2008 has been an exciting and tumultuous year for ICEPA.We worked within our strategic focus areas of cultural diversity, social inclusion/exclusion, health and international development.

We have had exciting projects with highlights including:• A discussion paper on the future of multiculturalism for

the Victorian Government• A health capacity building project in Fiji• An education project in East Timor• A cultural competence in health project for the Victorian

Government• Research on domestic and family violence in culturally

diverse societies for the Queensland Government• Racism projects

Academic teams from across Victoria University have been involved in these projects and have delivered fantastic outcomes for our stakeholders. The projects have resulted in rewarding partnerships locally, nationally and internationally.

2008 also saw the awarding of three postdoctoral fellowships that focus on:• Information communication technology use by and for culturally

diverse communities to improve health and well being• Employment discrimination in the public and private sectors

across Australia, Canada and New Zealand• The intersections of English language testing for citizenship

and the politics of exclusion in Australia

We are able to work closely with our academic colleagues from across Victoria University who have provided intellectual and practical supervision to our fellows. Special thanks go to Professor Helen Borland and Associate Professor Santina Bertone for their ongoing commitment and support with the postdoctoral fellows.

The year also witnessed a change of leadership at ICEPA with the departure of ICEPA’s Director Associate Professor Danny Ben-Moshe who was the founding Director of ICEPA since its inception in 2004. I wish to acknowledge Danny’s contribution, and wish him well in his new role within Victoria University. Danny remains a key research associate with ICEPA in leading our diaspora research.

Additionally, thanks are due to ICEPA staff who are committed to our vision and have demonstrated this by dedication and hard work.

As we head full steam into 2009 we can look forward to challenging and rewarding times. ICEPA will continue to work towards social transformation and social inclusion to address exclusion resulting from social, cultural and economic inequalities through designing and implementing innovative policy solutions, by enhancing the capacity of social, educational and economic systems in organisations, communities and nations, and providing an evidence base to the complex challenges of a globalising world.

Danny has published widely on issues of racism, identity and diasporas. He is the coeditor of the book ‘Israel, the Diaspora and Identity’ (Sussex Academic Press, 2007). In 2008, Danny was awarded an Australian Research Council Linkage grant for a three year study on comparative diasporas. Danny has worked in the community sector as the director of the Australian anti-racism non-government organisation (NGO) the B’nai B’rith Anti-Defamation Commission, and as the director of the Israel offi ce of the British Israel Public Affairs Centre. Danny is a documentary fi lm maker, and co-produced and directed the fi lm The Buchenwald Ball (SBS, 2006).

Mosese’s research focuses on Pacifi c Islands’ development. He is a graduate of the Geneva-based United Nations Institute for Training and Research and has over 15 years of international development experience in multilateral technical cooperation and policy development and implementation. Mosese has lectured at Central Queensland University and has been a guest lecturer at Monash and Deakin Universities. He was an Asialink leadershop Fellow in 2007. He is the Chair for the Global Partnership for the Prevention of Armed Confl ict (GPPAC) Steering Group in the Pacifi c.

Hurriyet has over 20 years of experience in the higher education, public and community sectors. She has an extensive list of peer-reviewed national and international publications (books, journals and chapters) including two publications for UNESCO. She is engaged as a consultant to government, industry and community agencies in Australia and overseas. Hurriyet’s contribution to academic and public life is recognised through a number of awards including: the Bicentenary Medal awarded by the Prime Minister (2002); the Queensland Finalist Telstra Business Women’s Awards (public and community sector category) (2003); and the Multicultural Services Award from the Premier of Queensland (1999).

A professional writer, proof-reader and editor, Allyson started her career as a bilingual broadcaster in New Zealand. This led to over a decade in the community media sector in Australia as a broadcaster, writer, producer, trainer and programmer. Moving from radio to print, Allyson worked as an editor and proof-reader for publishers and academic and business clients in Victoria. Now specialising in web content writing and editing, Allyson came to ICEPA in 2008 after working with a range of businesses and government agencies and VU’s International and Creative Industries areas.

Joanne’s main research interests are women’s policy, equity in employment and education, diversity management and wellbeing research, with a focus on women’s under-representation in non-traditional employment and training. Joanne’s PhD research extended this interest with a focus on women in higher education and why women continue to be under-represented in senior academic roles. She has broad experience in state government and the education sector. Joanne has been a researcher at VU since 2001, having been General Manager of the Access Training and Employment Centre and lecturer at the School of Leisure, Tourism and Community Studies at Sydney’s University of Technology.

Gurjeet brings over 20 years of experience of working in Australian and overseas universities in academic and senior management roles. Sheobtained a BSc (Hons) and MSc from Punjab Agriculture University, India,and PhD and MBA (Executive) from University of New England (NSW) and Massey University (New Zealand), respectively. She has publishedextensively in the areas of social sciences and business management.

