1. Opening of meeting The Chairman of TC 3 Hans Brückner opened the meeting

2. Approval of the agenda, document 3/1010A/DA The draft agenda for the plenary meeting was approved, but it was decided that item 25 should be dealt with directly after item 4 because the Chairmen of SC3D had to leave the meeting early.

3. Note the approval of the minutes from the previous meeting of TC3 in Tel Aviv 2009-10-21, document 3/983/RM

The minutes were noted as automatically approved without comments.

4. Information from the IEC Central Office Mr. Matei Cocimarov informed about new instructions and guidelines from Central Office. The presentation is available as a meeting document on the TC 3 web site.

The following items were specially noted:

- Circular AC/6/2009, regarding a new product “IEC Standard+” which includes both the new edition of a standard and an annex (redline version) showing the changes from the previous edition. - Circular AC/6/2010, establishing a new review and maintenance procedure. - Some last minutes SMB decisions:

- definition of the document type DC has been removed - the document MCR has been replaced by RR - web conferencing system with GoToMeeting was open for use and also the system for

booking of meetings (by NCs) - an “IEC adoption database” has been created for identification of IEC standards adopted as

national standards.

Two questions from the meeting were answered by Mr. Cocimarov:

- How will the IEC Glossary be used if/when it will replace the Electropedia? Answer: A validation team as defined in Annex J of IEC supplement will be used for management of the information. - Are the original source standards available in the Glossary? Answer: Not for the moment, but the requirement was noted by Mr. Cocimarov and he will put into the internal “wish list” for the work.

5. Report from the Chairman of TC3 The Chairman thanked the teams and noted that many activities have been carried out during 2010.

The Chairman also called the attention to the fact that Mr. Per-Åke Svensson and Prof. Hiroaki Ikeda have left their positions as secretaries in TC3 and SC3C. He thanked them both for a long and successful work in the committee and handed over a small gift to remember TC 3.

Also the Chairman of SC3C, Mr. Arto Sirviö, took the opportunity to direct a special thank from SC3C to Prof. Hiroaki Ikeda for his excellent work and handed over a remembrance.

6. Report from the co-ordination meetings with TC3 Officers in Geneva 2006-06-08, 3(Geneva/Secretariat)6

There were no comments to report.

Prof. Hiroaki Ikeda noted that the poster session in Seattle was mentioned in the report and proposed that it should be noted also in the report from Seattle meeting. Item 35 of these minutes includes short information about the poster presentation.

7. Report from the Secretary of TC3, including actions taken as a result of the minutes from the meeting in Tel Aviv and the later co-ordination meeting, document 3/1017/INF3

The report was accepted as written.

8. IEC 60617 Graphical symbols for diagrams 8.1. Consideration of the report on the status of the IEC60617 data base and on the

implementation of the procedures, document 3/1018/INF The report was accepted as written.

8.2. Consideration of the report from the Validation Team for IEC60617 on validated graphical symbols in the IEC60617 data base, document 3/1019/INF

The report was accepted as written.

8.3. Consideration of the report from PT 30 Alarm and signalling symbols, document 3(Seattle/PT30)6

Except for the comment below the report was accepted as presented

It was noted in the report from PT 30 that the convener considered that task of the team as finished and proposed that PT 30 should be disbanded. The Secretary point out that still some symbols proposed by PT 30 is in proposed stage and meant that these symbols have to be managed before the PT can be disbanded.

Decision 1 : TC3 decided in Seattle that the Secretary shall ask the Convener of PT 30 to propose a change request to solve the problem with the actual symbols. When this is managed the team will be disbanded.

8.4. PT 38 Rules for the construction of graphical symbols for diagrams Note: The work of the PT is put on hold

The future work of PT 38 was considered together with the discussion regarding MT 60617, see item 26. Part of the task of PT 38 will be covered by MT 60617 and the Convener of PT 38 will participate in MT 60617. Thereby PT 38 will continue to be kept on hold.

