REGULATION PSDS SUBCOMMITTEE REPORT

July 23, 1985

1.) L.A. City ordinance requiring the phasing-out of PSDS'sused by industrial, Commercial and multiple residentialusers in the San Fernando Valley.

This ordinance in draft form has been distributed to variousagencies pursuant to Council Rule 59 and the City Attorneyhas received comments back from the Department of Buildingand Safety, the Department of Water and Power, and theBureau of Sanitation.

2.) L.A. City assessment sewer design is virtually completeon 2 of the 20 total projects. Design has begun on twoother projects with a contract being prepared for the de-sign of a fifth project.

This design and construction program has fallen behindschedule a little, but is still moving ahead.

3.) Crescenta Valley County Water District Unit I sewer con-nection is virtually complete. All but about six (6)of 1700 properties have connected. The remaining six havetaken out permits and are waiting connection due to con-struction backlog.

Unit II has about 3400 parcels with about 400 of them ex-cluding vacant lots remaining to be hooked up.

Six water restrictors were installed one morning on Unit Ias an enforcement procedure. That afternoon they weretaken off because of the immediate response to assure/guarantee hookup.

The deadline for 100% hookup, December 31, 1985, looks goodfor full compliance.

MEETING MINUTESMay 21, 1985

The Interagency Coordinating Committee (ICC) held itstenth regular meeting at 9:30 a.m. on Tuesday, May 21, 1985, inRoom 1171 of the Los Angeles Department of Water and Power (LADWP)General Office Building. The attendance list and meeting agendaare attached (Attachments 1 and 2).

ICC Minutes

Minutes of the March-19 meeting were approved with onecorrection. On page 2 it stated that SCAG will be implementingPhase I. Although Phase I will be completed, SCAG will not beimplementing it.

North Hollywood Aeration Tower - L. McReynolds

Mr. McReynolds began discussion on the issues surroundingthe proposed North Hollywood Aeration Tower. Due to aesthetic andengineering reasons, the site of construction has been moved awayfrom the residential area to the mixed land use area at theLankershim yard. The level of airborne particulates generated bythe towers would be 100,000 times lower than OSHA work areastandards of 25 ppm. Mr. McReynolds continued by stating that thetotal emissions from the tower of about 8 Ibs. per day is aboutone-third of the emissions from an average dry cleaning business.Current plans call for continuation of the redesign of the towersiting. The total cost of the project is estimated to be$1 million.

A. Public Education Program - M. Gensemer

Ms. Gensemer presented the North Hollywood pilotproject to the North Hollwyood Chamber of Commerce at theirmonthly breakfast meeting. She was encouraged by theirreceptiveness to the plan and she expects their continuing supportfor implementation of the program. To help inform the public onthe objectives and potential problems of this pilot project, M.Gensemer and her committee have formulated a written editorialon this subject. It will be submitted to North Hollywood areacirculars such as the Daily News and North Hollywood Chamber ofCommerce newsletter to inform people affected by this program.

Groundwater Quality Brochure

ICC members were asked to review a list of telephonenumbers of agencies that will be included in the brochure. Thebrochure will be designed as a self-mailer for distribution. Someparts of the brochure may be summarized into the form of a billinsert (Attachment 3).

Hazardous Waste Fact Sheet

M. Gensemer informed the committee of an unexpectedbenefit of a handout for the North Hollywood pilot project. Itseems that a fact sheet compiled and distributed with a list ofHazardous Waste regulation do's and don'ts is gaining widercirculation. Although originally aimed at local generators ofhazardous waste - the list is now being distributed throughprivate channels to other segments of the industrial/commercialcommunity. Recently, it was observed as a registration packetinsert at a photo-chemical show given by a chemical recycler withpermission from SCAG.

B. Regulation of Private Disposal Systems - R. Van Ark

At this time, the draft ordinance has been completedmaking sewer hookup mandatory in areas where sewer access isavailable in the San Fernando Valley Basin. The Bureau of Sanitationis going through the city's master plan to identify parcels notconnected to sewers. Additionally, cross checking of the masterplan with existing zoning is also expected to help in theidentification ofunsewered parcels.

Some concerns were raised about defining the areas thatwill be covered by the ordinance. The ordinance may not be ableto cover the entire valley area. Also mentioned was the problem ofidentifying partially sewered parcels. The appropriateness andfeasibility of sanctions, i.e., flow restrictors, was also discussed.Additionally, the point was raised that some type of appealprocess along with a permitting process would have to be developedand implemented by a government agency.

C. Regulation of Underground Storage Tanks - J. Hall

The Hazardous Materials Unit has an appropriated budgetof $10 million. This will eventually include 57 full time personnelin the program. The starting date is now set for July 1, 1985.The information gathered for this unit will be used as a data basefor recording site specific hazardous material storage and usagelevels. The program will be fully funded by the City of LosAngeles and has wide support. This program will help in dealingwith the problem of removing hazardous waste tanks from the groundwhen there may be some residue remaining in them.

