The International Conferences 2010 - 2011

The following pages are devoted to a brief description concerning the participation of Professor PhD Cătălin Popescu, from the Management-Marketing Department, in three international scientific conferences, which were carried out on three different continents: Asia, Europe and North-America, during the academic year 2010-2011.

The organizations in charge with these events are represented by two authorities in the academic field: WSEAS (The World Scientific and Engineering Academy and Society) and IEEEAM (The Institute for Environment, Engineering, Economics and Applied Mathematics).

According to the information posted on WSEAS official website (www.wseas.org), “The WSEAS is a world, scientific-engineering, academic, non-profit organization that promotes the development and the unified consideration of new mathematical methods and computational techniques as well as their applications in science and engineering. Also, WSEAS supports, in general, the research and the diffusion of the scientific and engineering knowledge, especially in the areas of mathematics, computer science and electrical engineering as well as their interaction to other sciences (physics, chemistry, biology, medicine, engineering, economics, business, earth sciences, space sciences etc.”

Also, based on the data offered on IEEEAM official website (www.ieee.am), “IEEEAM is an Institute under the British Law (UK), devoted to promoting economic and cultural advancement. Established in 2006, the Institute organizes multidisciplinary conferences for academics and professionals, mainly in the fields of engineering, science, and education. The Institute for Environment, Engineering, Economics and Applied Mathematics holds conferences and courses in both industrialized and developing nations. 9TH WSEAS INTERNATIONAL CONFERENCE ON EDUCATION AND

EDUCATIONAL TECHNOLOGY (EDU'10) (event which took place in Japan,

Iwate, 4th OF October - 6thOF October 2010)

Professor PhD Catalin Popescu presented the paper entitled: “Educational Software for the Calculation of Thermodynamic Values of Real Gases for the Training of Engineering Students in Romania”, which was included in the Conference Program, in the session called: ”Engineering Education”, on 4th of October, within the time module 11.00-13.00. The paper was signed by the authors: Catalin Popescu, Sorin Neacşu and Silvian Suditu.

The previously mentioned paper could be summarized by the following paragraph:

“The hereby research study puts forward the development and the use of a modern and effective training and learning strategy for future engineers in the oil industry. The authors’ preoccupation is driven towards the development of an effective, complex teaching-learning instrument and, at the same time, attractive and easy to use by the students who study engineering sciences. In this respect, our research study presents the “Real Gases” software, a learning tool used for the calculation of thermodynamic values of gases and gas mixtures, both hydrocarbons and other gases”.

Having specified the scientific fundamentals, we will pay attention to the location of the conference, in order to understand its cultural implications.

Iwate faces the Pacific Ocean on the east, and borders Aomori Prefecture on the north, Akita Prefecture on the west, and Miyagi Prefecture on the south. The prefecture is surrounded by mountains on the west, north and east, while the valley of the Kitakami River is running from north to south, through the center of the province, including the capital. The coast is

very rugged, with little space between the mountains and the sea.

Among the several theories concerning the origin of the name ‘Iwate’, the best known tale, 'Oni no tegata,' is that associated with Mitsuishi Shrine in Morioka. (The Mitsuishi, literally meaning ‘three rocks’, are said to have been thrown into Morioka by a volcanic eruption of Mount Iwate). According to the legend, there was once a devil that often tormented and harassed the local people. When the people prayed to the spirits of Mitsuishi for protection, the devil was immediately shackled to the rocks and forced to promise never to trouble the people again. As a sign of this promise, the devil left a handprint on one of the rocks, thus giving rise to the name Iwate, literally meaning ‘rock hand’. Even now, after a rainfall, it is said that the devil’s handprint can still be seen.

In addition, as everybody knows, conferences mean social and cultural activities, therefore, during the conference there were included some cultural activities, such as: visiting Hoonji Temple (Morioka), the Conference Banquet (including Japanese traditional dances or tea serving ritual).

Inside Hoonji Temple, there are 500 statues of Buddhist disciples. They are made of wood with a finish on lacquer or gold. After having started in 1731, it took 9 sculptors working for 4 years to complete it. The works include statues of Kublai Khan and Marco Polo. Furthermore, a unique experience for any tourist that visits Japan is to travel by the high speed trains, called Shinkansen.