8.5. Consideration of the report from PT 42 Development of mnemonics and designations of symbols for measuring relays instruments and related devices (stage 0), document 3(Seattle/Secretary)7

PT 42 has prepared a draft of a Technical report which could be circulated before the plenary meeting. However, the Convener and the TC 3 secretary were not confident that the draft was ready enough for voting and circulated a questionnaire regarding the draft to the National Committees. The purpose of the questionnaire was also to prepare the item for discussion and decision in the plenary meeting.

The Secretary presented the result of the questionnaire regarding the possibility to circulate the draft Technical Report. The result was discussed and it was proposed to follow the recommendation of the majority of the NCs and circulate the document as a DTR.

Decision 2 : TC3 decided in Seattle that the draft of “Mnemonics and designations of symbols for measuring relays, instruments and related device prepared by PT 42 shall be circulated as a DTR.

Mr. Per-Åke Svensson proposed that it should be written a rule on how to add mnemonics to the symbols in IEC 60617DB and also made the meeting aware of the unofficial proposal from TC 57 to let TC 3 handle the “ANSI numbers”, which with regard to its purpose overlap with the actual proposal.

8.6. To consider update of IEC/TR 62154 Ed.1: Terminology in the area of information structures, documentation and graphical symbols, document 3/967/MCR

The purpose of the document was discussed. When prepared, the purpose of IEC/TR 62154 was to act as input to the glossary, but today the update of the glossary functions well without this input. For this reason the Chairman proposed that the document can be withdrawn.

Decision 3 : TC3 decided in Seattle to propose to the SMB to withdraw IEC TC 62154. The Secretary shall circulate a review report (RR) in order to withdraw the document.

9. IEC 60848 GRAFCET specification language for sequential function charts

9.1. To take decision on new Convener of MT 33, document 3(Seattle/DE NC)8 In order to replace the former Convener of MT 33, Mr. Bouteille, a call for Convener has been circulated to the NCs. This call for new Convener resulted in no nomination.

The DE NC has prepared a number of changes that are proposed to be a basis for a new edition IEC 60848. The task of MT 33 could be reduced to the introduction of these changes and circulation of the necessary documents for commenting and voting.

The Chairman proposed that the Secretary should act as Convener and prepare a CD and a CDV of IEC 60848 Ed 3, based on the German proposal. The Secretary accepted.

Decision 4 : TC3 decided in Seattle to nominate the Secretary to act as Convener for MT 33 with the task to prepare edition 3 of IEC 60848.

10. IEC 61082 Preparation of documents used in electrotechnology 10.1. Consideration of the report from the Convener of MT 16 The Convener, Mr. Hans Brückner, reported that no activities of MT 16 have been carried out since the last plenary meeting.

On a question from Mr. Karl-Anker Thorn the Convener answered that no part two of the standard IEC 61082 has been planned.

11. IEC 61175 Designation of signals 11.1. To take decision on new Convener of MT17 The Convener of MT 17, Mr. Karl-Anker Thorn, has announced that he will leave the role as Convener and a call for new convener was circulated to the NCs in the review report, 3/995/RR.

No new Convener was nominated. The Secretary is today member of MT 17 and it was proposed that he shall act as Convener after retirement of Mr. Karl-Anker Thorn.

Decision 5 : TC3 decided in Seattle to nominate the Secretary to act as Convener for MT 17 with the task to start up the preparation of IEC 61175 Ed. 3.

11.2. Consideration of the report from MT 17, document 3(Seattle/Secretary)2 U The Secretary informed about the status of the work in MT 17. The work on a new edition of the standard should have been started but due to lack of resources and time it has not been done.

It was discussed that coordination with standards for communication, such as IEC 61850, is required in the work. It was proposed that MT 17 should contact TC 57 for cooperation.

Decision 6 : TC3 decided in Seattle that the Secretary shall contact the Secretary of TC 57 proposing liaison in the preparation of IEC 61775 Ed. 3.

Decision 7 : TC3 decided in Seattle that the Secretary shall circulate a new call for members to the team.

