ABOUT CONFERENCEOpen and Distance Learning caters to the learning needs of the

deprived and economically weaker sections of the society, among others, and thereby ensures inclusive and seamless education. With the explosion of Information and Communication Technologies (ICT), the concept of ODL is undergoing a perceptible Metamorphosis. While there is a tremendous hope that the technologies would bridge the knowledge gap, skepticism abounds about the role and potential of technology in closing the social divide. In short, there indeed are incisive arguments as well as equally convincing counter arguments for and against technological interventions for societal changes. Can technology be reduced to be a cliché or a fad? Or, does it really help build and sustain societies? To what extent could we deploy technology in the educational sector and particularly in the ODL contexts? Are there empirical evidences beyond the anecdotal ones to showcase the effectiveness of technology in facilitating learning? If there is any, can the success story be replicated in different settings? These are some of the illustrative and by no means exhaustive questions, for which convincing answers are to be found.

It is against this backdrop that the National Conference was conceived, and is being jointly organized by the IGNOU and TNOU, for providing a robust platform for the academics, researchers, policy makers and other stakeholders of education to share their experiences and perspectives. The deliberations are expected to give us a clear vision about digital interventions in ODL for sustainable human development.

About IGNOUThe Indira Gandhi National Open University (IGNOU) was

established by an Act of Parliament in 1985. IGNOU serves nearly three million learners which includes overseas enrolments and learners from all parts of the Country. IGNOU offers 232 academic programmes in diversified disciplines through its 21 Schools of Studies and learners are supported by a network of 67 Regional Centres and over 3000 active Learner Support Centres.

Over the years, IGNOU has lived up to the conutry’s expectations of providing education to the marginalised sections of the society. It provides free education to all Jail inmates across the country.

A large number of students from SC/ST and other marginalised segments of society were admitted to various programmes of the University. The University has identified several educationally and economically backward areas and established Special Study Centres (SSCs). In order to enhance its reach, the University is reaching out to remote and rural areas.

IGNOU is on its journey from Distance Learning to the new momentous digital learning system. IGNOU is poised to grow even bigger with the use of digital technology which will help widen its geographical reach by extending to the hitherto difficult or inaccessible areas.

The Regional Centre, Chennai was established in 1988. It caters to the needs of different social segments in 14 Districts of Tamil Nadu and the Union Territory of Puducherry. The University offers courses ranging from Certificate to Post Graduate levels, which are recognized by the UGC.

About TNOUThe Tamil Nadu Open University (TNOU) was established in the

year 2002 by the Government of Tamil Nadu for the introduction and promotion of Open Learning and Distance Education systems in the educational pattern of the State and for the co-ordination and determination of standards in such systems. Since its inception, the University has been providing cost-effective, socially-relevant Open and Distance Learning (ODL) to the hitherto unreached as well as the disadvantaged groups such as those living in remote and rural areas including the working people, housewives, physically handicapped and SC/ST students. At present, the University offers more than 150 Programmes across various disciplines and at different levels from Certificate to Research, including those in the areas of skill development through 13 Schools of Study. It admits the students throughout the year under two admission cycles, viz., Calendar Year (Jan – June) and Academic Year (July – Dec.). The University reaches out to its learners through a robust network of 8 Zonal Centres and 443 Study Centres spread across Tamil Nadu. All Programmes on offer by TNOU are recognized by the UGC.
