Recent changes in the healthcare industry have prompted the governing board at Jersey Community Hospital to request permission to discontinue maternity services. As required by the State of Illinois, JCH has requested that the Health Facilities Planning Board approve the discontinuation of service, submitting a detailed analysis of volumes, financial information and community need.

Declining Birth Rates a Factor, Too“A combination of factors have led to this decision,” Jon Wade, CEO, said. “Birth rates have fallen dramatically around the area since 2008 when the hospital delivered over 200 babies a year. Last year, that number fell to 130, and the average daily census in the six-bed unit was less than one.”

He said that the hospital has always struggled with market share, competing against larger hospitals in Alton, St. Louis and Jacksonville. “We’ve been fortunate to preserve the quality and intimacy for our patients as long as we have,” Wade continued. “Although this is a move we didn’t want to make, we believe reducing our costs in this way will help us to set aside the funds for other services that could be of more benefit to our patients and community.”

Being Good Stewards, Ensuring Care“As good stewards of limited resources,” Wade added, “we continually assess the needs of the community and how we can make the greatest impact on the health of our patients. That’s why we’re working closely with other providers in our region to ensure gynecological services can continue to be offered locally and maternity services provided at a nearby facility.”

JCH Plans to Restructure Women’s Services

According to former JCH Administrator Larry Bear, community hospitals are in the midst of “the perfect storm,” with the level of governmental intervention “oppressive and getting worse.” He added that requirements dictated by the Affordable Health Care Act, reimbursement cuts at State and Federal levels, retroactive denials of Medicare admissions and the fiscal climate of Illinois are just a few of the obstacles community hospitals are currently facing. And with the Physician Clinic and OB unit experiencing a combined loss of nearly $1.4 million last year, Bear understands the necessity of the decision.

“These losses place stress on the overall performance of the hospital,” Bear continued, “but it’s important that people realize that the hospital’s focus remains on patients and the overall well-being of the community. That will not change, and so you can anticipate that whatever plans may be, they will be made with the desire to provide the best healthcare possible for our patients.”

IMA and JCH Make Plans for Integrated Healthcare SystemThe hospital and Illini Medical Associates (IMA) are planning to integrate operations sometime this summer… with patients and community reaping the benefits.

IMA’s CEO, Michael McNear, M.D., indicates the two organizations expect a smooth transition as they work to meet all regulatory requirements. “JCH and IMA have longstanding track records of success, and we will be stronger by becoming an integrated system.”

JCH CEO Jon Wade agreed, “The goals of the new integrated delivery system will be to deliver the highest quality and safest patient care possible. Integrated delivery systems are in a better position to successfully navigate the challenges both organizations face in a dynamic and evolving environment. This new structure also develops exciting new possibilities for expansion of services in the future.”

What an Integrated Delivery System Means for YOU Integration is a way to improve services with greater access, quality, user satisfaction and efficiency. An integrated delivery system (IDS) translates into healthcare that is seamless, smooth and easy to navigate with a strong, united foundation that supports the healthcare needs of the community. Where healthcare is fragmented, with a lack of coordination, there is an inefficient allocation of resources. An IDS helps to eliminate waste from unnecessary care to improve overall quality and reduce costs through integration of healthcare services. By utilizing an IDS, JCH and IMA can provide a coordinated continuum of services that will benefit the community while remaining clinically and fiscally accountable.

Integrated for Greater Service IMA’s multispecialty practice is composed of pediatrics, family practice, internal medicine, obstetrics and gynecology, general surgery and adult psychiatry. JCH features a newly remodeled ER, state-of-the-art imaging, cardiopulmonary, laboratory and orthopedic departments; as well as many other diagnostic and treatment related services. Together, IMA and JCH will be able to offer an effective solution that is built upon more physician and hospital staff collaboration and coordination of patient care.