12. IEC 81346 Ed. 2 - Structuring principles and reference designations and IEC 61666 Ed. 2 - Identification of terminals within a system

12.1. Consideration of the report from the Convener of MT 18, document HU3(Seattle/MT18)11 H The Convener Mr. Eirik Selvik presented the report and noted that no meetings have been since the plenary meeting in Tel Aviv, but the revision of IEC 61666 has been finalized and issued as IEC 61666 Ed. 2.

The Convener also asked if TC 3 had got any more information from TC 57 regarding the “ANSI designations” as presented in 57/1006/DC (Decision 3 in the report from the plenary meeting in

Tel Aviv). The Secretary answered that we have not received any request from TC 57 to take care of the issue.

Decision 8 : TC3 decided in Seattle that the Secretary shall send a question to the Secretary of TC 57 regarding the “ANSI designations” (57/1006/DC).

12.2. Discussion of possibly arising questions as a result of the circulation of documents relating to IEC 61666

Discussion regarding IEC 61666 was a part of the general discussion on the presentation of DETs in the workshop and the discussion reported in item 26.1 of the present minutes.

12.3. To consider the proposal from ISO TC 10/SC 10 ISO/TC 10 proposes in the document ISO TC 10/SC 10 N356 that the Technical Specification ISO/TS 16952-1 shall become a part of the 81346 series, numbered ISO/TS 81346-3.

The meeting was positive to this proposal and proposes that a DTS (after appropriate revision) will be circulated in both organizations.

Decision 9 : TC3 decided in Seattle that the Secretary shall inform ISO TC 10 about the statement of TC 3 and ask ISO TC 10 to circulate a DTS of ISO/TS 81346-3 in both ISO TC 10 and IEC TC 3.

13. IEC 61355 Ed. 2 Classification and designation of documents for plants, systems and equipment

13.1. Consideration of the report from the Convener of MT 19 The Convener, Mr. Hans Brückner, reported that no activities of MT 19 have been carried out.

Mr. Karl-Anker Thorn informed that the DK NC is planning to propose that the standard should become a “double logo standard” with ISO. The Convener pointed out that the question has been discussed earlier, but ISO/TC 10 did not accept this at that time.

14. IEC/PAS 61906 Procedure for the declaration of materials in products of the electrotechnical and electronic industry

14.1. Consideration of the coordination with TC111 No report from TC 111 was available.

IEC/PAS 61906 has the validity set to three years from 2005-06. It has been extended for another three year period meaning that the validity date ends 2011-06, with no possibility for extension. It is intended to be replaced by IEC 62474, presently in preparation by TC111. Therefore TC 3 proposes that the PAS shall be withdrawn by the end of the validity date and that TC 111 shall be informed about this.

Decision 10 : TC3 decided in Seattle that the Secretary shall inform TC 111 about the statement of TC 3 regarding withdrawal (at the latest 2011-06) of IEC/PAS 61906 and ask the Secretary of TC 111 to include information about this withdrawal in the Foreword of IEC 62474.

15. IEC 62023 Structuring of technical information and documentation and IEC 62027 Preparation of parts lists

15.1. Consideration of the report from the Convener of MT 20, document 3/1014/INF The report was accepted as written.

Mr. Karl-Anker Thorn informed that the DK NC will propose that IEC 62023 should become a “double logo standard” with ISO. The Convener, Mr. Per-Åke Svensson, replied that ISO have its own standard with a similar content.

Mr. Karl-Anker Thorn stated that the DK NC will propose the “double logo standard” regardless of the existing ISO standard.

16. IEC 82079 Preparation of instructions for use - Structuring, content and presentation

16.1. Consideration of the report from the Convenors of MT21, Document 3(Seattle/Secretary)4

One of the two Conveners of MT 21, Dr. Gabriela Fleischer, reported from the work, referencing to the report 3(Seattle/Secretary)4.

