Institutional Development Proposal

College Profile: MES College was established in 1956 by a group of enlightened

educationists and philanthropists with a vision of providing quality education to the young

citizens in the neighborhood of Malleswaram. With a very humble beginning, of starting with

69 students, today it has a strength of close to 3000 students. Though the college began with

Arts and Commerce streams, the Science stream was started in 1969. The college owes its

present eminent brand image and stature largely due to the concerted and painstaking efforts

of its founders, the members of the Management and a host of excellent teachers who have

ensured quality education to generations of students across the cross sections of the society.

Over the last five decades, the academic and cultural activities of the college have witnessed

a continuous and marked growth while ensuring the much needed holistic development of the

students. Despite the constraints of space and its location in a residential area, the college has

given priority to the all-round blossoming of its students in order to hone their creativity in

the pursuit of education, and develop a well- rounded personality.

The college is affiliated to Bengaluru Central University and offers UG programmes in

B.A(7 Programs), B.Sc (10 Programs) and B. Com and PG programmes in Mathematics and

Kannada, besides having a Research Center in Applied Mathematics and Kannada. It is a co-

education, government -aided institution, recognized by UGC /s 2(f) & 12(B). It has gone

through three cycles of NAAC accreditation. In its third cycle the college obtained the

coveted ‘A’ grade with a CGPA of 3.21.The organization of the management has provided

for Secretary for Academics , a full time Chief Executive officer, assisted by an Estate

officer and an Accounts officer to facilitate quick response and decision making as per the

requirements of the institution. There is a well laid out mechanism to review the activities

and suggest course corrections at the Management level with the Managing Committee and

Governing Body. The Management has laid down institution-specific policy statements and

strategic plans with a definite time line which are aligned with the vision, mission, and

objectives of the college.

The Principal and faculty have been involved in a synergetic and participative way in

the design of the policies and plans of the college and its implementation. The inclusive

policy of the management and the decentralization of the academic and administrative

processes at the institution level have gone a long way in contributing to the success of the

college. The leadership ensures that the institution’s strategic plan bears a holistic approach.

The strategic plan of the college prepared by the IQAC is in alignment with the

overall perspective plan of the Management. The Institution has a stated quality policy and

strategic perspective plan which has been drawn up after consultation with all the

stakeholders. The college has a quality manual. The staff are encouraged to internalize the

quality policy and align their work in accordance with it.

There are welfare measures for the staff, instituted by the Management as also by the

staff themselves through cooperative schemes. These include, financial aid through the

disbursement of repayable and non-repayable short/long term loans, admission to children of

the staff of MES Degree College in all MES Institutions, fee concession for any one child of

the staff, studying in MES institution and paid maternity leave. The college has a meticulous

audit system carried out by certified, professional auditors of repute and the books of

account have been audited up to the year 2017-18.

1.INSTITUTIONAL DEVELOPMENT PROPOSAL

1. Executive summary of the IDP:

The world is in the midst of a technological revolution, and is witnessing an

explosion of new technologies which are impacting every facet of our lives, education

included. The role of Higher Education Institution (HEI) has undergone a paradigm shift

with the focus shifting from mere delivery of curriculum to the students, to empowering

them to be innovators and agents of change to contribute significantly to nation building

in the 21st century. This will only be possible if HEI are willing to adapt to the rapidly

changing needs of the younger generation and cater to the aspirations of the students that

come to their portals. This is possible only if HEI have the required physical and digital

infrastructure and trained manpower.

HEIs must have the capabilities to plan and implement equity-based development

initiatives, enhance their existing capacities so that they become dynamic, demand-

driven, quality conscious, efficient and forward looking and responsive to rapid economic

and technological developments occurring at the local, state, national and international

levels. This requires colleges to upgrade their academic infrastructure and provide

conducive teaching-learning environment to students. The college has to reinvent itself to

meet these challenges and prove itself to be progressive and useful to its stakeholders. It

is therefore imperative that the state supports HEI by providing a substantial part of the

the resources needed for this. It is hoped that RUSA will help in this regard.

The I D P envisages the following

Augmentation and up-gradation of existing Physical Infrastructure

Creation of new Physical Infrastructure.

Up gradation of Digital Infrastructure

Initiating programs for capacity building and skill development for students.

Conduct of Faculty Development Programs

Strengthen research process and infrastructure .

1. Physical Infrastructure

As stated in the SWOC analysis, space is a major constraint . The land allotted to the

institution is insufficient and so vertical growth of the building is inevitable. The rules of

the urban development authority restrict such growth. Hence optimization of the existing

facilities as well as acquiring new land and building is a major focus in IDP. The

following constructional activities have been planned.

