordinating freshwater activities in the UN System. The meeting agreed on the Terms ofReference for UN Water-UN Committee for Interagency coordination on Freshwater, a newco-ordinating body with a more pro-active mandate, which, inter alia, recognized that theWWDR is a joint effort that should be continued and further reinforced. These Terms of

Reference were thereafter submitted to the higher bodies of UN for approval. The Bureautook note of these developments, and welcomed other joint initiatives such as theInternational Year of Freshwater and the Pan African Conference on Water Resources at theend of 2003.

Co-operation with Scientific Non-Governmental Organizations

38. The representative of IAHS, Mr. P. Hubert, Secretary-General, referred to the existingstrong co-operation with IHP in executing joint activities. This co-operation has been veryfruitful and will be continued in the future.

39. The IAH representative, Mr. J. Vrba, elaborated on his organization’s support to IHP-VI Themes 2 and 3, in particular co-ordination of ISARM and GWES projects, WWAP,WWDR and the 3rd World Water Forum. IAH will continue its scientific inputs to IHP-VIand to the Second WWDR in developing relevant groundwater indicators.

40. The representative of WWC, Mr. D. Zimmer, Executive Director, informed theBureau of the preparation of an advocacy programme on sound water management. Thisprogramme aims at providing arguments for policy and decision-makers to include water intheir priority investments. It will comprise 3 components: (i) Identification and possiblyquantification of the benefits, e.g., for health, poverty reduction, education, production, (ii)Case studies in different basins and countries, and (iii) Identification of reasons why water isnot among the priorities of some countries and preparation of advocacy documents.Partnerships with IHP will be welcome. WWC is playing a catalytic role and is open to allinstitutions. A seminar will be held during the next General Assembly of WWC to furtherdevelop the concepts.

Proposal for the Preparations for Establishing a Water Co-operation Facility

41. The Bureau welcomes the announcement of the Director-General concerning theestablishment of the Water Co-operation Facility as a joint endeavor of IHP, PCA, WWC andthe Universities Partnership for Transboundary Waters. The Bureau considers this initiativeas a new innovative way of implementing the conflict resolution related activities of IHP. Itencourages the IHP National Committees to utilize this Facility whenever appropriate. TheBureau urges the Secretariat to establish the relevant modus operandi of the Facility in co-operation with the partner institutions concerned.

Preliminary Discussion on the 6th UNESCO/WMO International Conference onHydrology

42. The Secretariat reported to the Bureau on the background and scope of the jointUNESCO/WMO international (intergovernmental) conferences on hydrology which havecustomarily been held every six years in order to align the long-term planning of thehydrology and water resources programmes of both Organizations, describing the process andresources required to organize an intergovernmental conference of this nature. The nextconference would be the sixth in the series and would take place in 2005. The Bureaudiscussed at length the resources and the expected benefits of the conference, focusing inparticular on the circumstances under which the conferences were originally proposed

contrasting them with the current situation. The Bureau concluded that profound changeshave taken place in the meantime, with water assuming a leading position in the internationalagenda, the establishment of numerous other organizations dealing with freshwater, themultiplication of fully fledged water related intergovernmental conferences and other fora andco-ordination mechanisms. Thus the contribution of a further UNESCO/WMOintergovernmental conference was not judged as critical for shaping the water programmes ofthe two agencies. The Bureau proposed instead that a broad-based scientific conference onthe status and trends of hydrology be held in 2005 on the occasion of the 30th anniversary ofIHP. The conference would be co-organized by UNESCO and WMO and other leadingpartners. This conference could also provide valuable inputs to the formulation of IHP-VII aswell. The Bureau invites WMO to consider this matter as to enable a timely decision.

43. The Bureau welcomed the presentation of the representative of GEF, Mr A. Merla.Particular interest was given to the GEF component related to international waters. The 3rd

GEF funding cycle started in 2002 to 2005 with a portfolio of 3 billion USD. It wasacknowledged that ample possibilities to co-operate existed, especially with regard to IHPactivities on transboundary freshwater basins and aquifers, groundwater and the HELPProgramme. It was recommended that dialogue between IHP and GEF be pursued and thatco-operation with WWAP be established as a matter of urgency.

CO-OPERATIVE ACTIVITIES OF THE IHP NATIONAL COMMITTEES IN THEFRAMEWORK OF THE PROGRAMME AND COMMUNICATION MECHANISMSBETWEEN THE IHP BUREAU AND THE SECRETARIAT

44. The Bureau discussed the functioning of the IHP National Committees and the meansto strengthen them in the light of the External Evaluation (see paragraphs 20 to 21). TheBureau agreed that the chair and vice-chairs should have a more frequent communication withthe Regional Hydrologists of their regions. During the remaining time until the 16th sessionof the Intergovernmental Council, priority should be given to the organization of regionalmeetings, whose continuation was endorsed by the Council at its 15th session, as well as to thejoint involvement of the National Committees of the Member States of the Council in theformulation of the 7th phase of IHP. The Bureau agreed to continue the discussion regardingthe expected role of the National Committees in the next session on the basis of documentIHP/IC-XIII/11 (entitled Proposal on improving the functioning of the National Committeesfor the IHP and presented to the 13th session of the IHP Intergovernmental Council) with aview to transforming it into a more detailed and practical document.

45. In order to improve the communication between the Bureau and the Secretariat, theBureau requested that key documents concerning the execution and plans of the Programmebe regularly copied to the Bureau Members.

OTHER MATTERS

Water and Biodiversity International Educational Programme: “Pooling Resources inCapacity-Building on Water and Biodiversity” Project

46. The Bureau welcomed the proposal by the Netherlands, introduced by Mr. Feddes, toUNESCO to support a “Water and Biodiversity” postgraduate programme between West andEast Europe and developing countries.

European Union Water Fund

47. The Bureau took note of the proposal communicated by the European Union andadopted on 20 May 2003 to establish a EU Water Fund.

Next session of the IHP Bureau

48. The Bureau agreed on holding its 36th session from 31 March to 02 April 2004. Onbehalf of his government Mr. Ardakanian offered to host this session. The Bureau hasacknowledged the proposal with appreciation. Due to a careful analysis of the financialimplications needed the Bureau will examine that proposal and will return to this matter at alater stage.

Proposed dates for the 16th session of the Intergovernmental Council of the IHP

49. The Bureau recommended holding the 16th session of the Intergovernmental Councilof the IHP from 7 to 12 June 2004, preceded by the 7th Kovács Colloquium.

APPROVAL OF THE FINAL REPORT AND CLOSURE OF THE SESSION

50. The Bureau reviewed and approved the final report of the 35th session of the Bureau.Mr. Pochat, the Chairperson of the IHP Intergovernmental Council, thanked the members ofthe Bureau and observers for their participation and congratulated the Secretariat on theefficient preparation and support for the meeting, including the finalization of the report. Hethen brought the meeting to a close at 6.30 PM on 4 June 2003.
