WELCOME The e-Learning Services (eLS) department at LCSC facilitates a variety of technology-enhanced instruction, including fully online, hybrid, and web-enhanced lecture courses through the Blackboard learning management system (LMS).

GETTING STARTED

GAINING ACCESS TO BLACKBOARD COURSES

In order for an instructor to receive a username and password in Blackboard, all new-hire paperwork must be completed, and the instructor must complete the FERPA tutorial. In order to have access to his or her Blackboard course(s), the instructor must be assigned as the instructor of record for the course through the Registrar. The Division Chair must submit instructor assignment requests to the Registrar. New or modified instructor assignment requests can take up to 48 hours to be reflected in Blackboard.

BLACKBOARD ACCESS, USERNAMES, AND PASSWORDS

LCSC Blackboard is accessed directly at https://lcsc.blackboard.com or by visiting the LCSC Home Page, selecting “Quicklinks” at the top, then selecting “Blackboard.” Information on how to Access Blackboard Learn is found on the e-Learning Services Faculty Resources webpage. (Full URL: http://www.lcsc.edu/e-learning/faculty/) Blackboard usernames are typically the first part of the instructor’s lcsc.edu email address (first initial, middle initial, full last name). In some instances, an instructor may have a non-standard username. Contact e-Learning Services to verify a Blackboard username if unable to login. The default password for new Blackboard users is the user’s birthdate in six-digit format: MMDDYY. A “Forgot Password” link is available on the Blackboard login page to reset a password.

course is titled “Creating a New Blackboard Course,” the content also applies to existing courses where instructors are adding a new element. Two asynchronous online resources courses delivered in Blackboard are available to instructors:

Creating a New Blackboard Course: This course guides a new developer through the process of building a Blackboard course from the ground up. It utilizes a course template / layout available by request from e-Learning Services. The course design process is guided by the Quality Matters standards for best practices in online course design

Enhancing Face to Face with Blackboard: This course is targeted to instructors who teach on-campus classes and would like to use Blackboard to post a syllabus, provide digital copies of documents, and use the online grade center to post student grades.

To request enrollment in a resource course, instructors should email the instructional designer who serves as the primary point of contact for their division.

Instructors are expected to utilize the asynchronous training courses prior to making one on one appointments with an ID for training . If, after reviewing the materials in the online training, an instructor has questions or would like more information, he or she can schedule an appointment with an ID. Instructors are not expected to provide students with training for using Blackboard.

BLACKBOARD ORIENTATION

e-Learning Services provides a Blackboard Student Orientation document for students in the WEB and LEC template, and a link to access this document is available on the LCSC Bb Learn tab under “LCSC Blackboard Orientation” on the left side of the page. If the document is not linked in the course menu, e-Learning Services recommends instructors create a link in the course menu, on the course entry page, or in the syllabus. 24/7 BLACKBOARD SUPPORT

e-Learning Services contracts Blackboard’s 24/7 Blackboard Help Center service. Students need to use this service for all technical support questions related to Blackboard; e-Learning Services staff does not provide technical support to students. It is recommended that a link to the 24/7 Blackboard Support be included in all Blackboard course spaces. AVAILABLE TECHNOLOGIES

CAMTASIA STUDIO

Camtasia Studio is screen capture and video editing software available for instructors to use in Sam Glenn 214 F (the Quiet Room). The software can be used to record video lectures and other video content, as well as combine existing videos and still images into a single

video. This software is not available for individual installation on instructor computers unless the instructor’s division purchases a software license for the instructor.

SNAGIT

Snagit is a software program for creating video content and screen captures. Instructors can obtain a license to use Snagit by submitting an IT Help Desk ticket online (Submit a Ticket). The licenses for SnagIt were purchased by the Office of the Provost and is available to all

LCSC Staff and Faculty. Instructors should refer to Techsmith’s website for Snagit tutorials and technical support (Full URL: https://www.techsmith.com/tutorial-snagit.html). Tutorials and information on how to record a video with Snagit, upload it to YouTube, add closed captioning, and embed the video into Blackboard are included in the Universal Design for Learning organization course. See the ADA Compliance section for more information.

RESPONDUS 4.0

Respondus 4.0 is software that uploads a properly formatted file of test questions directly into Blackboard to create an assessment. This software is only available for use in Sam Glenn 214 F (the Quiet Room). For instructions on how to format test questions for

uploading with Respondus 4.0, instructors should email their division’s instructional designer.

