Your help needed to protect Colombian activistsFoE ATALC is concerned about the serious situation facing Colombian community leaders and academics, includ-ing those belonging to FoE Colombia/CENSAT. On 8 June, Felix Manuel Banguero, a member of the RegionalCoordination Team for Black Communities development (PCN), the Pilamo Community Council, was arrested andsubsequently indicted on charges of rebellion and conspiracy. Similarly, at the beginning of July, the RegionalOffice of Huila opened a criminal investigation into the distinguished professor Miller Dussan, concerning “the irreg-ular nature of the behaviour of professor Dussan Miller” in the demonstrations that have been held against theQuimbo hydroelectric project. In addition, on 7 July, the home and workplace of Hildebrando Vélez Galeano wasraided. Vélez Galeano, is an environmentalist, professor, and member of PCN Palenke Alto Cauca, and was direc-tor of FoE Colombia and International Coordinator of FoEI’s Climate Justice and Energy Programme in 2009 and2010. Since 17 February 2011, when Sandra Viviana Cuellar went missing, both his and his daughter’s houseshave been simultaneously attacked on two occasions. Paraguay: Correa released, but coup opens door to GM and extractivesTensions have been running high in Paraguay for some time as those with commercial interests, especially in thesoy industry, have tried to crush the reformist government of Fernando Lugo, because of his government’s effortsto promote land reform and curb the worst excesses of corporations and the extractive industry. On 15 June policemoved in to evict landless campesinos from land dubiously acquired from the state by a former and long-timeColorado Party (right wing) senator, Blas Riquelme. A gunfight broke out and at least 17 people were killed, includ-ing six police. Miguel Correa, a twenty-year old participant in FoE Paraguay/Sobrevivencia’s community projectwas arrested by police for involvement in the killings, despite having been nowhere near the event at the time. Rio+20: big business interests more important than future of the planetThe subsequent Earth Summit in Rio de Janeiro underscored just how tight big business’s grip on the UN agendaactually is. Twenty years after the last Earth Summit in Rio, which launched conventions to tackle climate change,biodiversity and desertification, we now face a situation in which world leaders are prepared to sell out people andthe planet to protect corporate interests. The Rio+20 ‘The Future We Want’ declaration fell way short of the actionneeded to tackle the planetary crisis we face, and did not include any of the real solutions demanded by the alter-native People’s Summit. Rio+20: fisherfolk murdered in Rio for environmental strugglesIt seems paradoxical that just days after the end of Rio+20 - a summit supposed to find solutions to environmentalconflicts - two fishermen from Rio were murdered. On Friday 22 June, activists of Associação de Homens eMulheres do Mar (AHOMAR), Almir Nogueira de Amorim and João Luiz Telles Penetra (Pituca) disappeared. Theirbodies were found days later with indications that they had been murdered. Real World Radio interviewedAHOMAR’s chair, Alexandre Anderson de Souza, about the murder of the two fishermen and the situation sufferedby the fishing communities in Bahía de Guanabara in recent years. It is a story of loss of common goods, andthreats and persecution, but also of struggle and resistance.

Rio+20/RMOG: FoE Mozambique campaigner refused entry to BrazilJeremias Vunjanhe, a journalist and member of FoE Mozambique/Justiçia Ambiental, was denied entry toBrazil where he was planning to attend the Rio+20 summit and the parallel People’s Summit. As a miningactivist he was scheduled to participate in the People’s Summit to expose the negative impacts ofBrazilian mining corporation Vale, at the third International Meeting of People Affected by Vale. JustiçiaAmbiental and Vunjanhe have supported hundreds of Mozambican families that have been resettled byVale in the Moatize district of Mozambique, and Vale has failed to comply with the promises made whenthe works began. FS: Demanding food sovereignty at FAO summitFoEI’s Food Sovereignty programme participated in the 3rd Special Conference for Food Sovereignty,Rights and Life, organised by the International Committee for Food Sovereignty - Regional CoordinationLatin America and the Caribbean (IPC-LAC) on 22-25 March, and the 32nd Regional Conference of theFood and Agriculture Organisation (FAO), 26-30 March. Both were held in Buenos Aires, Argentina. Thecivil society organisations united around a declaration questioning the industrial, intensive, large scale,concentration model, which is aimed at the export of raw materials and led by transnational companies.They also rejected the FAO’s definition of forests, which encourages land grabbing to expand monocul-ture plantations. And while they recognised the FAO voluntary guidelines on the ‘Tenure of Land,Fisheries and Forests in the context of National Food Security’ as a step in the right direction, they reject-ed the report ‘Land Market Dynamics in Latin America and the Caribbean’. Drafted by FAO-LAC, thisreport states that the issue of land grabbing is restricted to just two