New Administrative Office.

Expansion of the canteen

Two compact seminar halls with a capacity to hold hundred people which will be

used for general gatherings, seminars and symposia.

Additional facilities for Physically challenged students such as rest rooms.

2. Digital Infrastructure:

Digital infrastructure plays a key role in HEI of the 21st century. The interaction of a

college with the affiliating university , assessment and accreditation bodies, government

agencies, companies that come to recruit students are increasingly online. Regulatory

bodies like UGC urging colleges and faculty to have a strong online presence in terms of

websites, Video Lectures ,MOOCs etc a strong digital infrastructure is required in the

college.

The IDP envisages

1. Upgrading to 24x7 uninterrupted high speed broad band connection.

2. Creating 5 to 6 fully digital smart class room.

3. Procure more computers to augment the existing ones.

4. Procure video /audio equipment to facilitate creation of video lectures and

MOOCs.

5. Digitize the Library

3. Capacity and Skill development of students:

The primary graduate attribute in the present time is employability. In order to

achieve these the IDP envisages several action plans

1. Conduct of skill based certificate courses.

2. Up-gradation of laboratory facilities.

3. Pre-placement training in soft skills

4. Student Research Projects

5. Full fledged coaching center for competitive examinations

6. Enchanced capacity to conduct Seminars and Conferences for students

4. Faculty development programs:

The fulcrum of an institution is the faculty. They have to be up to date in their

knowledge and have the necessary skill set to deliver the curriculum and train the

students to face the challenges of the society. In the light of this very important aspect in

the IDP we have planned

1. Conduct of Faculty Induction Program

2. Conduct of Faculty Development Programs

3. Encourage participation in Orientation and Refresher courses

5. Strengthen research activities:

Research and innovation is now an integral part of education at HEI. Both teachers

and students are required to carry out socially relevant and fundamental research. The

IDP submitted takes cognizance of this aspect.

1. Procurement of equipments to help student research and Projects.

2. Conduct of courses on research methodology, software training programs.

3. Improving ICT infrastructure in the college.

4. Augmenting Library resources.

It is hoped that the assistance provided under RUSA will help fulfill the aspiration of

the college to become a centre of excellence and a Model college.

2. Provide the details of SWOT analysis carried out (in terms of methodology

used, analysis and information and data as collected and inferences derived with

respect to strengths, weaknesses, opportunities and threats)

The SWOC analysis is considered as a powerful tool to examine an organization’s

internal strengths and weaknesses as well as recognize the opportunities and challenges

presented by the external environment. The SWOC analysis of the MES Degree College of

Arts, Commerce and Science was undertaken as an IQAC initiative, involving all the faculty

members. Initially a SWOC analysis was worked out at each department and the

information was then collated into an institutional SWOC analysis.

The following four steps were followed to complete our SWOC analysis and create a

SWOC matrix:

c. Listing external opportunities

d. Listing external Challenges.

How are the Key activities proposed in the Institutional Development Proposal are

Linked with the results of SWOC analysis.

The key areas in the IDP involve infrastructure augmentation, including acquiring

new space and modernization of class room, increasing ICT capabilities and

Laboratory up gradation, introduction of new programs. All of these are based on the

SWOC analysis output

3. State the specific objectives and expected results of your proposal (in terms of,

“Institutional strengthening and improvements in employ ability and learning

outcomes of graduates”. These objective and results should be linked to the SWOT

analysis.

SWOC analysis is considered as a powerful tool to examine an organization’s internal

strengths and weaknesses as well as recognize the opportunities and challenges presented by

the external environment. The focus in the IDP is is in tune with the SWOC.The specific

objectives includes

Conduct of Skill development programmes, improve the ICT skills of the students, Augment

the learning resourses, improve ICT infrastructure in the college in terms of smart class

rooms,better broadband connectivity, and more computers and upgrade the science and

language laboratories.

4. Provide an action plan for: (max 1 page each)

a) Improving employability of graduates

In today’s competitive world, there is a tough fight for every vacancy. Since coveted jobs

are few, it has become imperative to get noticed by prospective employers. Hence,

employability has become a challenge which has to be overcome by honing skills of

students. Therefore it includes behavior, attitude and aptitude which has to be addressed

as well.