Leak Detection - H. Yacoub

H. Yacoub and A. Novak are in the process of compilinga 100-page report on the investigation of underground storagetanks in the San Fernando Valley. Although the project is notcompleted, it is already yielding some beneficial results. Manymore people are now informed about the requirements of existingregulations and are reporting the existence of underground tanks.Soil borings and lab analysis have indicated that Lockheed,considered one of the largest facilities in the Valley, will haveto remove many of its underground tanks due to leakage(Attachment 4).

An estimated 330 man-years will be needed to implementthe state board regulations. Of the 40,000 tanks in the region,some 50% or more may have a leakage problem. The age of the tankhas been shown to correspond with the probability of leakage.Pressure tests were also found_Jbp be misleading and not necessarilyreliable.

D. Small Quantity Generator Hazardous Waste Disposal Program

M. Gensemer informed^ the committee that the NorthHollywood Pilot Project Study for Hazardous Waste Management Planfor Small Quantity Generators has been completed (copies were availableat the meeting). The project consists of essentially two main phases.

Phase I

The educational phase will include such items as anewsletter, a hotline, (staffed by some governmental agency) andan educational program geared towards the generator of hazardouswastes and covering improper disposal practices. The expected costof this portion of Phase I will be $240,000 including manpower forthe hotline.

Phase I will also include implementation of a hazardouswaste collection service. ThisL service will be run by either theCity of Los Angeles or in cooperation with other cities. To makethis effective, drums of various sizes would have to be providedto generators and collected ona regular schedule.

Currently, there are two existing sites that may beused for the eventual disposal of the wastes. They are the Systechfacility in Lebec and Kettleman Hills (which is 200 miles northof Los Angeles). Estimated costs are $500K to $750K depending uponthe disposal site. An estimated 500 businesses will be servedwith total annual volume of waste collected reaching about 6000drums/year. M. Gensemer noted that this program will not beworkable if a treatment site is not found.

Phase II

Under Phase II, the program of public education will becontinued and expanded. Development during this period of thetransfer facility will be accomplished while the adequacyof the plan is being studied. The plan may not be adequate ifthere is an overwhelming amount of generator participation or maynot prove to be economically feasible to the Small QuantityGenerators if the treatment site is lost. The cost for thisproject is $500K with a projected participation of 500 individualgenerators and an estimated cost of $87 per drum treated.

M. Gensemer indicated that there has been local supportshown for the project by community leaders and elected citycouncil members.

Issues that were raised concerning the pilot study were:

0 would have problem keeping labeling of drums accurateas to contents ;

0 may be able to pattern organizational aspects of programafter West Los Angeles household refuse pickup project

0 there is a question of implied liability, who wouldstore the material and who would cover the cost ofinsurance for the storage site

0 must recognize that all council members are sensitiveto the siting of a transfer station in the districts.

E. Regulations of Landfills - Combined Subcommittee 6,7 & 8

G. Coufal discussed the developments at the Sheldon-ArletaLandfill. Monitoring data from newly installed monitoring wellsappears to indicate some water maybe passing around or through thebarrier between the landfill and spreading grounds. Water releasedat the spreading grounds may perch atop clay lenses and movelaterally eventually entering into the landfill. Further data willbe obtained from the landfill wells to monitor this effect.

In compliance with the monitoring plans for Subchapter15 some abandoned landfills are to be classified as Class III(inert), i.e., Stone Canyon and Pendleton.

Groundwater Monitoring Program - G. Coufal

Under this program, three monitoring wells in theSunland area were resampled. Handouts at the meeting summarizethe results of this sampling (Attachment 5).

AB 1803

The initial sampling of 25 wells in the San Fernando ValleyBasin was completed. The results were submitted to theState DOHS. The next phase of this program will be a meetingbetween the State DOHS and_ the cities of Los Angeles, Glendale,and Burbank to establish a monitoring program based upon thedata obtained from the AB 1803 sampling program.

The Sylmar basin sampling plan was submitted April 29th.Two wells were selected to be sampled.

There was no information given on the Verdugo Basin.

Aquifer Treatment - L. McReynolds

The concerns and developments regarding the proposedaeration tower were covered earlier in the meeting.

The Department of Water and Power is in the processof reviewing the written specifications for installing 10-15 wellpackers. The scheduled installations will take about 5 months tocomplete and is intended to control the vertical spreading ofsurface contaminants by isolating the upper zone from the loweraquifer. This action is intended as a temporary solution until afeasible treatment process is implemented.