countries, Argentina and Brazil. On 29March, a delegation of the IPC, which included Martín Drago on behalf of FoEI, met with FAO DirectorJose Grazziano to address a range of issues. RMOG: building the movement against mining in MesoamericaATALC members in the Central American region have joined forces with other organisations in the area toform a coordinated and concerted campaign against extractive mining, the Movimiento Mesoamericanocontra el Modelo Extractivo Minero (the Middle America Movement Against the Extractive Mining Model)also known as ‘Movimiento M4’. Meeting of all FoEI programmes in BrazilFrom 25-28 June a FoE International Programmes Meeting took place in Vassouras, Brazil. The aim ofthe meeting was to bring together people from across the FoEI federation who are coordinating and steer-ing FoEI's programmes (including campaigns and cross-programme projects) for four days of reflection ontheir work and to develop proposals for priorities, strategies and plans for the coming years. This was animportant opportunity to evaluate jointly the work we have been doing together during the past few years,take lessons learned on board, take stock of the changing context in which we work, and consider our pri-orities for moving forward. People engaged in the international programmes are now following up on thework done at the meeting to develop programme workplans for the coming year. More information on thestrategies and activities that FoEI’s programmes will be focusing on in the coming period will be sharedwith the federation at the upcoming Biennial General Meeting in El Salvador this November.

CJE: coordinators and steering group meetThe CJE Coordinators, Steering Group members and programmes and communications representativesfrom the FoEI IS met for four days in London at the end of April, to discuss the regional feedback on thestrategy options paper, and make progress on developing and refining the draft strategy, and on position-ing. Africa: FoE Africa drafts strong declaration at regional meetingFoE Africa held its Annual General Assembly 9-12 May in Accra, in Ghana. Representatives of FoE groups fromGhana, Liberia, Malawi, Mauritius, Mozambique, Nigeria, South Africa, Sierra Leone, Swaziland, Tanzania, Tunisiaand Uganda attended. They demanded respect for the right to land in Africa, as well as food and energy sovereign-ty. In a concluding declaration they stated that climate change, the push for natural resources of the region, gasand oil extraction, land grabbing, forest and biodiversity degradation and the imposition of genetically modified foodare some of the main challenges faced by the continent. Australia: spectacular victory for community in coal seam gas struggleThere has been steadily growing momentum and support for the call for a moratorium on coal seam gas extraction,pending a full state inquiry into the likely impacts of the industry in Victoria. The most recent victory occurred whencouncillors from South Gippsland Shire unanimously supported a motion calling for a moratorium on CSG after aspirited community campaign. More than 130 community members packed the Council meeting to listen to thedebate. The Council joins those from Bass Coast, Colac/Otwa, Port Phillip and Yarra in opposing CSG operationpending a full inquiry. Germany: pushing for a 30% CO2 reduction goalFoE Germany/BUND, along with six other German environmental and development NGOs, organised aseries of protests, press conferences, and meetings with politicians in Germany to encourage ChancellorMerkel to ‘get to work’ on climate change and put pressure on other EU member states to support a 30%CO2 reduction goal. FoEE joined up with the European counterparts of participating German NGOs toorganise a protest in Brussels. The campaign garnered attention in the press, most notably in Poland, thecountry currently blocking talks on the issue. Hungary: government scores badly on environmental policies42 environmental NGOs in Hungary assessed the government’s environmental performance at its mid-term point. The preparation of the 32-page evaluation document was led by FoE Hungary. The overallenvironmental performance was rated at 1.89 (on a 1-5 scale), which shows how bad it is! Japan: responding to the Fukushima nuclear disasterA year after the nuclear disaster, high levels of radiation continue to threaten people in Fukushima, espe-cially residents of the Watari District in Fukushima City. They have been faced with a difficult choice: eitherto evacuate by bearing evacuation-related expenses themselves or to stay in the district fearing radiationexposure. To solve this difficult situation, Watari residents and supportive NGOs mobilised a civic move-ment to hold the government and nuclear company TEPCO responsible for compensating voluntary evac-uees. Liberia: major success on ArcellorMittal corruption case!FoE Liberia scored a major victory with respect to the ongoing ArcellorMittal corruption campaign, whenthe Government of Liberia welcomed a report from FoE Liberia/Sustainable Development Initiative (SDI),which claimed that over US$300,000 had been mis-managed by officials. The government is now going toconduct its own audit of Liberia’s Social Development Fund with a view to redressing the matter. Netherlands: launch of ‘worsethanbad.org’How much worse does the biggest oil disaster in the world have to get before the offender starts cleaningup? Apparently even worse than it is now, because Shell has still taken no action. FoENetherlands/Milieudefensie believes this is unacceptable and has started an international campaign tobring attention to the oil disaster in Nigeria. Its new 'Worse than Bad' campaign, launched in May, showsthe suffering that the Dutch oil concern has been causing in the Niger Delta for decades and asks site visi-tors to support FoE in its struggle against the Dutch multinational. Switzerland: urban sprawl campaign scores two successesFoE Switzerland recently achieved two important victories in its campaign again urban sprawl and for sus-tainable land use. The Swiss parliament has introduced new legal provisions that will stop the expansionof land that can be built on for 20 years. ExCom discussion about financial crisis and critique of capitalismThe ExCom’s March meeting began with a discussion of the current global context and what it means for FoEI.Many nations are facing debt crises and increased austerity measures, which are hurting the poor in particular, asthe gap between the very rich and everyone else increases. We are seeing increased militarisation aroundresources, and attacks on activists. FoEI sees this for what it is: power is concentrated in the hands of corporationsand nature has been turned into a commodity. The situation in the world presents an opportunity for FoEI, becausethere is now a more open critique of capitalism happening. This means that we need to develop our analysis fur-ther and embed it more into our work. We need to provide local answers and find a way to communicate them onthe national and international scale. We need to create new tactical alliances, including with unions. And we needto clarify our position in the world: in some places, we are known only as environmental advocates and our socialjustice message is lost. By pushing us into the ‘green box’ our opponents are able to marginalise us. Solidarity visits in 2012FoEI has successfully raised funding to help the member groups when they are under threat and for soli-darity visits and activities. After discussing the conditions faced by many of our member groups theExCom has prioritised a trip to one or more Central American countries, after the BGM. The staff of the ISwill also work to develop a rapid response mechanism for when our member groups are threatened. Theyenvision a system to help the impacted group send letters, contact embassies and address other urgentneeds. Currently, if groups are threatened and need urgent help, they should contact their regional struc-tures. Australia: new reports on pesticides in Melbourne and TasmaniaFoE has released two reports investigating risks associated with pesticides in drinking water in Melbourne andTasmania. The first focuses on the Sugarloaf Reservoir, Melbourne's only reservoir, which is supplied from theYarra River, downstream of one of Australia's most intensively farmed (and sprayed) regions. Sugarloaf suppliesdrinking water to over 1.5 million Melbournians living in the north and west of the city. 11,000 Nigerians sue Shell in London CourtsOn 23 March 2012, six months after Shell admitted liability following two massive oil spills in the NigerDelta, law firm Leigh Day & Co served formal legal proceedings on the oil giant in the High Court inLondon for compensation on behalf of over 11,000 Nigerians after negotiations broke down the previousweek. Brutal murders of anti-mining activists in Mexico and the PhilippinesAnti-mining activists continue to be brutally repressed in countries such as Mexico and the Philippines. OnMarch 5, 2012, Jimmy Liguyon, an indigenous leader and human rights advocate, was killed by suspectedparamilitary forces and the Philippines Army. Liguyon was a local government official who staunchlyopposed the entry of mining companies in his province. Liguyon is the ninth anti-mining activist killed sinceJuly 2010, under the repressive Aquino government. In Mexico, social and environmental activist BernardoVásquez Sánchez was also killed, on 15 March, in an ambush by suspected paramilitary agents of a min-ing company. Two of his companions during the ambush, Rosalinda Dionicio Sánchez and AndresVésquez Sánchez, were also seriously wounded. Sanchez was the second anti-mining activist killed inMexico this year for opposition to mining operations in Oaxaca. On 19 January, community activistBernardo Méndez Vásquez also died from bullet wounds when the municipal government ordered thepolice to fire at people protesting against the Fortuna Silver mining project. Cambodian forest campaigner killedChut Wutty was the director of the Natural Resource Protection Group and one of Cambodia’s leadingcampaigners against illegal logging and land grabs. He was shot dead by military police on 25 April. Hewas guiding two journalists from the Cambodia Daily to investigate illegal logging in the CardamomMountains in Koh Kong province. Chut Wutty had taken the journalists to look at the Stung Atay dam inPursat province. The dam is being built by China National Heavy Machinery, in an area that was untilrecently dense forest.