MT 21 has discussed a big number of comments on the 2 CD and a CC was prepared. Due to a mistake MT 21 didn’t receive the comments from ISO TC 10 within stipulated time. A third CD was prepared, which resulted again in comments (often the same as for the 2 CD). The comments where discussed in a meeting and a CC for the 3 CD was circulated. The final CC includes a copy of the draft CDV for information to the NCs.

The draft will be sent to FR NC for translation as soon as possible. The CDV can be circulated in end of October or end of December depending FR NC decision about translation.

JP NC requires that the standard shall be proposed as horizontal standard.

The Chairman of TC 3 expressed thanks to the team for resolving such an amount of comments in a very short time and with all the difficulties that occurred during the circulation of the comments.

17. IEC/PAS 62515: Requirements concerning the interoperability between electromechanical and electrical applications in CAx- systems

17.1. Consideration of the report from PT 40, Document 3(Seattle/Secretary)3 No activities in PT 40 were reported.

18. IEC-ISO 81714 Design of graphical symbols for use in the technical documentation of products

18.1. Consideration of the report from the Convener of MT 22, Document 3(Seattle/Secretary)3

No meetings have taken place in MT 22 and no other action can be reported. A revision of IEC 81714-2 is planned but it requires extensions of IEC 81346-1, - 2 and IEC 61666 with the referred information model as input before starting a new revision

19. IEC-ISO 82045 Document management 19.1. Consideration of the report from the Convener of MT 23 IEC ISO 82045-series,

19.2. To consider disbanding of JWG15 (IEC TC3 – ISO TC10) and replacing it with joint participation in MT 23

It was decided in TC 3 plenary meeting in Tel Aviv that TC 3 should together with ISO TC 10 propose disbanding of JWG 15. The disbanding has been realized both in IEC TC 3 and ISO TC 10. Further joint work will take place within TC 3 MT 23.

20. IEC 62491 Ed. 1 Labelling of cables and cores 20.1. To consider the report from MT44 Marking of conductors and cables No written report was presented. The Convener, Mr. Sven-Anders Lejdeby, reported that no work has been done since MT44 was started.

21. IEC 62507 Ed. 1 Rules for identification systems 21.1. Consideration of the report from PT 39 Basic rules for identification systems,

IEC 62507-1 has passed the status of FDIS and should be possible to issue as standard before end of 2010. IEC 62507-2 is planned to become a technical report. A first draft may be circulated early 2011.

Prof. Hiroaki Ikeda mentioned that he will send to the Convener, Mr. Per-Åke Svensson, two drafts of Technical Reports under preparation in JP to be part 3 and 4 of the standard.

22. IEC/PAS 62569 Ed. 1 Generic Specification of Information on Products (GSIP), Part 1: Principles and methods, and Part 2: Structure of specification

Consideration of the report from PT 41, Document 3(Tel Aviv/Secretary)3

The Convener, Mr. Fritz Reuter, informed in his written report that the work with part 2 of IEC 62569 is ongoing but the process is time consuming due to the big number of properties to be treated and added in change requests to IEC 61360DB.

Mr. Karl-Anker Thorn asked how the data modelling in this standard will be handled.

Answer: It will be handled as proposed in the workshop (see item 26).

23. IEC/TS 62666 Ed. 1 Guidelines for the inclusion of documentation aspects in product standards

23.1. To consider the report from PT 43, Document 3/1016/INF The report was accepted as written.

The Convener, Mr. Per-Åke Svensson, pointed out that the future work in this team, originally dealing with the topic “IEC/ISO Documentation system”, has not been decided or planned.

The Chairman had no proposal for the moment and he also pointed out that we have a lack of resources for the work.

24. Report from the Chairman of SC3C - Graphical symbols for use on equipment - and relevant decisions, Document 3(Seattle/SC3C)10

Mr. Arto Serviö presented the report.

Both Chairman and Secretary of SC3C have been exchanged in 2010. The new Chairman is Arto Sirviö and the Secretary is Kayo Ito, earlier Assistant Secretary.