DOCTOR BEN O’MARA POST DOCTORAL RESEARCH FELLOW, VICTORIA UNIVERSITYPhD Deakin, BA (HONS) DeakinBen’s postdoctoral work builds on a VicHealth Discovery Project that researches the innovative uses and application of information technology in communicating messages of health and community wellbeing to culturally and linguistically diverse (CALD) communities. His research is informed by his practical experience of working with CALD communities at VU, and as a freelance writer and independent fi lmmaker. Of particular importance to Ben’s work is the exploration of community and participatory driven models for the use and application of technology that has an explicit and tacit understanding of cultural knowledge when working with people of other cultures.

Beata’s recently published PhD, which received the magna cum laude at Viadrina European University, focused on migration movements and multiculturalism in Australia. Beata is currently working on employment discrimination against culturally and linguistically diverse groups nationally and internationally, with focus on the public sector. Beata’s Masters thesis explored immigration and multiculturalism in Australia. Beata has worked as a researcher at Melbourne University, Monash University and Victoria University, and internationally at the European University Viadrina; and has taught Polish at the CAE in Melbourne, and German at Cooltura Konfl iktu, Slubice, Poland. She is the recipient of several awards and scholarships.

Sue has worked for VU for over 15 years in fi nance and administrative roles. Sue specialises in information analysis and offi ce systems management. Sue has been with ICEPA in an administrative capacity for three years, responsible for ICEPA’s offi ce infrastructure.

Elaine’s recent work focuses on narratives of identity, particularly identity challenged by life-threatening events. Elaine is currently engaged in two narrative research projects: one on the refl ections and experience of retiring academics, and a second on women’s experience of breast reconstruction following mastectomy. She has more than eight refereed publications, four edited books and one sole authored book. As Director of Graduate Research at VU (2001–08) Elaine developed and championed the ‘creative’ research degree. She has edited and contributed to two volumes on this topic. She is a founder and currently Chair of Narrative Network Australia.

Ilma supervised ICEPA PhD candidate Anthony Capello whose work explored the BA Santamaria, culture, descent and the social exclusion of Italian-Australians. She previously worked on the ’Australian Italians Records Project’ which aimed to document the Italian story in Australia by making historical data available online, and the ARC Linkage Project at Latrobe University ‘Enemy Aliens: The internments of Italian emigrants in Australia during the Second World War’.

His thesis was on nationalism, hegemony and the socio-politics of language marginalisation in postcolonial Zimbabwe, following on from a Master of Arts in African languages and literature. STUDENTS

ANTHONY CAPELLODOCTOR OF PHILOSOPHY CANDIDATEMA VicUniAnthony is completing his doctorate, ‘To be or not to be an Italian: the notion of social exclusion in Australia and in the Australian Catholic Church with particular reference to B.A. Santamaria.’ His Master’s thesis was about the Italian chaplain to the Melbourne Catholic Community, Father Ugo Modotti.

He has published several articles and contributed to several chapters in books, including the Australian Dictionary of Biography. Anthony is a publisher, and has published 12 books in the last twelve months, including ‘Enemy Aliens: The internments of Italian emigrants in Australia during the Second World War’.

Dzavid completed his PhD at ICEPA in 2008. His doctoral thesis explored the history of the Bosnian Muslim community in Australia, focusing on settlement experience in Victoria. He has written widely on Bosnian Islamic history, the Bosnian Muslim community in Australia, and cultural diversity in the form of formal academic works, a range of books, media and in seminar contributions. Dzavid has also worked as a reporter for a Bosnian SBS radio program, and as a journalist for Bosnian community newspapers.

DZAVID HAVERIC PhD VicUni, MA Deakin, AdvDipMan Gordon

MR BRIAN FAIRMANMBA DipTeachTrain, VicUni, BA Monash, BEd, DipEd La Trobe Brian is a PhD student whose thesis title is ‘Looking for a way out? An examination of the role of skills development and training and its impact on aid practices and their development outcomes, with particular reference to Indonesia and Timor-Leste’. Brian has extensive experience in the securing and management of large national and international research, development and training programs in the Asia- Pacifi c region, with a particular focus on Indonesia and Timor-Leste. He has extensive experience in the development of training materials and curriculum for diverse training markets, particularly the international markets.

Mimmie is a lecturer in community health in the Faculty of Health, Engineering and Science at VU. Her major research interests include health and diversity, social inclusion, teenage pregnancy, refugee health, women’s health (migrant women), African culture and health and female genital mutilation. She is a member of the Royal College of Nursing Australia (RCNA) and the Nurses Board of Victoria. She is completing her PhD at ICEPA and the focus of her study is contraception, teenage pregnancy and African-Australian girls with a refugee background in greater Melbourne.