INTERNATIONAL CONFERENCE OF THE INSTITUTE FOR

ENVIRONMENT, ENGINEERING, ECONOMICS AND APPLIED

MATHEMATICS CALLED: DEVELOPMENT, ENERGY, ENVIRONMENT,

ECONOMICS (DEEE) (event that took place in Canare Islands (Spain),

Tenerife, Puerto de la Cruz, 30th of November - 2nd of December 2010)

At this event, Professor PhD Catalin Popescu was invited as plenary speaker, with the paper entitled: „The importance of results dissemination within multinational environmental projects. Study Case: Project CIVITAS – SUCCESS”. The paper’s authors were: Catalin Popescu, Augustin Mitu and Daniela UŃă. The presentation was held in the Conference Plenum on the 1st of December 2010, from 9.30 to 10.00 a.m. Details about the presentation can be found at the

The paper could be summarized by the following paragraph:

”The main purpose of the projects, co-financed by European Community, is to enhance the life of European citizens by implementing measures with immediate or long term effect. One of the main sectors targeted by the EC projects is the transport sector. The transport sector plays a critical role in modern economies, but the sector also accounts for an increasing share of energy used and gaseous emissions. In the European Union the proportion of energy used by transport accounts for 29%, industry consumes 32%; and residential and other sectors the remaining 39%. Land transport accounts for 86% of total EU consumption in the transport sector, and almost all the energy used is in the form of oil products. This presents a challenging problem regarding security in energy supply. More than 80% of EU citizens live and work in cities, and it is here that the environmental problems caused by the transport sector become most acute. Irrational use of energy combines with environmental degradation, which in turn is linked to increasing traffic congestion. Program CIVITAS II specifically calls for the use of technologies, which are developed but not yet mainstream and the focus should be on short/medium term alternatives, i.e. innovative biofuels and natural gas, including hybrid vehicles that use these fuels. SUCCESS (Smaller Urban Communities in CIVITAS for Environmentally Sustainable Solutions) contributed to the implementation of many of the EU's policies, especially environment, energy and transport. It also answers to various questions of European wide interest and of strategic importance.”

At this conference, Professor PhD Catalin Popescu presided as Chairman the session called: ”Advanced Development”, which was carry out on the 1st of December 2010, within the time module 18.30-20.30. The following paragraph contains some facts and information related to the Conference location.

From the wide-open skies of the volcano Mount Teide right down to the splendid beaches and everything in between, this sub-tropical paradise contains unique plants, flowers and wildlife that will delight you. And with great bars, cafés, restaurants, and nightclubs, the nightlife here will impress the most exigent tourist. 6

Puerto de la Cruz is one of the top destinations in the Canary Islands. Located in the north of Tenerife, this attractive and bustling resort has been a firm favourite with tourists for several decades. Today it remains as popular as ever. It is nestled in the beautiful region of the Orotava Valley, an oasis of lush green landscape and tropical fruit plantations. The Old Town is very pretty with a distinct Canarian character. Much of the area around the old fishing port is full of narrow cobbled streets lined with traditional colonial-style cafés and bars.

This event was completed, as usual, by some cultural activities or historical and geographical moments related to Tenerife.

Furthermore, a trip was organized having as destination Mount Teide, the Volcano. Additionally, the Conference Banquet, that took place on 1st of December, starting at 9.30 p.m, Valle Mar Hotel from Puerto de la Cruz, gave the opportunity to all the participants to find out many interesting things concerning the Canarian kitchen and traditional music. In order to better understand the context and to have a closer look at the conference ambient, this part of the material is completed by revealing photos.

5TH WSEAS INTERNATIONAL CONFERENCE ON BUSINESS

ADMINISTRATION (ICBA’11) (event that took place in Mexico, Cancun,

Puerto Morales, 29th of January - 31st of January 2011)

The paper included in the Conference Program, in the session entitled: ”Business Administration II”, was presented by Professor PhD Catalin Popescu on 30th of January, within the time module 11.30-13.30. The paper’s title was: “Procedure for Transport Projects Dissemination” and it was the result of the collaboration between: Augustin Mitu, Catalin Popescu şi Daniela UŃă. The paper’s main message could be summarized by the following paragraph: “Project dissemination begins with the project and virtual never ends. Experience gained by project partners is increased by dissemination within the project and can become a starting point for others by dissemination outside the project. A procedure can be developed, at transport projects level for better dissemination based on the experience gained in disseminating CIVITAS SUCCESS Project. This procedure includes the purpose of dissemination, the field of application for project results, responsibilities for functions involved, activities to realize and records that need to be kept”.

Furthermore, Professor PhD Catalin Popescu was designated Chairman of this conference, more precisely of the session called: ”Business Administration II”, that was held on the 30th of January 2011, within the time module 11.30-13.30.

Moreover, looking at the event’s location it is necessary to mention a few aspects.

Puerto Morelos is the proper place for relaxation: watch the sunrise on the beach, meet the locals, explore the natural wonders, such as the coral reef (500 meters from shore), work on your tan, or simply soak up the serenity. Wedged between the bustling cities of Cancun and Playa del Carmen, it has maintained its peaceful atmosphere of a charming

Mexican fishing village living up to its nickname "La Joya del Caribe" (Jewel of the Caribbean).

