ARRIVING AT UTM

Universiti Teknologi Malaysia’s main campus is located in Skudai, Johor Bahru (JB). It is strategically positioned at the heart of Iskandar Malaysia (IM), the premier, vibrant, economic growth corridor in the southern tip of Peninsu‐lar Malaysia that is poised to become a key economic powerhouse in the re‐gion. The campus occupies a total land area of 1,222 hectares, much of which is covered in lush tropical greenery laced with a number of natural streams and scenic manmade lakes.

Arriving at UTM by Air Arriving at UTM is easy; the campus is situated about 18km from the Sultan Ismail International Airport (also known as the Senai International Airport), which is connected to the Malaysian Capi‐tal City of Kuala Lumpur via regular flights provided by Malaysia Airlines (MAS) as well as budget airlines AirAsia and Firefly. Direct Airport Limo service (pre‐purchase coupon at counter in the ter‐minal) is available throughout the day for convenient transfer to any part of JB, including UTM (Airport‐UTM limo fare should not be more than RM40). One can also opt to fly in via Singapore’s Changi International Air‐port, which is about an hour and a half’s drive to UTM subject to favourable traffic conditions at the Malaysia‐Singapore Immigra‐tion Checkpoints. UTM vehicle pick‐up may be prearranged, sub‐ject to availability (SGD30.00 day entry fee chargeable).

Arriving at UTM by Road JB City is 325km (about a 3.5‐hour drive) from Kuala Lumpur (KL) via the tolled North‐South Expressway. Take the Skudai Exit for Skudai and follow the UTM signs (towards Pontian). Regular intercity express bus services are also available from Kuala Lumpur. The fare is around RM30‐RM35 and the travel time is approximately 4 hours. Disembark at Skudai (Sri Putri Bus Stop) and take a taxi to UTM (fare around RM10).

ACCOMMODATION

Free accommodation will be provided for the first five days of your arrival in JB at University hostel or a hotel determined by UTM, during which period you should have been able to secure long‐term accommodation either on‐ or off‐campus.

On‐campus Accommodation Housing on campus is generally not provided for UTM staff. However, there is a limited number of 2‐bedroom apartments at Scholar’s Inn (Block U9), Kolej Perdana which can be rented by international staff on a first come, first served basis. The apart‐ments are furnished with basic furniture, television and refrigera‐tor.

Off‐campus Accommodation You need to work out your priorities such as the type of house you prefer (e.g., terrace house, apartment or condominium), the amount of rent you are prepared to pay per month, the distance from the campus and your living requirements. Neighbourhoods such as Taman Universiti, Taman Pulai Flora, Taman Pulai Utama, Taman Pulai Perdana, Taman Sri Pulai and Taman Mutiara Rini are close to the campus. You will have easy access to shopping malls, supermarkets, banks, food centres and public transport. Depending on the location, type and condition of the house (whether furnished or unfurnished), the monthly rent ranges from RM600 to RM1,200. The monthly rent of upper scale housing may range from RM1,800 to RM3,000. It is advisable to sign a tenancy agreement with the landlord, stat‐ing clearly all the mutually agreed terms and conditions (e.g. inclu‐sion of utility bills) so as to avoid any dispute in the future. Please ensure that you check the property for potential defects before entering into a tenancy agreement. If you need to engage the services of a real estate agent, it is es‐sential that you choose one which is licensed and registered with the Board of Valuers, Appraisers and Estate Agents Malaysia (http://www.lppeh.gov.my/index.htm), and understand the fee structures.

BANKING & GETTING PAID

Major local commercial banks are Maybank, CIMB Bank, Public Bank, Hong Leong Bank and RHB Bank. A wide range of financial products and services are offered by the banks. They also have sister Islamic banks which provide financial services based on Shariah principles. Their normal operating hours are as follows:

• Monday to Friday: 9:30 a.m. to 4:30 p.m. • Saturday, Sunday and public holidays: Closed (some bank

branches are also opened on Saturdays) Please note that the normal banking hours may vary between banks. Automated Teller Machines (ATMs) of major banks are available at most petrol stations and shopping malls. Internet banking is becoming increasingly popular. Most banks strongly encourage their clients to carry out Internet banking to enable 24‐hour access to their accounts.