State DOHS - San Gabriel Valley Study

Many wells were found contaminated in the San GabrielValley. There is great concern over the migration of the plumeof contamination and its potential movement into the CentralBasin.

Bradley West Expansion - H. Yacoub

In order to improve the integrity of this landfill, theState has requested construction redesign requirements to upgradethe present plans. Since a clay layer installed on top of anunstable bottom is not effective, the contractor has been instructedto excavate and compact the Class III deposits before constructinga clay liner.

Strathern, Penrose and Newberry Landfills

Concerns were raised that there may be contaminationfrom the landfill gas collection and recovery systems. There isa need to set up new standards and monitoring program. Althoughjunk yards in the vicinity are also suspect, contamination fromgasoline is most probable since inorganic monitoring came outclean (Attachment 6).

F. EPA Superfund Status

CDM work plan is not yet ready for review. Thus, therewas no assessment of the progress of the remedial investigation andfeasibility study.

Superfund investigation status will take the form oftwo phases:

o Phase I will deal with data collection and computermodeling

o Phase II will include a soil gas survey, and pumptesting to define contaminated areas and the extentof plumes.

Next meeting is on July 23,' 1985, Room 1571 at 9:30 A.M.in the General Office Building of the Los Angeles Department ofWater and Power.

UNDERGROUND TANKS

Leak Detection Status

Table 1 provides updated information on the eighty-eight f irms requested toimplement Leak Detection Programs ( L D P ' s ) . Eight-four firms have submittedLDP's for review and approval. Eighty LDP's have been reviewed andapproved. Four LDP's were reviewed and found deficient. Staff is workingwith these f i rms to bring their workplan into conformance with the RegionalBoards guidelines.

Leak Detection Programs are still due from Hughes Aircraft (one site) andFortin Industries (three sites). These firms will submit LDP's when thework in progress at their other respective sites is completed.

Sane of the cases that are working on have received media coverage.An example is Lockheed-California Company.

0000183Lockheed California Company

Lockheed is one of the more complex sites with underground tanks currentlybeing investigated. The three main plants in Burbank have 136 tanks spreadover an area of 150 acres.

Lockheed has been directed to remove from service six clarifiers and simpswhere significant soil contamination was found. These six facilities are .to be tested for integrity with the results due May 22. In addition, thecompany has been directed to conduct further investigation of 12 tanks,sumps and clarifiers with lesser sol vent-contaminated soil to determine if :•they are leaking. - -

Leak detection continues around the remaining tanks located inside buildingstructures.

Board staff met with representatives of Los Angeles County and variouscities on April 25, 1985, and discussed the disposal of used undergroundstorage tanks containing residual hazardous material. There have beenincidents of illegal disposal of these tanks. Tanks used to storehazardous materials are considered as hazardous waste until they areproperly cleaned and disposal must be at a Class I site. The Los AngelesCounty Hazardous Materials Coordinating Committee is developing an ;information brochure on this matte_r_t_Q. assist the industry in properhandling and disposal of used chemical tanks.

The draft Memorandum of Agreement (MOA) prepared by Board's staff tocoordinate the activities of the Regional Board and the local agencies.The MOU which covers the regulation of underground storage containers andthe cleanup of unauthorized releases of hazardous substances, is currentlybeing reviewed by the local agencies. This issue will be discussed againat a County Hazardous Waste Subcommittee meeting scheduled for May 23,1985.

Future Wark

Staff activities will continue to focus on completion of leak detectionwork in San Fernando Valley and direction for cleanup and mitigation ofleaks referred to the Regional Board by local agencies.

West Hollywood

On March 22, 1985, Los Angeles County Department of Public Works formallyrequested the Regional Water Quality Board to be the lead agency forinvestigating a pool of gasoline floating on top of groundwater in WestHollywood in the vicinity of Santa Monica Boulevard and Huntley Drive.

Twelve firms within a half mile radius have been identified as owners ofunderground gasoline storage tanks. These firms have been requested toconduct site assessments. Three of the twelve firms have initiated siteassessment work. Those firms are: Southern California Rapid TransitDistrict (RTD), Santa Palm Car Wash, and Pacific Bell Telephone. Theresults of these field tests are expected to be available for review bymid-May. The source of the gasoline leak is still unknown.

In view of the fact that site assessments require considerable time and a •potentially dangerous situation exists because of the gasoline vapors inthe sewer, the Regional Board staff has requested Clean-up and Abatement ^ '-•fund money from State Board to install an interim extraction system toremove the gasoline from the groundwater to the extent possible.

Other Reported Leaks

The Underground Tank Section is currently investigating and reviewing 95fuel (gasoline and diesel) tank leaks and 15 solvent or chemical leaks, inaddition to the San Fernando Valley work. Three to five new leaks per weekare being reported to us.