Prof. Ikeda noted that the number of O-members should be corrected in the report, to be ten O-members since Australia is no longer a member.

25. Report from the Chairman of SC3D - Data sets for libraries - and relevant decisions, Document: 3(Seattle/SC3D)13

Mr. Hiroshi Murayama presented the report. It was noted that Australia is no longer a member in SC3D.

Based on the report the following three items was discussed in the meeting:

The access rights for liaisons members. - The actual problem with the US member in SC3D WG2 can be solved by adding him as external expert into WG2.

Copyrights to data and definitions from other standards, such as ITU, EDIFact, ISO, etc. - This is an open question to be solved by SMB.

How to propose horizontal standard and how will we be informed about the decision of SMB? - TC 3 with subcommittees has put a question to SMB regarding how horizontal standard should be recognized as approved or not. According to the directive new standards or new editions of existing standards shall be proposed for horizontal standard at the CDV stage. SMB will decide about horizontal standard, but we have not been informed about the decisions or about the criteria on which their decisions are based on. The question will be followed up by TC 3.

Decision 11 : TC3 decided in Seattle to ask the Secretary to follow up the status of horizontal standards as decided by SMB and inform TC 3 officers about the relevant standards from TC 3.

26. Consideration and discussion of common data base issues 26.1. Status of efforts to make use of standards data bases also for National standards

and report from TC 3 Work shop in Seattle, Document 3(Seattle/Secretary)9 The report f rom TC 3 workshop, 2010-10-14 was presented and discussed. Some proposals were discussion concerning how to inform the developers of standards about the preparation of DET definitions and data models (see Annex C.3) Decision 12 : TC3 decided in Seattle that documents shall be produced for description of the principles of preparing DET definitions and data models in standards. For the preparation of this document an Ad hoc team was established. The members of the team are: Per-Åke Svensson Addie Dijkstra Hans Brückner Fritz Reuter Eirik Selvik.

Concerning the IEC 60617 DB, the Secretary proposed that a maintenance team should be set up to assist him in resolving principle questions related to new proposals.

Decision 13 : TC3 decided in Seattle to start a new maintenance team, MT 60617, as defined in Annex J of IEC supplement, for support to the Secretary regarding principle questions in preparation of CRs and validation of new symbols (e.g. current problem: C00206) in IEC 60617DB. The Convener of PT 38, Mr. Sumio Araki, shall be a member of the team, meaning that PT 38 shall stay on hold for the time being.

Decision 14 : TC3 decided in Seattle that the Secretary shall circulate to the NCs a call for experts to the new team MT 60617 and appoint Mr. Arto Sirviö as the Convener.

29.4. To consider New work item proposal for Dynamic graphical symbols, Document 3(Seattle/Secretary)5

The Secretary reported from the preliminary work regarding dynamic representation of graphical symbols. A document for comments had been sent to the National Committees for information about the preliminary work including the different forms for dynamic representation. The document included a question to the NCs asking them to prioritize the different forms for possible standardization. The result of this document for comments was presented.

Decision 15 : TC3 decided in Seattle that the Secretary shall circulate a work item proposal (WP) from TC 3 based on the presented questionnaire and the prioritizing of work as defined in the document.

30. Review of the P- and O- membership of the committee, document 3/1020/INF We have 20 P-members in TC3. Participation in voting is on acceptable level but participation in validation in the VT60617 is low. There is only a small group of “active members” in the team.

At the time of the plenary meeting TC 3 has 11 O-members. It was noted that Australia was listed in the report as O-member, which is no longer the case. Australia was a member at the time of the issuing the report but does not appear on the list at TC 3 Web page today.

31. Review of liaisons with other bodies (on subjects not already covered), and to specifically consider related decisions in the SCs:

Decision 16 : TC3 decided in Seattle to ask the Chairman and the Secretary to send a letter to the Committees which TC 3 has no active liaisons with and propose a cancelling of the liaison.