Opening a Bank Account — Getting Paid Your monthly salary will be credited into your local bank account. For this purpose, please open a bank account in one of the follow‐ing banks:

Original passport and work permit/visa must be produced when you open a savings account in Malaysia. The minimum deposit for opening a conventional savings account varies between banks, ranges from RM200 to RM300.

WORKING AT UTM

Working Hours The regular working hours at UTM are from 8:00 a.m. to 5:00 p.m., Monday to Friday. Orientation/Induction Programme All new staff will be required to attend an induction course of‐fered by the Human Capital Development Division, in collabora‐tion with the Office of International Affairs. The programme covers basic working procedures in UTM in terms of teaching and learning (T&L) and research; the Univer‐sity’s strategic directions and key performance indicators; staff welfare; introduction to local customs and historical background of Malaysia; and other essential information on local community, including UTM campus and the surrounding area. Staff Training/Teaching & Learning Workshop The Centre for Teaching and Learning (CTL) offers courses related to T&L to academic staff to ensure that the highest quality of T&L takes place throughout the University. Workload Your job as an academic staff encompasses a wide range of re‐sponsibilities, including, but not limited to research, teaching, publication and thesis supervision. Your workload will be deter‐mined by your immediate superior, i.e., head of department and is subject to review from time to time. You will be advised according to the appointment criteria which cover either the teach‐ing track or the research track; or the combination of both. As a common practice, the performance of your work will be appraised based on preset performance indicators at the end of the year. Professional Conduct and Ethics As a staff of UTM, you are expected to demonstrate professional conduct and ethics at all times, in line with UTM core values, i.e., committed, communicative, creative, consistent and competent.

Research in UTM As a research university, UTM is actively engaging in research in various fields, especially science and engineering. Interdiscipli‐nary research is promoted through faculties as well as research centres and institutes.

SCHOOLING

Compulsory education in Malaysia begins at the primary school level. Primary education starts at the age of seven and spans over a duration of six years. Secondary education consists of lower secondary education (three years) and upper secondary education (two years). The post‐secondary education, i.e., sixth form (equivalent to the A‐level) or matriculation prepares stu‐dents for tertiary/higher education. The national school system at the primary level (7‐12 years old) comprises:

• National schools – medium of instruction is the Malay Lan‐guage (except for the English Language subject);

• National type (Chinese) schools (SJK(C)) – medium of in‐struction is Mandarin, except for the Malay and English Language subjects; and

• National type (Tamil) schools (SJK(T)) – medium of instruc‐tion is Tamil, except for the Malay and English Language subjects.

The medium of instruction in national secondary schools (13‐17 years old) is mainly the Malay Language. In general, children who are in Malaysia as dependents of foreign citizens may apply for enrolment in a public (government funded) school if their parents:

• Are diplomats; or • Have a permanent resident status; or • Have legal work permits.

Alternatively, students may also attend international schools, pri‐vate schools or independent Chinese secondary schools. Pre‐school Education Malaysian children normally attend kindergarten at the ages be‐tween four and six years old. Government‐run and privately oper‐ated kindergartens and nurseries are widely available in most housing areas, offering pre‐school education. There is an on cam‐pus kindergarten (Tadika Ehsan). Enrolment in Public Schools Children of international staff may apply for enrolment in public primary or secondary schools. Application for a school place can be forwarded directly to the School Management Sector, Johor State Education Department (Sektor Pengurusan Sekolah, Jabatan Pelajaran Negeri Johor) or through the school, using a prescribed form (Borang P.U.(A) 275 (Jadual Pertama)). The form can be obtained free of charge from the said department or any school. To be completed in four (4) copies, the form must be duly stamped and signed by the principal or other authorised personnel of the preferred school before being submitted together with the follow‐ing original and “certified true copy” documents (two copies each): i. birth certificate of the schoolchild; ii. passport of the schoolchild and that of his/her parents; iii. marriage certificate of parents; iv. work permit held by parent(s); v. appointment letter from parent’s employer; and vi. school leaving certificate (if available). Admission to one’s preferred school is subject to availability of places. Only schoolchildren who have been granted a student pass by the immigration department are allowed to enrol in a public school, after clearance of an annual fee imposed by the education depart‐ment.