RESPONDUS LOCKDOWN BROWSER

Respondus LockDown Browser is a web browser that prevents students from navigating to other web pages, accessing other areas of Blackboard, and opening other programs during a test delivered in Blackboard. RLDB is used in conjunction with test proctoring for added test security, as it requires a password to access the test.

Instructors are required to complete an asynchronous online training course in the use of RLDB before they can use it with their online tests. Instructors should email Carrie Kyser ([email protected]) to request enrollment in the RLDB training. The LCSC Testing Center maintains a list of instructors who have completed the training. The proctor request form includes a field to indicate if a test is configured to require students to use RLDB.

COLLABORATE ULTRA

Collaborate Ultra is software integrated into Blackboard that allows instructors to host synchronous live lecture or meeting sessions with students. Participants can engage in video chat with a webcam and microphone, text chat, collaborative whiteboard, file sharing,

application sharing, and screen sharing. Collaborate sessions can be recorded and made available in the course for students to view at a later date. To view tutorials and best practices of using Collaborate at LCSC, please contact your instruction designer to be enrolled in the Collaborate Ultra Live Lecture Streaming resource course in Blackboard. Current LCSC policy prohibits the use of mandatory (for a grade) synchronous meetings via Collaborate Ultra because LCSC online courses are advertised as completely asynchronous in the course catalog. As long as no grading is associated with participation in a Collaborate session, or students can accomplish any graded assignment associated with a session by viewing a recording of the session, instructors can conduct sessions with Collaborate. YOUTUBE

YouTube is a free video sharing website that makes it easy to watch videos online. All instructor-created video content must be housed on a YouTube account. The video content can be linked to or embedded in the course from YouTube. YouTube offers free options for

adding closed captioned to all videos, and all videos in a course must provide time-synced closed captions to meet ADA requirements. More information on best practices for using the captioning features on YouTube can be obtained by contacting your Instructional Designer. Information on how to use YouTube to create closed captions is found in the Universal Design for Learning organization course in Blackboard. See the ADA Compliance section for more information.

ADA COMPLIANCE In accordance with the American Disabilities Act (ADA) and Sections 504 and 508 of the Rehabilitation Act, online courses at LCSC need to be fully accessible. A timeline and plan to get all online content ADA compliant has been approved by the LCSC Provost, Dean of Academic Programs, and endorsed by Faculty Senate. Documentation of the LCSC ADA Compliance timeline and recommendations is found on the e-Learning Services Faculty webpage (Full URL: http://www.lcsc.edu/media/5009234/ADA-Compliance-in-Online-Materials.pdf). By the Fall 2019 Semester, all existing courses with content delivered in the LCSC Learning Management System will be expected to meet the ADA Standards. Any new courses built or new content added to existing courses will be created to meet the ADA Standards. e-Learning Services offers guidance on how to design a course to meet the law, and all faculty are enrolled in the Universal Design for Learning resource course in Blackboard. You can locate that course in the “My Organization” module on the LCSC Bb Learn page. Please contact the lead instructional designer of your division for more information.

COURSE CONTENT

All LCSC courses (face-to-face, web-based, and hybrid) have access to use Blackboard to deliver content. Courses with WEB and HYBF designations are required to use Blackboard; use of Blackboard for LEC and other face to face only designations is optional, but strongly encouraged.

BUILD A COURSE

Instructors can build their courses several different ways:

Build from Scratch - Use the blank course automatically created when courses become available

Build from a Layout/Template - Instructors can request to have a template loaded into a course

o Contact your instructional designer to request

o Different templates are available for online and face-to-face courses

o Use of the template is recommended

Copy Content from Previous Course (taught by the same instructor)

o Content can be copied from any previous course an instructor has taught at LCSC into a

current / upcoming course.

Request Content from a Previous Version of a Course (taught by another instructor)

o To gain access to a previous version of a course, the instructor’s division chair must

email approval to the division’s instructional designer.

o This email should include the semester, course ID, section number and instructor of the

existing course (Ex. 2015SP-ENGL-101-60, Jane Smith).

o The Instructional Designer can enroll the instructor in the previous course as a “Course

Copier.” This role gives the instructor permission to view and copy the content, but

limits access to any student grade data in accordance with FERPA regulations.

