• Definition of EBC charge bands for interconnect at NGS

• Retention of LES rate (one option under consideration)

This presentation does not cover:

• Charging for entitlement to LES rate (“Virtual IECs” etc.)

• Interconnect direct to 21CN

“Frozen” EBC

• At the start of the 21CN rollout, BT geographic number ranges will be retarded by PP (DLE) to a length no shorter than the national numbering group. This is to ensure that live ranges will map to a logical DLE area, even when hosted on 21CN

• Before the 21CN rollout, the last BT-terminating POC-PP matrix will be frozen (stored as static data). The PPs will match to the frozen number range / PP data above.

Frozen EBC #2

• Live BT number ranges will be used as a look-up into the frozen EBC matrix

• BT re-parenting is thus ignored (PSTN-PSTN or PSTN-21CN)

• If a new national number group is introduced then this and its hosting exchange will be added to the frozen data. If hosted on the 21CN then the 21CN switch will be treated as a DLE, using 21CN / NGS connectivity to define the EBC charge

Continued LES rate via EBC matrix

This proposed mechanism represents current thinking and is subject to change

• Additional data will be held in BT’s billing system such that for traffic delivered to (and received from) an NGS, depending on the traffic type / direction and CP concerned, charging will “jump” to a DLE POC in the EBC matrix

• This “override” data will be available to CPs via the TAMs

• CPs need only change their systems to verify BT bills; for billing BT (INCA/CLI) this will have been built into the NTS EBC charging data
