Have you ever had someone unexpectedly say to you, “You made my day!”? I recall one of the first times that happened to me. We submit-ted a legal ad to one of the local newspapers for publication. The person at the newspaper al-ways sent me a proof to look at for my approval prior to publication. Normally I would email a quick response like, “Looks good. Thanks”, then return to the task at hand. Then one time as I was responding to a proof, I broke away from my normal canned response. This time I emailed something like this…., “The ad looks GREAT! As usual your attention to detail is spot on. I really appreciate your good work. Thank You!”. It was not long after I hit the “send” button that I received an email back that said, “Thank you for the kind words. You made my day”. I was surprised to receive this response as it was totally unexpected. I had no clue why my words made someone’s day. Perhaps they were having a bad day. Maybe this person was feeling underappreciated at work or at home. Who knows? In any event it made a difference to that person on that day. There are a number of ways you can make someone’s day without even knowing you did. Things like letting someone go in front of you in the checkout line or letting that big rig merge in front of you. For those around you, it may only take a kind word or two. Maybe a small act of kindness or a show of appreciation. It can be as simple as saying “Thank you” along with a genuine smile. Sharing your energy and enthusiasm can be uplifting to others. Treating those under your supervision as col-leagues acknowledges them and the role they play in your organization. Bringing calm to a difficult situation through patience and understand-ing.

On a grand scale, you could have pizza delivered for everyone for lunch. Come into the office before anyone else and put an unexpected treat on every desk. Organizing a fun office activity like a chili cook-off. Planning an activity gives everyone something to look forward to. Something to take their minds off the stress of the day. Simple, effec-tive, and FUN!

Life is all about people. Again, you never know how badly someone is in need of a complement or an act of kindness. So if you want making someone’s day a part of who you are no matter where you are it’s quite simple. Show them they are relevant. Show them they are not invisible. Show them that they matter.

The 2018 Indiana General As-sembly will begin on January 3. Even though it is not a budget year, there are several issues that IASBO will be working on. The 2018 IASBO Legislative Resolutions are included in this edition of the InterCom. IASBO will be dealing with the following issues:

• The deficiency in the state support appropriation must be fully funded.

• The technical amendments to HEA 1009 are passed to assist in the implementa-tion of the new statute.

• The fiscal indicator bill provides for confidential-ity and does not include a grading system for school corporations.

• The state special fuel sur-charge should be eliminated for school corporations.

Another important issue is determining the fiscal impact of the new Graduation Pathways recently passed by the State Board of Education. At the last meeting of the IASBO Board of Directors, Dr. Jennifer McCormick discussed this issue. The new pathways were passed without any fiscal impact statement. From discussions with several members, it is apparent that there will be a cost to this program. Indiana ASBO will be alerting leg-islators of the potential impact dur-ing the session. It is important that school business officials be part

of the discussion at the local level when this issue arises. Besides the curricular issues of this change, the fiscal impact must be considered. As pathways are discussed, make sure that there is a school business official at the table.

Indiana ASBO is pleased that IAPSS will be joining us next March and April in sponsoring the free workshops on HEA 1009. IAPSS will be combining their an-nual spring district meetings with the 1009 workshops. The schedule and location of these meetings are included in this InterCom. Details of these workshops will be distrib-uted after the first of the year.

As we head into the holiday season, one word we see often is “believe”. During the holiday season the word “believe” can be found in many places. It is found on Christmas cards, in holiday songs, on decorations, in holiday TV shows and movies, and just about everything we see during the holiday season. I think it is impor-tant to “believe” the year round. You have to “believe” in your spouse or partner, your family, your friends, your co-workers’, and your Indiana ASBO family. But, most importantly, “believe” in yourself. What you do every day touches a student’s life. Never forget how important you are to Indiana’s pub-lic schools, and always “believe” in yourself.

Carol and I will be enjoying Christmas with our Indiana family (Jeanne, Craig, Chloe and Gib-son) on Christ-mas eve and Christmas day. We will then head to California for the remainder of the holidays with Tad, Emily, Tad, Charlie and Nicholas. We are blessed with a wonderful family and the friendship/fellowship of the IASBO family.

2018 LEGISLATIVE RESOLUTIONS

I. The 2018 Indiana General Assembly The 2018 session of the Indiana General Assembly is a short session and will not be focusing on increased school funding or the school distribution formula. Indiana ASBO will be targeting specific issues dealing with school business management in their legislative resolutions for this year. School funding is always a priority of IASBO and our basic resolutions are included in this document.

II. School Funding and School Business Management Issues A. Deficiency in State Support Appropriation

• The deficiency in the state support appropriation must be restored

in order to fund school corporations fully for the current school year. IASBO supports that the state support appropriation for tuition support be increased to assure school corporations are fully funded for the current school year. The deficiency was caused by an increase in student enrollment for this school year. The General Assembly created a formula to distribute the state funding to school corporations and should fully fund the formula.

B. Amendments to HEA 1009: School Financial Management

• HEA 1009 which passed the Indiana General Assembly in 2017 should be amended to deal with technical issues that will improve the implementation and flexibility of the law.