It is recommended to use to utilize the LCSC Blackboard template. To request a template, instructors should email their instructional designer. The template contains a basic menu structure with pages for adding course content and links to the most commonly used Blackboard tools, as well as links to the Blackboard Student Orientation and the 24/7 Blackboard Help Center.

WHEN WILL COURSES FOR THE UPCOMING SEMESTER BECOME AVAILABLE TO

INSTRUCTORS?

Courses for the upcoming semester become available to faculty in Blackboard the day after the Class and Time schedule is finalized in Colleague by the Registrar. The Registrar publishes that date in the LCSC Academic Calendar (Full URL: http://www.lcsc.edu/registrar/academic-calendar/). When the course schedule is finalized, all courses and instructor assignments will appear in Blackboard and instructors will have access to copy content from a previous semester or build new content. NOTE: Courses for the upcoming term will be marked as “Unavailable” but this refers to student access only.

HOW AND WHEN DO COURSES BECOME AVAILABLE TO STUDENTS?

Course enrollments are automated based on information from the Registrar’s office. Instructors cannot manually enroll students in online courses. Adds and drops take up to 24 hours to be reflected in Blackboard courses. Blackboard course spaces for all LCSC classes open to students the Friday before the first day of the semester. This policy ensures that students have time to verify their login and password information and configure their computers to use Blackboard. Instructors do not need to have all course content open at this time. However, for fully online and hybrid courses a syllabus must be uploaded and visible in the course.

HOW AND WHEN ARE STUDENTS NOTIFIED OF HOW TO ACCESS BLACKBOARD?

Students enrolled in a Web or Hybrid course receive an access email sent from e-Learning Services to their LCMail account one week before online courses open. The email contains instructions on how to access online courses through Blackboard. All new and transfer students enrolled in SD 107 or 307 will receive an introduction to Blackboard during the first two weeks of the semester. During that instruction they will be given instruction on how to access Blackboard, navigate a typical class, and information about technical resources.

HOW IS ATTENDANCE VERIFIED IN ONLINE CLASSES FOR FINANCIAL AID

PURPOSES?

To demonstrate attendance in an online course, a student must do more than login to the course. The student must show activity in the course, such as:

posting to a discussion board

taking a quiz

submitting an assignment

One of the easiest ways to take “attendance” in an online course is to provide a discussion forum in which students are asked to introduce themselves to the class.

WHAT ARE THE STUDENT COURSE EVALUATIONS?

The Office of Institutional Research and Effectiveness (IRE) administers Student Course Evaluations (SCEs). As early as the ninth week of the semester, SCEs become available to students in online courses. Students receive an email from IRE with a link to access the SCE for each course in which they are enrolled. Instructors also receive an email when the SCEs for their courses are available to students. All questions regarding SCEs should go to LCSC Institutional Research and Effectiveness (Full URL: http://www.lcsc.edu/ir/).

HOW ARE FINAL GRADES SUBMITTED FOR ONLINE CLASSES?

Final grades are submitted through WarriorWeb. Currently, there is no integration between the Blackboard Grade Center and WarriorWeb. The Office of the Registrar (Full URL: http://www.lcsc.edu/registrar/) is the contact for questions or instruction on grading in WarriorWeb. For instructions on how to export Blackboard Grade Center to an excel file to work offline, please contact your instructional designer.

e-Learning Services employs two instructional designers (ID) to provide instructors with course design support and best practices for course content creation and delivery. The instructional designers provide support and consultation only; they do not build courses or create course content for instructors. Instructors should contact the lead designer for his or her division first, but if they are not available the instructor may schedule with the other ID.

Instructors can book the Quiet Room to work on Blackboard courses or use the technologies listed in the Available Technologies section. If the instructor would like to work with an ID while in the Quiet Room, he or she must also book the same time on the ID’s booking calendar. If an instructor doesn’t book time with an ID, it is assumed he or she will be working in the Quiet Room unassisted. Location: SGC 214 F Booking Calendar: Book the Quiet Room