The community, a mix of locals and foreigners, works hard to protect Puerto's status as a National Marine Park and keep development to a minimum. Its close proximity to the airports and bus terminals makes Puerto Morelos a perfect base for exploring the Yucatan Peninsula. The National Marine Park, part of the Grand Mayan Reef the world's second largest barrier reef, is only 800 meters from shore. You can go swimming comfortably and the area is ideal for diving, windsurfing and other water activities. Near the entrance of the town there are: the only Botanic Garden in the region and a Zoo. The town is edged by mangrove swamps on the west and it is populated by beautiful local fauna. On the Eastern coast there are wide white sand beaches that are swept by waves of the Caribbean Sea.

Noteworthy is the fact that in respect of the event, in the Conference Program were included some cultural and social activities, such as: visiting Playa Carmen Town or the Conference Banquet with Mexican traditional music.

All in all, the academic year 2010-2011 was marked by three Conferences, from Japan to Spain and up to Mexico, that offered not only the possibility to share valuable scientific information, but also to establish an important channel of communication between diverse cultural spaces.

The Regional Conference “Society – Technology – Life” (Conférence

régionale ”Société – Technologie – Vie”)

The Office of The Francophone Academic Agency for Central and Oriental Europe, in association with ”Alexandru Ioan Cuza” University of Iasi, have organised on the 8th and 9th of April 2011, The Regional Conference ”Society – Technology – Life”.

The high interest in the Francophone phenomenon was emphasized by the great variety of countries that took part in the event. Therefore, the Conference brought together 77 representatives of French-speaking research centers, coming from 38 universities and 9 countries of Central and Oriental Europe, among which we can proudly mention Romania as the host of the event.

”Petroleum - Gas” University of Ploiesti was fairly represented by the International Relations Prorector – Professor PhD eng. Liviu Dumitraşcu.

The Regional Conference ”Society – Technology – Life” was one of AUF’s multiple celebrations of the 50th anniversary in Central and Oriental Europe.

The Conference was structured in three main workshops devoted to the following essential topics: Society, Technology and Life; and a fourth workshop, which dealt with the interdisciplinary themes issued during the previous meetings.

Ms. Liliane Ramarosoa, Manager of The Regional Office of The Francophone Academic Agency for Central and Oriental Europe, opened the session. The urgent questions that guided the discussions were: ”How to define themes that would favor the multidisciplinarity and interdisciplinarity of the essential topics?” and ”What are the main types of research projects, education and formation plans ( Master and PhD) that would encourage partnerships between the regional universities?”

The final decisions of the Conference concerned the fundamentals of the scientific policies regarding the francophone cooperation for the coming years and the type of regional and inter-regional projects to be developed in the period 2011-2013.

Main objective

Improve the quality and relevance of the educational offers for higher education, by means of innovative actions designed to ensure the quality of the educational process and to align it with the labor market demands.

Specific objectives

1. Improve the university management and increase the capacity of the higher education institutions to provide continuous professional education aligned with the ever changing demands of the labor market, by training in the university management processes.

2. Increase the study opportunities and promote innovation in higher education system by developing and implementing software solutions, in order to upgrade the educational process and activity.

3. Professional development of students and of the teaching staff responsible for the quality of the higher education, by engendering new competences for the labor market.

4. Develop, improve and implement the students’ performance evaluation system and the evaluation and monitoring system of teaching, learning and management activities in higher education.

5. Promote innovative activities, in order to increase access to higher education and to better align it with the labor market.

The project

o enhances actions meant to reorganize and improve the quality of the higher education system;

o its target is to encourage competitiveness and to improve the higher education system capacity to align with the changes that take place at the level of the society ;

o develops flexible ways of learning by creating and providing programs to educate and to perfect the teaching staff. In this respect, it uses software technology in teaching/ learning, management activities and in university planning.

o to improve study opportunities for students; to develop and implement a training course for the teaching staff, in order to increase the management quality of the academic partners.

The target group: students; members of the committees ensuring quality at the level of the university; staff involved in the development of the programs for higher education system; members of the management committees from the universities ; staff involved in the development and professional qualification at the level of the universities.

Project title

From Theory to Practice by Means of Simulated Enterprise Beneficiary: Ministry of Education, Research, Youth and Sports

Project objectives: POS DRU Main Objectives; Equality of chances; Sustainable development; Innovation and software technology; Transnational approach.

The general objective of the project is to develop working competences for those persons that are in a process of transition from school to active life. As a consequence, its purpose is to improve insertion on the labor market by increasing young graduates adaptability to the demands of the working place, by means of the “simulated enterprise”, innovative method.

