Instructions to Bidders for School Bus Chassis and Body

Purchasing district: Oberlin City School District

Bid Opening Date: October 20, 2017

The Ohio School Boards Association (OSBA) is representing the Oberlin City School

District (hereafter referred to as School District) in the purchase of new school buses.

1. This bid is for (2) 84-passenger front engine transit buses and (1) 77 passengerspecial needs conventional school bus. Vendors are encouraged to bid on bothvehicles, however bids will be considered separately.

2. Delivery.

School district will issue a purchase order following board consideration of

the bid on or around October 24, 2017. Completed vehicles should be

delivered as soon as possible

Specifications are on file at the Ohio School Boards Association.

4. Mailing Instructions and submission deadline

Proposals shall be enclosed in a sealed envelope addressed to Pete Japikse,

at the address listed above, and must be

clearly marked PROPOSAL FOR SCHOOL BUSES/Oberlin.

The bids must be received by 12:00 noon, Thursday, October 19, 2017. Bids

will be opened immediately thereafter at the offices of the Ohio School Boards

Association. Vendors are invited to attend the opening.

5. Bid Forms

Bidders shall use enclosed forms for submitting bids. Pricing for chassis and

body minimum specifications shall be shown on the enclosed summary form.

6. Bid Bonds are no longer required.

An amendment to RC 3327.08 was passed and signed into law as part of the state budgetbill. This amendment eliminates the need for a bid bond as part of school bus purchasing.The effective date of the amendment will be September 29, 2017. After this date, no bidbonds will be required for school bus purchase.

7. Certificate of tax status

Bidders must complete and include the enclosed delinquent property tax form.

8. Term of bid

No bidder may withdraw their bid for at least ninety (90) days after the scheduled closing timefor receipt of the bids.

9. Materials and Workmanship

All materials used in the construction of these buses shall be new and of the best grade in itsparticular line, and all articles shall be complete and in first class condition. The delivered busesshall be in ready condition upon receipt by the school district, so that each will pass the OhioHighway Patrol inspection for school buses. The manufacturer will either perform or compensatethe school district for any preparation or corrections needed to meet the Ohio School BusMinimum Construction Standards applicable on the date of the bid.

10. Inspection

The dealer is responsible for completing a pre-delivery inspection and service on the completedunit (both body and chassis) to ensure that requirement #9 above has been fulfilled.

11. All bids must meet the minimum body and chassis specifications.

12. Trade-in

The district intends to trade-in buses. Bidders should contact the district transportationdirector to make arrangements for viewing of the vehicles to be traded.

13. Lease/ PurchaseThe school district requests that bidders include a quote for lease/purchase for the vehicles for a5-yearterm.

14. Bids will be tabulated by OSBA and results available after October 24, 2017. Vendors mayrequest a copy of the results at that time.