TECHNICAL SUPPORT FOR BLACKBOARD

e-Learning Services contracts Blackboard’s 24/7 Blackboard Help Center service. Students need to use this service for all technical support questions related to Blackboard; e-Learning Services staff does not provide technical support to students. Instructors can also use the Blackboard Help Center to get Blackboard support after e-Learning Services standard business hours. During business hours an Instructor can contact their Instructional Designer. In the event an instructor receives an error message in Blackboard, he or she needs to use the Blackboard 24/7 Help Center website to submit a technical support ticket. Fastest response time is typically with using the Live Chat feature on the website. Contact 24/7 Blackboard Support:

E-LEARNING POLICIES AND PROCEDURES

COURSE COPYING/ COURSE CONTENT

Instructors have access to copy their course content from one semester to the next and can do so as soon as the coming semester’s courses appear in their “My Courses” list in Blackboard. If a course that needs to be copied is no longer in the instructor’s “My Courses” list in Blackboard, he or she can email the Blackboard system administrator (Tom Hennigan, [email protected]) and request that the course be restored from an archive in order to complete the course copy. Course Copy Instructions are located on the e-Learning Services Faculty webpage (Full URL: http://www.lcsc.edu/media/ 5009540/Course_Copying_2017.pdf) Content from another instructor’s course maybe copied with approval. See the Build a Course section for additional information. If an instructor needs content copied from another instructor’s course, the division chair must send an approval email to the division’s lead instructional designer granting his or her approval of the copy request. This email should include the semester(s), course names, course IDs and section numbers, and names of instructors for the course to be copied and the destination course. The instructor requesting the content will then be enrolled in the course to be copied with “Course Copier” access. After the course has been copied, the instructor should notify his or her instructional designer so he or she can be unenrolled from the copied course. (See Appendix B for complete policy)

COURSE SIZE / FILE STORAGE / MULTIMEDIA

The maximum storage space for a Blackboard course is 150MB. All PDF documents should be optimized for web delivery during the save process. Outdated versions of syllabi and other course documents should be deleted or overridden to avoid buildup of course size. Instructors should not use the course Content Collection as backup storage for course related documents; only those documents actively linked in the course should be saved in the Content Collection. Images should be resized to web-friendly resolutions (no more than 100dpi) before being inserted into a PowerPoint, Word Document, or text-based item in Blackboard. Large media files should be housed at external locations and linked to or embedded in the course. All instructor-created video content must be housed on a YouTube account, preferably one linked to the instructor’s lcsc.edu email address. Instructors can also use their lcmail.lcsc.edu email address, which is already a Gmail account and has more storage. The video content can be linked to or embedded in the course from YouTube. Similarly, large audio files should be housed at an external location and embedded in the course. In the case of copyrighted video materials for which the instructor has permission to use in the course, the video content must be stored in the Content Collection and cannot exceed the overall course size limit of 150MB. Whenever possible, instructors should link to or embed third-party multimedia content via the publisher’s website. NOTE: It is the instructor’s responsibility to ensure that video content used in any course is

captioned for ADA compliance.

INCOMPLETE GRADES

To grant an incomplete grade for an online course, an instructor must submit an incomplete request to the Office of the Registrar. After final grades are submitted for the semester, the eLS Blackboard system administrator retrieves a copy of incomplete courses from Colleague and processes them in the order of their expiration dates. The courses are then made available to only those students needing access to finish the coursework. Students are notified via LCMail by eLS when incomplete courses have been reopened. Instructors continue to have access to their courses after the end of the term to monitor the progress of students working on incompletes. (See Appendix C for full policy)