32. Update of the work program of TC3 The PW will be updated after the plenary meeting.

Prof. Hiroaki Ikeda noted that some of the work descriptions of the PTs and MTs in the TC 3 site are not correct. It was proposed that the Conveners of PT/MT should check the text at the site and, if required, send a correction to the Secretary.

33. Note and consideration of marketing efforts 33.1. Reports from the National Committees The Danish NC reported that Danish Standard has produced a guideline for use of IEC reference designation system according to IEC 81346. Mr. Karl-Anker Thorn presented a “Promotion Booklet” at the meeting.

34. Date and place of next meetings 34.1. Plenary meeting 2011 The Australian NC has announced in a letter to TC 3 that they are unable to offer TC 3 the opportunity to participate in the IEC General meeting 2011 in Melbourne.

The Finnish NC has offered to arrange the TC 3 meetings in Helsinki, Finland.

Decision 17 : TC3 decided in Seattle to gratefully accept the invitation from Finland to hold the plenary meeting the first week in October 2011 in Helsinki.

34.2. Plenary meeting 2012 The Secretary informed that TC 3 has been preliminary invited to participate in the General meeting 2012 in Oslo, Norway. TC 3 has accepted the invitation and preliminary booked plenary meetings and other meetings similar to this year. A decision from Norway is however still pending.

35. Other business Mr. Karl-Anker Thorn explained that because of his retirement, this meeting was his last plenary meeting and therefore express his thanks to all colleagues in TC 3.

A new element in this year’s IEC general meeting was the poster session. The technical committees were invited to prepare posters for presentation of the work in the TC. The purpose of the posters should be to show other committees especially about parts which could be of common interest. TC 3, SC 3C and SC 3D participated by presenting a poster per committee. The posters were available for viewing the whole week and specially presented by representatives from the committees in two evening sessions. There were rather few people visiting the evening sessions but due to the central location of the posters we can believe that the information presented in the posters was seen by most participants in the general meeting. TC 3 especially highlighted the new technical specification IEC/TS 62666, Guidelines for the inclusion of documentation aspects in product standards.

Prof Ikeda, former secretary, explained the historical background of “Undo” project from SC 3C Tel Aviv meeting in 2009. Japan suggested the position of China and United Kingdom to be clarified, both of which had no comments on 3C/1691/CD. China preferred Option 2 and United Kingdom Option 1. In the light of still being even, United Kingdom suggested to consider both options as A- and B-versions to be standardized in IEC 60417 rather than to propose one of them to ISO TC 145/SC 3 for inclusion in ISO 7000. After the discussion on the proposal, following DECISION was taken unanimously. A19.1 Questions raised by German National Committee on 3C/1710/CC SC 3C officers received Email from German National Committee of IEC concerning the observations of the Secretariat given in 3C/1710/CC on comment DE 01 and requesting a further justification of non-acceptance including answers to four questions. Draft justifications and answers to the questions were discussed in PT 62648 meeting. The results were further discussed in the SC 3C plenary DECISION 12 SC 3C in Seattle decided to accept an updated draft answers to Germany on 3C/1710/CC and to ask secretary to circulate an A-version. Change from the last plenary meeting: Australia is no longer an O-member. Under the circumstances, Pakistan seems not a P-member of SC3D. The Secretary of SC3D is requested to check records with IEC CO to find the exact status of participation of the country in SC3D. However, Mr. Eric Simmon is not listed on IEC HP as a Liaison Officer (LO), because of the problem of software specification of IEC-expert registration system, that the system cannot register an expert of non-member country of SC3D as LO of SC3D, while Mr. Eric Simmon is a registered expert of IEC 111 of which the US a P-member. B5. Summary of WG 2 discussion a) CRs to IEC 61360-4DB:

C0019, C0020, C0021, c0022, C0023 have been circulated since last meeting and reviewed at Seattle, C0019: (forest approach) Approved for promotion to the Validation Stage with a small modification of IEC CDD extension plan. Conformance to ISO8000 was dropped from the extension plan. It shall be separately discussed. A phrase in the plan, “an International standard” was changed to “dictionary as an International standard”. C00020: (environment property) Evaluation vote as a whole was not successful.