An annual fee amounting to RM120 applies to each non‐citizen primary schoolchild. For non‐citizen secondary school students, the annual fee stands at RM240. Free Bus Service on Campus

On top of seven university buses, there are 20 private buses ser‐vicing certain routes on campus during weekdays throughout term‐time. The buses shuttle students back and forth from the residential colleges to the faculties at regular intervals, from 7:15 a.m. to 11:30 p.m. Free Shuttle Service between UTM and Taman Universiti

There are buses which shuttle UTM students back and forth from the campus to Jusco Taman Universiti, on Saturdays and Sundays during term‐time. Bus Services

Local bus services within Johor Bahru are provided by Causeway Link, Triton, Central Line and City Bus. Bus Nos. 5B (Causeway Link), 503 (Triton), 331 (City Bus) and A3 (Central Line) travel be‐tween Johor Bahru City Centre and Taman Universiti. Johor Bahru bound buses (5B, 503 and 331) also pass through part of the UTM campus. Fare is calculated based on distance and the maximum fare stands at RM3.60 for a single journey. Taxi

Metered taxis are easily available and relatively affordable. City taxis will stop if flagged down in the street. Drivers are legally re‐quired to use the meter. The minimum fare per ride is RM3.00 and the fare from Taman Universiti to UTM costs about RM6.00. Between midnight and 6:00 a.m., taxis impose a surcharge of 50% to the metered fare.

Buying a Used Car

Used cars can be acquired from a dealer or from a private owner. If you are considering the first option, do look for reputable used car dealers. It is always advisable to examine the car in daylight and have a test drive, besides checking the servicing record and vehicle registration certificate. All cars are required by law to be insured. Car owners must also pay road tax and the road tax sticker must be displayed on the car windscreen at all times. The sticker can be obtained from any branches of the Road Transport Department (RTD) or main post offices. The rate of tax varies between engine capacities. Driving Licence

Applications can be forwarded to the nearest RTD offices. Docu‐ments required are: i. identity card/passport (original and copy); ii. foreign driving licence (original and copy); iii. work permit (original and copy); iv. dependant pass (for an applicant accompanying the wife/

husband); v. a colour photograph (25 mm x 32 mm); and vi. translation of the foreign driving licence from the relevant for‐

eign embassy (if details in the licence are in languages other than English).

An annual fee of RM30 will be charged for every Malaysian driving licence. Holders of driving licence from countries other than listed above may apply to the Driver Licensing Division, RTD Headquarters for conversion to a Malaysian driving licence. An applicant whose ap‐plication has been approved may then apply for a Malaysian driv‐ing licence at state RTD offices. MEDICAL CARE

International staff, his/her spouse and children (under 21 years old, unmarried and unemployed) staying with him/her in Malay‐sia will be covered under the University Medical Services Scheme. Under the scheme, the University will pay all charges incurred for medical consultation/treatment at government hos‐pitals/clinics and approved panel clinics. In the case of specialist treatment and hospitalisation, only government hospitals shall be used. The Health Centre (Pusat Kesihatan) on campus provides both medical and dental services. The medical clinic offers general outpatient treatment, laboratory investigation and minor sur‐gery. It also conducts medical examinations and provides immu‐nisation against Hepatitis B. INCOME TAX

How to Register a Tax File?

Application to register an income tax reference number can be made at the Inland Revenue Board of Malaysia (IRBM) branch nearest to your correspondence address or at any IRBM branch of your convenience without reference to your correspondence ad‐dress. Documents Required for Registration

Please forward the following documents together with the appli‐cation form which can be obtained from the IRBM counter to reg‐ister an income tax reference number:

i. A copy of the latest annual income statement (EC form) or salary slip;

ii. A copy of identity card / international passport; and iii. A copy of marriage certificate (if applicable).

You may opt to register online via e‐Daftar (http://ekl.hasil.org.my) Monthly Scheduled Tax Deduction (STD) & Tax Assessment

A taxpayer with employment income is subjected to monthly Scheduled Tax Deduction (STD) which will be made by the em‐ployer. The STD is considered an advance payment made by the em‐ployee. The employee shall make a comparison between the total STD and the amount of tax assessed when making tax submission.

