What is Horizon 2020?

• The EU Framework Programme for Research & Innovation

• The biggest multinational programme of its kind with a budget of almost € 80 billion

• Your central entry point and easy access to European research and innovation

• Horizon 2020 welcomes researchers & institutions, public and private, from all over the world

Objectives:

Strengthening the Union’s excellence and attractiveness in research and innovation and its economic and industrial competitiveness; Tackling global societal challenges; Supporting the Union’s external policies.

The strategy differentiates between three country groupings:

• Industrialised and emerging economies (which will only receive funding under specific conditions);

• Enlargement and neighborhood countries (eligible for automatic funding); and

• Developing countries (eligible for automatic funding).

There are two ways to participate:

• Collaborative projects

Include at least 3 legal entities from 3 different countries of the EU or from Countries Associated to Horizon 2020

• Participation of individual researchers

Researchers of all nationalities are welcome to participate

Whether they can get funded via H2020 is, however, a different question!

Towards Horizon Europe – based on the Commission proposal

• Promote and integrate cooperation with third countries based on common interest, mutual benefit and global commitments to implement the UN Sustainable Development Goals;

• Extend its openness to association of third countries (e.g. Canada) to make cooperation and co-funding as smooth as possible;

• Continue its general opening for international participation, for entities from both industrialised and from developing countries, and continue its funding of entities from low-mid income countries and only exceptionally of entities from industrialised countries;

• Launch targeted actions to pursue strategic international cooperation in line with EU priorities; and

• Be more proactive in seeking synergies with other Union programmes, including the External Instrument.

COM proposal on the association of non-EU third countries

Horizon 2020: • Acceding and (potential) candidate countries, • EFTA members and • European Neighborhood Policy countries and • Countries already associated with the 7th Framework Program Horizon Europe: all countries in the world without geographic proximity to Europe…. • good capacity in research, technology and innovation • open right-based market economy supported by democratic

institutions (including fair and equitable coping with intellectual property rights),

• Measurements to actively improve economic and social well-being

• But individual parts of the program may be excluded and no decisional power on the programme
