Welfare, Programmes : Institutions, Schemes and Services

In Delhi; before 1959, welfare services for the neglected and weaker section of the society were not operating in an organised and co-ordinated manner. There was an urgent need to make the welfare services comprehensive and diverse in nature. Keeping in view this fact, in the year 1959, the Directorate of Social Welfare was established- in Delhi. Since then it has been an endeavour of Social Welfare Department that the number of Institutions, Schemes and Services has increased to 58, 16 and 7 respectively.

The Department of Social Welfare looks after the welfare of women in need and distress, handicapped persons, neglected children, aged and destitutes through the network of residential care homes and non-institutional services. Besides, the Department provides avenues of self employment to women, children, handicapped and creates awareness amongst .general public regarding the welfare measures of the Department.

In order to achieve its objectives, the Department of social welfare has decentralised its programme implementation to the level of its 10

The Juvenile Justice Act, 1986 which has come into force in the Union Territory of Delhi on 2nd October 1987, envisages a comprehensive approach towards justice for children in situations of abuse, exploitation and social maladjustment. Under Juvenile Justice Act 1986, 14 statutory institutions are working for the care, protection, treatment, development and rehabilitation of neglected and delinquent juveniles. Out of 14 statutory institutions, 08 institutions are working for the boys , 05 for girls and 01 for both boys & girls.

Department of Social Welfare Welfare Programmes

It is a Remand HoMe/Observation Home established in the year 1958. It has a sanctioned capacity of keeping 100 children at a time. The Juvenile Welfare Board set up under the Juvenile Justice Act is also located here. Destitute/neglected.boys between 6-16 years of age group whose parents/guardians are unfit to exercise control over them/or who are found begging or without any ostensible means/or who are likely to be abused or exploited for immoral or illegal purposes/ or are taken charge of by any police officer/any other person/organisation authorised by the Govt. of India are kept hereunder the orders of Juvenile Welfare Board till their restoration or commitment to the Juvenile Homes. The inmates are provided with free boarding, lodging, medical care, education and vocational training facilities. Presently, this Home is managed by Prayas, JAC Society with the grant of Delhi Govt.

It is a Remand Home established in the .year 1983. It has a sanctioned capacity of keeping 100 children at a time between the. 7-16 years of age group. The delinquent juveniles who have been found to have committed an offence under IPC Act/or any other local or special Act are admitted here under the orders of the court. The inmates are provided with free boarding, lodging, medical care, education and vocationaltraining facilities.

It is a home established in the year. 1960 which is meant for com-mitted delinquent juveniles. (Age group..7716 years). The.boys are admit-ted under the orders of Juvenile Court. They are provided with. free boarding, lodging, medical care, edination and vocational training and the emphasis is given on the development of character arid abilities.

Destitute/neglected girls below the age of 18 years and boys below the age of 6 years who are found begging/or without ostensible means of subsistence/or whose parents/guardians are unfit to exercise control over them/or who are likely to be abused or exploited for immoral or illegal purposes/or are taken charge of by the police/or any other person/or organisation authorised by the Govt, of India are kept here under the orders of the Juvenile Welfare Board/court till their restoration or commitment by the Board/court to the Juvenile Home. It is a home established in the year 1950 and it has a sanctioned capacity of keeping 300 children at a time. Here destitute/neglected juveniles (Age group 12-16 years) are admitted under the orders of Juvenile Welfare Board till they cease tobe juveniles. The Juvenile Welfare Board can extend the period of their stay but in no case, stay should be beyond 18 years of age. Inmates are provided with free boarding, lodging, medical care, school education and vocational training

facilities.

It is a Home established in 1978 and.has a sanctioned capacity

of keeping 100 children at a time. Here neglected/destitute juveniles (Age group 6-12 years) are kept under the state protection under the orders of the Juvenile Welfare Board. They are provided with free boarding, lodging, medical care and school education facilities.

The National Policy for Children declares the country's children as

upremely important asset. The 1CDS services aim to provide plemeptary nutrition, immunisation, health check up and referral

vices to children below 6 years, pregnant women and nursing mothers

on formal pre-school education to children (3-6 years); nutrition and Ith education to women between the age group of 15-45 years.

The Delhi Foster Care Placement Rules, 1983 have been framed Following is the listof28 ICDS Projects working in Delhi with the

dress and year of their.establishment. regulate the placement of:

(I) Illegitimate and abandoned children.

(2) Children of fondling homes.

(3) Children of juvenile homes established under the J.J. Act 198

(4) Children referred by hospitals and nursing homes.

The eligible age group is 0-8 years. The parents aged and abc residents of Delhi for the last one year, who are free from contagious chronic diseases and possess proper and sufficient residential accom dation are eligible for foster care. Also in exceptional and desery cases a child above 8 years of age may be placed in foster care with approval of the Director of Social Welfare if the age difference betw

This scheme was started in the year 1985 and the disabled persons who are the owners of motorised vehicles are given subsidy to the extend of 50% on the purchase of petrol/diesel for the journeys from their residence to place of work and back. The monthly income of the applicant should not exceed Rs.2500/- per month. For vehicles up to 2 h.p. subsidy is given on consumption of a maximum of 15 litres of petrol/cjiesel per month while for vehicles of more than 2 h.p. the maximum limit is 25 litres.

Social Defence :(Beggary Prevention) Institutions, Schemes and Services

The Bombay prevention of Begging Act, 1959 came into force in the Union TeiTitory of Delhi on 1st March 1961. Under this Act, the following statutory institutions are working for the prevention of begging for the detention, training and employment of the beggars and their dependants and also. for the custody, trial and punishment of beggar offenders.

Probation is a very significant development in Criminal Justice System. It is a ray of hope, for them, who for various reason and circumstances happen to stray away from the socially accepted patterns of behaviour and come into conflict with law and face the prospects of being put behind the bars.

Probation Services help such individuals by restoring them back in their families and society by persuading them to behave in socially acceptable manner and become useful productive member of society. Thus Probation is an alternative to imprisonment in a method of non-institutional community based treatment of offenders.