If the STD is less than the amount of the tax assessed, the tax‐payer only needs to pay the shortfall. If the STD exceeds the amount of the tax assessed, the taxpayer can claim a refund at the time when the Income Tax Return Form is submitted to the IRBM. The balance of tax needs to be paid on or before the deadline for submission of the tax return form. Determination of Residence Status

You are non‐resident under Malaysian tax law if you stay less than 182 days in Malaysia in a year, regardless of your citizenship or nationality. Non‐resident individual is taxed at a different rate on income earned/received from Malaysia. The residence status of an individual is determined by the dura‐tion of stay (number of days) of that individual in Malaysia in a base year for an assessment year. In certain situations, the dura‐tion of stay for the base years preceding and base years following a particular year of assessment has also to be taken into account. There are four circumstances under which an individual is resi‐dent in Malaysia in the base year for an assessment year. If in any particular base year the individual does not fall within any of those circumstances, he/she is deemed non‐resident for that base year. You should refer to Public Ruling No. 2/2005 (Computation of Income Tax Payable by a Resident Individual) for further details. Royal Abu Bakar Museum The grand building is an architectural wonder and was completed in 1866. It was commisioned by His Royal Highness Sultan Abu Bakar and is also known as the Grand Palace (Istana Besar Johor). Sultan Abu Bakar Mosque On top of a hill in downtown Johor Bahru, overlooking the Straits of Johor and neighbouring Singapore, stands the magnificent Sul‐tan Abu Bakar Mosque, one of the most beautiful old mosques in Malaysia. Endau‐Rompin National Park Endau Rompin, straddling the Johor‐Pahang border, is the second National Park, after Taman Negara. It covers an area of approxi‐mately 80,000 hectares of rich and exotic flora and fauna, encom‐passing the watershed of Rivers Endau and Rompin, from which it derives its name. Tanjung Piai National Park Ever dreamed of listening to the lilting sounds of the ocean, and waking up to the splendour of the universe? Come to Tanjong Piai, a natural wonderland at the southernmost tip of Asia. Desaru Desaru is located 100 kilometres from Johor Bahru, and is a very popular destination for its clean beaches, excellent golf courses and unique attractions. Pulau Aur The island off Mersing, along with Pulau Dayang, Pulau Lang and Pulau Pinang, are rated among the best diving destinations within the Johor Marine Park Area. The deeper waters around the area ensure good visibility and a large variety of marine life. The island is popular among weekend divers.

Gunung Ledang/Mount Ophir Shrouded in mystical legends and folklore, Gunung Ledang contin‐ues to charm and intrigue locals and visitors alike. According to the legend of the Princess of Gunung Ledang, the Sultan of Melaka

wanted the Princess' hand in marriage and she, not wanting to marry him, demanded that the Sultan present her with seven jars of women's tears, seven trays of mosquitoes' hearts and seven bowls of the Sultan's son's blood. After he was unable to meet these impossible requests, she fled to the mountain and continues to live in a hidden cave, to this day. Pulau Rawa Sixteen kilometres off the coast of Mersing is Pulau Rawa. The is‐land is famed for its white coral sand, tall palm trees and coral reefs with neon‐coloured fish and other exotic marine life. Pineapple Museum The pineapple museum has interesting information on the growth of the fruit in Malaysia. Situated in Pontian, the museum has a col‐lection of artifacts and exhibits on the pineapple industry in Malay‐sia. Zoo Johor Established in 1928, Zoo Johor is the place to meet flamingos, ele‐phants, horses and much more. It was believed to be the first zoo in Asia at that time. Education

Compulsory education in Malaysia begins at the primary school level. Primary education starts at the age of seven and spans over a duration of six years. Secondary education consists of lower secondary education (three years) and upper secondary education (two years). The post‐secondary education, i.e., sixth form (equivalent to the A‐level) or matriculation prepares stu‐dents for tertiary/higher education. Currently, there are 20 public universities offering higher educa‐tion at the undergraduate and postgraduate levels. Besides that, there have also been private universities, university colleges, colleges and foreign branch campuses which cater to the rising demands for higher education in this country. Polytechnics and community colleges also form part of the Malaysian higher edu‐cation system. Religion

Islam is the official religion of the country, but other relig‐ions are widely practised. The multiracial and multi‐religious population has given rise to many places of worship. Mosques, Buddhist and Taoist temples, Hindu temples and Christian churches dot the streets of Malaysia.

