Candidate Statement for Sidney Chocron

Dr. Sidney Chocron is a Principal Engineer and has worked at Southwest Research Institute’s Engineering Dynamics Department since 2002 in the field of Terminal Ballistics where he has more than 85 international full paper publications (35 in indexed refereed journals and 50+ in conferences) plus dozens of project reports and conference abstracts. Lately his main focus has been mesoscale (yarn level) modeling of impact on composites and fabrics with interesting work also performed on constitutive modeling of metals, ceramics, glass, and polymers.

Dr. Chocron attended his first Ballistics Symposium in May 1995 (Jerusalem) while working on his Ph.D. thesis at the Polytechnic University of Madrid, which he received in 1997.

Dr. Chocron involvement in the ISB started indirectly through the Aeroballistics Range Association (ARA) meetings, which he first attended in Austin in 1997 while doing a postdoc at Southwest Research Institute. There, he proposed Madrid as the host city and he helped organize a successful ARA conference in Madrid in 2000. In 2001, at the Ballistics Symposium that took place in Interlaken, Switzerland, Dr. Chocron was awarded the Pei Chi Chou Award for young authors.

Dr. Chocron was organizer and co-chair of the Ballistics Symposium in Tarragona, Spain, in 2007. Dr. Chocron then joined the now extinct International Ballistics Committee as Secretary and worked hard on the foundation of the International Ballistics Society where he became a founding board member. He was Secretary (2010-13) for the first term of the Society and is currently Treasurer (2013-present). The IBS is now a thriving society that has a great start and a very promising future.

If elected to the Board, Dr. Chocron intends to promote the ISB as a full-fledged society, making emphasis on the educational aspects of the society’s mission and high-quality publications.

Candidate Statement

for

Ian G Cullis, PhD

My name is Ian Cullis and I currently work for QinetiQ in the UK.

My research interests are concerned with explosion mechanics and terminal ballistics. The majority of my professional career has been centred on the development and application of numerical simulation methods and physically based material algorithms applied to these areas of ballistics. My recent interests have including energetic hazard and ballistic missile defence.

I have been involved with the International Symposium Ballistics since the Orlando symposium of 1981 and have presented papers at the majority of symposia since then, covering a wide range of topics.

I joined the International Ballistics Committee in 1999 and served as the Secretary from 2005. I was a founding lifetime member of the International Ballistics Society and a founding board member at Beijing.

During my time on the Board I have served as the Chair of the Nominations Committee where I developed the guidelines for the election process. I was elected as President of the Society at the Miami symposium and have served two terms. My time as President has been concerned with establishing the working procedures of the Society to secure its future. In particular I have worked with Dennis Baum on a detailed set of Guidelines for Hosting the International Symposium on Ballistics to establish a consistent high standard for the future.

My vision is to build the foundations for the Society to become the world professional body for ballisticians with a reputation for providing world class educational opportunities for researchers to further their careers in ballistics. If re-elected I would work to increase the involvement of the membership in the business of the Society and secure a consensus for my vision for the Society.

Statement of Candidacy

David Davison

I founded Shock Transients, Inc., (STI), in 1990 after spending eight years at Physics International Company California, and four years at Honeywell Defense Group.

My experience has been in ordnance research, much of it oriented towards solving key problems in shaped charge and explosives technology.

STI’s accomplishments are as follows:

Hydrocode models of explosive initiation and micrometeoroid impact on spacecraft and spacecraft mirrors;

Analysis of explosively-formed penetrator (EFP) formation, flight, and capture;

Improved perforators for oilfield use and small EFP for evaluation of armor concepts;

Metafex®, a safe, yet energetic replacement for explosives; and

Carbon-composition resistor gauges for dynamic measurement of pressure.

My first paper presented at the International Symposium on Ballistics was in 1978, on centrifugal stress failure of shaped charge jets. Later papers discussed EFP design, shaped charge design, blast enhancement, and pressure measurement.

At the 2010 (China) symposium, I shared the evaluation of the warhead mechanics posters. Soon after the symposium, I became a life member of the International Ballistics Society (IBS), volunteering for the Education Committee. In 2013, I served as Chair of the Nominations Committee that managed the most recent Board of Directors election.

In addition to acting as President of STI, a small business, I have served on boards of community organizations and currently volunteer as a judge for university student shows of robots, an appraiser for an extra-curricular academic program promoting problem-solving in a team environment, and an advocate for light rail in my community.

In becoming a truly international organization, the IBS can have a key role in promoting global exchange, not only of ballistic technologies, but also of global cooperation. My vision of the future of the IBS balances the roles of large business enterprise with the roles of individuals and small businesses in meeting national and international goals.

My long experience with management of a small business, understanding of technical issues, and my past volunteer work will be of value to the International Ballistics Society if I am elected to the Board of Directors.

General Elections 2014

CANDIDATE STATEMENT

This is the third time I run for the board election, and I’m still convinced of the importance of giving time to volunteer in a Society such as the IBS. I can tell that because since the very beginning of my career as a mechanical engineer in munitions development, I have used the proceedings of the International Symposiums of Ballistics as a basis for my work, and as a source of knowledge that was very useful for the beginner I was at that time. In particular, I appreciated the fact that all fields of ballistics are addressed, which is, I think, rather unique in that type of events. Then, I had several opportunities to attend the symposium (89, 95) and to present some contributions (1998, 2002, 2011, 2013, 2014)..

