In their struggle for economic and social progress, most developing

countries strive to attract foreign invest-ments, in particular international aid funds.

The positive outcome of these efforts depends on a wide array of factors including the aid recipi-

ent country’s preparedness in terms of having high quality pre-investment studies available as well as

professionals who are experienced in leading or partici-pating in full-fl edged investment project appraisals.

The purpose of International Development Project Appraisal, Execution Planning and Monitoring is to provide the reader with

an overview of the various analytical efforts involved in prepar-ing and appraising a development project funded in cooperation

with international donors. It puts emphasis on explaining the key concepts in a simple fashion and on showing the interrelationships

between the various facets of project preparation and appraisal. Professionals and students with an interest in development work

Joseph Martial Ribeiro has a background in civil engineering and holds a Ph.D. in hydrology. He has acquired extensive experience in the area of pre-investment studies for international development projects, as

well as project preparation and appraisal, in particular on the African continent. His professional activities have led him to interact with a variety of stakeholders and professionals from diverse social and academic backgrounds, which has greatly enriched his perspective. He is currently

a manager at the African Development Bank.

For this reason, a number of them fail to live up to their full potential in attracting much-needed devel-opment aid resources. As a matter of fact, many development funds periodically report that their resources go unused due to a lack of well-prepared and well-appraised projects to which they could commit resources. Figures, tables and examples are used throughout the text to explain the key concepts and illustrate the rela-tionships among the many activities involved in preparing and appraising a development project. Development pillars, the project cycle and project formulation studies are discussed in the intro-duction, followed by a detailed examination of project appraisal activities. The book goes on to discuss project implementation planning and monitoring before addressing the issue of the funding of recurrent costs generated by develop-ment projects in developing countries and con-cluding with some observations on the best way to move forward.

A U T HORJoseph Martial Ribeiro is a professional civil engineer who holds a Ph. D. in hydrology and is a registered member of the Quebec Order of Engineers. He has authored a number of scientifi c papers in the areas of hydrology as well as the book Procurement of Goods, Works and Services in Development Projects − With an Overview of Project Management (Presses internationales Polytechnique, 2009) in the context of international development aid. His work experience includes academic and industrial research, private consul-tancy and academic lecturing. He has acquired extensive experience in development project formulation, appraisal and implementation plan-ning across the African continent. He is currently based in Maputo, Mozambique, and works as a manager at the African Development Bank.
