Regulatory Framework

Regulation vs. Public policy

A stable and predictable regulatory and public policy environment is key to enabling FTTH investment

The current Regulatory Framework is being reviewed – to conclude in Summer 2008?

We are pleased to see that Next Generation Access (NGA) is a major component of the Review

We believe a strong pro-investment NGA based on FTTH position needs to be further developed


Outside plant challengesCivil costs are still prominent in most projects varying from 65 to 85%

• The costs for civil vary between the European countries from about €15/m to €125/m

• The rules regarding rights of ways are different between the European countries

Speed of the roll-out defines the success of the business planSpace limitations within dense cities to build larger POPs Larger scale compressed roll-outs do result into disturbing the city live through traffic issues

In-House challenges

New MDU• The Fiber cabling needs to be

foreseen during the planning phase of the architecture and the landlords need to be convinced from day one

• The cabling system needs to be protected during the building of the in-house infrastructure

• The cabling system needs to become an easy to install solution enabling lower skilled labor to be used

Existing MDU• Customised solutions for the

different buildings need to be engineered.

• Each building requires a site survey prior to installation

• The cabling solutions needs to be prepared both to connect the customer on day one and the future customers

• MDU - (Multi Dwelling Unit)