Specific Objectives:

1. Facilitate the insertion and maintenance of young graduates on the labor market by realistically anticipating the demands of the working place, by means of the “simulated enterprise”;

2. Implement an innovative application for higher education

3. Facilitate the exchange of the “simulated enterprise” KNOW-HOW between two EU members.

In terms of the objectives AP.2, DMI.2.1 of POS DRU, the project will achieve the goals mentioned through direct contribution to the process of transition from school to labor market: using specific applications to increase education and training relevance for the labor market, establishing correlation with the dynamics of the labor market, developing the necessary competences for the integration and maintenance on the labor market and developing students entrepreneurial skills.

Envisaged Results

The main contribution of the project is the modernization and diversification of the way in which the delivery of entrepreneurial education is made in the universities( the focus is on the real experience in companies).

This is done by using the resources and services offered by the “simulated enterprise”. The “simulated enterprises” will be the “ mirror image” of the real companies on the market in the region. This modern method changes the teacher into a consultant and the student into a virtual enterpriser, thus creating a new way of transmitting information and gaining experience, aligned with the market economy demands. Equally, the project is a new way of teaching students, which will contribute on the one hand to their insertion and maintenance on the labor market - it

will also reduce the ”brain-drain” in favor of other states - on the other hand it will increase the students possibility to choose an entrepreneurial career. This will finally lead to regional development and an increased number of working places by starting new companies.

Developing Entrepreneurial Skills – an Efficient Alternative to Align with the

Labor Market in the Knowledge-based Society

The Project ”Developing Entrepreneurial Skills – an Efficient Alternative to Align with the Labor Market in the Knowledge-based Society” is part of the Sectoral Operational Program for Human Resources Development 2007-2013 (SOP-HRD) and it is financed by the European Social Fund according to contract no. POSDRU/92/3.1/S/62353. The project lasts three years (January 2011 – December 2013) and it is implemented by the ”Polytechnic” University of Bucharest through their Counseling and Career Guidance Centre in partnership with: ”Petroleum – Gas” University of Ploiesti, the Administration Agency of the National Network for Education and Informatics Research and S.C. Active Consulting & Training SRL.

The general objective of the project ”Developing Entrepreneurial Skills – an Efficient Alternative to Align with the Labor Market in the Knowledge-based Society ” is to inform and train employees and managers into the entrepreneurial field, as well as assist the persons willing to start an independent activity; the purpose is to increase the ability of the target group to put into practice business opportunities, as well as to ensure multiple opportunities for proactive participation and to increase the level of adaptability on an inclusive and flexible labor market.

On the long term, the project ”Developing Entrepreneurial Skills – an Efficient Alternative to Align with the Labor Market in the Knowledge-based Society ” outcomes ensure its sustainability and it aims at:

(a) developing entrepreneurial competence and business starting skills for 500 persons by instructing and training activities specific to this field, as well as certifying 95% of the participants in this accredited training program of the entrepreneurship education;

(b) improving the target group skills to develop and to implement projects, business ideas, in order to increase the competitiveness of the Romanian business environment;

(c) better exploitation of opportunities on the labor market, by creating a network and The Entrepreneurial Assistance Center, directly addressing those who want to start a business / freelance activity.

The project ”Developing Entrepreneurial Skills – an Efficient Alternative to Align with the Labor Market in the Knowledge-based Society” thus contributes through its objectives to the achievement of the main goal of the priority axis 3 “Improving Adaptability of Workers and Business” and of the major intervention field 3.1 ”Promoting Entrepreneurial Culture”.

The aim of the project is to correlate the educational process carried out in “Petroleum- Gas” University of Ploiesti with the present and future demands of the socio-economic system.

The computer application helps the graduates communicate and maintain contact with the bussines environment or with other social partners, which are considered to be the beneficiaries of the professional education granted by the University. It includes a software application for the management of documents.

The Web platform designed to manage the data coming from the graduates and economic agents for the purpose of adapting the managerial policy to the socio-economic demands, keps track of the students and graduates of the University and also keeps them in touch with the labor market, in order to better take charge of educational and research activities.

Function and capacity of web platform:

o Create and manage a data base which includes: o gathering data related to the student’s profile; o gathering data relevant for the economic environment, seen as a potential employer of

the University graduates. o Observation, classification, statistical analysis and export of synthetic web documents, based

on the data processed and gathered in a new database; o The platform includes a web application for notifications sent to graduates and to potential

employers; o The platform includes, as well, an application for creating and sending web messages to

authorised users of the Documents Management; o Application. Users’ access:

The users’ connection differs depending on the user type. There are 4 categories of users, including a System Administrator: o System Administrator; o Authorised Users having access to the Documents Management Application; o Users type “ Graduates/ Students “of the University; o Users type “Employers”.

