All municipalities are governed by the Municipal Government Act – MGA It is basically the rule book for how all Alberta municipalities are to operate and govern. The MGA was recently amended. One of the new requirements is that all municipalities that share a common boundary must prepare Intermunicipal Collaboration Frameworks (ICFs) and Intermunicipal Development Plans (IDPs).
A collaborative process – Town and County To identify, plan, deliver and fund intermunicipal services - ICF To promote an integrated and strategic approach to
intermunicipal land use planning and service delivery with neighbouring municipalities – IDP
ICF and IDP must be completed by April 1 2021

So what is an ICF and IDP? It establishes a collaborative process to identify, plan, and efficiently deliver services to municipal rate payers and collaboratively plan for growth. The Act requires that ICF’s and IDP’s for Leduc County be completed by April of 2021 This may seem like a long time but the County shares a common boundary with 10 municipalities (towns, cities, summer villages and other counties) that are not members of the EMRB . They have a plan and schedule completing all the plans in order to meet this April 2021 deadline. As well as preparation of joint recreation frameworks with 6 EMRB municipalities. 16 collaborative planning projects all together The project that we at Stantec is working on includes the preparation of ICFs and IDPs between Leduc County and Thorsby and Warburg as well as Calmar.

Stantec was awarded the project in June we have had a joint meeting with municipal admin and council representatives from all 4 municipalities and have been collecting and reviewing information since then Part of the current phase is to make sure that we have reviewed and captured everything that we need to before we start preparing the draft IDPs. - the purpose of this open house tonight. We hope to have a draft of the Calmar /Leduc County IDP document for your review by March With the hope that the documents can be adopted by Council April or May 2019

What is an IDP Outlines the future use of lands adjacent to the Town of Calmar
within Leduc County A long range plan looking beyond 20+ years Ensures that desired long term growth of the Town or County is
not compromised by land use and development decisions made today
No lands in the area are being rezoned as a result of the IDP!!

IDPs are long range planning documents that anticipate growth and development requirements looking out 20+ years. The intent of these documents is to ensure that the long term growth of either the town or county is not compromised by land use decisions made today. It is collaborative so that each municipality is aware of what the other has planned for the future and both municipalities agree on this plan. No lands within the identified boundary of the IDP are being rezoned as a result of the IDP.
IDP OverviewRequired by Section 631 the MGA, must address:
The future land uses of the area The manner of and proposals for future development in the
plan area The provision of transportation systems for the area, generally or
specifically Coordination of intermunicipal programs (physical, social and
economic development) Environmental matters, generally or specifically, and Any other matters that Councils consider necessary

considered in the IDP Understand desires and aspirations for future development
within the plan area Understand the known constraints to development
So why are you here. Your input is important. We want to make sure we have not missed anything that may influence future development of the area Want to understand what development aspirations there are for lands in the plan area. The potential opportunities. We also want to identify the constraints - the existing activities and uses that may limit development as well as those environmental features that need to be considered/respected when planning the area

The preliminary boundary that we’ve established for the IDP is approximately a mile perimeter around the current Town Boundary. It is pretty arbitrary and we are looking to you to provide comment on whether this seems reasonable or if the boundary should be adjusted to include additional lands or if lands should be removed from the plan area.

Using provincial data we have identified oil and gas facilities, wells and pipelines, and transmission lines We are looking to you to confirm this information and idendify particularly if anything has been missed
This map shows the land uses that are in place or have been approved. The lands in the county are all identified as Agriculture with a Confined Feeding Opreation located west of the town. This is important because there are required development setbacks that need to be in place from the CFO.

The transportation networks are also a constraint to development as there are required setbacks form highways and Railroads. Alberta Transportation requires all development proposals within 1 mile of either side of the Hwy ROW to be referred to them for comment. And the railroad also has setback and crossing criteria that they control