USING TEXTBOOK PUBLISHER CONTENT OR OTHER EXTERNAL CONTENT/SITES

Blackboard LMS is the official course delivery system used for LCSC courses. Fully online and hybrid courses must deliver their content inside Blackboard for archiving purposes (for full Archiving Policy see Appendix A). Use of textbook publisher websites and publisher-integrated content is allowed, but student content submitted through external sites cannot be archived at the end of the semester unless the publisher building block supports gradebook integration with Blackboard. Instructors using Blackboard to supplement campus lecture courses can utilize other content delivery systems such as textbook publisher websites or Google Classrooms, but any content submitted and saved on these sites will not be archived with the Blackboard course at the end of the semester. Instructional Designers also cannot provide course design or technical assistance for textbook publisher websites. If using an external publisher website or other content delivery system, instructors must provide instructions to students for accessing and using the site in the course syllabus or uploaded as a stand-alone document in Blackboard. e-Learning Services and the 24/7 Blackboard Help Center do not provide troubleshooting or technical support to students for textbook publisher websites or other non-Blackboard content delivery systems. Use of textbook publisher content or other external sites needs to be vetted by e-Learning Services prior to the start of the semester. Instructors should notify e-Learning Services of the intent to utilize textbook publisher content or sites that integrate into Blackboard via a building block as early as possible, preferably when courses first become available in Blackboard. An email should be sent to Tom Hennigan to request a “Content Adoption Form,” and the completed form should be emailed back to Tom Hennigan ([email protected]) to begin the process. e-Learning Services will then work to assure functionality of the content if a compatible building block is available. Courses will be handled in the order in which e-Learning was notified of the intent to use textbook publisher content. Instructors with textbook publisher content such as videos, slideshow files, test banks, or other “stand alone” files/content should make an appointment with an Instructional Designer to ensure proper uploading/integration of such content. Instructors should contact the publisher for permission to include video content inside their Blackboard courses. It is also the instructor’s responsibility to ensure that video content used in any course is captioned for ADA compliance. (See Appendix D)

COURSE ARCHIVING

e-Learning Services archives all courses at the end of each semester and maintains backups of these archives on a server and on optical media. Course archives are maintained for five years in the event of an academic dispute. Instructors can request access to an archived course by emailing the Blackboard system administrator, Tom Hennigan at [email protected]. (See Appendix A)

SECTION MERGE REQUESTS AND CROSS-LISTED COURSES

Instructors can request to have multiple courses or multiple sections of the same course merged into a single course to combine class rosters. To request a section merge, the instructor needs to complete a section merge request form, found here: Submit a Section Merge Request (Full URL: https://www.lcsc.edu/e-learning/faculty/section-merge) Courses that are already cross-listed in Colleague cannot be merged in Blackboard (ex. ECON/PSYC/SS 300). These courses have a “parent/child” relationship in Blackboard, and the students enrolled in the “child” course are automatically redirected to the “parent” course when they access the “child” course in Blackboard. All course content should be placed in the “parent” course, and all interactions (announcements, grading, posting, etc.) take place in the “parent” course. (See Appendix E)

WORKING COPIES / DEVELOPMENT SHELLS

Due to storage space limitations on the current LMS services, e-Learning Services cannot support “development shells” for course development other than for courses being built as part of the Quality Matters program, an Open Educational Resources (OER) repository, or other administration-sanctioned purpose. All other development should take place in the empty course shells created via Colleague/WarriorWeb each term for all matriculating courses. These shells become available to instructors during the semester prior to the semester when the course is offered.

TEST PROCTORING

Test proctoring services are available for tests delivered in fully online (WEB) and hybrid (HYB) courses. Proctoring services are not available for tests delivered in Blackboard for lecture (LEC) courses. The LCSC Testing Center oversees test proctoring requests for all LCSC online courses, and there are multiple outreach sites and other off-site proctors available for distance students. For hours of operation, location, and services provided, visit the LCSC Testing Center webpage (Full URL: http://www.lcsc.edu/testing-center/). A. ARCHIVING POLICY

Purpose: Online Course Backup/Archiving Policy

Rationale: The Idaho State Board of Education (ISBOE) requires that class records be maintained for

five years after the end of any given term. The purpose for this requirement is to enable accurate recall

of data in case of an academic dispute. LCSC eLS complies with this ISBOE requirement for online

courses by creating and storing in situ copies of those courses, commonly called a “course archive”

Policy Statement: LCSC e-Learning Services will conduct backup and archiving for courses not bearing

incompletes at the end of each term. Courses bearing incompletes (Policy C – Incomplete Grades) will

be archived after their respective incompletes expire.

Scope: All matriculating, fully online (designated WEB in Colleague) and hybrid (designated HYB in

Colleague), and enhanced face-to-face courses (designated LEC in Colleague) sections are covered by

this policy. Non-matriculating or other special sections may all be subject to this policy as determined

by an established Memorandum of Agreement.

B. INSTRUCTOR REASSIGNMENT

Purpose: Access to courses created/taught by other instructors (aka instructor reassignment).

Rationale: eLS receives many requests for access to courses by parties other than the designated

instructor. Accommodating those requests must give due regard to the need to protect student

privacy.