1. Training given under soft-skills which addresses issues as below-

a. How to ace an interview

b. To crack an aptitude test

c. Demonstration conducted to face HR round

2. Improve hands-on experience through workshops with certification on Personality

development

3. Pre-placement talks.

4. Equip students with MS Office- Online certificate courses.

5. Internships will be given weightage.

6. Mentor students at the time of admissions about career development from first

semester involving students in one or the other Add-On courses as per the need of the

industry like SAP/soft skills, Basic and Advanced computer related software courses.

b) Improving Learning Outcomes:

Learning Outcome is clearly to communicate to students the course expectation,

content and performance. Strategies are developed to encourage direct student interaction

with the objectives.

4. To remain connected with and contribute to the world of education and work.

c) Obtaining Autonomous Status:

The management and staff are keen to obtain autonomous status to the college. To achieve

this objective

1. New property adjacent to the existing college has been acquired.

2.New C& R rules have been formulated by the management

3.Up-gradation of laboratories are being undertaking.

4.The college will be applying for CPE status soon

d) Achieving the targets of 60% of the eligible UG and PG Programs accredited within two

years of joining the project and 100% accreditation obtained and applied for by the end of the

project of the eligible UG and PG Programs.

e) Implementation of academic and non-academic reforms (details given in RUSA

Document)

Academic Reforms :

As the College is affiliated to the Bengaluru Central University, there is not

much scope to introduce academic reforms in terms of Curriculum and Examination.

However in the area of curriculum delivery the college continuously strives to

improve and innovate. Projects, Encouraging students to take up MOOC courses ,

methods like flipped learning are some of the methods being tried out to make

curriculum delivery more effective. Further the process of Internal assessment is

being strengthened so that it will be an effective learning method for the students.

Non-academic Reforms:

Non academic reforms include strengthening of student centric cells such as Anti-

Ragging cell, Anti Sexual harassment and gender equity cells , augmenting sports

infrastructure , canteen, allocating more funds to extracurricular activities etc

f) Improving interaction with Industry.

1. Improved interaction with the industry is through campus placement, inviting eminent

personalities from various industrial sectors, field visits.

2. In-house training is staged by both educational institution and corporate personnel.

3. Hands-on experience through workshops and seminars.

4. Opportunities are provided to intern in the respective subjects of interest through

Letter of recommendation by the institution/Department.

5. The Placement Cell maintains a warm relationship with various sectors of industry to

continue opportunities in the future.

6. Institution imparts vocational skills to bridge the gap between industrial requirement

and educational qualification of the students.

7. Efforts are made to educate students to involve in group projects thereby developing

group effectiveness which is the want of the industry.

g) Enhancement of research and consultancy activities

College has active research cell with a research advisory committee comprising of

external subject experts and conduct biannual meetings to monitor and guide all departments

for research activities. In turn every department have departmental advisory committees

which also has external advisor who also will help them to progress in the research activities.

5. Provide an action plan for organizing a Finishing School and for improving the academic performance of SC/ST/OBC/academically weak students through innovative methods, such as remedial and skill development classes for increasing the transition rate and pass rate with the objective of improving their employability.

Assignments to be given on each unit and evaluated with suggestions to monitor

their improvement.

Periodic tests to be conducted and valued. Progress to be indicated through charts

and graphs for better evaluation of academic performance.

In addition to ongoing remedial classes, key concepts pertaining to examination to

be discussed.

Extend the use of ICT in remedial classes by providing E-notes, E-assignments

and student seminars.

Arrange lectures from Resource persons of different sectors (industry, banks,

government organizations, higher learning institutions) for career guidance and

competitive exams.

To conduct workshops on soft skills, Human Resource Management courses and

personality development to enable employability.

Internship Programmes and short term courses to bridge the gap between

academics and employment.

Organizing communicative English classes to enhance communication skills.

Address student’s crisis issues through mentoring and counseling.

6. Provide an action plan for strengthening of PG programs and starting of new

PG programs.

All faculties must have Ph. D having ongoing research projects.

Students are motivated and oriented for competitive exams.

Facilities are created for new P. G. Programmes.

7. Attach a summary of Training Needs Analysis carried out. Also, provide Faculty

Development Plan for the first 18 months for improving their teaching,

subject area and research competence based on Training Needs Analysis in the

following areas.

Development Plan for Faculty.

New faculty joining the college have to be hand- held and mentored so that they

seamlessly enter the teaching profession. The college follows a definite plan of action to

usher in the new entrants to the teaching fraternity. A faculty induction program is

conducted during the first 12 to 18 months of their joining the college.

Basic and Advance Pedagogy:

1. The HOD intiates the process of induction to the department

2. New faculty are encouraged to attend the classes of their seniors in the department.

3. External experts including faculty from MES Teachers College are invited to give

lectures on basic pedagogy.