After authentification, the access to the elements of the interface (menus, submenus, forms, fields, etc.) and to the Application functions, its granted differently, according to the access rights of the user.

Depending on the type of the user connected, the Application displays different pages:

o System Administrator Page o Graduate Page o Employer Page o Documents Management Application Each page has options and facilities specific to the user type.

General Presentation of the University of South Brittany (Université de

Bretagne-Sud)

Founded in 1995, the University of South Brittany (UBS), is now recognised as a central player in the social promotion as well as in the economic and cultural development of the region. Multidisciplinary, modern and innovative, the University of South Brittany is in constant growth due to its strong links to its local environment and its vocational outlook.

Ideally located between land and sea, the University of South Brittany has three campuses : Lorient, Vannes and Pontivy, which is situated in the inland heart of South Brittany. With a teaching staff of 782 lecturers, of whom 484 are professors and senior lecturer-researchers, UBS has currently more than 8500 students enrolled and offers some 93 degree courses, ranging from Bachelor's level to doctoral studies. Its buildings cover some 88 187 m² of built surface.

The University of South Brittany is a founder member of the European University of Brittany – UEB – which is one of the 9 Higher Education and Research clusters (PRES) created by decree in March 2007. UEB brings together all the Breton universities and higher education establishments into a structure with 70000 students and over 7000 teaching and research staff. The role of UEB is to promote doctoral studies, research and technology transfer, and aims to give Brittany a better international profile.

The University of South Brittany participates actively in public higher education and research. UBS offers undergraduate and graduate degree courses in addition to continuing education. This entails student welfare and career advice, the promotion of basic and applied research,

technology transfer, the dissemination of scientific and technical culture as well as international collaboration.

The University consists of:

o 3 Faculties (UFR): The Faculty of Arts, Humanities and Social Sciences (LLSHS); The Faculty of Law, Economic Sciences and Management (DSEG) ; and the Faculty of Sciences and Engineering Studies (SSI);

o 2 Technological Institues (IUT) teaching two year courses for technicians with one primarily concerned with the engineering and technical sectors (Lorient), and the other dealing with business and management issues (Vannes);

o An Engineering School (ENSIBS ; o 10 state recognised research groups : Laboratoire d’ingénierie des matériaux de Bretagne

(LIMATB) which concentrates on material sciences; Laboratoire en sciences et techniques de l'information, de la communication et de la connaissance (LabSTICC) which works on information systems, telecommunications and mechatronics; Laboratoire de biotechnologie et chimie marines (LBCM) working on biotechnology and marine sciences; Laboratoire de mathématiques et applications des mathématiques (LMAM) specialised in applied mathematics ; Laboratoire de recherche en informatique et ses applications (VALORIA) for software engineering and computer sciences; Centre de recherches historiques de l’Ouest (CERHIO) specialised particularly in maritime history; Centre de recherche en psychologie, cognition et communication (CRPCC) which works on applied psychology, ergonomics and communication systems; Héritages et constructions dans le texte et l’image (HCTI), a humanities research group bringing together literature and languages, cultural studies and linguistics; Institut de recherche sur les entreprises et les administrations (IREA), working on company law, management and administrative procedures ; Géoarchitecture ; Géosciences marines et géomorphologie du littoral (GMGL), a research group working on geographical, territorial management and geology of coastal and maritime environments.

Our courses cover the full range of in the French higher education system in conformity with the Bologna Process : from Bachelor studies, national technology diplomas to PhD. These studies are in four main areas:

o law, economic sciences and management; o literature and languages; o humanities and social sciences; o sciences, technology and health.

UBS is well-known as a welcoming university that looks after its guests and offers a secure environment for all categories of student, particuliarly for doctoral students carrying out research within our research groups and laboratories and under the supervision of our lecturers and professors.

On the 3rd May, a delegation from UBS, consisting of the Pro Vice Chancellor for International Relations, Pr. Dr Geoffrey Williams, and the Pro Vice Chancellor for the Administrative Council, Dr Ioana Galleron visited Ploiesti. In Ploiesti, they met Pr. Dr. Liviu Dumitrascu, Vice-Rector for International Relations, Pr. Dr. Vlad Ulmanu, Rector of the Petroleum-Gas University, as well as a panel of teaching staff from the department of literature and languages.

The visit provided the opportunity to take stock of existing (ERASMUS mobility, teaching staff mobility in literature and languages and in history, participation in European projets such as AQOR, co-supervision of theses…), and to discuss strategic priorities for the further development of relations. The outcome of these discussions is that new links can be built in the three following areas:

o Civil engineering, notably within the context of technology and knowledge transfer from UBS to PGU in the areas of applied research and collaborations with industry;

o Economic sciences and management: collaboration in the master’s programme « Business Management » ;

o Applied linguistics, notably in corpus linguistics and the use of computers for the management of language data.