Policy Statement: Access will be given only to LCSC employees with permission from the respective

Division Chair. Prospective employees do not have standing to see material on any password

protected server including the LMS. Whenever possible, an inactive version of the course will be used.

The level of access granted will be “Course Copier” -- this is a custom course role at LCSC that allows

access to course content but not the Grade Center.

Scope: All matriculating, fully online (designated WEB in Colleague) and hybrid (designated HYB in

Colleague), and enhanced face-to-face courses (designated LEC in Colleague) sections are covered by

this policy. Non-matriculating or other special sections may all be subject to this policy as determined

C. INCOMPLETE GRADES

Purpose: Online Course Policy Regarding Incomplete Grade Status

Rationale: Incomplete or “I” is a status granted as a grade to students by instructors that allows them

to complete work on a course. Granting such status is governed by campus policy. In order to facilitate

completion of online courses, eLS has established the policy and procedures outlined herein.

Policy Statement: LCSC e-Learning Services will maintain access to online sections to students granted

an incomplete until said incomplete expires. Courses bearing incompletes will be archived (Policy A –

Course Archiving) after their respective incompletes expire.

Scope: All matriculating, fully online (designated WEB in Colleague) and hybrid (designated HYB in

Colleague), and enhanced face-to-face courses (designated LEC in Colleague) sections are covered by

this policy. Non-matriculating or other special sections may all be subject to this policy as determined

by an established Memorandum of Agreement.

Effective Date, Expiration Date (if applicable): This policy takes effect as of the approval date (see

below), and will remain in effect until technical or other circumstances warrant.

Procedures: After grades are turned in for a term, the eLS Instructional Technology Administrator will

extract a list of all incompletes granted via a Colleague query. Sections bearing incompletes will be

processed in order of the respective expiration dates of those incompletes. Those sections will be

once the incomplete expires. All of said processing will be carried out via the System Administrator

interface within Blackboard.

D. CONTENT ADOPTION

Purpose: Adopted Course Content/Site Policy

Rationale: Blackboard Learn allows instructors to create, copy, or adopt content as needed. Adopting

publisher building block content (B2s) necessarily entails specific support actions from eLS staff. eLS is a

lean operation and must prioritize tasks in order to best serve our entire client base. In the matter of

adopting B2s, priority will be given to instructors who act in compliance with this policy.

Policy Statement: Divisions and instructors are advised to notify e-Learning Services of the intent to

utilize B2 content (or link to a course/textbook site) as early as possible, preferably when courses first

become available in Blackboard. eLS will work to assure functionality of the content in the order which

we are made aware of the need to do so.

Scope: All matriculating, fully online (designated WEB in Colleague) and hybrid (designated HYB in

Colleague), and enhanced face-to-face courses (designated LEC in Colleague) sections are covered by

this policy. Non-matriculating or other special sections may all be subject to this policy as determined

by an established Memorandum of Agreement. Examples of publisher’s building blocks include

CengageNow, WileyPLUS, and McGraw-Hill Connect.

Effective Date, Expiration Date (if applicable): This policy takes effect as of the approval date (see

below), and will remain in effect until technical or other circumstances warrant.

Procedures: As each term becomes available via the Integration Framework, courses will appear in

instructor accounts. Divisions or instructors who are planning to use publisher building blocks should

email [email protected] as soon as possible after the course posts, but no later than two weeks

before the start of the semester to ensure product compatibility. In addition to the information sheet

(or email), any instructor wanting to adopt new publishing blocks should make a 30-minute

appointment with the Instructional Designer who covers his or her division to vet the readiness of the

content/site for use. Instructors should append access and technical support information for the

content/site to the syllabus.

Rationale: It is often desired to provide efficiency by combining rosters for several online sections

creating a “one stop shop” access to course content. There are two ways of accomplishing this goal:

cross-listing in the SIS, Colleague, or by section merging within Blackboard.

Policy Statement: LCSC e-Learning Services will provide section merging with approval from the

Division Chair.

Scope: All matriculating, fully online (designated WEB in Colleague) and hybrid (designated HYB in

Colleague), and enhanced face-to-face courses (designated LEC in Colleague) sections are covered by

this policy. However, sections that are already cross-listed in Colleague cannot be merged in

Blackboard. This includes cross-listed “reserve” sections like those for IEI students (e.g. 2015FA-ENGL-

101-01 and 2015FA-ENGL-101-LB01)

Effective Date / Expiration Date (if applicable): This policy takes effect as of the approval date (see

below), and will remain in effect until technical or other circumstances warrant.