JCH 5

JCH has earned The Joint Commission’s Gold Seal of

Approval® for accreditation by demonstrating compliance

with their national standards for healthcare quality and

safety in hospitals. The accreditation award recognizes

our dedication to continuous compliance with The Joint

Commission’s state-of-the-art standards. Last October, the

hospital underwent a rigorous unannounced on-site survey

by a team of Joint Commission experts. These surveyors

evaluated JCH for compliance with standards of care specific

to the needs of patients, including infection prevention and

control, leadership and medication management.

“In achieving Joint Commission accreditation, Jersey

Community Hospital has demonstrated its commitment

to the highest level of care for its patients,” Mark G.

Pelletier, R.N., M.S., chief operating officer of the Division

of Accreditation and Certification Operations at The Joint

Commission, said. “Accreditation is a voluntary process and

I commend JCH for successfully undertaking this challenge

to elevate its standard of care and instill confidence in the

community it serves.”

A Culture of Excellence“With Joint Commission accreditation, we are making

a significant investment in quality on a day-to-

day basis from the top down,” Jon Wade, CEO,

said. “Joint Commission accreditation provides us a

framework to take our organization to the next level

and helps create a culture of excellence. Achieving

this accreditation is a major step toward maintaining

excellence and continually improving the care we provide.”

The Joint Commission’s hospital standards address

important functions relating to the care of patients and

the management of hospitals. The standards are developed

in consultation with healthcare experts, providers,

measurement experts and patients. An independent,

not-for-profit organization, The Joint Commission is

the nation’s oldest and largest standards-setting and

accrediting body in healthcare. For more information,

check www.jointcommission.org.

The Joint Commission Awards JCH with Gold Seal of Approval®

Jersey Community Hospital (JCH) recently received an overall “B” for its Hospital Safety Score by

The Leapfrog Group, a national leader and advocate in hospital transparency. The Leapfrog Group

administers these scores, which are calculated under the guidance of an eight-member Leapfrog

Blue Ribbon Expert Panel of patient safety experts. The Group issues 28 scores on publicly available

hospital safety data, analyzes the data and determines the weight of each measurement based on

evidence, opportunity for improvement and impact. Some hospitals are exempt from reporting, so

averages are based only on those across the country that report.

The Leapfrog Group is an independent, national not-for-profit organization founded more than

a decade ago by the nation’s leading employers and private healthcare experts. The Group

strives to make giant “leaps” forward in the safety, quality and affordability of healthcare

in the U.S. by promoting transparency and value-based hospital incentives.

The American Diabetes Association (ADA) recently awarded

its prestigious Education Recognition Certificate for a

quality diabetes self-management education program to

the JCH Diabetes Education Services program. The ADA

believes the program, which was originally recognized in

November of 2003, offers high-quality education that is an

essential component of effective diabetes treatment.

This certificate assures that educational programs meet

the National Standards for Diabetes Self-Management

Education Programs. Achieving this recognition means that

the hospital’s program has a knowledgeable staff who can

provide participants with comprehensive information about

diabetes management.

“The process gives professionals a national standard by

which to measure the quality of services they provide,”

Cindi Barrett, JCH certified diabetes educator, said. “And, of

course, it assures patients that they will likely receive high-

quality service.” Awarded for four years, this recognition is

also verified by an official ADA certificate.

According to the ADA, there are 25.8 million people (8.5%

of the population) in the U.S. who have diabetes. While an

estimated 18.8 million have been diagnosed, 7.0 million

are not aware that they have this disease. About 5,205

people are diagnosed with diabetes each day, but many

only learn they have the disease when they are treated for

one of its life-threatening complications – heart disease

and stroke, kidney disease, blindness, and nerve disease and

amputation. Diabetes is currently the seventh leading cause

of death in this country, with the risk of death twice that

of people of similar age without diabetes. The ADA is the

nation’s leading non-profit health organization supporting

diabetes research, advocacy and information for health

professionals, patients and the public.