Local Customs

Some common courtesies and customs are as follows:

i. Although handshakes are generally acceptable for both men and women, some Muslim ladies may acknowledge intro‐ductions to gentlemen by merely nodding and smiling. A handshake should only be initiated by ladies. The traditional greeting or salam resembles a handshake with both hands but without the grasp. The man offers both hands, lightly touches his friend's outstretched hands, and then brings his hands to his chest to mean, "I greet you from my heart". The visitor should reciprocate the salam;

ii. It is polite to call before visiting a home;

iii. Shoes must always be removed when entering a Malaysian home;

iv. Drinks are generally offered to guests. It is polite to accept;

v. The right hand is always used when eating with one's hand or giving and receiving objects;

vi. The right forefinger is not used to point at places, objects or persons. Instead, the thumb of the right hand with four fin‐gers folded under is the preferred usage;

vii. Shoes must be removed when entering places of worship such as mosques and temples. Some mosques provide robes and scarves for female visitors. Taking photographs at places of worship is usually permitted but always seek permission beforehand; and

viii. Toasting is not a common practice in Malaysia. The large Muslim population in the country does not take alcohol.

Traditional and Religious Festivals

There's never a dull moment as Malaysians come together to celebrate numerous festivals, traditions and cultural activities throughout the year. Renowned for their hospitality, Malaysians eagerly share their festive joy with friends and visitors alike. The following are major festivals celebrated by Malaysians:

Thaipusam This day of penance and thanksgiving for Hindu devotees is held in honour of Lord Muruga or Lord Subramaniam. The festival is best experienced in Kuala Lumpur where the deity's jeweled chariot is led in a mass procession through the streets of the city, culminating at the Batu Caves in Selangor. An unforgettable sight is the thousands of devotees in a trance‐like state carrying body‐piercing kavadis or ornate frames. Thaipusam is celebrated on a big scale in Selangor, Penang, Melaka, Johor and Perak. Chinese New Year Chinese New Year marks the first day of the lunar calendar and is celebrated over a 15‐day period. Mandarin oranges and plum blossom stalks are used as decora‐tions in Chinese homes and shopping complexes for prosperity and good luck. Animated lion and dragon dance per‐formances accompanied by energetic drums, gongs and cymbals add to the festive air. On Chinese New Year's eve, family members hold re‐union dinners followed by 'open houses' for relatives and friends. Good Friday Good Friday is the Friday before Easter (Easter always falls on a Sunday). It is observed in the states of Sabah and Sarawak.

Wesak Day On this day, Buddhists observe the birth, enlightenment and passing of Lord Buddha. Religious offerings and rituals such as 'bathing of the Buddha', chanting of holy scriptures, lighting of joss sticks and ordination of monks usually take place in Buddhist temples. Come nightfall, there will be grand processions in cities such as Kuala Lumpur, George Town, Johor Bahru, Seremban, and Melaka. Hari Raya Aidilfitri

The end of the fasting period or the holy month of Ramadhan culminates in Hari Raya Aidilfitri which is celebrated by Muslims around the world. Malaysian Muslims begin their day with visits to the graves of loved ones, followed by prayers and the seeking of forgiveness from their elders. Relatives and friends are invited to the many

'open houses', where they are served with a generous spread of food and traditional delicacies. Deepavali The triumph of good over evil is cele‐brated by Hindus as they observe Deepavali or the Festival of Lights in the seventh month of the Hindu calendar. Throughout the country, prayers of thanksgiving and cleansing rituals take place at temples and household altars.

Hari Raya Aidiladha Hari Raya Aidiladha is another event observed by Muslims which starts on the 10th day of Zulhijjah. It is also the day after pilgrims end their annual pilgrimage, the Hajj in Mecca, Saudi Arabia.