Procedures: The form for making these requests is on the LCSC website:

F. SYNCHRONOUS COMMUNICATION TOOL USE

Purpose: Synchronous Communication Tool Use

Rationale: The purpose of this policy is to ensure instructors use synchronous communication tools

effectively and within the purview of LCSC’s asynchronous course delivery policy. That is, LCSC advertises

its fully online courses as entirely asynchronous, with no set meeting dates and times. This includes

meetings with the instructor and students and meetings between students (synchronous group work).

Synchronous communication tools include, but are not limited to, Blackboard Collaborate Ultra, Blackboard

Instant Messenger (BbIM), Google Hangouts, Skype, and Adobe Connect. Blackboard Collaborate Ultra and

Blackboard IM are the only synchronous communication tools supported by e-Learning Services. Other

synchronous communication tools are “use at your own risk.”

Policy Statement: LCSC e-Learning Services supports the use of Blackboard Collaborate Ultra and

Blackboard IM in Blackboard Learn.

Scope: All matriculating, fully online (designated WEB in Colleague) and hybrid (designated HYB in

Colleague), and enhanced face-to-face courses (designated LEC in Colleague) sections are covered by this

policy. Non-matriculating or other special sections may all be subject to this policy as determined by an

established Memorandum of Agreement.

Effective Date / Expiration Date (if applicable): This policy takes effect as of the approval date, and will

remain in effect until technical or other circumstances warrant.

Procedures: In a fully online, matriculating course an instructor cannot require students to attend a Collaborate

session for a grade unless students who are unable to attend can achieve the same grade by viewing a recording

of the session (participation in a synchronous session cannot be part of the grade). In a fully online,

matriculating course an instructor cannot tie a grade to use of BbIM unless students can achieve the same grade

by utilizing the asynchronous communication features built in to Blackboard, or through the use of another

previously agreed upon messaging system (participation in a synchronous session cannot be part of the grade).

Roles/Responsibilities: Training to use the associated technologies needed to comply with this policy falls

within the purview of the LCSC Instructional Designers. Assuring compliance with all server‐related aspects

of this policy lies with the Instructional Technology Administrator. He or she may task appropriate

personnel with meeting same.

G. D IVISION ACCOUNTS

Purpose: Roles within Division Accounts

Rationale: Division chairs, faculty, and staff need to be able to review online courses for promotion, tenure,

academic disputes, peer review, accreditation, and other purposes.

Policy Statement: LCSC e-Learning Services will provide each division with two accounts whose scope is the

calendar year. These accounts will be enrolled by eLS staff as outlined below.

Scope: All matriculating, fully online (designated WEB in Colleague) and hybrid (designated HYB in

Colleague), and enhanced face-to-face courses (designated LEC in Colleague) sections are covered by this

policy. Non-matriculating or other special sections may all be subject to this policy as determined by an

established Memorandum of Agreement.

Effective Date / Expiration Date (if applicable): This policy takes effect as of the approval date, and will

remain in effect until technical or other circumstances warrant.

Procedures: Each winter break the Instructional Technology Administrator, or designee, will create two

accounts for each division for the upcoming year. One account will be exclusively for use by the Division

Chair; the other is to be shared with any qualified division employee, or designated individual (i.e.

accreditation reviewer) to conduct the activities listed under “Rationale.” The designated eLS staff will add

these two accounts to all WEB and HYBF sections belonging to a division when those sections are pushed

from Colleague to the LMS. LEC sections may also be added at the request of a Division Chair. Such

requests should be renewed each semester. In order to make such a request, the Chair should email the

Instructional Technology Administrator who will assign the task to the appropriate person.

Use Policy: This is a labor-intensive service provided to support necessary academic activity to complete

institution purposes and goals or attain academic justice for students. En masse requests for all LEC

sections to be added will not be honored unless all are needed to complete a task such as those listed

under “Rationale.” Alternate routes to completing such tasks should be explored.

Roles/Responsibilities: Creation of the division accounts is the purview of the Instructional Technology Administrator. Maintenance of passwords and sharing of accounts are the responsibility of Division Chairs. Account enrollments are to be handled by the eLS staff.