Subject and Domain knowledge enhancement:

1. Lectures by subject experts on various topics are organized by different departments

2. Faculty joining newly are to attend an Orientation/Refresher course within a year or

two of their joining and also encouraged to take online courses and certification.

3. Departmental level presentations by staff members in their field of expertise to

enthuse the new entrants.

Participation in Workshops and Seminars:

1. All the faculty are encouraged to participate and also contribute papers in conferences,

seminars and workshops. The management sponsors the participating faculty.

2. It is planned that every faculty joining the college will attend Faculty Development

Program/ Teacher Induction program conducted by UGC /universities.

Improvement in faculty qualifications:

1. Faculty who do not hold Ph.Ds are encouraged to register for the same.

2. The college plans to become a nodal center for Swayam, to encourage at least one

faculty member from each department to enroll for an online course every

semester/year and obtain certification.

3. Faculty are encouraged to obtain diploma/certificate by enrolling in short term offline

and online courses.

4. Quality circles are organized where exchange of scientific knowledge and research

updates are discussed.

Improving Research Capabilities:

1. IQAC in association with the PG centre in Mathematics conducts workshops and

training programs in the following area

(i.) LaTex

(ii) Python Programming.

2. The college gives more emphasis on faculty presenting papers in conferences rather

than just participating in them, to strengthen research capabilities.

3. Faculty with doctorates share their expertise in their areas of research to motivate

and facilitate newly recruited teachers to take up research.

8. Provide an action plan for training technical and others staff in functional areas.

Action Plan for training technical and other staff.

1. Attenders in Laboratories are given basic training in laboratory maintainance during

vacation.

2. Office staff are trained in accounting software like Tally.

3. The office personnel is made aware of the changing IncomeTax amendments every

year.

4. Provision to attend training workshops in relevant fields for library staff and physical

education staff.

9. Describe the relevance and coherence of Institutional Development Proposal

with State’s/National (in case of CFIs)Industrial/Economic Development Plan.

10. Describe briefly the participation of departments/faculty in the IDP preparation.

The preparation of an important document like Institutional development plan

requires inputs from all stake holders of the institution. The document was prepared after due

consultation with the Management and also factoring in the view points of student

representatives. We outline below the participation of departments and faculty in the

preparation of the IDP. On receipt of the email/letter from Bangalore Central University

(BCU) informing the college about the opening of the portal for applying for RUSA grants,

the HOI called a meeting of the RUSA Coordinator, Vice-Principal, IQAC Coordinator,

Coordinators of the PG Department, Heads of the various departments, Librarian and the

office staff.

1. Dr. Achala Nargund was chosen by consensus as the person authorized to upload all the

data in the portal/MIS.

2. The key areas in the IDP were identified and teams formed under various head of

departments to work on the same

3. The head of the department then identified faculty who could help in the preparation of the

IDP at the micro level.

4. A core team of the HOI, vice-Principal, RUSA coordinator, IQAC coordinator and a few

senior staff worked on the budget proposal in IDP. The basic mode of operation was to see

the expenditure on the various heads in the previous years and also factor-in the need as per

the SWOC analysis and arrive at a figure.

5. The quantitative data required for the IDP which essentially has to be culled out from

office records was entrusted to the staff of the office as shown below.

Student data Two office personnel who are dealing with all

The office manager was asked to coordinate the effort and validate the figures before

passing it to the coordinator for uploading

11. Describe the Institutional project implementation arrangements with participation

of faculty and staff.

With regard to academic projects:

1) Need- based inputs collected from faculty members and convener in-charge of

specific committees.

2) Concise proposal for the project is submitted to the Principal

3) Principal presents the proposal in the Governing Body(GB) meeting.

4) Based on the proceeding of the GB meeting the proposal is sent to Management

Council.

5) On approval from the Management Council, the project implementation is

monitored by HOI.

With regard to infrastructure/maintenance

1) Staff members of the infrastructure Committee identify specific needs to upgrade

infrastructure or maintain existing facilities and report the same to Principal.

2) If infrastructure funds are available at the institutional level, as per standard operating

procedure the Principal assigns the implementation to the Estate manager .

3) If funds are not available at the institutional level the Principal presents the proposal

to the Chief Executive (CE) for further action.

Projects at the institutional level such as rain water harvesting, installation of Solar

panels, waste management etc are implemented as a combined effort of the IQAC and

members of the Management. The IQAC monitors the quality aspect of the implementation

of the projects in the institution.