Links already exist between staff members, the comparable size of our institutions and the necessity that both share to find a place within a higher education environment dominated by large institutions, as well as the dynamism of our respective teams are major assets in the further development of relations.

PAMUKKALE UNIVERSITY, TURKEY

Pamukkale University (PAU) was founded in 1992, in Denizli (Turkey). Even though it is a young institution for higher education, it had developed rapidly (30.000 students and 1400 memebers of teaching staff), with an established and renowned prestige. It is considered one of the leading universities of Turkey, as concerns the occupational education programmes, foreign language education, research and development areas and social resources.

The present-day academic structure of Pamukkale University includes seven faculties (Faculty of Education, Faculty of Arts and Sciences, Faculty of Economics and Administrative Sciences, Faculty of Engineering, Faculty of Tehnical Education, Faculty of Medicine), three institutes (Institute of Applied Sciences, Institute of Health Sciences, Institute of Social Sciences), carrying out undergraduate and graduate programmes (bachelor, master programmes, Ph.D.programmes) and six vocational higher education schools (Çivril Vocational Higher Education School of Health Services, Honaz Vocational Higher Education School, Bekilli Vocational Higher Education School, Buldan Vocational Higher Education School).

The educational activities in Pamukkale University take place in modern facilities with refurbished infrastructure and superstructure, up-to-date laboratories and libraries.

The Turkish University has developed a wide network of collaboration relationships by means of Lifelong Learning, Erasmus Programme and international cooperation agreements .

Since 2008, the year when Petroleum-Gas University of Ploieşti signed the first Erasmus agreement with Pamukkale University, the cooperation relations between these two universities have expanded. Other Bilateral Agreements were signed between different departments within our institutions (Environmental Engineering, Geology, Public Administration, Mathematics, Informatics, Chemistry, History, Western Languages and Literatures, Language and Philological Sciences, Department of Turkish Education, Economics and Other Social Sciences, Public Finance). In short time, the Erasmus Agreements proved to be mutually beneficial for both our universities: 14 PGU professors from different departments taught courses at Pamukkale University and 16 professors from PAU came to lecture to our university. We have put a lot of effort into making functional the students mobility component: two students from PGU studied a semester at Pamukkale University, in the Public Administration Department and six students from Turkey have already finished their Erasmus training period in our university ( Mathematics, Public Administration, Foreign Languages and Literature). Eventually, on September 27th, 2010, Petroleum-Gas University of Ploieşti and Pamukkale University signed a Cooperation Agreement which works as a framework for future collaborations.

Par sa tenue scientifique remarquable et par son comportement, caractérisé par générosité et abnégation professionnelle, M. Alain Jean Michel BURLAUD a gagné un bien mérité prestige dans le monde scientifique international. Mentor de l’Institut National de Développement Economique (I.N.D.E. Bucureşti) et des nombreuses collaborations dans le cadre des programmes financés par l’Union Européenne, la personnalité du professeur Alain Jean Michel BURLAUD a profondément marqué l’enseignement de l’ASE Bucarest, de l’Université « Valahia » de Târgovişte et de l’Université Pétrole – Gaz de Ploieşti.

Activites d’enseignement

Monsieur le professeur ALAIN JEAN MICHEL BURLAUD, licencié en sciences économiques (1968), docteur ès sciences de gestion (1976), professeur des universités (1979) est un chercheur appliqué, un prestigieux enseignant, personnalité renommée au niveau international dans le domaine des sciences économiques.

La carrière dans l’enseignement du M. Alain Jean Michel BURLAUD a commencé en 1969, comme assistant à l’Ecole Supérieure de Commerce de Paris (ESCP) pendant 3 ans.

Entre 1972 – 1994, il a continué les activités d’enseignement à: Suresnes (professeur agrégé au Lycée Langevin – 1972/1973); l’IUT de Villetaneuse (Université de Paris 13- 1973/1974) ; l’Université de Paris 1 Panthéon Sorbonne (assistant agrégé – 1974/1976 ; maître – assistant 1976/1980); l’Université de Tours (professeur – 1908/1983) ; l’Université Paris Val-de-Marne (professeur – 1983/1994); CNAM Paris (professeur titulaire de la chaire de « Comptabilité et contrôle de gestion » - 1994/-); ENA (maître de conférence – 1974/1992).

À part de cette prodigieuse activité d’enseignant, M. Alain Jean Michel BURLAUD a eu de nombreuses et importantes responsabilités dans l’enseignement, dont on mentionne: chef du département GEA de l’Institut de Technologie du CNAM (1996/2000); Vice – président de la commission des études du CNAM (1997/2000); Directeur de l’Institut National des Techniques Economiques et Comptables (2001/2010); Vice – président du Conseil d’administration du CNAM (2005/2009); Directeur du département « Comptabilité, Contrôle, Audit » du CNAM.