Indiana ASBO recommends that several technical amendments be made to the new law created by HEA 1009-2017. IASBO has been working with its membership, the Department of Local Government Finance, State Board of Accounts, Department of Education, and legislative fiscal staffers to create these amendments. These amendments will enhance the implementation process and flexibility to fulfill the intent of the original bill. C. Fiscal Indicators for School Corporations

• A process needs to be created to analyze fiscal indicators to determine if a school corporation is in financial difficulty.

IASBO supports the concept of creating a mechanism that will provide an early warning process to assist school corporations who are experiencing financial difficulties. The process should assure confidentiality between state agencies and the school corporation. A system needs to be developed to provide assistance to a corporation that is identified in this process. IASBO will not support any legislation that places fiscal grades on school corporations.

D. School Calendars Should Be a Local Decision

• School calendars are created by the local school board, school administration, teachers, and the public, and there should not be a state mandate on when schools should begin classes.

IASBO recommends that there be no state mandate on when a school corporation should begin the school year. That should continue to be a local decision. School calendars are determined with the input of parents and local citizens to meet the academic needs of students. E. Tax Incremental Financing Debt Operating Balance

• Tax Incremental Financing (TIF’s) should operate with a maximum debt operating balance of 50% and revert dollars not needed for the balance to the appropriate political subdivisions.

IASBO recommends that TIF’s operate like political subdivisions regarding debt operating balances. Political subdivisions have a 50% debt operating balance for debt incurred before June 30, 2014. TIF’s should have the same restriction that would provide excessive funds to be distributed to political subdivisions and assist with the negative impact of circuit breakers. F. Voting Member on Redevelopment Commissions

• The school representative on Redevelopment Commissions should be a voting member.

IASBO recommends that the school representative on redevelopment commissions be a voting member. This will provide real school input into the decisions of redevelopment commissions. G. Agricultural Assessed Valuation Study

• The Agricultural Assessed Valuation provision passed by the 2016 General Assembly should have further analysis

IASBO understands that the farm land AV issue has a negative impact on the property tax levies for numerous school corporations. A study on these negative aspects should be completed before the 2016 law is fully implemented in 2019. H. Fiscal Questions Regarding the Graduation Pathways

• There should be a thorough review of the Graduation Pathways provision to determine the fiscal impact regarding the implementation of this new process.

IASBO supports a study be made on the cost of the Graduation Pathways concept. The proposed revision in Graduation Pathways for graduating seniors will have a fiscal impact. At this time, the impact is unknown. Before the Graduation Pathways concept is implemented, the funding for the program should be determined and the impact on local school corporation funds. continued on page 10

I. School Corporations Should Be Exempt from the State Special Fuel Surcharge

• The current law dealing with the state special fuel surcharge should be amended to exempt school corporations from this process.

IASBO supports school corporations be exempt from the state special fuel surcharge. Currently, school corporations pay the tax and then can request a refund from the state for the tax. With the current process, there is additional work and time for both school corporations and the Department or Revenue. II. Future Funding Issues A. The Increase in State Appropriation for Tuition Support in the Future Should Be No Less Than the Current Cost of Living Index B. The Foundation Amount in the School Distribution Formula Must Continue To Be Increased C. The Complexity Index in the School Funding Formula Must Be Adequately Addressed D. Funding for the Choice Scholarship (Vouchers) and the Mitch Daniels Early Graduation Scholarship Programs Should Have a Separate Appropriation in the State Budget E. No Expansion of Choice Scholarships (Vouchers) Until the Effectiveness of the Program is Determined F. Categorical Instructional Initiatives Should Be Fully Funded

The Indiana Finance Authority (“IFA”)’s Lead Sampling Program for Public Schools is well underway. Currently, 800 school campuses from

146 school districts are enrolled in the program. Teams located across the state are working on one of the two visits per school, either the design visit or the early morning

sample collection visit. The teams have completed approximately 450 sample design visits and over 100 sample collection visits. Results are sent to schools and posted bi-weekly to the IFA website. All school officials have been very responsive and many remediation actions have been reported to us, such as replacing fixtures and posting “hand washing only” signs.

Preliminary state-wide results indicate that while over half of schools have a fixture over the U.S. EPA Action Level of 15 parts per billion (57%), typically only a few fixtures at each school are problematic (4%). Data also suggests that faucets are by far the most typical source of lead in this program to date. In many cases, facility staff report low water use at the affected faucets which could partially explain the concentrations we are observing. In some cases, staff have recently placed conservation aerators on classroom sinks as a part of an effort to reduce its environmental footprint or utility costs for the school. This presents trade-offs in terms of water quality as longer residence times increase water corrosivity which in turn increases the potential for lead to leach from plumbing components.

The IFA is again accepting applications from schools that want to participate. If your school is already en-rolled, there is nothing else needed at this time. Schools may check their results, enrollment status and submit an application at the IFA Lead Sampling Program website: http://www.in.gov/ifa/2958.htm.