Improvement of definitions for a number of items was requested.

C00021: (reconfiguration of the root node properties) Evaluation vote was not successful. Going into Extended procedure is supported as a consensus of SC3D/WG2 members,

A new CR from Japan (to revise definitions on resistor and its family)

to be circulated as a CR for evaluation vote. From, SC3D chairman, a question was raised by Chairman about the appropriateness of the current classifications and definitions of the “fixed” and “variable” resistors. For temperature resistor whose resistance varies with temperature is classified as fixed resistor. Necessity to contact with TC40 for an expert view was agreed. With an intermediary of Mr. Addie Dijkstra, the Secretary of TC40, Mr. Ronald Drenthen was contacted, at Seattle, and he confirmed cooperation for the review.

b) IEC 62656 Standardized ontology register and transfer by spreadsheets Part1: The final draft for CDV was reviewed. After editorial correction of minor details, submission to SC3D secretariat projected before 2010-10-25.

Part2: The final draft for NP/WD was reviewed.

It is aiming at TS. Circulation for NP/WD vote is expected immediately after the meeting, with an aim to collect comments and reflect them in the content quickly.

Part3: Delayed. Submission to SC3D Secretary for NP/CD is expected at the end of year 2010.

c) NP/DTS titled “Identification of units for computer based processing” DTS was reviewed. It was mentioned that strictly applying 29002-6 will invalidate the current identifiers used in IEC61360, and IEC62656 and proposed in the DTS, for (i) 29002-6 obliges the use of CSI(code space identifier) within DI(data identifier) while the current IEC61360 does not use it, and IEC62656 does not oblige the use of it. The code given in DTS does not have DTS. This means, DI for units explained in the DTS and that defined in ISO29002 are contradictory. Necessity to relax the specification is recognized. Beside Germany, Netherland and Japan gave support for the standardization. Another P-member country should be found in the process of NP voting.

B6. Liaison reports and other activities related to IEC 61360 IEC TC111 Mr. Eric Simmon reported that the request for application of the database procedure was approved by SMB. This means the basic attributes used for the description of Material Declaration will be maintained in a form of database content. The content itself or its copy may be maintained in IEC CDD. ISO TC184/SC4 No meeting of ISO TC184/SC4/WG2 (PLIB) was held this year. Thus no joint meeting has been held between SC3D and ISO PLIB groups. ISO 13584-42Ed2 is finally in the ISO publication stage in July 2010. IEC TC93 It is reported as an SMB decision that the provisional extension of the TC93 for a year was approved. For joint working group, the draft for the scope was proposed by TC93, and comments or counterproposal are sought. It was decided in SC3D for a creation of JWG, SC3D defers the decision until the P-membership issue of TC93 finds a way out for solution. In parallel, the scope statement from SC3D will be prepared in SC3D: At the moment, SC3D prefers that the JWG would concentrate on methodology of mapping between dictionaries, especially the mapping between IEC CDD and other consortia dictionaries, than discussing system and architecture of mapping and messaging, etc. that may infringe on the scope of other TC/SCs, including ISO TC184/SC4. IEC TC57 The necessity to have a liaison with TC57 was discussed at SC3D plenary and agreed. SC3D nominates Mr. Hiroshi Murayama as the liaison officer from SC3D to TC57. Although the secretary and chair of TC57 are positive, formal establishment of the Liaison requires the consent of the TC57 plenary. (1) SC3D appreciates the effort of the proposer to effect a better user access and control to the properties defined at the root. However the problem ranges over many properties and the structural details of the necessary change are not fully elaborated. Therefore, a document that fully explains the structural details of the configuration of the properties and the rationale for the grouping of the properties is needed. Under this situation, SC3D resolves that CR 21 should be processed through the extended procedure. (2) SC3D decides to develop an Exploitation rights statement to the effect that proposers guarantee that the content proposed is freely available for exploitation by IEC and for publication, including publication on the online database, under the license conditions of IEC CDD. No third parties exploitation rights shall restrict the use of the proposed content.