Bien connu pour son professionnalisme et pour son efficience, M. Alain Jean Michel BURLAUD a eu aussi de nombreuses responsabilités institutionnelles dans l’enseignement supérieur et de multiples responsabilités associatives comme: membre des jurys des DPECF, DECF et DESCF (1984/1999); membre de la commission consultative pour la formation professionnelle des experts comptables (Ministère de l’éducation nationale – 1984/1999 puis 2003/-); président du jury du diplôme d’expertise comptable (1986/1996); président de la 6ème section (sciences de gestion) du Conseil National des Universités (1999/2003); président du groupe d’experts pour les programmes scolaires (GEPS) en économie et gestion (2000/2005); chargé de mission scientifique et pédagogique à la direction de l’enseignement supérieur, puis conseiller scientifique pour les formations à la direction générale de l’enseignement supérieur du Ministère de l’éducation nationale, puis chargé de mission auprès du directeur général pour l’enseignement supérieur et l’insertion professionnelle (2004/-); fondateur et président de l’Association Nationale des Directeurs de Maîtrises de Sciences et Techniques Comptables et Financières (ANMSTCF) – 1984/1988); président-élu de l’International Federation of Scholary Associations of Management – IFSAM (1993/1994), président (1995/1996), post – président (1997/1998); vice – président de l’International Association for Accounting Education and Research – IAAER (1993/1997) et président de l’Association Française de Comptabilité – AFC (1997/1999).

Activites de recherche

En connaissance de cause, je peux certifier que M. Alain Jean Michel BURLAUD a une vocation pour les activités de recherche.

La liste des publications est impressionnante: 71 d’articles et communications aux revues académiques avec comité de lecture, dont 41 sont publiés comme unique auteur; 11 ouvrages publiés dans des éditions de prestige dont 7 ont été réédités un, deux ou trois fois; un livre – « Comptabilité approfondie » écrit en collaboration et réédité chaque années à partir de 1992 (18ème édition en 2008 !), un livre « Comptabilité et inflation » (Cujas, 1979, 233p) ayant obtenu le prix de l’Académie de comptabilité en 1979; 29 ouvrages collectifs (chapitres, articles etc.); 15 mémoires, thèses et rapports et autres travaux (préface, note de lecture, intérieur etc.).

On doit mentionner aussi les responsabilités collectives de M. Alain Jean Michel BURLAUD: la création de l’IRG (à l’Université Paris 12) et du CRC (à CNAM); membre des comités de rédaction des revues (Accounting Education; Accounting and Management Information Systems; Audit Financiar; Sociedade, Contabilidade e Gestao; Revue français de gestion; Revue des sciences de gestion etc.); congrès (comme rapporteur général, membre des conseils scientifiques, coorganisateur, président etc.).

Comme reconnaissance de l’entière activité, pour des mérites importants dans les activités d’enseignement et de recherche, M. Alain Jean Michel BURLAUD a reçu: Médaille d’argent de l’ordre des experts comptables et de la Compagnie nationale des commissaires aux comptes;

La relation scientifique avec l’I.N.D.E. (Ploieşti)

A partir de l’année universitaire 1995/1996 jusqu’à 2002, CNAM Paris a été le partenaire de l’Université Pétrole – Gaz de Ploieşti pour les cours académiques postuniversitaires INDE organisés par l’INDE Bucarest grâce à Madame le Professeur univ. dr. Maria NICULESCU, éminent ambassadeur des sciences économiques.

Le Sénat de l’Université Pétrole – Gaz de Ploieşti a particulièrement apprécié chez Monsieur Alain Jean Michel BURLAUD le caractère, la valeur scientifique et de recherche, l’esprit d’organisation et la manière dont, avec Madame le Professeur Maria Niculescu – mentor de l’I.N.D.E. Bucureşti, de l’Antenne I.N.D.E. Ploieşti, ont développés la relation scientifique entre CNAM Paris et l’Antenne I.N.D.E. Ploieşti, pendant 7 ans.

Monsieur le Recteur Ion CUCUI, je considère que l’Université « Valahia » de Târgovişte apporte de l’éclat à son corps académique en accordant le titre de Doctor Honoris Causa à Monsieur Alain Jean Michel BURLAUD – notre ami. Liviu Dumitraşcu: Professor Serban Vasilescu, your management activity within the Publishing House of Petroleum & Gas University dates from 2008.Therefore, as director could you please inform our readers, of the PGU Bulletin, Economics Series, Class B +, about the publishing house’s role in the educational process of our students, mainly from the undergraduate courses, Master, Doctorate.