I'm a 52 former military engineer, educated at the ENSIETA (French school for armament engineers). My career evolved from large calibre APFSDS development to the expertise in the fields of structural dynamics and terminal ballistics. I am currently in charge of issues related to ammunition behaviour during the in-bore travel (strength of design, gun response, SAU arming, etc…),and to kinetic energy penetration and perforation (APFSDS, missile penetration warhead, SAU functioning under impact, and recently, less than lethal ammunition). I take part in collaborative works with other experts of Nexter, mainly in the field of developing new dynamic materials and failure models.

I am already deeply involved in the Society, as the chairman of the Communication Committee, since the Freiburg Symposium. I have begun to set-up a Committee rich of about fifteen people, who are willing to participate to the IBS visibility, both internally and externally. I am also involved into the promotion of the Society as the Point of Contact for France.

My wish, if I’m elected as a board member, is to make the Society more profitable for its members. The IBS is quite young, and must enter the grown up age, by being something else than just a gathering of ballisticians, such as the International Symposium on Ballistics. Between the symposia, the Society must bring you its wealth of about 600 members, from all over the world, by creating a real network, facilitating contacts, cooperations, assistance on technical issues, and so on.

Thanks to my developer background and to the fact that I am very close of the products, I became rather polyvalent in the different fields of ballistics, with a particular expertise in terminal ballistics and gun dynamics. Then, I think that I can bring this polyvalence to the paper selection meetings, by opening vistas on the system implications of a given topic.

For all these reason, I wish to increase my involvement in the ballistics community, by running for the board election.

I am writing this letter to recommend myself as a

qualified candidate for the IBS Board position.

My surname is Li and my given name is

Baoming. I was born in China in 1966 and obtained my

PhD degree in Ballistics from Nanjing University of Science and Technology in 1992.

I am now a professor of Nanjing University of Science and Technology and director

of the National Key Laboratory of Transient Physics. As an expert in ballistics, I was

appointed as chief scientist of China Academy of Ordnance Science in 2011. I am a

Lifetime Member of the IBS, and also standing vice director of China Ballistics

Society.

My main research interests are on hypervelocity launching, hypervelocity flight,

and hypervelocity impact. I have published more than 100 papers in international

and Chinese academic journals. I hope to contribute to the improvement and better

management of the IBS Board. My experience would help me achieve this goal.

Mr. Yida Xu, executive vice secretary-general of China Ordnance Society (COS)

recommends me to be the candidate of IBS board of directors. He hoped I would be

a member of the IBS Board and in charge of the academic communication activities

of China Ballistics and also the contact with IBS in the future.

If I become one of the IBS Board members, I will attend all the Main Board

meetings and Paper Selection panels in addition to attending the Symposia for the

duration of my term.

Nevin L. Rupert I am a founding Life Member of the International Ballistic Society and presented/published on a wide verity of topics at the International Symposium on Ballistics. I believe that my academic, scientific and management experience and background will allow me to make significantly contributions to the Board of Directors of the International Ballistics Society. I received a B.S. (1973) and a M.S. (1982) in Engineering Mechanics from the Pennsylvania State University. I am currently a consultant with NLR Technologies (since 2007) and co-founder of Lenape Technologies Inc. Current area of work includes development of novel fabrics, personal protection systems, non-destructive inspection techniques for personal protection equipment, and specialized weapon systems. Prior to my retirement from federal service, for 24 years I worked for Army Research Laboratory (formerly the U. S. Army Ballistic Research Laboratory [BRL]) in the areas of mechanical design, material science, engineering mechanics, structures, dynamic effects on materials, terminal ballistics, armor, material testing, and failure analysis. My accomplishments include the improvement of passive armor technologies for application to presently fielded and developmental U.S. armored vehicles and personnel protection systems, development/evaluation of new materials, and evolving physical explanations for terminal ballistic phenomenology. I am a recipient of the 1994 Army Research and Development Award for "Fundamental Advances in Experimental and Analytical Penetration Mechanics" and was nominated for the 2001 Army Research and Development Award for “Innovative Nondestructive Damage Assessment of Armor Targets: 2-D and 3-D Visualization Via X-ray Computed Tomography.” I am the inventor of R-Armor and co-inventor of the QuadGard™ extremity protection system. Before joining BRL, I served as a mechanical/material engineer at the Naval Surface Weapons Center, Dahlgren, VA. My work for the Navy established the current procedures for the evaluation of flammability and toxicological properties of composite armors, originated the current internationally accepted ballistic baseline for Kevlar composite armors, and promoted the introduction on new analysis techniques for armor applications. PERSONAL BACKGROUND 

 

My name is Matthias H. Wickert and I am 47 years old. As 

the head of the Impact Physics Department at Fraunhofer 

EMI in Freiburg, Germany, I have a profound interest in the 

high‐class International Symposium on Ballistics. We have 

been strongly contributing to a wide range of topics for 

many years with an emphasis on the achievements in 

terminal effects. 

COMMITTMENT 

As the chairman of the last symposium in Freiburg,  

I have already worked closely together with the board and was also able to help to further 

develop the International Ballistic Society’s procedures. We have brought the new web‐

based abstract submission and evaluation system into use and have enhanced it further to 

meet the actual requirements of the people in charge of the organization of the Society’s 

central event. 

VISION 

 

I believe it is important to continue our way towards a society with many roots so that we 

are able to withstand challenges posed by external burdens like governmental travel 

restrictions for a large amount of interested colleagues.  

I would like to support our symposium as a member of the board in order to 

 

facilitate the competent introduction of new scientists to the field of ballistic 

research 

assist the symposium in remaining key meeting for exchange for ballisticians with 

long working experience 

keep our symposium open to reflect changing requirements by new technologies.
