History of Compost Emissions

• First SCAQMD Source testing in 2001

• Rule 1133 initially focused on biosolids emissions

• Similarly Rule 4566 (SJVAPCD) focused on biosolids and manure

• Now looking at green materials

The Primary Concern

• Cost of compliance will affect already marginal economics of composting, sending organics needed for the soil to other, cheaper, less sustainable options.

• We need more facilities, not less, especially in Southern California.