(3) SC3D resolves that Content extension plan shall be circulated as an official policy of IEC SC3D

(4) S3D requests TC3 to support that part1 and part2 of IEC 61360 be recognized as horizontal standards. (5) SC3D welcomes eventual IEC TC111 project to store and maintain IEC TC111 material declaration properties in IEC CDD.

The WG2 requests that the WG2 in Korea would be held for 3 days in the week 2011-05-16(Mon) to 2011-05-20(Fri), as a first choice. or in 2011-05-30(Mon) to 2011-06-03(Fri) as the second choice. Otherwise the participation of WG2 members is extremely difficult.

SC3D requests that Korean national committee for SC3D will provide SC3D, the exact date and place for the meeting to be held in Korea, as quick as possible.

C3. Notes from the Workshop C3.1 Implementation of Annex in standards for listing of DET It have been discussed how to identify, describe and list the Data Element Types (DET) in any standard for to be able to include them in the Component Data Dictionary (CDD). The purpose with this part of the workshop was to discuss the best practise for this task. Mr. Hans Brückner presented an example of how to list the DETs used in a standard. After a short discussion the following proposal was addressed to the plenary meeting:

· Data element types (DET) used in a standard should, if required, be listed in a “short form”. This means that DET identification, name and definition shall be listed in an annex to the standard.

· The requested annex to the standard should also include a link to the complete “DET definition pages” in the CDD. These pages will include all required data.

· It was also proposed that the annex should include a description of the benefit of using the standardized DET-definition.

A “data information model” for the DET may be used to better describe the relations of information. This model shall not be included in the above proposed annex, but be presented in a separate annex.

C3.2 CDD presentation and short discussion of new Change requests related to other standards Mr. Reinhard Nerke shortly presented the Component Data Dictionary, CDD. It was shortly discussed about “how needs the CDD” and “how to use the CDD”. Mr. Nerke showed examples of how data from CDD can be used in catalogues or data sheets by referring the data element definition to the CDD.

C3.3 Presentation of new multilingual data base platform for IEC 60617DB The new, not yet released, multilingual platform for the IEC 60617 DB was presented and demonstrated by Mr. Alan Maislisch. The participants expressed their satisfaction with the result provided by Alan Maislisch and his team. Even so, some additional features was discussed and proposed in the meeting, eg.:

- Possibility to set up a homepage in own language - Multilingual search function - The left side menu in own language

C3.4 Presentation of work related to combination of graphical symbols The ongoing discussion regarding new symbols for installation diagrams and “Combined symbols” was presented by Mr. Sven-Anders Lejdeby, see 3WS(Seattle/Secretary)3. It was proposed to further discuss these issues and prepare necessary documents for voting but the validation team is not considered to be the right team for the matter. The Secretary has tried to “wake up” the former PT 60617, however, without success. JP NC proposes to set up a maintenance team MT 60617. Another proposal has been given by Mr. Sumio Araki, convener of PT38, which was to recall PT38 and let this team handle the matters. The proposals were brought to the plenary meeting for decision. The preliminary result of the questionnaire 3/1023/DC regarding recommendation of the draft for technical report of mnemonics to be used in relation to the symbols in IEC 60617DB as circulated was shortly presented, see 3(Seattle/Secretary)7. The closing date of the questionnaire is 2010-10-15, the day before the plenary meeting, meaning that the final result will be presented and further discussed at the plenary meeting. C3.5 Presentation of NP for Dynamic representation of graphical symbols The preliminary work for proposal of a new work item related to “Dynamic graphical symbols” was presented by Mr. Sven-Anders Lejdeby, see 3WS(Seattle/Secretary)4. The result of the questionnaire 3/1013/DC was presented in a table showing the proposed prioritizing of the work. The result will be further presented and discussed in the plenary meeting.