ICEPA holds a range of events each year focussing on issues related to ICEPA’s core area of research activity: cultural diversity.

ICEPA events include seminars, forums and conferences, and provide spaces for exploring and debating new community and policy ideas and directions. Speakers are drawn from a wide range of ICEPA associates, government, NGOs and community groups. We aim to foster cross-disciplinary and cross-sectoral conversations about new directions in research, learning and engagement.

ICEPA events receive a high level of publicity generated from internal and external communications, including the ICEPA eNewsletter and website. ICEPA’s well-attended events are often featured in local and metropolitan print media such as The Age and on radio stations such as Radio National, ABC local radio, 3AW, Triple R and other community stations. ICEPA events are highly practical in that they highlight and disseminate knowledge resources such as reports, articles and other materials produced from ICEPA research activities to communities, academia and other key stakeholders.

ICEPA event objectives include:• Profi ling ICEPA research, staff, associates and higher degree by

research students• Creating a space for discussion of and timely response to key

issues within ICEPA’s research and training focus• Providing an opportunity to bring together ICEPA staff,

associates, funding and community stakeholders/partners• Providing a means for community engagement• Creating an intellectual space for the ICEPA community to come

together and share ideas, network and collaborate• Publicising and disseminating ICEPA reports, publications and

other knowledge resources.

ICEPA EVENT HISTORYThe ICEPA ‘New Schools of Thought’ forums began in 2006 and were focused on ICEPA’s three major areas of activity: cultural diversity (including racism, diasporas and refugees), community strengthening and Pacifi c Islands (see Appendix 2).

These events covered topics such as: • ‘Building Partnerships Between Community, Government and

Agency Networks’• ‘Mediating Diasporas: Representations of the Homeland in

Chinese, Vietnamese, Italian and Spanish Media in Australia’ • ‘Exploring Pacifi c Islander and Australian Indigenous

Connections’.

The forums were popular and well-received, and included a mix of speakers, followed by drinks and fi nger food to allow time to network through more informal conversations and dialogues. On average, around 50 people including VU staff, higher research degree (HDR) students, community members and other key stakeholders attended each forum. The forums were organised by ICEPA and held with the support of the Postgraduate Research Unit at Victoria University, A Fairer West Planning Group, and the Victoria University Pacifi c Network.

ICEPA has continued to run its New School of thought seminar series which regularly attract about 20 VU staff and are often presented by VU staff who are ICEPA associates. Seminars for 2008 are:

ICEPA receives continual feedback on its research and activities via its website. New research projects are currently being negotiated with international and national partners as a result of users discovering ICEPA’s website online. ICEPA has also received queries regarding international and national post doctoral projects based on the ICEPA’s work profi led on the ICEPA website. The ICEPA website functions as portal to the institute as an area of expertise, and helps to establish ICEPA’s presence both here and overseas.

The ICEPA website includes a link for users to subscribe to the ICEPA email to receive a copy of the ICEPA eNewsletter and ICEPA eAlerts: [email protected]

ICEPA eNEWSLETTER AND ICEPA eALERTSThe ICEPA eNewsletter (http://www.vu.edu.au/library/scripts/objectifyMedia.aspx?fi le=pdf/596/52.pdf&siteID=4&str_title=ICEPAeNewsJun08.pdf ) and ICEPA eAlerts are distributed to ICEPA’s associates and the Victoria University community, and to over 900 external recipients. These recipients include key stakeholder organisations such as the Victorian Multicultural Commission, VicHealth, VCOSS, and the Equal Opportunity Commission, who in turn often send notices to their own email networks concerning ICEPA activities.

The ICEPA eNewsletter promotes ICEPA activities and provides updates on ICEPA research, projects, staff and events, and is integrated with the ICEPA website. The ICEPA eNewsletter includes links to specifi c web pages for further information concerning its activities, and also reports, publications and other materials available for download.

ICEPA eAlerts are sent out regularly via email to internal associates and external list members to fl ag new resources and/or upcoming seminars, fourms, conference and other networking opportunities that are either organised by ICEPA or are related to ICEPA’s work. The ICEPA eAlerts help to build relationships with external partners including organisations such as VicHealth which support events such as the upcoming From Margins to Mainstream: 5th World Conference on the Promotion of Mental Health and the Prevention of Mental and Behavioral Disorders. ICEPA often receives requests from organisations to publicise their events on the ICEPA website and in the ICEPA eNewsletter. ICEPA eAlerts are also used to publicise employment opportunities to HDR students and/or academic staff.