Şerban Vasilescu: PGU Publishing House draws up its editorial plan according to the proposals made by the departments, in order to fully cover the books’demand from all levels of education: BA, MA, PhD. Each year, it also publishes a great variety of materials (courses and summaries) for low frequency and distance learning, following the departments’proposals.

PGU Bulletin appears (exhibiting a new design and graphic form at the present day) since 2006.

Starting now, the articles and abstracts are published in a foreign language of international usage, therefore the scientific appearance has improved considerably.

In recent years, the works of specialists from other universities, research institutes and production units, both from Romania and abroad have been published within the jounal’s pages. All these contributed to the Category B+ ranking of PGU’s Bulletin of Economic Sciences series, at the last national evaluation.

LD: According to my knowledge, not all the papers published by the House could be presented to the readers of the Bulletin of Economic Science. More precisely, Mr Peter Prisecaru’s book, entitled “Theories and doctrines of European Integration” which appeared in 2010. I would ask you to do this now.

SV: With pleasure. I have to mention that this is the kind of book that sold itself! The first edition (100 copies) sold out immediately after release. In order to enlighten you on the content, I think there will be enough to quote some excerpts taken from the preface signed by Mr Aurel Iancu , Academy member:

SV: The PGU’s Publishing House has a little bookshop that exhibits all the works released. However, they are also available on the university’s website, where the Publishing House has a virtual store, in which the works can be ordered online or by telephone. In this way we make book deliveries throughout the whole country.

I must add that the Publishing House - PGU takes part in the most important book fairs in the country and whenever it has the opportunity it answers the invitations of various television channels, to present the newly appeared books.

Treatise on Tourism Economy (by Oscar Snak, Vasile Neagu, Denisa Mihaela Stănescu and Ioan Done)

Tourism is one of the fastest growing industries in the world. Many countries see it as a passport to their economic development; others express concerns that uncontrolled tourism may overwhelm their natural, cultural, social, and physical resources.

”Tourism is a key sector of the European economy. It comprises a wide variety of products and

destinations and it involves many different stakeholders, both public and private, with areas of

competence very decentralised, often at regional and local levels. The EU tourism industry generates more than 5% of the EU GDP, with about 1,8 million

enterprises employing around 5,2% of the total labour force (approximately 9,7 million jobs).

When related sectors are taken into account, the estimated contribution of tourism to GDP

creation is much higher: tourism indirectly generates more than 10% of the European Union's

GDP and provides about 12% of the labour force.

The Lisbon Treaty acknowledges the importance of tourism outlining a specific competence for

the European Union in this field and allowing for decisions to be taken by qualified majority. A

specific article on tourism specifies that “the Union shall complement the action of the Member

States in the tourism sector, in particular by promoting the competitiveness of Union undertakings in that sector”. (according to the official site of the European Commission for Enterprise and Industry http://ec.europa.eu)

The book we are referring to,”Treatise on Tourism Economy ” tries to answer, among others, the following question : ”What are the proper methods to make use of tourism resources in the best interest of the host communities?”. This topic provokes increasing debates. Written in a highly accessible style, addressing the common public, as well as the professionals, the book “Treatise on Tourism Economy” applies an economic way of thinking in tourism. Thus, it helps readers gain a better understanding of this fascinating and dynamic global industry. “Treatise on Tourism Economy” offers texts suitable both for students in Tourism Studies, Tourism Economics and in related fields, and for tourism professionals, policymakers.

Tourism is described as a problem-oriented discipline. Issues in tourism trends are complex; thus, solutions or answers to particular questions address several disciplines at the same time, which are then brought together to produce the relevant knowledge.

“Treatise on Tourism Economy” covers all the relevant business aspects of tourism in the wider context of economy . On the one hand, it takes account of constraints on development, such as: social and community interests, the sustainable use of tourism, of recreation resources, and on the other hand, it considers the inputs into the production process.

The definition of tourism, proposed by the treatise, has as core concept: tourist trips taken for all purposes, referring to both tourism of long duration and tourism of reduced duration (day visitors).

The articles address the components of tourism products (accommodation; restaurants; merchandising; attractions; transport; entertainment; tourist activities); and the economic organisation of tourism at the micro and macro levels (market structure; role of public/private sectors; community interests; strategic planning; marketing; finance; economic development).

“Treatise on Tourism Economy” also includes the nature of tourism products; the tourists themselves—how and why they travel, their spending behavior at the destination location; tourism suppliers, both business and government; the benefits, the disadvantages and the issues of concern for the host communities.

It is unanimously agreed that the articles, underlying the treatise, are original contributions to the development of tourism conception.

The book under focus “Treatise on Tourism Economy” contributes directly to the clarification and systematization of modern tourism concepts, by studying the globalization trend to provide a review of contemporary tourism challenges.
